WATBR30N, PRINTEW, 1893. BY-LAWS. ARTICLE I. NAME AND OBJECTS. The lodge shall be called the Loyal **Occi- dental** Lodge, No. 7177; and shall form a branch of the I. O. O. F., M. U.,aiid the objects of the lodge shall be the same as those set forth in the General Laws of the Order, and to act m conformity with and subject to, the General Laws of the L 0. O. F., M. U. ARTICLE ir. ' PLACE AND TIME OF MEETING. Section I. The regular meetings of this Lodge, shall be held in Victoria, B. C.,at such place as shall be decided upon, on every 2nd and 4th Wednesday in each month at 8 o'clock P. M. , I m 179255 4 BY-LAWS. at which time the Secretary shall call the Officers* Roll; any and every officer absent shall be fined 50c., unless prevented from attending by sick- ness, absence from the city or other cause sat- isfactory to the lodge. The lodge shall not be closed earlier than one hour from time of open- ing, nor shall it be kept open later than 10:30 P. M. except on Quarter night, special or any summoned meeting. Sec. 2. Special meetings mav be called by the N. G. at his direction, or by a vote of the lodge, or at the request in writing, of not less than five members in good standing: every member resid- ing within three miles of the Post Office must be summoned by the Secretary at least three days before date of meeting. At such special meet- ing no business other than that for which the meeting was summoned may be transacted. ARTICLE III. MEMBERSHIP. Section 1. All candidates for membership must be males of not less than 18 or more than 45 years of age, of good moral character and sound health. Sec 2. The name of a person desiring mem- bership, with the age, occupation and residence must be proposed and seconded by members of the lodge in good standing, on the printed forms provided for the purpose. I I i i I shall forthwith be handed to a committee of 3, whose duty it shall be, to make strict enguir3', into the habits and character of the candidate and it shall be imperative for the committee to report in writing at the next meeting of the lodge. (N.B. — The printed forms referred to,may be obtained on application to the Secretary.) Sec. 3. Candidates whether by Initiation or Clearance shall be voted upon by ballot, after being proposed and seconded at a previous lodge meetmg within 3 months; three black balls shall cause rejection. A satisfactory medical certif- icate from the Medical Officer shall be produced prior to the ballot beingtaken, and before Initi- ation, candidates shall sign the Declaration. Every person upon being admitted shall sign the By-laws, thereby pledging himself to support maintain, and abide b^' the same, or any addi- tions or amendments thereto which may here- after be made, and to pay promptly all demands made against him. Sec. 4. No reconsideration of an unfavor- able ballot can be had, unless all the Brothers who may cast black balls against an applicant for membership voluntarily make a motion in writing for the reconsideration of the ballot, and nevermore than one motion for a recon- sideration of the ballot in the same case shall be allowed; and in such case the vote on the recon- sideration shall be taken by ball ballots, and if the balls cast be in favor of it, the reconsider- ation shall be had: whereupon the application 7 [7] / 8 BY-LAWS. shall lie over until the succeeding meeting when another ballot shall be cast with the ball ballots, and if the same be unanimously in favour of the applicant, he shall thereby be elected; but if one or more black balls appear in either ballot, the applicant shall be rejected; a favorable ballot can be reconsidered at any meeting, prior to the admission of the candidate, providing that a majority of the members present agree thereto. Sec. 5. A candidate may be initiated on the night of election or any time thereafter within three months from date of proposition, but should he not be initiated before the expiration of that period, he shall forfeit to the lodge the amount of his proposition fee. No person shall be initiated on the night of his proposition, or admitted by clearance on the night of his ap- plication to deposit same, except a mariner or one whose duties call him from the city, and only then on a vote of the Lodge in favour of the exception being made. Sec. 6. No married candidate shall be admit- ted to the Lodge, if his wife is not in good health. Sec. 7. Any person of good character may be admitted as an Honorary Member on pay- ment of the same Initiation fee as other members and an annual fee of $2. 00 which shall go to the Management Fund. On vote of the Lodge, persons who have rendered marked ser^'^ice to the Order, maybe admitted as Honorary Mem- bers, without payment of any entrance or ann- ual fees. [9] m rb 10 BY LAWS. ARTICLE IV. INITIATION FEKS. Section 1. The Initiation fee for Candidates shall he as follows: — 18 to 25 years of age $ 15.00 26 to 30 ' " ** '* 20.00 31 to 35 ** •* *• 25.00 36 to 40 '* ** •' 30,00 41 to 45 '* ** " 35.00 (All ages inclusive.) One half of this fee to be paid at time of propo- sition, the remaining half on the night of ad- mission. Sec. 2. Each member (excepting honorary members) shall pay for Lodge dues 25c. per week, to be paid in advance. Sec. 3. Any member who allows his contri- butions to exceed 12 weeks in amount unpaid, shall be fined 15c. for every two weeks of non- payment, till the expiration of 26 weeks. Should such member allow his arrears to exceed 26 weeks, no less amount than the total amount of dues, fines, &c., owing, shall be received by the Lodge, nor shall any sum whatever be re- ceived from him, until he produces a certificate of good health from the Medical OflScer of the Lodge, and signed a declaration (if married) of the state of his wife's health, nor shall such member be entitled to benefits, until after the expiration of 4 weeks from the time of paying his account. See General Laws 39 A & C, and 41 (1). [11] 7 12 BY-LAWS. Sec. 4. Members owingmore than 12 weeks contributions or not paying fines, levies or as- sessments within the same period shall be sus- pended until they have paid what is due, and for four weeks thereafter duiing which period neither they nor their families shall be entitled to any benefit from any fund of the Lodge. The names ofmembers owing over 12 weeks due^ shall be called out every Lodge night. Sec. 5. Any member owing more than 12 months dues shall forfeit ail rights and privileges and if he desires re-admission, he must take the same steps as if he had never been a member, and be subject to all the rules governing newly made members. Sec. 6. No member who mayo wemore than 12 weeks dues shall, if taken sick, be allowed to put himself into compliance. Sec. 7. Any member, absent at a Lodge meeting, who owes 10 weeks dues or more, and who will owe more than 12 weeks dues, after the next regular meeting, will be notified by the Secretary of the same, and a levy of 5c. will be made for all members requiring such notice. ARTICLE V. BENEFITS. Sec. 1. Members shall be entitled to medicnl attendance as soon as initiated, and to sick ben- efits at the expiration of 6 months, if in good standing, (all fines, levies &c.paid and not more than 12 weeks dues owing.) I [13] T 14 BY-LAWS. N I ' I Sec. 2. The amount of sick pay shall be as follows : — The sum of $8.00 per week for the first 13 weeks illness. The sum of $6.00 per week for the second 13 weeks illness. The sum of $4.00 per week for the third 13 weeks illness. After which no further sum shall be paid as sick benefits; but any sum or sums that the Lodge may decide upon maybe paid out of the Contin- gent Fund, to the member, or his family if in need; but it shall not be compulsory for the Lodge to do so. Sec. 3. No benefits of any nature shall be received byany member, if the sickness has been caused by neglect, drunkeness, misconduct, fight- ing, (except in self defence) acts of bravado, run- ning, leaping, wrestling or immorality. Sec. 4. No member who owes more than 12 weeks dues shall be entitled to receive sick pay, nor until the expiration of 4 weeks after such time as he may have put himself into compliance. Members owing more than 26 weeks dues, cease to be entitled to medical attendance. Sec. 5. Wlien a member wishes to declare on the funds of the Lodge, he must notify the Secretary in writing before 12 oVlock (noon), or he shall not be entitled to sick pay for that day, and he must procure from the Medical Officer of the Lodge a certificate of sickness within 24 hours of declaring on the Lodge funds, and send it to the Secretary as soon as possible; excepting i [151 % *'/ ■■' 16 BY-LAWS. in cases where the member is taken sick, while out of the city (and only in such case) a certifi- cate from a medical practitioner properly quali- fied, or a certificate from a clergyman shall be accepted, with this exception: certificates from a medical practitioner other than the Med il Officer of the Lodge shall not be accepted. Sec. 6. Members taken sick while absent from the city, shall be entitled to receive sick pay on complying with General Laws 65, but not to medical attendance. This rule also applies to members residing at a greater dist- ance than 15 miles. Sec. 7. When a member is on the sick list, he shall not be allowed, to do anj^ kind of work, nor frequent gambling houses, or saloons, or be- come intoxicated, under a penalty of forfeiture of benefits and a fine of $5.00 for first offence, and if repeated, he shall be expelled from the Lodge. Sec. 8. No member receiving the benefits from the Lodge, shall be out before 8 A. M. or later than 8 P. M. between the 1st of May and the 30th of September, or before 10 A. M. or later than 5 P. M. between the 1st of October and the 30th of April, unless with the consent of the Medical Officer; any member violating this rule shall forfeit all claim to sick benefit for that illness. Sec. 9. When a member in good standing, has declared in the manner provided, on the Lode:e, the Secretary shall prepare an order on the Treasurer of the amount of sick pay to 4 ri7] 4 1 k 9 » I > 18 BY-LAWS. which the sick member is entitled, and having duly signed and sealed the same, he shall hand it to the Chairman of the Sick Committee who shall present it to the Treasurer for payment. The N. G. shall countersign all such orders before payment by the Treasurer. The Chairman of the sick committee shall pay the amount to the sick brother or his family within 48 hours of re- ceiving it. No sick money shall be paid without a certificate from the Medical Officer that the member is still unable to follow his occupation. ARTICLE VI. LODGE FUNDS AND ACCOUNTS. Section. 1 . There shall be three distinct funds, viz:- Management Fund, Sick and Funeral Fund, and Contingent Fund; each of which a separate and distinct account shall be kept. Sec. 2. To the Management Fund shall be paid all Initiation Fees, Honorary Members* Fees, and 20 per cent of all the regular monthly contributions from members. Sec. 3 To the Sick and Funeral Fund shall be paid 75 per cent of the regular monthly con- tributions from members. Sec. 4. To the Contingent Fund shall be paid 5 per cent of all the regular monthly con- tributions from members, all fines, proceeds of entertainments, saleof goods, and special dona- tions made for the purpose. The monies of this Fund may be utilised for the purpose of making presentations from the [19] 20 BY-LAWS. Lodge to deserving officers and members, for charitable purposes, and for relciving distress of members, or of those dependent on them. In case of urgent need, the Treasurer may pay any sum out of this fund, on an order signed bv the N. G. or V. G. and Secretary. Sec. 5. All accounts for salaries, rents, light- ing, fuel. District Lodge accounts, Grand Lodge accounts, shall be paid by the Treasurer, on the order of the N. G. and Secretary, without first passing the Lodge or finance committee of man- agement, all such accounts shall be included in reports presented to the Lodge from time to time. AUDITORS. Sec. 6. The Lodge shall elect annually two members to audit the accounts, and it shall be their duty, to examine the books of the Lodge during the month of January in each year, and to present their report not later than the first Lodge night in February of \ch year, and in all other respects fulfil the requirements of General Laws 61, section 8, and General Law 56. ARTICLE VII. MEDICAL OFFICER. The Medical Officer to the Lodge shall hold office until he shallresign, when another medical officer legally qualified, shall be appointed in his stead, to hold ^office in the same way; he shall have power to appoint a (locum tenens) should he leave the city for any length of time. , , [21] V. 179255 22 BY-LAWS. The Medical Officer shall be paid for exam- fnation of each candidate; he shall also receive the sum of 75c. per quarter for each member in good standing, entitled to benefits. A fee of $1.00 is to be paid by the candidate on being examined. ARTICLE VIII. FINANCIAL SECRETARY. There shall be a financial or permanent Sec- retary, whose duties shall be those laid down in the General Laws 54, Section 1; and a recording Secretary, who shall keep the minutes and ren- der such assistance as may be necessary. The Financial Secretary shall hold office dur- ing the pleasure ofthe Lodge, or until he resigns. The Recording Secretary shall be elected for 6 months, he may stand and be eligible for re- election. ARTICLE IX. DEGREES AND LECTURES. On the first meeting night in each month, as soon as Lodge business is completed, the White degree shall be conferred on any member desiring to receive it: and if there are applicants for other degrees they may be conferred also; hut if there be no applicants the Lodge shall re- main open in the White degree as long as the N. G. may decide. No member can take more than one degree in any one month. There is no fee for degrees. r23] 1 24 BY-LAWS. ARTICLE X. MEMBERS* ROLL. Each mcm])er must si^n his name in a reg- ister provided for that purpose in the ante-room, before entering the Lodge. ARTICLE XL VISITORS. Each visitor must register his name and the name of the Lodge to which he belongs, prior to admission, in abook provided for that purpose. ARTICLE XII. MEMBERS RESIDING BEYOND CITY LIMITS. In the case of illness of member residing be- yond the City limits, the Medical Officer shall be idlowed carriage hire by the Lodge, and a mile- age of 25c. for each mile (one way) counting from City Limits, to members* residence, at time of sickness, in addition to his ordinary quarterly stipend, for each visit made by him, or his qualified substitute. All sick members who can do so without in- jury, to themselves, must visit the Medical Offi- cer at his office, during his stated hours. ARTICLE XIIL No member, except the N. G. and Secretary, and except incase of a special vote of the Lodge or in obedience to District or Unitv Officers des- J [25] 26 BY LAWS. ire, may send or cause to be printed in the pub- lic press, any item or items relating to the Lodge or Order, under penalty of suspension or expul- sion, as the Lodge may direct, and those officers mentioned, must have the consent of the Lodge before doing so. ARTICLE XIV. TRUSTEES. All monies belonging to the Lodge must be placed in Green, Worlock & Go's, bank and placed to the credit of the Lodge. Three Trustees shall be elected, and their duty shall be to sign all cheques, the signatures of an}'^ two of the Trustees being sufficient to withdraw any money; to hold in trust any prop- erty or properties now or which may hereafter be acquired by the Lodge. The said trustees to hold office during the pleasure of the Lodge, and be removable only at a summoned meeting of the Lodge. ARTICLE XV. AMENDMENTS, &C. No By-Law shall be made, altered, or re- pealed except at a quarterly meeting or at a meeting specially summoned for the purpose, nor in any case unless a written notice specifying the nature and object of the proposed amend- ment, /kc, shall have been given to the Lodge at lease 2 meetings previously.
