And 1)0 it enacted, That from and after the passing of this Act, no person shall ho ad- mitted as a stndent of Physic, Snrgery or Midwi- fery, unless ho shall have obtained a (certificate) of qualification from the said Provincial Medical 13o;u'd. An Act to re-unite the Provinces of Upper and Lower Canada, and for the government of Canada, and it is hereby enacted by the authority of the same, That for and notwithstanding any thing in the second section or in any other part of the Act ci- ted in the Preamble to this Act, all persons resi- dent in Lower Canada, and licensed to practise and actually practising Physic, Surgery or Midwifery the- rein at the time of the passing of this Act^ shall be and are hereby declared to be Members of the Corpo- ration of the College of Physicians and Surgeons of Lower Canada. And be it enacted, That after the passing of this Act, the seventh and eighth -cctions of the said Act shall be interpreted and . vo ellecL as if the words '' certihcate," and " certilicate of quahfication, " were struck out of the said sec- tions wherever they occur, and the word " license" wei'e inserted instead thereof. V. And be it enacted. That the said Provincial Medical Board shall have power to grant licenses without examination to such Graduates of Uni- versities in the United States as may have been practising in Lower Canada, for a period of not less than ten years, provided such Graduates l)rove to the satisfaction of the said Board that they are of good moral character, and apply for such license, and produce the necessary teslimo- nials and proof within one year from the passing of this Act. \T. And be it enacted. AS AMENDED JULY.1S50. Board of Governors. I. The affairs of llie Golle^^o shall bo ronducted by a Board of Governors, thirly-six in number ; fifteen of whom shall be elected from amonj; the members of the College, resident in the Districts of Quebec and Gaspe ; fifteen from among its members resident in the District of Montreal, three from among its members resident in the District of Three Rivers and tliree from among its members resident in the District of St. Francis, and of the said Board of Governors neither more nor less than eight shall be resident in the City of (»)ueboc, and neither moro nor less than eight in the City of Montreal. II. The above Board of Governors shall by elected every three years, on the second Wednesday of July. IlL At the Preliminary Examination the Canditate must furnish proof of his possessing a good moral character, and a competent knowledge of Latin, History, Geography, Mathe- matics and Natural Philosophy : he must also possess a ge- neral knowledge of the French and English languages. The Professional Examination shall be held after the completion of the Curriculum hereinafter enjoined, and shall consist of an en{[uiry into the scientific attainments of the candidate, based upon the course of study he has pursued.
