The grace of our Lord Jesus Christ, and the love of God, and the fellowship red. During the past year the usual Missionary Sti lions have been occupied : except in two instances, where there was an unavoidable interruption for u few months, the n)ii;i.xtra> tions of the Church ha\e been regularly performed in four- teen Mi(*Kions, by the aid afl'orded by this Society. In addition to this, the Lord Bi.^hop has provided an Assistant in the extensive Mission of Saint Stephen, in whose labours a deep interest has been substantially manifested. By the grants made in aid of Churches, the one at Campo- bello. assisted by the liberality of a Layniiin, whose zeal deserves our special thanks, and in every way suited for its holy purpose, has been finished and consecrated, and the Stone Church in the lower part of Douglas lias been brought to completion. The addition and improvements in the Parish Church of Lancaster have been also carried out. By the sums appropriated for Books, the grants to the I Local Committees have been supplied by the Depositories, and the sales have been as great as the limited stock would allow. Little can be done to supply the increasing demand for Bibles, I'rayer Books, and other publications of the So- ciety for promoting Christian Knowledge, until the Society can atVord to place a larger amount at the disposal of the Depository Committees. Messrs. McMillan of St. John having undertaken the pub- lication of the Diocesan Hymn Book, the grant made last year for this purpose was not called for. The publishers have some time since completed their engagement to the satisfaction of the Lord Bishop and the Committee, and have sold arcady more than one thousand copies of the work. By the kind Providence of God, no further demand has been made this year on the fund for the Widows and Orphans of the Clergy. As yet in two instances only has provision been required for this object ; an object which so readily appeals to the best sympathies of all the members of tlic Society. 10 The Lord Bishop has afforded uid hi two cases from Hie grant made to assist in the education of the children of" cer- tain Clergymen. The Society, it is hoped, will keep in view this most desirable object, in which many influential members of the Church have expressed a deep interest. Thus we find good reason to give thanks to our Heavenly Father for having permitted us to do even so little for the glory of His Holy name, and for the benefit of his Church. But what we are doing only opens a greater work to our view. On this, our Twentieth Anniversary, it has been truly said our work has only just begun. It is bejijun, either to dwindle away, or be carried on by much united exertion with success, at a period to which those who come after us will look back as one of the most important in the history of the world. Among the marked features of the present time, is a general feeling of restlessness and instability with regard to all that effects this present scene. Who then does not feel that it is a good thing to be engaged in the furtherance of such lasting objects as this Society has in view ? While man's projects excite for a while, but change and fail, the means we here employ point to the attainment of something more enduring. The mind finds here something worthy of exertion. While one with another we seek the good of those for whom Christ died, peace is brought to our own hearts and good will prevails around us.^ Our meeting together, on an occasion lilce the present, creates a lasting impression for good. Those necessarily engaged in worldly pursuits have their attention called to those high ends for the promotion of which the Creator and Saviour of the world came from Heaven to Earth. The lonely Missionary, toiling all the year round in remote districts, is encouraged by your as- sistance, though far more by your sympathy and co-operation. The members of the Church throughout the Diocese, scattered indeed, and comparatively few, begin to feel there is a bond of unity among us, something in common for which we may all act and work together. Our efforts may be small, the result may be imperfect, but faith looks up for that blessing from on high, which can make our " few loaves" suffice for as many " thousands." Through the means of this Society, God may be pleased to guide many of the weak, the ignorant and the erring, along the narrow way that leadcth to Eternal Life. These expectations are very much strengthened by the Reports of tiie Missionaries and of the various Local Com- mittees, of which the following is an ab.stract: — i n IS ^! Com- Andover. — Rev, S. J. Hanford again thanks the Society for the grant of liouks made last year, and he hopes to be remembered in the next appropri* ation, the more so, because in this way only has his Mission asked anything from the Society's Funds. There are abready three Lending Libraries in this extensive Mission, though necessarily small. Each year's grant has to be apportioned among them, after deducting Prayer Books, Tracts, &c., for dis- tribution, so that the number of books in each Library is very limited. •• I need hardly say," Mr. Hanford writes " how highly we must value, at least in the Country Districts, the appropriation of books made by this So- ciety. In truth, the only objection is, they are too small for the great number of places where instructive reading matter is required. <* I am happy to state that notwithstanding the general check in the lum- bering operations, and an outlay of some £30 on one of our Churches, the Contributions of the Society will exceed those of last year ; and I may add, that the people appear in general to realize more and more the duty of regu- larly contributing to the funds of the Society, though indeed we must own there is yet abundant room lor a deeper sense of this obligation." Contributions are for Aged Clergy Fund, £2 15; General Purposes, £17 16 6; Total, £20 11 6. Cambridge. — S. J. Scovil, Esq., has paid to the Treasurer £16, the Con- tributions from this place. Carleton. — Rev. F. Coster reports Contributions to the amount of £16 16s. 7d. CAMi>OBELio. — Rev. John S. Williams has enclosed the returns from this Mission amounting to £13 lOs. for general purposes : and also the following Resolutions passed at a Meeting of the Local Committee held on the 21st of January : — 1. That this Committee desire to acknowledge with gratitude to Almighty God the increasing usefulness of the Societ}', and pray that He will continue I', it His blessing. 2. That in acknowledging the grants made by the Society last year to this Mission — viz. : £25 to the Church, and £2 lOs. for Books, the Committee ventures to express a hope that a further grant will be made to each ef these objects. Chatham. — The Local Committee met on the Festival of All Saints, the Rev. S. Bacon, Rector, in the Chair, when the following Resolutions were passed : — 1. This Committee return their sincere thanks to the Parent Society for the liberal grants of Books annually made towards the augmentation of the Chat- ham Parochial and Sunday School Lending Library, which form a valuable acquisition to that institution, and are duly appreciated by the Parents, Teachers, and all the young persons who are in the habit of attending ; and the Committee hope to be again remembered in the next appropriation. 2. That this Committee views with lively gratitude to the Great Head of the Chu-jh, the extraordinary success that has attended the Diocesan Church Society since its formation, which can be alone ascribed to the Divine Bles- sing, and is an earnest of its future increase and prosperity. 3. That this Committee deeply regrets the inconsiderable amount of their Contributions for the present year, which m\ist be attributed solely to the unprecedented pressur* of the times. Contributions for General Purposes are £17 14 1. DouoLAs. — At the Annual Meeting of the Committee, a Resolution was passed expressive of thanks to the Society for the grant of £20 made last year towards the stipend of the Rector, and asking for a continuance of the same. The Committee also return sincere thanks for the grants in aid i>f the Stone Church in the lower part of the Parish, This Church, they are happy to say, is finished, and they trust the Divine Blessing may be upon it, and that many may be brought to worship therein " in spirit and in truth" that God who bo mercifully preserves them day by day. 12 11 < The Committee take this opportunity to return thanks for the assistance they have received by subscriptions, both in England and the Provinces. Especially they feel indebted to John Henry Hakewell, Esq., of London, for his kindness and liberality in furnishing a beautiful and complete draft and plan for the building. The Church is built of stone, and is now nearly ready for consecration. The Committee, with thanks for the past grant, hope for a further supply of Books, which prove highly useful and beneficial to the Parish. The Missionary reports that he has under his charge two Churches, in ad- dition to the one just completed. Dvuring the Summer, he had on Sundays three Services, one at the upper Church, anot' er at the Church near the mouth of the Creek, and a third at the School House, neai the new Church. In the Winter months he holds Service twice each Sunday at two of the above Stations. The number of Communicants in the Parish are about 20. The average attendance is, at the upper Church, about 80 ; the Church near the Parsonage, 20 ; at the School House, near the new Church, about 90 ; and at a Station in the Tay Settlement, where he has Service once in about two months, the average attendance is about 30. The amount contributed towards the support of the Clergyman during the year is from £20 to £25. The Contributions to the Diocesan Church Society are as follows : — Mis- sionary visits, 6s. 6d. ; General Purposes, £14 8 8 ; Total, JE14 15 2. FiiEDERiCTf N. — The Annual Meeting of this Local Committee was held on the 28th December ult., the Venerable the Archdeacon in the Chair, wlien it was reported that the subscriptions for the current year would probably equal any hitherto made. This was considered highly satisfactory and encouraging, as in add tion to the unusual scarcity of money and general depression in all kinds of business, several contributors to the Society have during the past year removed from the Parish. The Contributions are, for General Purposes, £184 14 10. Gaoetowx.- £11 15 3. -Rev. N. A. Coster reports Contributions to the amount of Greenwich and Petersville. — Rev. J. Bartholomew writes, " that the only subject connected with this Mission on which I would remark, is my contemplated retirement from the Diocese. Circumstances, chiefly domestic, render this measure immediately necessary. My resignation has been ten- dered to and accepted by the Bishop, and will shortly take effect. " It may not be uninteresting to the Society to learn that during the period of my charge of the Mission, of upwards of nine years in one branch of it, and of nearly seven in the other, I have administered baptism to more than 3fi0 persons; performed 60 marriages; and committed to the grave nearly 80 of the Parishioners. On my first assuming the charge of Pttersville there were 16 Communicants, the number is now 40. More than £425, all in cash, has been subt^cribed by the people for the Missionary's support. It has been my happiness to live in uninterrupted harmony with the Church Parish- ioners, and I regret the occurrences that dissolve our connection. In with- drawing from the Diocesan Church Society, I beg to offer my grateful thanks that it has considered me worthy for >-everal years of its employment, and trust that should the difficulties that occasion my retuirn to England be over- come within a reasonable period, I may re- enter, with the Bishop's concurrence, the service of the Society. Contributions for the Society from Greenwich, £8 13 10 ; Petersville, £8 12 9 ; in aU £17 6 7. GiENELQ, Newcastle, and the Settlements on the South West Branch OF THE MiiiAMicui. — Rev. J. Hudson, Visiting Missionary, reports that the 16th Annual Meeting of the Glenelg Committee was held on the 12th January, ftt the usual plnce after I'rayers, when the following Resolutions were j»dopted; IS I 1. Tliat the members of this Committee are moved with heartftlt gro*'*u(le to Almighty God for the general success with which he has hitherto crowned the blessed work and labours of this, the first Colonial ('hurch Society, and they now beg leave to commend that institution and its objects to the labours, interest and fostering care of their fellow- Churchmen throughout the Pro- vince. 2. That this Meeting desires to bear its humble testimony to the value and usefulness of the Books and Tracts circulated by the Church Society in this Settlement ; and that the Parish Minister be requested to ask the General Committee for a grant of religious publications suitable to the present need of the people. The Missionary also states, that owing to severe snow storms, the meeting of the Glenelg Committee was postponed until the 2d instant, when resolu- tions similar to the above were adopted. Here, in Nelson, £7 2 7 has been coUecteu for the furtherance of the Society's objects ; but when this Parish and Blackville (from which the sum of £3 6 11 has been received) are fa- voured with a resident Pastor, a hope long cherished and now about to be realized, and his whole heart and soiil devoted to their spiritual wants, it may reasonubly be expected that larger offerings will be east into the Treasury of the Society, and the Church of Christ, which it is its object to extend, will diffuse her mild influence to the increase of true religion in this and the adjoining settlements. The Contributions for the past year from this poor district are as follows : Point Escuminac, 9s.; Glenelg, £5 19 10; Newcastle, £542; Nelson, £729; Blackville, £3 6 11 ; Ludlow. 178. ; Boies Town, fls. Carey has enclosed through Dr. Alley, £3 15, for general purposes of the Society, and requests a grant to aid iu the repairs of the Parsonage House. Hampton. — The ^tev. W. Walker is happy in being able to report a large increase in the Contributions for this Parish. These are in all, £42 2 4, of which the sum of>£14 is limited to the Widows and Orphans' Fund. HopEWELi. — Rev'. R. D. Palmer has enclosed the following resolutions, passed at a meeting of this Local Committee, held on the 4th instant. 1. This Committee deeply impressed with the necessity of a resident Cler- gyman, and thankful to the Society for the assistance it has hitherto rendered, earnestly solicit a continuance of its suj^rt, and also ask for a further grant of books, which are the means of doing much good. 2. That although the Contributions in this Mission fall short of those of the previous year, yet we have reason to hope they will increase as soon as the present pecuniary difficulties are passed, as many for this reason are reluctantly compelled to diminish their subscriptions. 3. That as this is, in all probability the last time the present Missionary will preside at the meetings of this Committee, we consider it a duty we owe to the Parent Society, as well as to the Reverend gentleman himself, to ex- pr( ss and have recorded our satisfaction at his conduct as a Clergyman, and of his zeal in the discharge of his duties, and are thankful to the Lord Bishop for sending him among us. Contributions amount to £5. Howard Settlbment, CANTEHBrRT. — Rev. J. Hartin, in behalf of this Mission, respectfully requests aid towards building a Church. A suitable site has been offered and subscriptions already obtained in the Parish to the amount of £1(0. The estimated expense of the building, capable of seating 15ft persons is £300. Scovil, encloses a list of subscriptions which, to- gether with the Collections in Church, amount to £31 10, of which £1 10s. is limited to Missionary Visits. Mr. Scovil writes that on the day of the Festival of Saint John the Evan- gelist, after Prayers, our Local Committee proceeded to choose their Lay J)elegites, and the Meeting was closed with such good wishes and aspirations for the welfare of our Church Society, as might And Kuitable expression in the concluding words of the Prayer of Mos^ the Man of God. •* Let the l)eauty of the Lord our God be upon us : and establish thou the work of our hands upon us, yea the works of our hands, establish thou it." Laxcaster. — Rev. G. Bedell writes that at a meeting of this Committee held on the 7th instant, the following resolutions were passed : — 1. That this Committee, on behalf of the Parish generally, beg to express the continued and lively interest felt in the welfare of the Diocesan Church Society, and to oifcr their sincere thanks for the grant towards the repairs of their Parish Church, , 2. That they state with pleasure that the Parishoners have cheerfully sub- scribed £50 towards the stipend of their Rector, thereby enabling him to fulfil his engagement ; that the Sunday School was well attended while the weather permitted, and will soon be re-opened. 3. That it is with regret the Committee have to allude to the reduction made by the Parent Society of £25 sterling Tper annum in the allowance to their Pastor, which is especially severe, as the increasing demand for his services involve additional expenses ; and there arc many calls made upon the Pa- rishioners for local objects. They return thanks for the books, which are duly appreciated, and request a further grant. The Rev. G. Bedell, in a letter enclosing the foregoing resolutions, Ptatt^ that the repairs and enlargement of the Church involved an outlay of £210, 'Of which about £30 is still due. The calls oa the Parishioners have been unusually heavy during the past year, and will probably be increased by the .additional support required for their Rector ; and ho feels satisfied that the request for assistance will not be unheeded by the Society. The Contributions arc in all £35 1. In compliance with the resolution of the General Committee, M". Bedell states that he has under his charge four Churches, viz. : at Lancast'' -, Man- awagonish. Tippett encloses a list of Subscribers, nvhich, be writes, though exceedingly small, is as much as he could obtain,, long and expensive sicknesses having prevented many from contributing as usual. The subscribers reside very distant from each other, and this has made it impracticable to hold a Public Meeting for the purposes contemplated in Rules 13 and 14 of the Constitution. This Parish Ibrmerly constituted a part of the Mission of Prince William, but through the aid of the Society, has possessed a settled ClergjTnan for about eight years. It is inhabited almost wholly by Dissenters of the Free- will Baptist persuasion, the members of the Church of England being few and scattered over a line of about thirty miles. Divine Service is performed at four Stations ; at two of which, since under the writer's charge, Churches have been erected, and in them the Holy Communion is administered monthly.. The number of Communicants, out of irom 130 to loO members of the Church of all ages, is 25. The Congregations are ordinarily small ; thus at Station No. 1, from twenty to forty; No. 2, twenty-five to fifty; No. 3, fifteen to twenty-five ;. No. 4, twenty-five to fifty. There are five Meeting Houses in which the Societies of Baptists assemble every Sunday. From these, the Missionary WTites, he has not been successful in winning numbers to the Church ; though they sometimes attend our Public Worship. The Church,, however, happily loses none, and there are, thank God, many in the Parish deeply ana intelligently attached to her Communion. The baptisms during the year have been nine ; marriages three,.and bxirials five. Amongst the lat- ter, three of our oldest and most constant members, one of them remarkable in a high degree for •' whatsoever things are just, pure, honest, lovely and of good report." S.vxNT Mary's. — Rev. W. JafFrey in making the report as requested by the General Committee, states that he h s three Churches under his charge, in each of which, when practicable, he holds Service once every fortnight. He has also four other Stations, where he has occasional Services. The number atieudmg these Churches and Stations, ran es from 10 to 120, among which are now 22 Communicants. Five of the latter have during the year been removed by death, wh;ch, though a loss to the Church militant on Earth, is, he is assured, an addition to the Church triumphant iu Heaven, their last end having been peace. The amount contributed for the support of the Missionary during the past ycM has not exceeded six or seven pounds, which he hopes the Society will not consider a fair index of the liberality of his people, who have been called iipoii to the extent of their ability for other religious objects. The number of baptisms in the Mission has been 22. During the past Summer, the writer alter one of his Parochial visits to the rear of his Mission, which is forty miles in extent, passed on for a few days through some of the more north-westerly districts, and he can testify to the truth of what has been so often said respecting their spiritual destitution. In that very large field of labour, there is only one Missionary, the Rev. J. Hudson, who is obliged to do the work of three or tour Parishes, each of which Tiearly as large in extent as many of the Dioce.4es of the Mother Country. Much good might result by supplying an additional Missionary for that por- tion of the Diocese. May God, he concludes, so strengthen the hands of the Society as to enable it to provide the means for more labourers in the Vine- yard, and to H is name will be the praise. He requests the annual grant of books for Saint Andrews and Chamcook. Saint Geohob and Pbnnfibld.— Rev. J. M'Givern has enclosed returns as follows: Saint George, £16 16 10. Pennfield, £6 3 3. Total, £21 19 1, and the following Resolution passed at a Meeting of the Committee on the 6th instant. " That the steady progress made by this Society as the handmaid of the venerable Society for the Propagation of the Gospel in promoting the inter- ests of the Church during the last twenty years, in this Diocese, demands the expression of our heartfelt gratitude to the Author and Giver of all good. And that one of its objects, viz. : • to afford aid to new and poor missions,' should in the opinion of this Committee, be a strong motive for increased exertion and entire co-operation on the part of all true Churchmen among us." Mr. M'Givern writes that notwithstanding the depression in business and consequent scarcity of money, the friends of the Society in this Mission have shown no disposition to relax their efforts in behalf of this good cause, but have cheerfully given their contributions. My earnest desire is " that they may abound more and more." If the Society could be induced to alter its present rule, and hold its meetings during the Summer months, it is my settled conviction that larger subscriptions would be obtained, especially in the lumbering districts, as the laborers are at this season at home. Besides this, by the present arrangement, the Clergy are kept away by the incle> mency of the season, and the expenses of travelling. This difficulty, the writer would not wish to see obviated by any allowance for that piuposc from funds already too small for more important oojects. Sfrinofibld. — Rev. C> P. Bliss writes that at a Meeting of the Local Committee, resolutions were passed expressive of thanks to the Society for its liberal grant in support of this Mission, and asking for a continuance of the same. They express their conviction of the great benefits derived from the books imported by the Society. They feel strongly opposed to any change in the time of holding the Meetings. The Society is doubtless aware, Mr. Bliss continues, that this Mission is composed of the united Parishes of Springfield and Johnson. Last year I performed Service at the Church in the Parish of Johnson every third' Sun> day, alternately in the morning and afternoon. At the Irish Settlement every other Sunday, and so here at the Parish Church. Thus I had four dif- ferent Stations. The Communion is administered once a month. The nxunber of Communicants is 80 ; average attendance 35. The Congregations are good, increasing in some Stations. Contributiuns to the Missionary's support, £35. I have had 40 baptisms during the year. During the past Summer, being called upon to visit a sick person in the Parish of Wickham, I there found the necessity for a regular Service, to which I have attended every third week, in addition to my other duties, Cou- tributionB,£9 14s. l^d. The amount is little less than last year, solely owing to the titate of travelling having prevented him from calling on all who would have subscribed, as the attachment to the Society is unabated. He reports that there are three Churches under his charge, at Loch Lomond, Black Kiver, and on the Quaco Bead ; at the two former of which Services on Sunday are held alternately. At the Church on the Quaco Road during the Summer months there is Service once a fortnight on a week day. The num- besr of Communicants in the Mission is 36. Ihe attendance at Rlack River Church is from 80 to 100 ; at Loch Lomond, 40 ; on the Quaco Road, about 20. No contributions are made to the support of the Missionary : they have not been asked for since the present incumbent's charge ; although he is con- vinced that if the people knew they were actually needed, they would " out of their poverty," iurnish a small amount for that object. Sussex. — Rev. Thomas M'Ghee reports Contributions for Books and Tracts, 133. 6d. ; Churches and Chapels, £3 4s. 6d. ; Widows and Orphans' Fund, £2 6s.; General Purposes, £6 19s.; Total, £13 3s. He solicits a grant in aid of building a Church in Dutch Valley to accom- modate 160 worshippers. A grant for that object was made by the Society in 1847, but owing to the affliction of the Rev. H. N. Arnold, at that time in charge of the Mission, it was not called for. Upham and St. Mabtins. — Rev. W. H. DeVeber writes that the Pa- rishioners of Upham having been called upon to paint their Parish Church, and those of St. Martins being engaged in building a Church at tliat place, the Contributions will not exceed the sum of £24. Welfoed.— Rev, D. J, Wetmore encloses a Subscription list amounting to £8 les. for General Purposes, and writes that the great depression in the lum- bering business, and the high price of provisions, has prevented his obtaining more. REPORT OF COMMITTED ON CONSTITUTION, To Tifiu Diocesan Chuecu Society of New Bhunswick. The Committee appointed at the last Anniversary Meotiug of the Society to consider the present Constitution of the Society and -whether any amendments are required in the same, and to report thereon at th'» next (5eneral Meetiug of the Society, have attended to that duty, and after due deliberation are of opinion that certain amendments are desirable, which are embodied in this their Report, which they respectfully and unanimously sub- mit for the consideration of the Society, and recommend for adoption at the Anniversary Meeting in 1857. FIRSTI.Y. It is proposed and recommended by the Committee that Article II. and XVIII. of the present Constitution be rescinded, and the following substitu- ted in lieu thereof. II. No alteration shall be made in the Constitution of this Society, nor shall any Bye Law, Rule, or Regulation of the Society be repealed, annulled, or oltercd, except at one of the Anniversary meetings, by the vote of at least two- thirds of the members present, qualified t<> vote, nor until it shall have re- ceived the sanction of the Lord Bishop of the Diocese, which sanction must be given in writing and delivered to the Secretary within six months of the &aid ."fleeting. III. No alteration or amendment in the Constitution, nor any repeal, cancellation, alteration or amendment of any Bye Law, Rtile or Regulation of the Society, fihall be proposed or made at any Meeting, unless notice shall have been given: in writing at the next previous Anniversary Meeting of such proposed repeal or cancellation, nor unless the terms of such proposed alteration or amendment shall have licen stated in WTiting at such previous meeting, from which witli- out the unuiiiraous consent of the members present, qualified to vote, no de- viation, except of a mere formal nature, shall be permitted. IV- No repeal, cancellation, alteration, or amendment, shall be proposed, except by a member qnalilied to vote at the General iVJeeting, whose name shall be entered on tlie M inutes by the Secretary, together with the said proposition ; but it shall be competent to any qualified Member of the Society to require 8uch proposition to be put to the vote at the next Anniversary Meeting, whe- ther he be the original proposer or not. SECONDLY. That Article III of the present Constitution do stand as No. V, with a pro- viso defining the qualification of Members entitled to vote at the General Meeting ; and the -Article so amended will stand thus : Y. The payment at any one time of a sum not less than Ten Pounds shall con- Btitute a Life Member ; and the payment annually of any sum, however small, shall constitute the person paying the same a Member of the Society. Pro- vided that no Member shall be qualified to vote at any General Meeting of the Society, unless of the full age of twenty one years, nor unless he be a liife 'Member, or shall haAe subscribed and paid at least Five Shillings during the year preceding such Meeting, / ;r I! 60 THIRDLY. Tlmt Articles No. 4 and 6 of the present Comititution be rescluded, and the lollowing substituted in lieu thereof: VI. 1. The Officers of the Society shall be a President, two or more Vice-Pre- sidents, a Treasurer, one or more Secretaries, and two Auditors of Accounts. 2. The Lord Bishop of the Diocese shall be the President of the Society, and the Archdeacon the Senior Vice-President; and any Life Member may at any Anniversary Meeting be elected a Vice-President of the Society. 3. The Treasurer, Secretary, or Secretaries, and the Auditors, shall be an- nually elected at the Anniversary Meeting ; and in case of the death, re- signation, or removal from the Province of any such Officer, the vacancy shall be filled up by the Executive Committee, at its next or any subsequent Meet- ing within the year ; and the Lord Bishop shall, if he see fit, call a Special Meeting of the Executive Committee for the purpose of filling any such va- cancv. YII. (^Executiee Committee.') 1. There shall be also an Executive Committee, to be composed of the fol- lowing Members, viz. : The Officers of the Society as provided for in the next preceding Article. All Clergymen resident in the Diocese, duly licensed by the Lord Bishop, and Subscribers to the Society. And Twenty-four Lay Members of the Society being Life Members, or Annual Subscribers of at least One Pound ; to be annually elected at the Anniversary Meeting, provided that no Annual Subscriber shall be qualified to be elected, unless he shall during the year preceding such Meeting have paid his subscription of at least One Pound. 2. Five ISIcmbers of the Executive Committee, three of whom to be Lay- men, shall form a Quorum. 3. The Executive Committee shall meet either at Fredevicton or Saint John on the first Wednesday in January, on the day next lollowing the Annual Meeting ; on the first Wednesday in March, on the first Wednesday in June, and on Wednesday after the first Tuesday in October, FOniTlILY— ( 0/yec<5. ) That the Article VI shall be numbered VIII and stand as at present, with the exception of that relating to Books, which shall be amended as follows : 4. The supply of such Books and Tracts as are oii the Catalogue of the So- ciety for Promoting Christian Knowledge, and none other. The Article of the present Constitution No. VIII to be rescinded. The Ar- ticle No. VII to be numbered IX, and the Article No. IX to be numbered X. The Articles No. X, XIII and XIV of the present Constitution to be re- scinded and the following substituted in lieu thereof: XL {Local Committee.') 1. The Members of the Society in each Parish, or in each Mission, con- sisting of two or more Parishes, shall, at the discretion of the Missionary of such Mission, constitute a Local Committee ; and so also the Members re- siding in any District of a Parish ECt oft' under the authority of the Lord Bishop, with the concurrence of the Kector and Church Corporation of such Parish, (there being in such District a Church duly consecrated and a resident Clergyman licensed thereto by the Lord Bishop,) may at the desire of such Clergyman, and w ith'thc approval of the Bishop and the Rector of the Parish, ia form a separate Local Committee ; and in that case the District ahull for th purpose of the Society be considered as a separato Parish. 2. Each Local Committee shall hold an Annual Meeting on some con- venient day, previous to the 1st day of December, when they shall elect two Lay Members of the Society as their Deputies or Delegates in General Com- mittee, and when a return of the amount collected and the names of the sub- scribers shall be laid before the Meeting, M-hich Return after having been signed by the Chairman and Secretary, shall be sent to the Secretary of the Society, and the money paid to the Treasurer thereof on or before the twenty- fotuth day of December. FIFl'HLY. That Articles XI and XII of the present Constitution be numbered suc- cessively XII and XIII, the following addition being made to XIII : A Spe- cial General Meeting^may be called at any time by the President, or in his absence, by any two or more of the Vice-Presidents, four weeks notice being first given thereof by advertisement in one or more newspapers, published in Frc.'«ricton and Saint John respectively. And Article XV rescinded and the following substituted. XIV. (^The General Committee.') 1. The General Committee of the Society shall be composed of the following Members, viz. : The Lord Bishop of the Diocese who shall be the Chairman ; but in the absence of the Lord Bishop the Committee may elect a Chairman, the Secretary or Secretaries who shall also serve in that capacity ut the Meet- ings of the General Committee, the Treasurer and the Auditors, the Rector or Missionary of each Parish, or of a Mission composing two or more Parishes, and the Clergyman of any separate District of a Parish. Provided that in the absence or sickness of the Rector of any Parish, the duly licensed Curate or Assistant M inister shall be considered pro hoc vice a Member of the General Committee, and the Lay Deputies elected by the Local Committee as before provided, all such persons being Subscribers to the Society. Proof of the election of such Deputies by each Local Committee to be the Certificate of the Chairman or Secretary thereof. 2. The General Committee shall meet on the two days next previous to the Anniversary Meeting to make the Annual appropriation of the funds of the Society ; and a Report of the proceedings of such Meeting shall be made at the Anniversary Meeting. 3. The Order of Business in General Committee shall be as follows : Firstly. Production of Certificates of Lay Deputies. Secondly. Secretary's Report to be read, and also a Rejtort of the Proceedings of the Executive Committee for the past year. Tlurdly. Report of the Auditors to be read and laid before the General Committee. Fourthly. Such appropriations or disposition of the funds to the objects of the Society as a majority of those present may determine. SIXTHLY. That the title to atl Churches towards the erection or completion of which any grant is made from the funds of this Society, be vested either in the Church Corporation of the Parish in which such Church is situated, or in some party or parties in trust to convey the site, as soon as practicable, of such Church to the Church Corporation as soon as the same may be legally constituted. That no grants from this Committee, subject to conditions, be paid until an order is issued from the Executive Committee, who will previously ascertain that the conditions of the grants have been fulfilled.
