Forsyth, Esq. 10 , It ii ordered and ordained by the said Corporation as follows: first ; — The proceedings had, and the appointments of the Vice Presidents and Central Board of the Church Society of the Diocese of QuebeC) made, at the General Annual Meeting of the said Society, held at Montreal on the fifth day of July last, aftarthe Act incorporating the said Society came into operation, are hereby recognized and declared to be and to have been good and valid, and the said appointments shall be and remain in force during the year now current, and ending at the anniversary period in July next Secondly ; — The said Central Board, and the Officers of the Society then appointed as aforesaid, or before that time in office, shall continue in the discharge of their respective duties and functions under and according to the By-Laws of the Church Society passed before its Incorporation, until By-Laws shall be passed imder the Act of Incorporation, making different provi- sion in that respect. In connection and correspondence with the Central Board, there shall be formed District Associations (except in the Cities of Quebec and Montreal, and the Banlieues thereof) ; to be composed of the Clergy, and all other Members of the Society resident within the bounds of such Districts, — a contribution of 5b. per annum, constituting membership of such District Asso- ciations. The District Associations (except as hereinbefore excepted) shall continue as heretofore settled by the Central Board of the Society, before its Incorporation, until otherwise hereafter determined by the Central Board. The senior Clergyman holding a Pastoral charge within such bounds shall be, exoffidOf Chairman of such Association — they may have a Secretary and Treasurer, and shall meet at such places as they may themselves determine ; at one of which meetings the officers shall be appoin- . ted and a report of the proceedings for the year read. The District Associations shall have authority to make rules for the government of their own affairs, provided such rules be not con- trary to, or inconsistent with, the Constitution or By-Laws of the Society. They shall report annually to the Central Board, at least one month before the Annual General Meeting of the Society, (and at such other times as the Secretary, on behalf of the Board, shall require) a statement of their proceedings, and a detailed account of all the monies received and expended by them during the year. It is nevertheless provided that the Chairmen of the District Associations of Quebec and Montreal, heretofore existing, shall continue to be Vice Presidents of the Society during the current year until the Annual Meeting in July next. 16 AUTICLE XI. Of the Sub- Committees of the Society. For the more effectually carrying out the designs of this Soci- ety, the Clergymen and Church Wardens in every Parish and Missionary Station, and the Ministers and Wardens of every Chapelry within the Diocese, shall be a Sub-Committee of the Society, in correspondence with the District Association, within whose bounds such Parish or Missionary Station is situated, or in the Cities of Quebec and Montreal, with the Central Board, through the Secretary of the Society. This Committee shall meet as often, and at such periods, as they themselves shall de- cide to be most convenient, inviting the co-operation of all the Parishioners, in their deliberations and designs. They shall col- lect subscriptions and donations from the members of tlie Church, in such manner as they shall deem most effective, and endeavour, by every means in their power, to augment the resources of the Society. One sermon at least shall be preached during the year within the limits of such Parish, Station, or Chapelry, on such Sunday as the Bishop shall appoint, in favour of some one or more of the objects of the Society ; and a collection shall then be taken up in aid thereof, the proceeds of which shall forthwith be remitted to the Treasurer or Treasurers of the Society ; any Parish, Station, or Chapelry in which such sermon shall not have been preached, shall not be considered entitled to any grant or benefit from the Society, until a sermon shall have been so preached. All other monies raised by such Sub-Committees, shall be remitted to the Treasurer of the District Association ; or to the Treasurer or Treasurers of the Society, where such monies shall have been raised within the Cities and JBanlieues of Quebec or Montreal. 17 ARTICLE XIL One-half of all monies paid into the hands of the Treasurers of the District Associations, respectivelj, and not specially ap- propriated by the contributors, shall be transmitted to the Treasu- rer of the Society, to be at the disposal of the Central Board, and the remaining half of all such collections shall when requi- red, be expended within the Parish or District in which they have been made, for such objects only as are specified in the Constitu- tion of the Society — the allotment to be made by the District Association. All monies remaining unappropriated at the Gen- eral Annual Meeting of the District Association, shall be forth- with transmitted to the Treasurer or Treasurers of the Society to be at the disposal of the Central Board : it being understood that nothing contained in this Article shall interfere with any existing arrangement or agreement between any Clergyman and his flock. le or then iwith any I have It or ^n so 111 be the Ishall 2C or ABTICLE xm. Of the Lay Committee of the Church Society. This Committee shall consist of the twenty-five members appointed before the Incorporation of the Society, and shall be governed by the Constitution, Rules and Begulations, adopted and in force before that period, until the same shall be altered by the Committee or by the Society at the General Meeting. The proceedings of the Lay Committee shall be subject to the sanction of the Bishop of the Diocese. The clerical and other members of the Central Board, may attend at any of the Gen- eral Meetings of the Committee, and may propose and discuss matters therein, but shall have no vote ; and the Committee shall report their proceedings to the Central Board at their stated meetings. The objects of thiii Committee shall be : First — The placing the Clergymen, now resident and doing 18 duty in the Province, upon a just footing as regards tlie suffl> dency and permanency of tlieir incomes. SeeoruUy — Tlie providing for tlie permanent and adequate rapport of an increased number of Clergymen, so tliat, witlitlie least poBsible delay, the members of the Church in every portion of the Diocese, may have the means of access to a Church with- in a practicable distance. Thirdb^-^The building in every place where it may be requi- red a Church of stone or brick, upon a well considered plan, as to dimensions, external form, and internal arrangement, keeping in view the probability of its requiring enlargement. Fourthly — The building, in a good situation, convenient to the Churoh, a comfortable Parsonage of brick or stone, upon an uniform plan, which diould be carefully considered, with referonce to Aaa and internal arrangement, and should admit of additions being made, with the sanction of the Bishop. Fifihly — ^The insuring such Churches or Parsonages against losses by firo. Sixthly — ^The procuring an adequate and permanent support for all the Institutions, authorities, and functionaries, suitable and appertaining to the Establishment of the Churoh of England in this Diocese. Seventhly — The investing all life subscriptions (unless so far as the application of these may be otherwise limited by the contri- butors) in a permanent and accumulating Fund, of which the interost only shall be applied to the general purposes of the Society. Eighthly — The encouit^ng the formation of a locfil endow- ment Fund, at every station or place having a Church or Cler- gyman, by special contributions, or by setting apart a portion of the Pew rents, to form an accumulating fund until the net income shall in each case amount to £50 per annum; for the more ef- 19 feotual promotion of which object the Society will engage, when- ever luoh fund shall be formed and shall amoant to £100, Iotm- ted in Bank stock, or other public securities, to add thereto a corresponding atnount of £100 ; provided always that such investment shall stand in the name of the President of the So- ciety. ARTICLE XIV. No alteration or amendment in the Constitution or By-Laws of the Society shall be made, unless such alteration or amendment shall first be communicated to the Secretary, to be submitted for examination and consideration to a Special Meeting of the Society, at least one month before a General Annual Meeting, and adopted at such General Annual Meetings Provided that the rejection or adoption of any such alteration or amendment, by such Special Meeting, shall in no wise bind or restrain the General Annual Meeting, in considering and disposing of the same. ARTICLE XV. Whereas some members of the Church, who are not unmind- ful of the great Spiritual wants of their own neighborhood, still feel constrained, in pious gratitude for the blessings they enjoy, to allot something, however small, from the means with which a Gracious Providence has blessed them, towards the spread of the Glorious Gospel among the nations which still sit in darkness ; 20 the Society will gladly receive and forward to the Society for the Propagation of the Gospel, the Church Missionary Society, or the London Society for Promoting Christianity among the Jews, whatever sums may be given for the conversion and in- stmction of the Heathen or the Jews. There has arisen, of recent years, a spirit of enlarged Christian benefi- cence, admirably and gratefully harmonizing with the great necessities of the Church in England, the still greater wants of its Colonial dependencies, and the permanent claims of the Hea. then World at large, upon that body whose standing commission is " Go ye into all the world and preach the gospel to every crea- ture!" We have beheld in a pleasing degree the recognition of the Bible principle, " The silver and the gold are the Lord's ;" that the wealth of the world is His, whose we are, and whom we ought to serve ; and that having divided of it '* To every one severally as he wills," men are to use that portion allotted to them, "as good Stewards of the manifold grace of God," to His glory and the furtherance of his purposes of mercy to men. Many have acted on this high principle. Opulence and rank have bowed at the foot of the cross, and presented willing offerings to His great name. Queens are embodying the prophetic voice, and shewing themselves " nursing mothers of the Church ;" and many nobles of the land, and merchants of the earth, are bring- ing their glory and honour into it, and uniting in one grand en- terprise of Christian philantropy; whereby nobility itself is ennobled, and wealth is sanctified by the holy purposes to which it is devoted. So enlarged has been the bounty — so great the sa •uin» contributed in many inotancuii, fur exceeding what was known, or could have been anticipated but a few years since, as to justify the assertion^that this our day, is a day of Endow- ments. , It is also interesting to remark that the benefactions of the present day have not only been large, but general and diffusive; comprehending all objects that the piety of the Christian mind, and the charity of the Christian heart, will delight to relieve. How many are the Churches which have been erected and endowed — how many new fields of labour have been opened at home, and missionaries sent forth, even to the uttermost parts of the earth, — ^how much has been done towards settling the Church, and enlarging its borders in the Colonies ; how much for the education of the people upon Christian principles ; how much to mitigate every trial, to relieve every want that flesh is heir to : and all by the spontaneous exertions of individuals, unaided by the Government. Witness only as a specimen the MetvopoUa Churches Fund, by means of which nearly Forty new Churches have within a short period, been erected and partially endowed in London ; — the Colonial Bishop's Fund, which has already provided so many Bishops in the Colonies, and thus estab- lished the Church of England in its integrity in those distant parts: — ^and behold the gigantic effort, which is now making in England, by voluntary contributions to educate the great body of the people, in the principles of the Churdi. Witness also the almost innumerable Intitutions and Asylums for the relief of the widow, the Isitherless, and the stranger ; the maimed, the lame, the blind, and the deaf; the diseased in mind (Mr in body. And witness the many great Christian and bene- volent Societies, which yearly call upon the bounty of a willing people, and never call in vain. Amongst them stand most prominently, the two " great Societies which have nourished the Church in the Colonies ;" and by whose liberality, the far greater tiose is cate kfor the liud ene- ling HOBi the bater p«rt of the Clergy in thii Diocese, are u* the present tloM f«p- ported. We cannot fall to mark the good Providence, and Grace of God, in these efficient exertions for the well-being of men. He has made " His people willing in the day of His power," and of His Church's need : and we must bless the Lord, for putting it into the hearts of so many thus to labour, and to be permitted to see the fruit of their labour. Of tliis extended bounty, we have been largely partakers : long has the Church in the Diocese been fos- tered and sustained from Home ; our necessities have been great and urgent, and they have been met with a noble generosity. But the time has come, when we are not to be partakers mere* ly of the bounty of England, but to be in our measure, IifiTATOiiS of her deeds of Christian benevolence. In the Church Society of this Diocese, whose second anniversary we this day celebrate^ we have full scope for the free exercise of Christian bounty. The objects of the Society are numerous, and embrace the near- est interests of our Church and people. In Montreal not so many have been added as could, have been expected, owing principally to the continued depression of the Commercial and Trading inter- ests. The gentlemen who kindly undertook to collect subscrip- tions, have not been inattentive to the duty which they volunta- rily engaged to perform; and it is trusted that their anxious efforts for the advancement of the Society, will yet be crowned with abundant success. Additional collections have been made in England, by the continued exertions of the Son of our ven- erated President. Did other friends of the Canadian Church in England, equally interest themselves in the same good Work, which it is hoped, we may have the satisfaction of stating at the next Annual Meeting, jdoubtless similar success would attend their exertions : and collections made in England might thenceforth form an important Item in the Annual Beport. Mr. Armine Mountain has obtained the additional sum ofd675 19s. 6d. Sterling. In the District Associations very considerable additions have been made, during the past year. The Parochial Associationsy have been generally formed throughout the Diocese, and the amounts raised in the several country Parishes and Missions, though not equal, in many instances, to what we may hope hereafter to witness, are yet sufficient to encourage the expectation of "better things to come." An interest in favour of the Society, has been obviously excited, through the Diocese, the duty of offering for the Lord's Service has been recognized, and with the bright exam- ple of the zealous and self-denying efforts of private Christians at home to diffuse Gospel-light, and provide for every want of suffering humanity, we may not doubt, b :t that, under the Divine blessing, the Church Society, will soon have a place in the affec-' tions of every Churchman in the Diocese, and in every locality take root downwards and bear fruit abundantly. 25 T to etter been rthe am- dans it of vine ,ffec~ iaUty Since the laet Annual General Meeting the Goveraor General has been solicited to become Patron of the Society. His Excel- lency has kindly acquiesced, and with his usual munificence, has sent a donation of JS25 to the Society. In furtherance of a resolution adopted at the last Annual Meeting, the Central Board, at its following sitting, placed at the disposal of the Lord Bishop, the annual sum of JS200, to enable him to engage two Travelling Missionaries in connexion with the Society. Accordingly his Lordship appointed the Rev. Mr. White, in November last, as Travelling Missionary, in the Dis- trict of Quebec. On his health failing under the arduous nature of the duties, he resigned in February last. The Rev. "W. Rol- litt, ordained in May, has been appointed to succeed him. The Rev. J. A. Devine, has been nominated by the Bishop, for the District of Montreal, and has proceeded to the Ottawa, to visit destitute settlements, and to report. The Missionaries are in- structed to keep Journals ; extracts &om which will from time to time be published. During the past year, several grants of money have been made, chiefly for the purpose of assisting in the erection or completion of Churches and Parsonage houses. The applications for the assistance thus afforded were accompanied with statements, which shew the necessity of this Society ; and the very great help which it can yield to Ministers scattered through the wilds of this extensive Diocese. When a Church is needed in a poor Mission, or a suitable residence for the Minister, or a Sunday School to be established with a Circulating Library, or a Parochial Lending Library to be procured, or other good works to be engaged in, happy for the Minister and the poor settlers, that they have relief at hand ; that there is a Society to which they can lay open their wants and wishes with an assurance of sympathy and support. One Missionary writes on applying for aid : — " First as to the Church it is finished except the inside work, which with the means 26 mm in onr power, might be fitted up for worship with about £25 or iB30; and in regard to the Parsonage, I beg merely to say that it ia without plaister ; the upper rooms are unpartitioned, and a frame kitchen is unfloored, without clapboards, and with> out windows, and still I am living in it. Unless, however, it can be rendered comfortable before winter, I must retreat elsewhere.'' The sum of £25 was granted on this application. The Ofiicers of the Committee shall be a Chairman and Secretary, to be chosen by the Committee at any Ordinary or Special Meeting. 3. Ordinary Meetings of the Committee shall be held quar- terly, on the 14th day of the months of January, Apnl, July and October, not being a Sunday; such Meetings to be summon- ed by a notice to be inserted in one of the leading Newspapers of Quebec and Montreal, four times during fifteen days before the period of such Meeting. Special Meetings to be culled by the Chairman, as occasion may require, or upoi) the request of any three of the Committee, and two days notice of such Meet- ing, and of the objects thereof, to be given by the Secretary in writing to such of the Members as it may be practicable to sum- mon to the place of meeting. 4. No act shall be valid or effectual at such Meetings unless at least five Members be present ; in the absence of the Chair- man of the Committee the Members present shall name a Chair- man of the Meeting. 5. All questions shall be determined by a majority of votes of those present, and in case of an equality, the Chairman shall have a second or casting vote. 6.
