Tessier, Esqrs., be appointed to succeed those Members of the Committee who aow Retire by xotatloa. { i K E P R T. jfp the duty of your Committee, in reporting at tfn'a , eleventh Anniversary on the condition and prospects of the Newfoundland Church Society, be in some respects less difficult than usuni, (in consequence of the' short period that has elapsed since the last annual meet- ing) it should be remembered that their materials aro proportionably scanty. They trust, however, that their present Report will not be found altogether devoid of interest. The Committee would first congratulate the Society oh having been enabled to celebrate their Anniversary at this earlier season of the year. The advantages of this arrangement, which were briefly alluded to at the last General Meeting, are chiefly these : — The Report of last ^ year's proceedings being not only in print, but in circu- lation among the members of the Society, before another collection shall have been commenced ; (1) all subscribers will, as it is proper they should, be able to see the result of the collectioTi made during the last year, botii in their own particular locality and in the Island generally ; and (2) to inform themselves In what manner the funds have been appropriated and disposed. This will, itis hoped; be ah encouragement to the contributors, as it must be more satisfactory to the Clergy themselves, on whom the duty of the collecting chiefly rests. The Committee regret, however, to say that from several Missions (viz., Harbour-Grac?, Island Cove, Port-de-Grave, Trinity, Lamaline, and La Poile) re- ^rns for the last yeav have not yet been received; I-* I* 10 Whatever may 1)C the cause or causes of this delay, no })lame can be attached to your Committee, for the atten- tion of the Clergy has been particularly called to that part of the last Report urging the importance of for- warding their returns as quickly as practicable, by a note from the Secretary (some months ago), and a copy of a resolution of tlie Connnittec, to tlicsa^e effect, has since been circulated. The Committee would express a hope that fr^im lienceforth it will be remembered that the Annual Meet- ing will, ])lcase God, be held at this season of the year. They would also reiterate the opinion (expressed in the last Keport), and respectfully draw the attention of the Clergy particularly to it: — viz., that "it should be practicable to forward their lists of names, with the amounts received, fiom the nearer Missions at the end of the year, and from tliosc more remote early in the spring." The Coinmittee cannot quit this subject with- out remarking that while some of the returns first re- cnved were lioni tlio most distant Missions, those still wanting belong, with one or two exceptions only, to the Missions, between which ?.nd St. John*s commuuicition is most regular and frequent. The lists ought to be sent to the Secretary, and all remittances to the Treasurer. Before the i)erlod comes round for holding our next Anniversary the Committee trust that all the Clergy, understanding the purpose and benefit of holding the annual meeting at this season, will have sent in both tlicir lists and returns. In the minutes of the conference of five of tlie Bish- ops of the British North American Provinces at Quebec, in ilic month of September last, which by the kindness of our Diocesan have been printed and circulated in this Diocese, the Committee observe among many important subjects the following remarks on the maintenance of the Clergy, whicli they would recommend to the most serious consideration of the members of this Society : — *< We desire to record our conviction that the ordinances of the Church will uever be rightly valued, uor its strength fully 11 ^(jv'lopeil, until the projk', for wlioin tlie Clorgy mltiister ih' Iroly things, fiiruish a more adequate support to the iustituttouB ai>d to the Clergy of tlie Church. •' Fuither, as the Society for the Propagation of the Gospel, in coiiRequenre of numerous aud increasing claims in ail parts of the world, u coiuptlled gradually to withdraw its aid from the older uiissioiis, we desire to impress on our flocks the duty of fulfilling their ohligatious in repptct of the payment of iheir Miiiisier; and with a view to this ohject we recomtnend that the Churchwardens, in every parish or mission, (>hould furnish every year to the Bishop a written return, duly certified hy themselves and hy the Cltrgymai), of the suras paid towards his Bupcort for the current year." Tlicsc remark-!?, so germane io one chief and sacred olijeet of tliis yociety, will cuiiie, it is hoped, home with f>;rcater weight to the licarts and consciences of all mem- bers of this Society, as cxhiliiting the unanimous opinion, nr.d a recommendation grounded upon that opinion, of the persons, to any the least, most competent to judge iuul advise. The Treasurer's account will u hew the present state of tlic funds. As usual, were the Committee to enter into (Tetail they would have to sp.cak of diuiinished payments in some missions, while in others it would be their plea- sing duty to shew the j)rogiv,-s of the Society, as regards the sums collected. On the whole, notwithstanding the unprofitable results of the fishery in many places last summer, they see at present no cause to anticipate that the Society's income for the year 1851 will be less than, those of former years. The Committee cannot but regard this circumstance as a token of the Divine blessing and favour, and they tliankfully call upon all the members of the Society to confess and adore His fjrcat iroodness. Who has enabled lliem, amid much difficulty and many depressing causes, steadily to " go forward ;" and being fully conscious that without God's continual help this Society, which is calculated to be, and has been so important an instru- ment in advancing the cause of His Church in this Dio- cese, cannot prospei", they would invite all to pray that His bk'ising and favour may not be withdrawn. I ] \: \ 12 Since the last annual meeting the sum of £753 0*. 6d. lias been voted by the Committee to ihe objects of the Society, under the Bishop's recommendation. Of this sum £619 10s. were appropriated towards the stipends of the Clergy, and voted as usual in the bpring of the year: — a further amount of £114 6s. 6d. to the erection or repair of Churches and Parsonage-houses, and the remaining sum of £20 4s. for printing and other inci- dental expenses, of which a full detail will appear in tlie Treasurer's account. As the sum mentioned for Church- es and Parsonages may appear small, it may be proper to state that in Bay Roberts, Catalina, Herring Neck, Burin, and Lamaline the whole collection has been spe- cially made for and s[)ent on these objects. And in Bay- de- Verde, Greenspond, and Trinity, besides the amounts paid into the Treasurer's hands for the general purposes of the Society, special collections have been made for Churches or Parsonasre-houses. Thus the whole sum expended for these objects is much larger than would appear from this Report. The Committee would hero venture to remark that, although the lists of contributors to special local objects have hitherto been printed with their Report, (such con- tributions being virtually raised in aid of the Church) it would be much batter if all collections were made ex- pressly and by name for the Society. There would bo no objection to an understanding, in any particular case, that the collection should be regarded as special, and be returned immediately in full. But the Committee think it very desirable that the Report of the Church Society should embrace the whole income derived from its mem- bers for all Church purposes. To carry this plan out thoroughly it would be necessary that the amounts col- lected should invariably be remitted to the Treasurer, and the Committee commend this to the consideration of the Clergy, with the less hesitation, as they have reason to think that, directly or indirectly, the money does for the most part come to St. John's. This plan and this plan only will remedy an evil com- plained of in the Report of Trinity branch of this Society, »^ • S I f -^ 13 read at their public meeting in February last, as fol- lows: — " The sums collecle-d, it is here necessary to observe, have not been accounted fur in the printed Reports after the usual manner of setting forth receipts and payments of monies." t I — Tiiis observatiou refers to the discrepancy between tlic amount shewn by the list of subscrit)ers at Trinity and that paid into the Treasurer's hands in St. John's. Tlie Committee would aojaia thank those gentlemen who have taken part in liranch Meetings, and they would renew their earnest recommendations to tho Clergy to estJiblish local Comnjittces and hold meetings in their principal settlements, as a means of both inte- resting their flocks and friends in tho cause of tho Soci- ety, and of better informing them generally of its pro- ceedings and objects. The Depository of the Society for Promoting Christian Knowledge at Mr. M'CouBUi:r's continues to prosper. The Committee reserve their account of books sold till another meeting, as so short a time has elapsed since their last detailed Report. The Committee would more par- . m ticularly call the attention of members of the Church in out-harbours to this Depository as the best medium thro' ^ which they may supply themselves on the most reasona- ble terms, not only with Bibles, Testaments, and Prayer Books, but likewise with Tracts and other Religious and Useful Books. The Committee desire to congratulate the Bishop and the raetubers generally of the Church, on the promotion of three Deacons, on Trinity Sunday, to the Holy Order of the Priesthood. They trust that Grace from above will be given them proportionable to their increased re- sponsibilities. It would have been an occasion of much additional gratification and thankfulness if the Committee could have reported an increase in the number of the w -»< Clergy. The Society should be reminded continually that there are yet very many settlements in this Diocese receiving only an occasional visit from the Missionary. The Committee, uhilc ndjuowlcdiiinci; with tliaiikful- ncss the iin^jrovements which have been eftbctcd in the Act for the encouraj^ement of education in this colony, cannot refrain from animadverting upon tho injury done to the Church by the continued refusal of tho Lcgis'la- ture to sub-divide the edu(!ational grant. They painful- ly feel that the Church of England in this e(jlony is by tills refusal kept in an invidious and disadvantageous position, as conjpared with the Church of Home ; and that the children of our poorer brctiuen are prevented receiving proper religious instruction in the elementary Schools: and they would earnestly recommend all the members of the Society to use their endeavours, by l)€titi()ns to the Lcgisslature and by all lawru) and lio- iiourable ways, to obtain the like concession to tlie Cluuch of EnglaniL which has been made to tho lloman Catholic Church, " that the education of their poorer brethren in the Schocls may be placed under the direction of tho Clergy and other members of their own Church only." , In the Act lately passed the principle of sub-division appears to be granted with certain limitati^nis as respects the Schools in the clcctural districts of St. Johu'd and Conception Bay: and. fur this, as an instalment, tho Committee desire to be thankful, receiving it as an ear- iixjst of a more liberal adjustment of the Education ques- tion throughout tho colony. They know of no just and valid .objection to the extension of this p.ivilegc, and arc persuaded that it may be extended not only without en- gendering any angry or unkind feelings, but with advan- tage and satisfaction to all. The Committee feel it a duty as well as a pleasure to record their grateful sense of the generous and faithful exertions of those gentlemen both in Her Majesty's Council and in t!ie House of As- sembly, who have advocated the claims of the Church of England, to which exertions we are indebted for this measure of success. In connection with this important topic, the Committee beg to invite particular attention to the following extract from the Muiutos oi the late I 15 conference of North American Bishops, as setting fortJi their Lordship's deliberate and unanimous opinion on the just claims of the Church of Enghmd in the Cobnies, and the duty of her members : — Whereas ivstems of Education are very generally introduced and supported in these Colonies, either (!) excluding religious instruction altogether from the Schools, or (2) recognising no distinctioa except between Roman Catholics and Protestants, whereby no opportunity is afforded us of bringing up the chil- dren of our Communion in the special doctrines and duties of our faith, to the manifest depravation of their religious principles, and with crying injustice to the Church of England, we desire to express our (lecided conviction. (1.) That all Education for the Members of our ChurcJj should be distinctly based on the revealed religion of tho 0U\ and New Testaments, with special reference to their duties and privileges, as by baptisni regenerate and made God's children by adoption and grace. (*2) That all lawful and honourable methods should bo adopted to move the Colonial Legislatures to make grants to the Church of England, as well as to the Roman Catholics, and other religious bodies, as they require it, and according to their numbers respectively, for the education of the members of their own Communion. There is one more subject of especial interest to the Church in this, and indeed in every colony of the British Empire, which the Committee advert to with joy and thankfulness : — the good success which GoD has voucli- safed to the Venerable Society for the Propagation of the Gospel in the celebration of its third Jubilee. The Committee rejoice to state that on tlie 16th of April last tlie Jubilee Fund had reached the noble sum of £43,000, and as there were then two months before the Jubilee year would close, it was confidently hoped the special collection would amount in the end to £50,000. Votes have already been made from the Jubilee Fund: — (1) For the extension of the Episcopate abroad, £13,000; (2) For the education of Missionaries £8,500; (3) The sum of £2,000 has been applied to the spiritual aid of emigrants. And, lastly, a large sum is set apart 16 for Missionary purposes in the East Indies, and for the AVcst Irdian Mission to South Africa. It is very satisfactory to observe that notwithstanding tlie large amount contributed to the Jubilee Fund there is no diminution of the ordinary income of the Society. The Jubilco has been celebrated in all the Colonial Dio- ceses of the ChurcH of England, as "vvcll as in every Diocese of the Mother country. The most lively inte- rest in the welfare of the Society has also been manifested by the Bit?liops and Clergy of the Scottish Episcopal Church, and of the Protestant Episcopal Church in the United States of America. The Archbishop of Canter- J)ury's letter to the Bishops of both these branches of our Communion, and the very interesting letters of tlio Scotch Bishops assembled in Synod at Edinburgh, and of twenty American Bisliops, in reply, are printed in the last Reports of the Society for the Propagation of the Gos])el in Foreign Parts. The Committee earnestly hope that this manifestation, on the part of the Church in the United States, of inte- rest in the welfare of our Venerable Society, although tiiat Church is no longer assisted by the Society's boun- tiful liberality, and is only mindful of by-gone favours and benefits, will provoke all members of the Church in this colony to a godly jealousy, even to feel, and speak, and do likewise. The favours and benefitf which tl)c Church of the United States remembers and recounts as matters of history with so much gratitude, are still be- fstowed upon us in full measure by the Venerable Society. May the time arrive when, through the agency of our own Church Society, we may stand in the same happy and honourable condition not only self-supported, but contributing also to the spread of Gospel truth in Hea- then lands, or in other dependencies of the BritishCrown.
