WiNSLOW. / -s. h CONSTITUTION -OF THE — CITY AMATFMR HOCKEY LEAGUE OF SAINT JOHN. Nf ARTICLE I. The name of this organization shall be *' The City Amateur Hockey League of St. John." • ARTICLE 11. Its object shall be to improve, foster and per- petuate the Game of Hockey in St. John; protect it from professionalism ; and to promote the cultivation of kindly feeling among the members of Hockey Clubs. ARTICLE III. Sec. 1. Its officers shall be President, Vice- President, Secretary-Treasurer, a committee composed of two representatives of each Club which is not already represented by an of- ficer on the Executive Committee, the office- bearers and committee forming the Execu- tive Committee. No two officers can be members of the same Club. They shall hold office until their successors be appointed. Sec. 2. Any vacancy occurring in the Executive Committee may be tilled at a regu- lar meeting of the said Committee. ARTICLE IV. Sec. 1. The president shall preside at all meetings of the League and Executive, with the usual privileges of the office. He shall have a vote in the election of officers and the admission of new Clubs, and the casting vote in a tie. He shall call special meetings when- ever he deems them n^'cessary, or when \-. *^ requested to do so by any two clubs in the League, said clubs to state reasons for wishing such meeting. Sec. 2. The Vice-President shall perform the duties of the President in his absence. Sec. 3. The Secretary-Treasurer shall keep an accurate record of the proceedings of the League and the Executive Committee, a register of the clubs in the League, with their names, office-bearers and the address of the Secretary. He shall conduct all correspond- ence of the League and the Executive, keep a record of the decisions of the latter on all points of appeal, complaint, &c. He shall notify all officers and clubs of their election^ issue all notices of meetings, keep a correct account of moneys received and disbursed by him, and annually report to the League. He shall bank all funds in trust. Sec. 4 The Executive shall deliberate and decide upon all business submitted to them and shall generally manage the League. Five members shall form a quorum. 6 ARTICLE V. Sec. 1. The Annual Meeting shall be com- posed of three delegates from each of the several Amateur Hockey Clubs in St. John, which have been duly admitted to membership, each delegate shall have one- vote. Sec. 2. Delegates must be members in good standing in the Club they represent, and no other. Sec. 3.^ No delegate shall be admitted to the meeting unless he shall have fyled with the Secretary a certificate of his appointment signed by the President and Secretary of the Club he represents, ARTICLE VL Sec. L Clubs in this League must be com- posed exclusively of Amateurs. Definition op an Amateur. Sec. 2. An Amateur is one who has never competed for a money prize or staked bet, or ii with or against a professional for any prize, or who has never taught, pursued or assisted in the practise of athletic exercise as a means of obtaining a Uvelihood; or who has never entered any competition, under a name other than his own. Sec. 3. No Club shall be admitted to mem- bership in this League unless it adopts in its constitution the words or sentiments contained in this Article ARTICLE VII. Sec. L Any Hockey Club desiring to join this League shall send to the Secretary an ap- plication for membership, not later than December 1st. AETiCLE VIIL Sec. L The annual fee for each club shall be $2.50, payable when apphcation for mem- bership in the League is made, and at each annual meeting thereafter. mmm im 8 Sec. 2. Any Club whose fee remains unpaid shall not be entitled to vote at the annual meeting. ARTICLE IX. Sec. L Any Club wishing to make an a]> peal or complaint to the Executive must do so within two days from the time at which the cause of the complaint took place, and furnish to>ttie Secretary of the League seven copies of the same for distribution among the Clubs. Th3 Secretary shall send two copies to the Club or person complained against, who shall in like manner, within two days of its receipt, - furnish him with seven copies of the defence. Two copies of this defence must then be sent to complainant, who shall within two days reply to defendant's statement, but in this reply no other subject can be introduced. The Secretary shall mail a copy to each Club, which shall individually decide upon the case and return it«» statement and decision. This decision shall he hnal ARTICLE X. Sec. 1. The Executive may suspend or expel a Club for notorious and continued foul play, or unfair conduct individually or colject- ively, or for any persistent infringement of the laws of the game or the rules of the League. Sec. 2. Any Clul» so suspended or expelled may be re-admitted by making an ample official apology and promising future compli- ance. Sec. 3. The League shall have the privilege of limiting the number of clubs in the League. ARTICLE XL . ^Ec. 1. The League shall hold its Annual Meeting on the second Saturday in December in the City of St. John. Sec. 2. Clubs shall%e notified of the time and place of meeting at least one week previ- ously. - 10 ^' ARTICLE XTL Sec. 1. No amendment or alteration shall be made in any part of the Constitution, except at the annual or special meeting of the League, and by a three-fourths vote of the members present. Notice of any proposed alteration or amendment must be made to the Secretary of League in writing, and by him communicated to the clubs in its membership, at least one week before it can be voted upon. When notice of alteration or amendment has been given as above, both the notice and amend- ments thereto may be voted upon at the annual or special meeting. Sec. 2. Seven delegates shall form a quorum at the Annual Meeting. i t .V--I f. ■At 11 •■%■ 4 LAWS OF HOCKEY. < Sec. 1. A Team shall be comioosed of^even players, who shall be bona fide members of the chibs they represent and also bona fide residents of St. John. No player shall be allowed to play on more then one team in the same series during a season. Sec. 2. — The game shall be commenced and renewed bv a face in the centre of the rink. Rink shall be 112 feet by 58 feet, or as near this size as possible. Goals shall be six feet wide and four feet high. Definition of a Face. The Puck shall be faced by being placed between the sticks of two opponents, and the Referee then calling ** play." - The goals shall be placed at least ten feet from the edge of the ice. Sec. 3. Two half hours, with an intermis- sion of ten minutes between, will be the time .i""^^ 12 allowed for mntches. A match will be de- cided by the team 'winning tlie greatest niim- ber of games during that time. In case of a tie after playing the specified two half hours,- play will continue until one side secures a game, unless otherwise agreed upon between the captains before the match. Goals shall be changed after each half hour. Sec. 4. No change of x>layers shall be made after a .match has commenced except for reasons of accidents or injury during the game, or for other reasons satisfactory to the referee. ^Sec. 5. Should any player be injured during a match and compelled to leave the ice, his side shall have the option of xmtting on a spare man from the reserve to equalize the teams; in the event of any rdispute between the cap- tains as. to the injured player's fitness to con- tinue the game, the matter shall be decided by the Referee. 4 ♦•♦ i Sec. 6. When a player hits the x>uck, any- one of the same side, who at such moment ol hitting is near the opponent's goal line, is out of play, and may not touch the puck himself, or in any way whatever prevent any other player from doing so until the puck' has been played. A player must always be on his own side of the puck. Sec. 8. The puck may be stopped, but not carried or knocked on. by any part of tlie bodty. No player shall raise his stick above his shoulder. Cliarging from behind, tripping, collaring, kicking or shinning, shall not be allowed, and any player after having been warned by the Referee, he may be ruled off the ice for that game or match. Sec. 9. — When the puck goes off the ice or a •<» 14 foul oeours behind the goals it shall be taken by the Referee to five yards at right angles from the goal line and there faced. When the puck goes off the ice at the sides it shall be three yards at right angles from the boundary line and there faced. Sec. 10. The goal keeper must not during play, lie, kneel or sit upon the ice, hut must maintaLi a standing position. Sec. 11 A goal shall be scored when the puck shall have passed between the goal posts from in front l)elow an imaginary line across the top of posts. Sec. 12. Hockey sticks shall not be more than three inches wide at any part Sec. 13. The puck must be made of vulcan- ized rubber, one inch thick all through and three inches in diameter. Sec. 14. The captains of the contesting teams shall agree upon a Referee and two Umpires at least twenty-four hours before a match; failing to agree the Executive Com- 15 mittee shall appoint both. Umpires: One shall stand behind each goal, which position they will retain until close of match. Sec. 15. All disputes on the ice §hall be settled by the Referee, and his decision shall be final. Ssc. 16. x\ll questions as to games shall be settled by the Umpires, and their decision shall be final. CHAMPIOtSlSHIP RULES. Sec. 1. The Championship shall be decided by a series of games, a schedule of which shall be drawn up by one delegate from each club at the Annual Meeting. The club winning the most matches shall be declared Champions. Sec. 2. All championship matches shall be played on rinks arranged for by the Executive Committee. Sec. 3. The League shall off*er a Champion- ship trophy, the, winning club to hold same and be recognized as Champions of St. .lohn. The trophy shall be deUvered to the winning club within seven days after the. close of the season. Sec. 4. All tie and postponed games shall be played before the next schedule game.
