Politics and religious questions of every Politics and description shall be absolutely excluded from Religion, the objects of the Club. 3. Candidates for admission shall be pro- Candidates posed by one Member, and seconded by another, f^on***™^^' by a proposal in writing; to be inserted in the book of candidates, signed by both mover and seconder ; and the name and address of the can- didate, with those of his proposer and seconder shall be posted in the coffee-room by the Secre- tary; the candidate may be balloted for, at any ballot taking place after the lapse of one week from his proposal, and the notice as above. 4. The ballot shall take place on the first Ballot. Wednesday in each month ; between the hours of 9 A. u. and 1 p. m. Two members of the Committee and the Secretary shall open the boxes and declare the result. No ballot shall be valid unless twenty members actually vote, and one black ball in seven shall exclude. No :M Entrance and annual subscrip- tions. Treaeurer. candidate, who shall have been twice rejected, shall be eligible to be proposed again. No member shall be allowed to ballot for a candidate, or to vote on any occasion whatever, or to enjoy any of the privileges of the Olub until all his subscriptions are paid, agreeably to the rules. 5. The entrance subscription, on admission, shall be thirty dollars. The annual subscription shall be twelve dol- lars, payable in advance, on the first day of January in each year: 6. Every new Member is required to pay his Entrance and Annual subscription upon receipt of official notification by the Secretary of his election, together with a printed copy of the Constitution and Regulations ; and if such be not paid within one month thereafter, the Sec- retary shall report accordingly to the Commit- tee, who shall cause his name to be erased from the books of the Club, unless the delay is justi- fied to their satisfaction. 1. All subscriptions shall be paid to the Treasurer. Members 8. No newly elected or supernumerary Mem- pay before ber shall participate in any of the advantages voting, &c. or privileges of the Club, until all his subscrip- tions are paid, agreeably to orary anil precarious, subject to termination, owing to circumstances beyond their control, shall be eligible for elec- tion as Members without payment of entrance fee, but subject to an annual subscription of sixteen or a semi-annual subscription of ten dollars currency, and to the Constitution and Regulations of the Club generally ; such Mem- bers to be denominated " Privileged Members," and to enjoy all the advantages of the Club, save that of being elected Members of the Com- mittee, or voting in any way in the affairs of the Club. Candidates proposed as Privileged Members shall be stated to be so, on the list of candi- dates for election posted in the cofi'ee-room. They shall not be so placed on the list, until the cause of the privilege has been sanctioned by the Committee. Privileged Members, who have paid ten dol- lars for their first six months' subscription, may, by a further payment of six dollars, enjoy the benefit of membership, until the expiration of the financial year. 12. Any Ordinary Member shall have the privilege of introducing a friend, resident at a distance of one hundred miles from Montreal, for a period not exceeding one month ; provided the name of such person with the written re- commendation of three Ordinary Members, be submitted to and approved of by the Committee of Management. The person so admitted shall thereafter be a Privileged Member of the Club for one month, subject to the regulations of the Committee. Strangers' 13. Any Member who ceases to belong to the Olub, either by resignation or otherwise, shall hare no claim upon, or be en- titled to participate in any effects or property of the Olub ; nor to have any part of his annual subscription for the current year returned. 15. Payments. 19. All payments to be made upon orders of the Committee, signed by the Chairman and two other members, and countersigned by the Secretary. Annual Ge- 20. The annual general meeting of the mem- neral Meet- bers shall be held on the 1st of February, (if *"°' that be a Sunday, then on the following day,) to receive from the Committee a report and abstracts of the accounts and general concerns of the Club, up to the 3lst December previous, signed by two Auditors, together with an esti- mate of the probable receipts and expenditure for the current year ; signed by the Chairman of the Committee, to be printed for the use of the members ; to elect Auditors and new Mem- bers for the Committee ; and discuss all pro- posals which may require the decision of a general meeting. The Chairman of the Com- mittee, or, failing him, one of its Members, to preside. A quorum of twenty qualified Members shall be necessary to constitute any annual or special meeting of the Club. 9 21. Tbe Committee may call an eztraordi- Extraordi* nary general meeting of the Club, on giving a P^n^ Meet- week's notice, to be posted up in the coflfee- *"*^^" roopi during that period, signed by five of its Members-- specifying the object in the form of a resolution, and confining the discussion to that object only. The Committee shall also call an extraordinary general meeting, on the writ- ten requisition of ten Members, not being of the Committee, under restrictions similar to the preceding. Any article of this Constitution may be altered. Alteration amended, or suspended for any period, by con- or suspen- sent of two-thirds of the Members present at a l^jJcie. *"^ meeting specially convened for that purpose ; provided such alteration, amendment, or sus- pension shall have been specified in the notice summoning such meeting, one week's notice being given of such intention. 22. The Club-house shall be open and ready House for the reception of Members at 8 o'clock a.m., hours, in summer, and at 9 o'clock a.m., in winter; and shall be closed at 1 o'clock a.m., (ezcept Saturdays, when the hour of closing shall be midnight) ; after which hour no new game is to be commenced, nor refreshments supplied. 23. No Members shall give any money or No profits or gratuity to any of the servants of the Club, gratuities, upon any pretence whatever. 24. No Member shall take away from the Removing Club, upon any pretence whatever, any news- P*P®^^» **'• paper, book, pamphlet, or other article, the property of tbe institution. 25. All complaints respecting meals shall be stated on the back of the bill, and signed by the member complaining, for the notice of the Committee — to whom alone, also^ all complaint respecting the servants or domestic arrange- ments of the Club shall be addressed. 27. No game of hazard shall, on any account, be ever played in the Club-house ; nor cards or other games allowed on Sundays. No higher stake than 25 cents shall ever be played for, nor more than one dollar betted. No Member shall on any account take a dog into the house. No smoking shall be permitted, except in the room set apart for that purpose, and the billiard room. Servants on 28. No servant of the Club (the messenger errands. excepted,) shall be sent out of the house upon any errands, or any pretence whatever. Distribution 29. This Constitution shall be printed, and a to Members, copy thereof, together with a list of the Com- mittee and Members, shall be delivered to every Member by the Secretary ; but no one shall be absolved from the effect of these rules on any allegation of not having received them. The ordinary weekly meetings will be held every Tuesday at half-past four o'clock, P. M., at which three shall form a quorum. In the absence of the duly appointed Chairman, a Chairman for the day will be first elected, and the minutes of the last meeting having been read, the question will be put by the Chairman " that they be confirmed ?" If the minutes be objected to by a majority of the Members present, the particular subject objected to will be reserved for consideration, either at an extraordinary meeting or at the next ordinary meeting, as may be decided upon, and, if not objected to then, the Chairman will affix his signature thereto. After the disposal of the minutes of the previous meeting, all such matters as require the consideration of the Com- mittee will be brought before them, discussed, and decided upon. For the despatch of business, the Committee will at each weekly meeting appoint two of their number, to be called the " Active Committee," to superintend the ordinary business of the Club, and submit a weekly report of their proceedings. 1 ''i I i \' If." f k i: m 18 SECRETARY AND MANAGER. A3 Manager, he will have the general control and superin- tendence of the Establishment, under the Committee. As Secretary, he will attend all meetings of the Committee and Active Committee, — note their resolutions, and minute them in the books of their proceedings. In all his written official communications, he will state ex- pressly that they are made by direction of the Committee. Besides his attendance upon the Committee, he will con- duct the official correspondence of the Club ; draw up reports ; keep regular accounts of all the financial concerns of the Club ; an account of the wine and other stores in the Stock Cellars of the Club ; an account with the Butler and House- keeper for wines and stores delivered for the consumption of Members aud for the use of the Establishment ; examine the accounts of the Tradesmen previously to their being submit- ted for final adjustment, and will pay the same when passed by the Committee. He will ascertain that all goods and provisions delivered are in strict accordance with the orders given, and correctly charged in the Tradesmen's books, and will sign such books. He will attend to all communications ; receive information upon all subjects connected will the business of the Club, and particularly all matters relating to the Members thereof. He will submit to the Active Committee a weekly state- ment of the receipts and disbursements of the Club. STEWARD. The Steward will constantly reside in the Club House, and will have the custody of the Plate, Cutlery, China, &c. He will have the general control and superintendence of the Men Servants in his department, and be responsible for their conduct and cleanly appearance, and in case of misconduct will report the same to the Secretary. He will account daily with the Secretary for all moneys received from the Members for supplies. He will make the established charges for all Provisions, Wines, &c., and cast up and receive from the Members the amount of their bills. BARMAN. He will have the custody of all Wines, Liquors, Cigars, &c. He will account daily to the Secretary for all moneys re- ceived from the Members, and give in an account of all [amounts due by Members for supplies received from the Bar. \ He will be charged with any deficiency which may occur in the stock of Wines, Liquors, &c., placed in his custody. HALL PORTER. He will enter in his book once a day the name of every Member coming into the Club House. Strangers calling to see Members will be shewn by him into the Reception Room, and intimation of their arrival imme- diately sent by him to the Member enquired for in the house. If a letter for an absent Member be applied for by another Member who may wish to forward it, the latter will be re- quired to pay the postage (if any) and to sign an acknow- ledgment in the Porter's book of his having received the letter, in case of any future question. He will assist the Manager in the examination of accounts, making out orders for the issue of the supplies from the Kitchen, writing and despatching of circulars, &c.] and make himself generally useful in the Establishment in such ways as the Manager may require. No Officer or Servant will receive, under penalty of imme- diate dismissal, any present whatever from the Members or Tradesmen of the Club ; and any Tradesman detected in giving such will be fo*'t^Jwith discontinued, and never dealt with again. No Male Servant will absent himself from the Club House without leave from thv >!anager, nor Female Servant without leave from tbo ^Tousekeeper. No stranger will be admitted into the Olub House except on business, and the Servants are strictly prohibited from receiving visitors or followers. Dinner will not be served to the Servants after Two o'clock, P.M., except when they are prevented by duty from attending at the regular hours. No Linen, &c., will be washed by or for any Servant within the Club House. Eatables left on the dishes will be taken direct to the I Kitchen, and in no way appropriated by the Servants. ENTRANCE HALL. No Stranger will be admitted to view the house unless accompanied by a Member, and then only between the hours of twelve and four in the day. No large boxes or articles of baggage, belonging to a Member, will be admitted into the Hall , and bags or port- manteaus sent by Members wishing to dress will be con- veyed to the Dressing Room. COFFEE ROOM. Breakfasts may be served from eight until eleven o'clock, A.M. ; Lunches and Dinners from, noon until eight o'clock, P.M. ; Hot Suppers from nine to ten o'clock, P.M. ; Cold Suppers up to twelve o'clock, P.M., and Liquors, Tea, and Coflfee up to one o'clock, A.M. ; after which no orders of any kind can be received unless specially authorized by the Active Committee of the week, on timely application in writing to the Secretary. The House Dining-Room is appropriated for House dinners Ion such days as the Committee may decide ; on all other Idays any Member may engage the room, with the Card-Room |adjoining, for a party of not less than six, provided he gives )revious notice to the Porter, who shall enter it in the Book (ept for this purpose, and on days when the room is not en- jaged, parties of not less than four can dine in the room, subject to its being occupied by others if required. The charges for Cards will be 2s. 6d. per pack if new, and lis. 3d. if second-hand, and in addition each Player shall pay lis. 3d.
