The Grand Worthy Patriarch read his Report : Dfar Ftlhw-tvorkers : I submit my first OfHcial Report with feelingn of devout gratitude to the Great Patriarch above, who has crowned our efforts with a measure of success, and with cordial acknowledgment of your sym- pathy and active co-operation. The report of our active and painstaking Grand Scribe will show the Order in this jurisdiction in an encouraging condition ; substan- tial growth in the departments, and a spirit of hopefulness and ac- tivity among our members, which gives promise of better* and more vigorous work in the near future. Our beloved Order, believing that the liquor traffic is a moral and political evil — requiring moral and political action to subdue it — undertakes not only to rescue the fallen, prevent others from falling, but to instruct and persuade the Canadian elector, to demand, by voice and ballot, the total suppression of the traffic in strong drink. r trust, therefore, that this Semi-Annual Session shall so imbue us with love for the Order, burning zeal in our own holy cause, the great demand for prompt action, that we shall return to our homes so impressed with the responsibilities and important issues of the reform as to cry from our hearts for ever and ever '^ everlasting war against rum, eternal death to alcohol." OFFICIAL VISITS. I have not been able to do as much for the spread of our princi- ples and order as 1 would have liked, nevertheless 1 have made 21 official visits, delivered 25 public addresses and preached two anni- veraary sermond. My plan of visitation has hnen among DiviHionn in the Counties of Curleton, Ch)%rlotte, Kings, St. John and Yorl< ; and I hope to look in upon nearly all of our Divisions before my term of office expires. DISPENSATIONS AND DECISIONS. T have granted dispensations to Intercolonial Division, No. 243, and OihRon Division, No. 300, to instal minors into office ; and ti» Rising Star Division, No. 303. to '-allow members 14 years of age and upwards to vote " Deputies residing in the City of St. Jolm have asked if it wouM be a violation of the pledge for members of our Older to sign an up* plication for license to sell intoxicating liquors. In reply I stated that according to my reading of the Constitution and Code of Laws, and of decision 224 in the Digest, which says: ^' Voting directly or indirectly for the sale of any of the beverages named in the Pledge, is a Violation of the Pledge ; that members signing applications for license were guilty of ' conduct unbecoming a Son of Temperance.' " Regarding the matter as one of much importance to us. and to pre* vent as far as possible controversy and trouble in our Division-rooms because of it, I submitted the question and my answer to the Most Worthy Patriarch, £ U.. Clapp. Esq.. asking for his opinion. He replied as follows : '* You ask whether it would be a violation of the pledge for a member of our Order to sign an application for the granting of a license to sell intoxicating liquors under your new law.' " My decision would be yes. I am entirely in accord with you in this matter, and think you do not need any aid from me ex- cept the formal decision which I have given you " This I trust, will be the final settlement of the^'questiou, so far as we, at least, are concerned. STATE OF THE ORDER. The condition of our work in New Brunswick may be set forth by the ^on\ prospering. While we have not made as much progress as we deserved, nevertheless the record is full of interest and encour- agement. Five new Divisions have been organized, two resuscitated, and the older ones have held their own in numbers and influence. I take this occasion to thank and congratulate all who have in any way helped plant the principles of our Order in the hearts and lives of the people. In looking over the map of our Province we discover plenty of room for new Divisions in most of the Couuties — and we should go in and possess the land. Using existing Divisions as rallying places for our forces for work in other directions, making each point gained a radiating center, from which the reform shall be advanced until the Province is belted with the working-bands of the Order. — But we shall make a disastrous mistake if all our energies are ex- pended in purely aggressive lines. For this we shall continue to pray, and wait. Toward this we shall move as the *' Sabbath and port of our labors," and until this be accomplished we are determined not to slacken our efforts, nor " to bate a jot of heart and hope, but still bear up and steer right onward.'' A copy of liesolutions in refer- ence to the Board of Education providing the best text books on the subject ot Alcoholic Spirits, and making ir 'n)perativeupon the teacliers to include as a specialty the education of '>l:fir pupils in this branch of physiological study was forwarded to the propf^r quarter. At the requi at of the Propagation Committee 1 spent a month (part of the months of March and April) visiting Diviuions in the Counties of Kings, Northumberland. Gloucester and Restigouche; during that time 1 visited sixteen Divisions, all of which were found in g.H)d work- ing order ; the attendance was good and grcj.i interest manifested in the cause in the different localitii'S ; the work of the Divisions is being felt in a great degree, many persons who for a long time stood aloof are now connecting themselves with them, as they find the time has now arrived when they must take part in driving the tempter from their midst, that they and theirs may be safe from the all pervading des troyer. I intended visiting other Divisions, but travelling on the ice becoming unsafe, and the roads being almost impassable, prevented me doing so. I organized Caraquet Division, No. 344. at Upper Caraquet ; this is the first branch of our Order planted in that locality, and I am in hopes it will yield abundant fruit. I found that visits of this kind were required and appreciated ; the opinion everywhere expressed was, that they would be of greater benefit than those of a stated lecturer, and the wish that they would be continued. The majority ot the Divisions have very fine balls of their own, and those not having them intend building this year. When we look back in the history of our noble Order and eonbider the work that has been accomplished since its organization, who can calculate tiie cood which has been done during these years—, how many have been saved from filling drunkards graves, how many desolate homes made happy, how many freed from the snares and t»'mptations of the tempter through its influence ? The Most Worthy Patriarch and Most Worthy Con- ductor wore escorted to tlie position of lionor and introduced to the Grand Division. Tlie Grand Wortliy Patriarch invited the Most Worthy Patriarch and Mopt Worthy Conductor to oeata at the sefision and introduced ti:om to the members in a brief address. They were received with the Grand Honors. The Most Worthy Patriarch then responded in a most eloquent ad- dress. He referred to the cordial manner in which he had been received in the Province, and his feelings in retnrning to scenes which were so familiar. In New Brunswick he had first joined the Order of the Sons of Temperance, in its schools he first learned the principles of the Order, and he bad graduated in this Grand Division, and ^he credit lor all that he had been able to accomplish, all the honors he had received he now placed at the teet ot hia Alma Mater. He referred to the work tho Order hed done in tho past and the prospects for the future. He briefly outlined some of the difficulties that were to be met with in the work and some of the causes that impeded the rapid growth of the Order in the United i^tates, Prohibition was a Subject for discussion in the Division room, but in these discus- sions it should be remembered that no member had the right tn impeach the motives or discuss the pirty politics of another member. In the Division room, both party politicians could meet and the feelings and sentiments of neither should be at- tacked- He closed with an eloquent peroration calling on the members for more united efibrts in electing Temperance men as representatives, and that more individual effort be put forth for the carrying on of the work along the old lines of moral suasion, for the rum-drinker, and legal suasion for the rum-seller. Since the SemiAnnual Session I have visited Divisions in Carle- ton, Charlotte, King's, St. John and Westmorland Counties ; and on several public occasions — as well as from the pulpit — advocated the principles for which we are associated. The duties and cares, bow- ever, of an important vocation prevent me giving that attention to the affairs of our Order their importance demand, and especially this summer, owing to an attack of fever, my plan of work and visitation has been sadly disarranged — consequently I have not done all 1 had in my heart to do while at the head or the Order. »1. Cannot something be done which will stop the large number of suspensions which appear in every report, and which is a great draw- back to the advancement of the Order in various ways? In the duties of my office, I am brought in correspondence with the Deputies of the different Divisions, and althouch many regret that more work has not been bccomplisbed, sUlI they look forward to better and brighter pros- pects for the future. From many quarters come words of encourage- ment and sympathy, and our ranks are being steadily filled by men of thought and influence who are Awaking u^^ to the fact that they have a duty to perform in assisting to drive from our fair land the demon of int>emperance, who has too long swayed a large portion of the bright and promising: members of society. Our cause is grand and noble in its aims, and should enlist all the energy we possess. Let us there- fore in this the commencement of another year start with a full deter- mination to do all in our po'ver for the advancement of our Order, the success of which depends upon the efforts of the individual members, not only in the Division room but in every place where the work for which we are banded together will be most effectual. In conclusion, allow me to thank all connected with the Order for the uniform kind- ness extended in the performance of the duties of my office, which have been duly appreciated, and I hope this sessioii will be one long to be remembered for the good results which will accrue from it. The Special Committee on District Divisions submitted its Report, also Report of York Division, as follows : 31 DISTRICT DIVISION'S REPORT. Grand Worthy Patriarch, Officers and Members : The Committeo appointed at the Semi- Annual Session to consider the qiiPdtion of establishing District Divisions, hc^ld a meeting, and after caretully examining the Constitution and By-Laws connected therewith, and perusing letters received by the Grand Scribe from prominent members of the Order relating thereto, respectfully report : That the Committee is of the opinion that District Divisions should be organized throughout tbis jurisdiction. It recommends that the Grind Worthy Patriarch and Grand Scribe district the Province, and that District Divisions be chartered wherever It gal applications are made therefor. The Per Capita Tax now received by the Gr»»nd Division from Snb- ordinatu Divisions is seven cents per bead per quarter, of which two cents is allowed each Division to be expended on local propagation work. The Committee recommends that said two cents now allowed, be in future paid to District Divisions. This will be in lieu of the tax pro- vided by Rule XI of the Constitution of District Divisions. To the Grand Worthy Patriarchy Officers and Members : ' As per Constitution we beg leave to submit the following Report of York District Division, No. 1 : Ac a meeting of Representatives of the several Divisions of York County, called by the Grand Worthy Associate, it was thought advis- able to organize a District Division, with a view to the strengthening of the Subordinate Divisions in the County and the placing of new branches of the Order wherever possible in this jurisdiction. Applica- tion was made to the Grand Worthy Patriarch for a dispensation to allow us to work legally until the session of the Grand Division, when we hoped the said body would grant us the necessary authority for con- tinuing the work. Tim Dispensation was received and was placed before the District Division at a subsequent meeting, at which session the Constitution and By-Laws were adopted and the Officers for the year appointed. As yet we are not able to report anything in the way ot (iuaucial work, as tht* Jlrst regular meeting was held but two weeks ago. All active DiviaioDi in the juriidiotinn are in hearty sjrmpathy with the movement, and all feel that the District Division will be a great help to our Subordinate I»ivision(i, by bringing about a united effort and creating a mutual interest in the work of our Order. Steps were being taken for the resuscitation of Poquiock Division, but owing to the rt^cent severe storms it was found to be impossible to do anjthtng before the session of the Orand Division. The District Officers are now endeavoring to organise Divisions at Mactnaquac and in Stanley, and in several other locahtips. When It is again in order to present a report to the Grand Division, we trust that our eflorts will havA been cMwned with such success ss will prove the practical value of District Divisions in New Brunswick.
