In presenting to the Subscribers of ihe Dioceiian Church Society its Fourteenth Report, it has been thought desirable to say a Tew words respecting its past operations, its present condition, and its claim for the continued " prayers and alms" of every devout member of the Church. Beset with difficulties ever attendant upon human institu- tions, this Society has from its commencement gradually gained strength and importance. By oflerings sent in to forward its holy object, each succeeding year has seen the sphere of its usefulness enlarge : aided by its funds, Mis- sionaries have been sent to poor and distant settlements where, else, means sufficient for such objects could not be obtained ; in such places Churches and Chapels have been built ; in several instances the people have been aided in pro- viding a residence for their Pastor. Bibles, Prayer-books, books of devotion, and religious instruction to a very large amount, have been imported into the Diocese— furnished in many cases gratuitously, in all at c very low rate. Yearly, for some time past, an amount has been set apart to create a fund, from which the Missionary may be aided when enfeebled by labour or age, or for those he may leave helpless in the world when his labours are over ; a fund also was accumulated for Missionary objects, and a small amount for the establishment of a Divinity Scholarship at King's College. Such, in brief, are some of the results of the labours of this Society for the past thirteen years. Comparing the returns of the present year with those contained in the last Report, it will be found that the subscriptions and collections have in- creased to an amount exceeding £200. The reports from the several Local Committees and from the Missionaries aided by the Society, many of which will be read with interest, shew 10 an increased contribution from almost every mission. Taking therefore into account the great monetary depression which has so long existed in the Province, all who regard the ad- vancement of this Society must now feel heartily thankful to the Most High and be cheered on to further exertion by the hope that his blessing attends it. In this holy work the most humble individual may take a part and the smallest contribution aid. The Society only waits for additional funds in order to extend the ministrations of the Church to every Parish and to every Settlement in this extensive Diocese. Through its means thirteen Missionaries are now employed, and from many places near us and far distant, ignorance, irreligion, — "not a famine of bread nor a thirst for water but of hearing the words of the Lord," — loudly call for instruction and relief. To this call the Church So- ciety would at once respond, and reach forth to others the blessings so long and so freely vouchsafed to us. For this the Church calls upon Churchmen to combine. For this she calls upon all without exception, rich and poor, '* to lay by in store as God hath prospered them," and by the same Apostolic rule she claims in this holy work her children's prayers. She urges them to rise above all minor differences of opinion and party prejudice in One holy, united, zealous, self-denying effort and aid in performing that work with which the Church IS yet entrusted and yet responsible, contained in the Re- deemer's last command — to •• Pheach the Gospel to every CllKATURE." The Secretary read Reports and Returns from the several Local Committees, of which the following is an abstract: St. Andrews.— The Rev. J. Alley, D D., reports that the Local Committee met on the 28th December, 1849, when resolutions were passed expressive of deep thankfulness to Almighty God for the prosperous condition of the Society, and the call for increased exertion on the part of its Members. The Committee apply for a grant of Bibles, Prayer Books, and a supply of other Books, for the Lendmg Li- brary. Contributions for general purposes, X.2\ 6s 8d. Chatham. — The Rev. S. Bacon, on behalf of this Local Committee, which met at Chatham on the 21st November last, expresses the great satisfaction felt at the increasing prosperity of the Society; and that the Committee consider no betted institution could be devised to advance the interest of the Colonial Church, which, therefore, should be warmly supported by every sincere member of the same. With many thanks for the grant of Books last year, he regrets that owing to the continued monetary depression, the contributions do not amount to quite so much as on some preceding years. KiNGscLEAR. — Rcv. J. lilack, on behalf of this Committee, requests another grant of Books for the Lending Library. Contributions are as follows : — ^Widows and Orphans, £2; general purposes, £15 68. 9d. From the upper part of Kings- clear, 9s. 2d. Total, £17 15s. lid. The Bend. — Rev. W. N. Boyer, writes, that the Local Committee met on the 21st January. The state of the Church in his Mission, he considers, is prosperous. Congregations are large and attentive. The site for a Church is marked out, and the requisite documents for securing it are in his possession. In the neighbouring Parish of Salisbury, land has also been secured, and promises made on which he can rely, to proceed at once with the erection of a small Chapel. Carleton. — ^The Rev. F. Coster reports Collections and Contributions for the general purposes of the Society, amounting to £19 9s. 8d. Grand Manant. — Rev. G. T. Carey encloses Contributions to the amount of £8, towards which he states the few persons on the island attached to the Church, though poor, have contributed according to their ability. Fredericton. — ^This Local Committee met on the 6th December, the Vene- rable the Archdeacon in the Chair, and passed unanimously the following resolu- tions : — Ist. " That ihe amount of Contributions from this Parish, under existing cir- cumstances, is an evidence that the Members of the Church here regard the in< terests of the Church and the benefits derived from the operations of this Society with increased attachment and affection." 2d. " That this Committee, regarding the Diocesan Church Society as the most important channel through which the people of this Province should contribute towards the support and extension of the Church, recommend that means be taken to call the attention of Churchmen in general to the great benefits which the Society has effected, and their imperative duty to maintam it." The Committee also recommended that the powers and duties of the Executive Committee should be more clearly defined; and that a grant for the importation of Books for sale be made by the General Committee to the Depository in this place. Contributions reported as follows : — Books and Tracts, £1; Parsonage Houses, £1; Widows and Orphans, £4 178. 6d.; General purposes, £167 13s. 3d. MaryiiAnd. — Rev. W. Q,. Ketchum reports Contributions for this Mission to the amount of £6 Is. lOd. for general purposes, and states that the Lending Li- brary, which contains about 100 vols, is becoming very useful. During the past •year, Services on a week day have been occasionally held in the Settlements be- yond Maryland, at which a good number attended, who not only seemed to engage with devotion in Services which many before had never heard, but were also eager to obtain and to read the Books and Tracts of the Society. A small grant is there- fore requested for sale or distribution in those much neglected Settlements. Gaoetown. — ^The Secretary of this Local Committee, J. T. Millidgo, Esq., writes, that at its Annual Meetmg, held on the 4th February, Resolutions were passed thanking the Society for the grant of Books to the Lending Library, which is found of essential service, and requesting a small grant for the same tnu year. Disbrow writes, that although he has not failed to im- press upon his people the importance of this Society, yet owing to the scarcity of money he has been able to collect only £4 2s. 7^d. He writes, that during the past year he has visited Shippegan, 56 miles from Bathurst, and also Daihousie and Campbletown. In September last, he admitted into the Church, by baptism, seven persons, the family of a settler, 20 miles from Campbletown. This rite per- formed in a log cabin, in the solitude of the forest, he states to have been vciv in- teresting, and deeply impressive both upon the recipients and the people assembled. -^ As the Books gntiitod for his Parish have been of service, he trust" an additional supply may be obtained. SiMONDs. — Rev. James Disbrow reports, that the Local Committee at the An- nual Meeting, on the 1st January, returned thanks to the Society for the Grant made last year to the Church at Loch Lomond, which, with private subscriptions, have enabled them to add a neat chancel, and make other improvements in the same. Thankful also for the Grant to the Lending Library, which is the means of diffusing much useful information in the Parish, they trust to be remembered in the appropriation this year. Contributions for general purposes, £8 ITs. 8d. Upham. — ^The Rev. W. H. DeVeber raports the formation of a Local Com- mittee in this Mission, on which occaision the following resolutions were passed: — 1st. That as members of a pure and Apostolic Church, it is our duty to diffuse ns widely as possible the Spiritual privileges which it is our happiness to enjoy. 2d. That the Diocesan Church Society having for its object the propagation of the Gospel, is every way deserving our support, more especially as it seems destined, at no very distant period, to become, under the blessing of God, the chief stay of the Church in this Province. 8d. That the Members of the Church now present do, in accordance with Article X. of the Constitution of the Diocesan Churcli Society, form tiieinsel.:^ into a Local Committee fur the furtherance of the Society's ob- jects. 4th. That the thanks of this Committee be tendered to the Society for its liberal Grants to this Parish, and that a further Grant be solicited for the Church at South-Stream. The Missionary writes, that in obtaining Contributions to the So- ciety he hns succeeded beyond his most sanguine expectations, alUo whom he ap- plied having freely given of their ofte.itimes limited means. He 'asks aid of the Society to build a Church at Londonderry, a Settlement thirteen miles in extent, V where he now holds Service in the house of a zealous Churchman, which is far too small for the Congregation. Tbe Contributions from this Mission, for general pur- poses, amount to £2A. Harvey and Hopeweli.. — ^The Rev. C. P. Bliss reports £5 the Contribu- tion to the Society for this new Alission. That the sum is so small is owing to the people having been called upon to aid other objects. Towards the building a Church in Harvey, they have subscribed JC114; towards one in New Ireland, £30; y and for his own support, £45, which he considers good proof of their willingness, to aid in planting the Church among them. The Missionary adds, that the So- ciety for Promoting Christian Knowledge has placed at his disposal £150 sterling, being £60 for each of the Churches he purposes to build. This will enable him to finish the Church in New Ireland, but he mast ask the assistance of the Society and his friends, to build a Church in Harvey and another in Hopewell — a work v which, by God's blessing, he trusts ere long to see accomplished. ^ Prince Wiieen made; the Church consists of a Nave, Chancel, Vestry and Porch. The externil Walls of which are completed. As the means for finishing the Church are still deficient the Missionary hopes for such aid from the Society as will strengthen his hand and animate with new zeal the little flock which has been gathered together by the blessing of God upon his very humble labours. " It might be interesting," the Missionary adds, " to the Sc ".^ty to learn that the Churches at Glenelg, Nelson and Blackville, (all which ••' e assisted by its charity), are still served by him as regalarly as possible. Divine Service is also k read in a School House at Newcastle every alternate Sunday evening, and occa- sional visits are paid to Point Le'Cuminac, Ludlow, Bois Town, and Northesk — a i poor Settlement on the North-West branch of the River, where there seems a favourable opening for the ministrations of the Church. During the Bishop's late visitation toor through this tract of country sixty-three persons were confirmed, several of whom (chiefly young people) have since become partakers of the Holy Commnnion. Thus the good aeed has not fallen quite without a blessing. Laua Deo ! Shediac. — ^The Rev. Dr. Jnrvis reports that the contributions as well as coU lections at Sermons from his mission exceed those of the last year. They arc as follows: — Shediac, £3 10s. 6d.; Cocaigne, 9s. 6d.; 1st Sermon, jCl; 2d ditto, £1 6s.— Total, £Q 6s. St. Mary's. — ^The Rev. W. Jaffrey, in forwarding the report of this Local Committee, adds much of interest relating to the state of the Church in this mission, which for the last three years has been under the fostering care of the Dioceiiian Church Society. On his Hrst entering upon his labours about fuur years since, the Missionary writes, he found the Church out of repair, and the people scattered "as Sheep having no Shepherd," it being ditHcult to collect at the only Church then in the Parish a congregation numbering 20 persons. He now holds three Sunday Services at diflferent places, besides occasionally on n week day, at which the attendance at one place ranges from 12 to 20, at the second from 40 to 60, at the third from 40 to 100. And the people, besides contributing to the support of the Missionary, have largely aided m the completion of a neat and coinmoilioas Church, and they gladly give, according to their means, towards the support of tho Diocesan Church Society. The Missionary adds that he has baptizsd in this mission seventy persons, seven of whom were adults, and one of the advanced age of 70 years, and eighteen persons have been confirmed by the Lord Bishop. Tha necessity for enlarging the accommodation of Trinity Chapel, and the existence of a debt on the same, has led the Committee to ask a small grant from tho Society. McGivern reports thit at a meeting of this Local Committee, resolutions were unanimously passed to the following effect : — L That the principle upon which this Society is founded, by uniting into one body the Members of the Church f)r support and action, is, we believe, under (iod calculated to promote the growth and prosperity of the Church. n. This Connnittee desire to record their thanks to Almighty God for the con- tinued blessing upon the labours of this Society, among which they view none with more satisfaction, than the sending forth to the poor, Clergymen duly ordained to search and bring into tho Fold " the Sheep for whom the Shepherd died." The Contributions, the Missionarv adds, though hot so large as he could wish, were willingly made, and the scarcity of money is the only cause why the amount is not greater. They are for general purposes, £12 lOs. 7d. RicHiBvcTO. — Rev. Contributions for geneial purposes amount in all to £26 68. SpRiiroriELD. — The Rer. R. D. Palmer regrets that owing to severe illness he was unable to cull a meeting of this Local Committee ; he forwards contribu- tions and Collections at Sermons, amounting to £11, and requests a grant to aid in building a Church in the Irish Settlement. MAVOERVILI.S AND BvRTON. — ^Tho Rev. J. M. Stirling, in forwarding con- tributions from bis mission, which he is glad to say exceed those of the past year, is desired by the Local Committee to thank the Society for the grant of Books, and to hope they may be remembered in the appropriation for that object this year. He rejoices to near of the increasing prosperity of the Society, and trusts it may go on yearly increasing in numbers and in means, until it is enabled, by God's blessing, to send forth the ministrations of our beloved Church to long destitute portions of^ this extensive Diocese. Contributions from Burton for general purposes are £11 ' 28. 9d., and from Maugerville, for general purposes, £10 lis. 6d.; total «C21 148. 8d. Norton. — Rev. W. Scovil reriorts amount of contributions from hia mission, for general purposes, to be £20 148. Sd. Kingston. — Rev. W. E. Scovil writes, that this Local Committee met on the 29lh December, 1849, and unanimously adopted the following resolution : — " That, sincerely attached as we are to the distinctive principles of our Church, we rejoice in the successful progress of our Diocesan Church Society, and are desirous that all Churchmen in the Province should heartily unite in promoting its prosperity. — ^That we are persuaded this general co-operation will be better secured by cultivating that liberality of sentiment, which, without confounding truth with error, requires every one to allow to others that liberty of thinking and acting which he claims for him- self." Contributions for general purposes, £24. Douglas. — Rev. A. V. Stewart forwards a resolution passed at the meeting of this Committee, held at the Rectory, on the 29th December, 1849, in which they acknowledge the great benefits they have received from the Lending Library bv the late Grant, for which they return sincere thanks. He writes, that the sum col- lected at this time, though small, he is confident will, by the blessing of God, be in- creased next year. The willingness and liberality with which, in several instances. Contributions were given, evinced bow highly tne Society is estimated amon^ hia people. This disposition has been in a great measure created by means ot the Books and Tracts imported by the Society. The Missionary adds, that he makes it his endeavour to impress upon all under his charge the indispensable duty of giving some portion of their substance, and of practising some self-denial to fur- ther and enlarge God's kingdom upon earth. They acknowledge that at the end of the year they would not be poor for so doing, but " if they cast their bread upon the waters they would find it auer many days," so that he trusts the next year the^ will be prepared, *' having laid by in store as God hath prospered them." Simonds forwards a reaolntion from this Local Committee, representing that the Church at Bay Verte is bnrthened with a heavy debt, and soliciting aid from the Society. He writes, that the Books in the Lend- ing Library are eagerly read and much valued, and doubta not that besides their bemg a visible and ever-present memento to the people of how much good the So- ciety is doing in one only of its branches, they will prove a powerful engine in its iutnds for the wide diflTusion of Christian knowledge. Lee Street encloses several Resolutions pnaaed at a meeting of this Local Committee on the 18th December, 1849, expressive of thanks for the Grunt of Books to the Lending Libraries, which are becoming very valu- able, and asking further appropriations to these objects. The Committee also return thanks to the Society for the Grant towards the Curnto's Stipend. At the Meeting alluded to it was also resolved, " That it is our bounden duty us Churchmen to pro- mote to the utmost of our ability the objects of the Diocesan Church Society, aa a most ready means of imparting to others the principle of Christianity, and of carrying out our blessed Saviour's last injunction, " Go ye and teach all nations," and may God's grace be with our individual and united exer ions in the furtherance of so good and holy a cause. It might be sntisfactory, Mr. Street adds, to the So- ciety to learn that by the aid given for the services of the Curate iu the four Churches, and two other stations in this Mission, five Services are performed every Sunday, to do which between forty and fifly miles are travelled, besides attending the Sun- day School and occasional Services during the week. Mr. Street strongly uiget upon the consideration of the Society the propriety of adopting some system \j which Subscriptions made for the support of the Clergy could be more punctually paid, and those dependant upon them be relieved from much anxiety and an- noyance. Contributions from this Mission amount to iiSl 9s. 2^d. QuEENSBURY. — ^Tho Rov. H. W. Tippctt reports on behalf of this Committee, a grateful sense of the kindness of the Society in its timely Grant to this Mission, and Contributions amounting to £4 6s. 3d. The Committee apply for a Grant towards liquidating the debt of the Parsonage lately erected. The Missionary adds, for the inU)rmation of the Society, much interesting matter regarding the state of the Church in this Parish, of which a brief abstract is subjoined. Two years ago, when appointed to this Mission, there was no Church or Parsonage House; the Church property was in the hands of trespassers, and the Members of the Church to a great extent alienated from her Communion. Happily there were a few who- rose above this condition, by whose cordial co-operution and kind assistance from' other quarters, and especially from this Society, a f'lvourable change has, by the Divine blessing, been effected. One neat Church has been erected, progress made in the second ; a Parsonage has been provided ; a Sunday School and LendingLibrary established; fifteen infants have been baptized; sixteen couples married. The holy Communion is administered every month to about twenty Communicants. Public worship is performed at three points in the Mission, at which the attendance ranges from twenty to seventy, and in the Parish Church the children are catechised after the second lesson, as often as circumstances will permit. Lancaster. — Rev. T. W. Robertson forwards, with the Contributions from this Mission (which amount to £IS 48. 6d.) several Resolutions expressive of their gratitude to " the Giver of every good and perfect gift" for the beneficial effects of the Diocesan Church Society, and their determination, with the Divine blessing, to continue their efforts to support the same. Thanking the Society for the aid afforded towards the support of their Minister, which the^ pray will be continued, the Committee pledge themselves to contribute accordmg to their ability to the same important object. They thank the Society for the grant of Books and ask for a further supply, and also a grant in aid of individual subscription towards the •nlaigement of the Parish Church by a Chancel. The Missionaiy adds, that the |tat« of the Charch in this MiHsion is very encouraging, and he trusts, that by God's^ 18 bleiising on hit feeble aiid imperfect lervices, time will prove that he '* hai not ran in vaio, neither laboured io vain." St. Patrick and St. David.— Rev. S. J. Thompion regrets that the amount of Contributions are not larger, but ascribes the deficiency to the creat emigration \ to Culirornia and the United States, which, during the past ^ear.lias drained this part of the' country of money and inhabitants. But, the Missionary adds, while pecuniary matters are thus fur the present only, I trust, depressed, I rejoice from my inmost heart, and ascribe the clory to God, that the Church has in the past and previous years increased by the addition of thirteen Communicants, many of theu» quite young, " remembering their Creator in the days of their youth," and all, I bolievei humbly striving to conform and fashion their lives and conversation to the example of Christ. The Interest is in all cases made payable half-yearly The respective Lots of Land upon whitih these Mortgages are taken are estimated in no case less than double the amount of the Loans made and secured thereupon, and in most of the cases are estimated at triple and quadruple the amounts thereby respectively secured. Mr. Justice Street, that the future Annual Meetings of this Society be held alternately in Fredericton and St. John, on the third Wednesday and Thursday in July in each year on which the question having been taken, it was decided in the negative. Moved by the Hon. Mr. Justice Street, seconded by the Ho- norable the Speaker, resolved unanimously, that the follow- ing alteration be made in the XIV. Rule of the Society, viz., after the word '* two" in the rule, expunge the words " of its," and after the word " members" insert the words *' of the Society.'' Moved by the Rev. J. Alley, D.D., seconded by the Hon. Mr. Justice Street, that His Excellency the Lieutenant-Governor do leave the Chair, and the Lord Bishop be requested to take the same, whereupon it was unanimously resolved that the thanks of this Society be returned to his Excellency the Lieu- tenant-Governor, for having honored the General Meeting by presiding on the present occasion, ard for his able and impar- tial conduct in the Chair. Hudson, requesting that the Grant of £15 made to the Church in Ludlow be transferred to the new Church at Nelson. On motion, resolved that this ap> plication be complied with. Resolved, that the Secretary be authorised to draw upon the Treasurer for the amount of Mr. Avery's charge for Printing the Annual Report. On motion, resolved, that a balance of money in the hands of the Societyfor Promoting Christian Knowledge be applied towards purchasing Books for the Fredericton Depository. On motion, resolved, that the sum of £108 granted to the Widows' and Orphans' Fund, be referred to the Loan Com- mittee for investment. Saint John, June 6, 1849. Read an account of Rev..T. Hudson for Travelling expenses, from January 10 to May 29, 1849, amounting to £12 12s. 45d., ordered, that the same be paid, subject to the Certificate of the Bishop. Read an account of Rev. F. Coster, for Postage, amounting to 9s. 8d. Ordered, that the same be paid. The Committee appointed to enquire respecting the Funds of the District Committee of the Society for Promoting Chris- tian Knowledge, report, that they have attended to that duty, and submit the reply of the Secretary of said Committee, which was read. Read the Treasurer's Quarterly Account.
