T. PATBB80N. Sl33.'t CONSTITUTION. ARTICLE L NAME. - ' This Club shall be known as the " Ottawa CAxjob Club.* ARTICLE II. OBJBOT. Tho object of the Club shall be to unite tho amateur Canoeists of Ot- tawa by means of meetings for busi- ness or pleasure ; by oamping", cruis- ing, paddling, sailing and racing ; by keoi)lug logs of voyages, records of waterways ond routes, details and drawings of canoes, collections of maps, charts and books, and by the acquirement and maintenance of club houses and campimg grounds. ARTICLE III. MEMBERSHIP. Sec. 1.— There shall be four classes of membei-s, viz.: honorary, active, life and Junior. t3cH?. 2.--Bvery member on his elec- tion shall be held to have notice of and be bound by the Constitution, By- laws and Rules of tbe Club. Sec. 8.— -Honorary members may be elected for the theu current year by a unanimous rote of the Executive Committee, and shall be entitled to all the privileges of the Club without payment of the annual fee. ACTIVE. Sec. 4.— Applicants for active mem- bership shall sign an application form and shall be proposed and seconded by members of the Club, and the nr.mes of the applicant and his pro- poser and seconder shall be posted on the bulletin board in the Club House for one week. If no objection be taken during this period, the Sec- tary may, with the approval of any two members of the Executive Committee, declare such applicant elected. Sec. 5.— If a member notify any member of the Executive Committee, in writing, of his objection to such applicant, the applicant may then only be elected by a unanimous vote of the Executive Committee. Sec. 6.— Prior to the fli-st day of May, members shall be elected by a unanimous vote of ihe Executive Committee in lieu of posting as de- scribed in section 4, but the name of every applicant for membership shall also be posted as soon as the Canoe- ing season opens. Wi LIFE Sec. 7.— Any one, upon election, may become a life member upon payment of fifty dollars, or by the transfer to the Club of five shares in **The Ot- tawa Canoe Club House Company/' Life members shall be entitled to all the privileges of the Club. JtTNlOR. Sec. 8.— Boys between the ages of twelve and sixteen may become Jun- ior members upon being elected in tlie mauFiei' provided for active members. Junior members may not vote, hold office, or introduce strangers or vis- iting members to the Club House. ARTICLE IV. VISITING M 'MBERS Sec. 1.— Any member may Introduce as a visiting member for a period not exceeding three weeks in any one year, any person resident at a dis- tance of not less than twenty miles from Ottawa, provided his name be approved by one member of the Exe- cutive Committee. Sec. 2.— The names of all visiting members shall be entered in tlie Vis- itors' Book, with the period for which they are admitted, together with the names of the membei-e by whom in- troduced and approved. 6 ARTICLE V. FBB8. Sec. 1.— The annaal fee for an active member shall be three dollars, and for a Junior member, one dollar, and shall be payable on or before the. first day of May in each year. Sec. 2.— The fees of members elected after May firet shall be due on elec- tion, and no member shall be admitted to the privileges of the Club until his fees are paid. Sec. 3.— It shall be optional with the Executive Committee to post any defaulter after the 15th day of June, but any member whose annual fee is unpaid by the first day of August shall ipso facto cease to be a memb»»r, and tlie Secretary shall strike his name off tlie Roll, and notify him to this effect. Sec. 4.— Any member struck off for non-payment of fees sliall still be liable for all arrears, and shall not be reinstated without payment tliertH)f. ARTICLE VI. RESIGNATION. Sec. 1.— Any member desiring to resign must pay all nrrears, and must notll'y the Secretary !n writing before the 15th day of June. Every resigna- tion shall be submitted to the Exec i- tive Committee, and the member sliall be notified by the Secretary of the action taken. Sec. 1.— The Officers of the Club shall be a Commodore, a Vice-Commo- dore, a Captain, a Secretiiry, a Trea- surer, and six Committeemen. Sec. 2.— The Officers sliall be elected by ballot, at the Annual Meeting, and shall hold office until their successors are elected. ARTICLE IX. COMMODORE AND VICK-COMMODORE. The Commodore and Vice Cou^no- dore shall be Honorary Officers. ARTICLE X. • AITAIN The Captain shall preside at all generat meetings and meetings of the .: I Racing Committee, and sball be cx- offlcio a member of all committees. He shall have general supervision over all matters affecting the inter- ests and management of the Club. » ARTICLE XI. SECRETARY. Sec. 1.— The Secretary shall call all general meetings and meetings of the Executive Committee when required, and keep correct minutes of the same ; conduct the correspondence ; post all notices, by-laws and rules, except those pertaining to the duties of tlie Treasurer ; lieep a correct roll of members, vand a record of all aquatic ' matters of interest to the Club, and shall keep and be responsible for all books and records except the books of the Treasurer. He shall notify mem- bers of their election, and thereupon send them a copy of the Constitution, By-laws and Rules of the Club. He shall also report at each committ/^e meeting the name of all members elected since the last meeting of the committee. Sec. 2.— He shall keep a list of .ill names struck off the list of members, with the reasons for such name being struck off, and shall report to the Executive Committee if any applicant for membership is on this list. 9 ARTICLE XII. TREAST'RER. The Treasui-er shall receive all moneys due to the Club ; pay all ac- counts passed or authorized by the Executive Committee ; and shall |)re- pare an annual statement, which he shall cause to be audited previous to, and shall lay the same before the annual meeting. He shall have con- trol of the allotment of raclts and loclcers, and sliall slgft and Issue nieml>ership and other cards upon re- ceiving paj^ment of the dues tliere- for. ARTICLE XIII. ASSISTANT SECRETARY AND ASSISTANT TREASURER. The Executive Committee may ap- point from their number an Assistant Secretary and an Assistant Treas- urer, who shall assist the Secretary and the Treasurer in their respective duties. ARTICLE XIV. EXECUTIVE COMMITli'JE. Sec. 1.— The Executive Committee shall consist of the Captain, Sec'ie- tary, Treasurer, Secretary of the Racing Committee, and five ineml)ers of the Club, elected at the Annual Meeting. M 14 10 Sec. 2.— The Committee may make such rules as it deems advisable for the management of the Club property, and, subject to any resolution passed at any general meeting, fix the fc'is to be paid for the use of the raclcs, lockers, etc., and shall prescribe the rules for Club cruises, camps, etc., and have general supervision of the affairs and finances of the Club. Sec. .3.— Any by-law or rule made by the Committee other than of a tem- porary character, shall be laid before the next ensuing general meeting, when such rule may be amended, re- scinded, or confirmed. If no action be taken thereon, such rule shall lapse. Sec. 4.— Five members shall form a quorum. Sec. 5.— If the Committee is equally divided, the chairman shall have a casting vote, in addition to his ori- ginal vote. Sec. 6.— The Committee shall, sub- ject to any order passed at a general meeting, regulate the expenditure of the Club. Every account shall be approved by the Committee. Sec. 7.— Should any member of the Committee be absent from three con- secutive meetings, without a satisfac- tory excuse, his position may be de- clared vacant and be filled pursuant to the following section. . 11 II Soc. 8— In the event of a vacancy occurrinR in the Committee, tliat 1>fMl.v shall have power to till the same, and shall do so within one month from the time the vacancy occurred. ARTICLE XV. AUDITORS. Sec. 1.— Two Auditors shall he elect- ed by an open vote at the Anniial Meeting. Sec. 2.--N0 member of the Execu- tive Committee may be an Auditor. ARTICLE XVI. OFFICIAL MEASURERS. Sec. 1.— Tw^o Otflclal Measurers shall bo appointed by the Executive Committee before the lii*st of May in each year, and shall hold olftce uutll the first of May following, or until tlielr succes.sors are appointed. Sec. 2.— Tlieir duties shall be as laid down by tlie Racing Committee* from time to time. Sec. ARTICLE XVII. RACING COMMITTEE. 1.— The Racing Committee shall be elected by the Executive Com- mittee lx»fore the first day of May In each year, and shall consist of the Captain, the Secretary of the Raclni? Committee, the Otticlal Measure-s, and eipht members, of whom two shall be elected to represent each of J»J 12 li the following branches (a) Paddling ; (b) Canoe Sailing ; (c) Slciff Sailing ; (d) Swimming and Water Sports. Sec. 2.— The two representatives of each branch, together witli the Cap- tain and the Secretary of the Racing Committee, shall form a sub-commit- tee, to which all matters relating to such branch shall be referred and de- cided. Sec. 3.— Each sub-committee shall before the first day of June in each year, lay before the Committee rules to govern its branch, ii id the Com- mittee shall forthwith approve of, or reject, the same. Sec. 4.— The Secretary of the Com- mittee shall keep the proper and necessary records in connection with all Regattas and Races, and submit an annual report to the Executive Committee. Sec. 5.— The Committee sl:all liave entire control of all racing matters, and shall arrange all regattas, races, and aquatic sports. Sec. 6.— The Committee shall not expend any money, or incur any debt, without the previous authori- zation of the Executive Committee. ARTICLE XVIII. MEETINGS. Sec. 1.— A General Meeting may be called whenever deemed advisable by the Captain, or any two members of 13 i'.. the Executive Committee. On tlie refusal of those officers to call a meeting, the Secretary shall do so at the request of any six members. The Annual Meeting sliall l>e held in tlie first week in March, for the election of officers and the transaction of other business. Fifteen members shall constitute a quorum at all gen- eral meetings. Sec. 2.— The order of business at all general meetings shall be as follows : 1.— Minutes of preceding meeting. 2.— Reports. 3.— Communications. ; 4.— Elections. 5.— Unfinished business. 0.— New business. ARTICLE XIX. SPTKTTITOtTS LIQITORS. No spirituous liquors, including beer, shall be kept for sale on the Club premises. ARTICLE XX. FLAOS, Sec. 1.— Tlie Club Flag shall be an Oxford Blue Pointed Burgee, eighteen inches long, and twelve inclies wide, with a white beaver in the centre, and the letters O, C. C. also in white, one below the other next the staff. fl 14 Sec. 2.— The Commortorc, Vice Com- modore and Captain shall carry the same design on a broad pennant twelve inches by twenty-one inches. The Vice-Commodore's flag shall have one white ball two inches in diameter, in the upper corner, next the staff. The Captain's flag shall have two white balls, two inches in diameter, one below the other next the statt. Sec.3.— Members w^ho have held the rank of Commodore, Vice-Commodore, or Captain, shall be entitled to fly f Q Oxford Blue streamer three feet long, three inches wide at the staff, and running- to a point. The Ex-Vice- Commodore's sti-eamer will have one white ball two inches in diameter next the staff, and ex-Captains two white balls two inches in diameter next the staff. Sec. 4.— Private members' signals shall be registered with the Secre- tary. These signals shall be rectan- gular, eighteen inches long and twelve deep. ARTICLE XXL TOTEM. The Club Totem shall be an Oxford blue beaver, to be carried on the main sail, near the peak. ARTICLE XXII. UNIFORM. The full dress uniform of the Club shall be a White Flannel Suit and a IT) Cap similar to that \»oru by Ottlceis of the Itoyal Navy. ARTICLE XXIII. COLOURS. Thi» Club colours shall bo Oxlord Blue, and White. ARTICLE XXIV. WHISTLE. The Club Whistle shall bo two long notes repeated three times. ARTICLE XXV. AMENDMENT TO CONSTITUTION This Constitution may be amended by a vote of two-tlnrds of the mem- bers present at a K^'iieral meetin.i?. A notice tliat it is the intention to pro- pose an amendment, and stating which articles of the Constitution it is proposed to amend, shall be sent to eacli member at least one week before the date fixed for the meeting. Tlie proposed amendments shall be posted on the bulletin board, or be on file with the Secretary for one week pre- vious to the meeting. ; I n BY-LAWS Adopted by Executive Committee May 20th, 1897. MEMBERS, 1.— Members shall bo entitled to the privileges of the Club only upon pay- ment of current dues and all arrears. 2.— A membership card shall be is- sued by the Treasurer to each mem- ber upon payment of dues ; and any member who is unable to produce such card when called upon to do fto by the Caretalier, may be aslied to register his name in the Caretiilcer s boolj. LADIES. 3.— Each life, honorary, or active member in good standing may obtain season admission cards for two ladies. Additional cards may be ob- tained on payment of fifty cents each. Members desiring cards may obtain them from the Treasurer, on furnishing liim with the names of those for whom required. CLUB HOUSE. 4.— The Club House shall be open every day for the use of membei-s, from 7 a.m. till 10.30 p.m., at which hour all lights sliaJl be extinguished, 17 but any member reiiiiiring to briuj? in his canoe after 10.30 p.m. can do so by ringing the river bell for the Caretaker. CARETAKER. 5.— The Cai'etaker shall receive in- structions only from members of ilie Executive Committee. He shall <*all the attention of members to any vio- lation by them of the Rules, and sliall report any irregularity to the member of the House Committee for the week, or in his absence, to the Captain or SecretaiT, wlio shall report the matter to the Executive Committee at the flrst meeting thereafter. HOOSE COMMITTEE. 0.— Excepting the Secretary and the Treasurer, each member of the Exti- cutive Committee shall be House Committee for one week in rotation, the senior taking the first turn of duty, and then the other members of the Committee, according to seniority. Any member may, however, exchange duty with another, provided the Secre- tary is duly notified of the change. The roster of duties shall be kept posted in the Club House. The member of the House Committee- on duty shall see that the Caretaker is attending to his duties, that the Clul) House is in proper order, and that the rules and by-laws of the Club are be- ing observed. At the close of liis week's duty he will report to the Secretary. I i! 18 WHARF. 7.— No person shall obstruct the wharf by having a canoe or boat thereon or moored thereto. BATHING. 8.— Bathing is allowed at all times, provided the bather be clothed from neck to knee in proper and decent costume. In gt)ing to and from the water, bathers must use tlie door and staircase specially provided for that puri)ose, at the eastern end of the Club House. Persons in bathing cos- tume shall not go into any part of tlio Club House other than the dressing rooms. No one in bathing costume shall be allowed on the wharf. CANOES, 9.— No person shall be allowed to use the Canoe, Boat, or other pro- l)erty of any member except upon producing a written order signed by the owner. WAR CANOE. 10.— Regulations regarding the ise of the war canoe, will be posted from time to time on the Club Bulletin Boards. RACKS AND LOCKEhS. 11.— Payment of dues for racks and lockers shall be made in advance. 12.— The member of the House Com- mittee on duty, or, in his absence, the Caretaker, may assign an applicajit 19 a rack or locker ; but title to the same will not be good until approved by the Treasurer.
