lished by Mr. E. Mallaadaine, architect. A work of this Icind is no small
andertaking for a new place of limited dimensions. — Daily Newt,
PREFATORY REMARKS.
An interval of two years and a half has elapsed since the
last publication of a directory. Many changes have occurred
in our Government and experiences since April, 1871«
On the 20th July, 1871, Confederation with Canada, was
consummated. And on the very day, or slightly before it,
the first party of Railway Surveyors, completely equipped,
many of whom had come from the Eastern Provinces, left
Victoria for the Mainland to commence the exploratory sur-
veys for the Canadian Pacific Railway. The 20th July came
again last year, the date which was to witness the actual
commencement of the Railway ; but beyond a formal two
hours' survey, nothing was done in construction at this end.
In the meanwhile surveys were vigorously carried on, eo-
pecially at first Victoria seemed to realize Confederation in
the arrival soon after the commencement of the surveys, of
Hon. H. L. Langevin, Minister of Public Works, and Sand-
ford Fleming Esq., Chief Engineer, both of whom on their
return, presented exhaustive and highly interesting reports
on British Columbia. The Chief Inspector of Post Ofiices

quickly followed, almost accompanied by the Financial
Inspector for the Dominion, Thos. D. Tims, Esq., matters
seemed to be assuming a Dominion aspect.
It was not till 1873 that things were sufficiently advanced
to witness the commencement of some ot the public works
of the Province for which liberal sums had been voted bv
the Canadian Parliament, . to wit, the Post Office, Public
Offices and Savings Bank, still in han 1, the Marine Hos-
pital also in progress. Both will be ornaments to the city,*
being of a very substantial character. The Cape Beale
Lrghthouse has been executed. The entrance to the harbor
has been dredged at an expense for the season, of $25,000.
The sum expended, or to be expended on these buildings,
stand as follow: —
Post Office, Savings Bank, etc., - about |28,000

The blasting of the Sister Rocts on the Mainland, con-
tract $5,500, this year taken in hand, will be a great help
to the navigation of Fraser River.
Plans have arrived, now some months, for the New Cus-
tom House, foot of Broughton street, cost, voted on, to bo
$25,000.

f New Cemetery. — In the year 1873 was inaugurated a new
Cemetery at Foul Bay, about 1 J miles from the city. It con-
tains 12|^ acres of ground, ornamentally laid out, witn a
handsome lodge, entrance gates and approaches.
We need not add that the expenditm-e of the above sums
in spite of untoward delay, has been of benefit to the Pro-
vince.
This Province has lost since the last issue-, the Island of
San Juan, which it fondly hoped against hope, to call its
own. By the award of the Emperor of Germany, it was
given to the United States, The fiitality that v/as noticed
about the matter, was that the British by the terms of the re-
terence, ingeniously shut themselves out of one chance in their

favor. To this pass, if report spoaks truly, they were
brought by a spirit of subserviency.
The vexed question of the Quarantine Claims has at
length been settled, at least Jinailyy if not quite satisfactorily.
It presented a form of nice triangular quarrel between the
Dominion, Provincial and Municipal Governments. It has
been regretted that a merchant was not named as a third
member of the Commission.
•
The City of Victoria taking authority from the Munici-
pal Amendment Act, 1872, has obtained by letters patent,
dated 10th May 1873, an exteneion of its boundaries. They
now reach not exceeding half a mile beyond the ancient
limits. By the First Amended Act, the City Councillor*
number seven and not exceeding ten.
A Water "Works Act has also been obtained, by which
authority was received to bring in water from Elk Lake for
the supply ot the city. Under that act debentures have
been issued for raising the sum of $100,000.
A City Surveyor and Civil Engineer for the water works,
and a Water Commissioner have been duly appointed.
The Elk Lake has been cleansed, and a masonry dam for
increasing the volume of water, built at a cost of $5,900.
Besides clearing expenses about $10,000.
One may say that the whole scheme begins to wear an
aspect of reality to which it was long a stranger. ,;;,
By the published statement of receipts and disbursements
of the CSty, the cash receipts from all sources between
1st March and 31st December 1873, was $40,568 18, and the
disbursements $40, 365 61; and the balance of assets against
liabilities $8,990 68.
To the City Fathers, under the new system, much credit
is due for the improved appearance of the Capital. In every
street improvements, during seasonable weather, might be
seen going on. In spite of dull times, streets were graded,

getically to carry out, at an early date, the provisions of

fact of these clauses," the Superintendent adds, "being on
'the Statute Book, though not yet enforced in any of the
districts but one, has been productive of good results in
securing better attendance at schools."
And, recommends more vooal music in schools.

$35,000, and an annual grant equal to 80 cents per bead of the said popo-
latioD of 60,000, both half-yearly in advance, such grant of 80 cents per
bead to be augmented in proportion to tbe increase of population, as may be
shown by each subsequent decennial census, until the population amounts to
400,000, at which rate such grant shall thereafter remain, it being understood
that the ^rst census be taken in the year 1881.
4. The Dominion shall provide an efficient mail service, fortnightly, by
steam communication between Victoria and San Francifco, and twice a week
between Victoria and Ulympia; tbe Vessels to be adapte 1 for tbe convejanc*
of freight and passengers.
5. Canada will s'zume and defray the charges for the following Services: —
A. Salary of the Lieutenant-Governor.
B. Salaries and allowances of the Judges of the Supreme Coarts and
tbe County and District Courts.
G. The charges in respect to tbe Department of Customs.
D. Tbe Postal and Telegraph Serv-ces.
E. Protection and encouragement of Fisheries.
F. Provision for the Militia.
6. Ligbtbouses, Buoys, and Beacons, Shipwrecked Ciews, Qoaran-
tine and Marine Hospitals, including a Marine Hospital at Yic^
toria.
H. Geological Snrvej.
I. The Penitentiary.

8. British Columbia shall be entitled to be represented in the Senate by
Three Members, and by six Members in the House of Commons. Tbe re-
presentation to be increased under the provisions of tbe "British North
America Act, 1867."
9. Tbe influence of the Dominion Government shall be used to secure the
eontinned maintenance of the Naval Station at Esquimau.
10. The provisions of the ''British North America Act, 1867," shall
(except those parts thereof which are in tbe terms made, or by reasonaole
intendment may be held to be specially applicable to and only affect one and
not the whole of the Provinces now comprising the Dominion, and except so
far as the same may be varied by this Minute) be applicable to British Col-
umbia, in tbe same way and to the like extent as they apply to the other
Provinces of the Dominion, and as if the Colony of British Colombia bad
been one of the Provinces originally united by the said Act.

CASSIAR DISTRICT.
This, the last discovered gold district and one of tho
easiest reached from Victoria, promises this season to be
filled with miners, and will no dodbtgive a good account of
itself in response to the gathering.
The mines are situated on Stickeen River, on the third
North Fork, on Thibort Creek, (so called from its discoverer,)
a tributary called Delnre Creek, and Deases' Creek; run-
ning out of Deases' Lake. The other creeks in the neigh-
borhood are no doubt auriferous also; Canyon Creek, Deases'
River, etc.
The ice leaves the Stickeen about Gth May. From that
time suitable steamers can run until the 1st or middle of
October up to the first North Fork; tlie travel, owing to the
lowness of the water, is chiefly by c uioe. Above the North
Fork falls occur for a length of six miles, but once past
these, travel by boat, etc., is resumed,

Fort Wrangcl to Buck's Bar, opposite
the South Fork of the Stickeen and
opposite the Indian village, by canoe, 12 days.
From Buck's Bar to Deases' Lrdce, on
foot with double pucks, suy 90 miles, 16 days.
From Deases' Lake to the mines, • 3 days.
Deases' Lake opens from 15tb to 25tb May.

The ground in tho mines remains frozen till the middle
of June; on the shady side of some creeks the ground is
frozen down to the bed-rock.
On the lower Siickeeu the snow full reaches sixty and
seventy feet, which consolidates to nineteen feet. On the
upper Stickeen, the enow tul! is lighter; there, ihroughoi^t
the Summer months, the weather is at times excessively
warm. On the high mountain trail, east of the third North
Fork, patches of mow have been seen on the 1st of July.

In view of the extreme hardships accompanying research,
es after gold, especially in the above inclement latitudes, it
may be allowable to raise the question, if the bonus is sut-
ficient that is offered to discoverers of a new mining locality,
viz.: 100 feet extra to a claim of two men, the original claim
being "100 feet up and down, and the whole width from
base to base." If three men are in a company, 60 fo*et each
extra are allowed. Now, a less number than five or six men
cannot well prospect. It is, we repeat, a serious question
whether less than 100 feet per man, should constitute the re-
ward to discoverers of paying mining localitiea.
In Australia, we believe, the reward is much greater evea
than this.

Cariboo contains a population of 290 whiteSy 685 Chinese, 570
natives, and 32 coloured persons. There are 1698 acres of land
cultivation. There are in operation two Steam Saw Mills, one

Ac, Langley Street, have a large establishment for the man-
ufacture of all kinds of wood work. The machinery is driven
by a 25-hor8e power engine, and consists of circular and
cross-cut saws, planing, moulding, morticing and tenoning
machines, lathes, etc. In connection with the boiler is a
large drying room for seasoning lumber. The stock ot
mouldings, doors and windows, is large and varied, and the
facilities for making up special orders apparently all that
could be desired. We wish this enterprising firm the suc-
cess they deserve.

throughout the Dominion, are exceedingly large. It has become, next to
Agriculture, the principal source of our annual exports. This will be seen at
once by a glance at the value of our exports from Confederation up to tho
latest published returns: —
