We have in our previous pages ( No. I ) expressed our opinions on the causes of the present state of Canada, and on the attempt to cure one evil (Mr. Grenville's, not Pitt's bill — viz. the enactment of a d£lO franchise in a feudal colony), by the infliction of another. We think the elective franchise too low, and that the effect will be (unless great care be taken) to swamp the property and intelligence of the Canadas. This is the main evil, and one that has been totally lost sight of. A democratic constitution in a colony, under a monarchical govern- ment, is the certain mode to procure separation and war. But of what use is any system of legislature, so long as the Colonial Otiice in Downing- street remains in its present state — impotent for all things except mischief. When the nation remains inert and blind to that absurd mode of governing vast and distant colonies, let it pay tlie penalty in the loss of the colonies, and the destruction of its com- merce. Perhaps if a few more rebellions occurred as in Canada, and a few more millions sterling were required from the English exchequer, the present absurd and unjust colonial system (if system it can be called) would excite the public mind. Men of both parties in both Houses of Parliament, seem utterly ignorant and totally indifferent to the mode in which the colonies are governed, or pretended to be governed, at home. They are attending to an ulcer in one of the extremities, while the heart is ossifying. And this is statesmanship ! One good will result from the union of the Canadas : tliey will become too powerful to allow a continuance of irresjwnsible and incapable authority in Downing-street, where it was declared to the author of the " History of the British Colonies," wiien the late King (Wm. IV.) urgently pressed his enq)loyment in an ofHcial capacity, that they did " not want men possessed of local and general information on the colonies ! " Another good will arise from this measure : we shall no more have men in office abetting the selfish views and encouraging the gross mis- statements of persons like Mr. Warburton, for the destruction of tiie Canada timber trade. They will not dare to make in future a man President of the Board of Trade whose distinguishing characteristic was that he had been a Baltic merchant, \o - these monstrous pro- 482 MACAO. ;,ti ; ■ Mh s ccedings will cease, so far as the Canailas are concerned; and that is a point of magnitude gained. To our fellow-countrymen in Canada we say, Act as loyal and good citizens ; fence in your constitution with every possible safeguard for property ; create municipal institutions throughout your fine country ; secure peace ; invite wealth and population to settle among you ; peti- tion parliament immediately for the admission of your grain and flour, duty free, into England, and a reduction of the heavy tax levied on your timber ; fit out two or three small armed cruisers, to protect your shores from the encroachments of the American fishermen, and insist' on the immediate settlement of the boundary question. Be peaceful and quiet ; foster religion, and extend education ; and in these, and all other good measures, you shall ever find us ready to aid you.
