TJIE Master, Deputy Master and Wardens of
the Trinity House of ''Quebec having submitted for my
sanction and confirmation a certain Bye-Law, Rule and Order
by them made, ordained and' constituted on Friday the Tenth
Day of November instant, under and by virtue of an Act of the
Provincial Parliament, intituled, " An Act for the better Regu-
" lation of Pilo(#^and Shipping in the Port of Quebec ftnd in
" the Harbours of Quebec and Montreal, and for improving the
" Navigation of the River Saint Lawrence and for establishing a
** Fund for decayed Pilots, their Widows and Children ;" in the
words following, to wit : —

« Bye-Law, Rule and Order, made, ordained and constituted
by the Master, Deputy Master and Wardens of the Trinity
House of Quebec, on Friday the Tenth day of November in
the year of oi.r Lord Christ one thousand eight hundred and

WHEREAS doubts hav£ arisen in the minds of certain Pi-
lots, Masters of Vessels and River Craft resorting to the Cul-de-
Sac, and of others, as to the Person having charge of the said
C6l-de-Sac, with the power of enforcing the Bye- Laws, Rules
and Orders of this Corporation, relating to same : To remove
° such doubts in future,

It is ORDERED, That it shall henceforth be the duty of tlie Af
sistant Harbour Master and Superintendant of the CiU-de'Sac
to put in force all the Bye-Laws, Rules and Orders of this Cor-
poration relating to the said Cul-de-Sac; and to see that all and
every of them are duly attended to and complied with ; and it
shall also be the duty of the said Assistant Harbour Master and

ATTENDU qu'il s'est 61ev6 des doutes dans Tcsprit de cer-
tains Filotes, Capitaines de Vaisseaux ct Commandans de Bati-
mens de Riviere abordant au Cul-de-Sac, et d'autrcs, au sujet de
la personne preposee audit Cul-de-Sac, avec pouvoir defaireexe-
cuter les Statuts, Reglemens et Ordonnances de cette Corpora-
tion relativement i icelui ; afin de prevenir de semblables doutcs
il'avenir;

II est ordonne-'— Qu'ilapparticndra dorenavant a I'As&istant-
Maitrc-du- Havre et Surintendant du Cul-de-Sac defaireex6cuter
les Statuts, Reglemens et Ordonnances de cette Corporation rela-
tivement audit Cul-de-Sac, et de voir d ce que tous et chacun
d'iceux soient dihnent obeis ; qu'il sera aussi du devoir dudit As-
sistant- Maitre-du-Havreet Surintendant du CuI-de-Sac, defaire
rapport au Maitrc-du- Havre de Quebec des noms de tous et cha-
cun les Filotes, Capitaines de Vaisseaux, ou Commandans de

Superintendant of the CuI-de-Sac, to report to the Harbou,
Master ,of Quebec the name or names of all and every Pilot,
Master of Vessel or River Craft and of all other persons who
shall in any wise contravene, or act contrary to the said Bye- ':
Laws, Rules and Orders: And upon such Report the Harbour
Master of Quebec aforesaid, shall prosecute all and every Ihe
persons so contravening, pursuant to the powers vested in him ,
by the Twenty-second Section of the Frovindal Statute passed
in the forty-fifth year of his late Majesty, Chapter Twelfth."

year ot our Lord Christ, 1821. \

** WHEREAS it is expedient for the ease and accon«modati-
on of persons resorting with Canoes, Boats or Batteaus to the
Landing Place opposite the Market in the Lower Town of Que^
bee, to make further Bye- Laws, Rules and Orders for regulating
the same,

Jt is thertfore Ordered, ' - ,

- 1st. That on the south side of Mr. James M'Callum's Wliarf,
commonly called Saint Andrew's Wharf, and on the north side
of Mr. John William Woolsey's Wharf commonly called the
Queen's Wharf, no more than one tier oi( breadth of decked ves*
sels with their heads to the west shore shall hereafter lay; and
that any person or persons who shall encumber the said Landing
Place with any other decked ship or vessel, shall incur, forfeit
& pay a penalty not exceeding Ten Pounds current money of this
Province for each & every time the Master, Owner or other person
in charge of such decked ship or vessel shall refuse to remove
them after being duly notified so to do : which penalty and for-
feiture shall be recoverable from such Master, Owner or other
person in charge of such decked ship or vessel, unless it shall ap-
pear that from some accident or unavoidable circumstance it ha»
been out of the power of the Master, Owner or other person ia
charge as aforesaid to remove the same.

2d. That no boat or vessel loaded with fire wood, or timber of
any description, or with hay or straw, shall hereafter be pernutted
to enter into or remain on the daid Landing Place, and the Own-
er, Master or other person in charge of such boat or vessel load-
ed with fire wood or timber of any description, or with hay or
straw^ho shall ofier it for sale, or who shall sell or dispose of any fire
wood or timber of any description, or hay or straw, in th^ said
Landing Place, being previously warned not to offer for sale and
■ell the same, or who on receiving due notice to remove such boat
or vessel loaded as aforesaid, from the said Landing Place, shall
refu&e or neglect so to do as soon thereafter as the tide will per-
mit, unless prevented by accident or unavoidable necessity, shall
incur, forfeit and pay for every such ofFenoe a sum not exceeding
Twenty Shillings current money of this Ptaviuce.

3d. That hereafter all boats or vessels loaded with fire wood, or
timber of any description, may freely and without any chatge or
dock dues, enter and remain in the place commonly called and
known by the name of the Cul-de-Sac, in the Lower Town of
Quebec, for the purpose of selling such fire wood or timber of
any description, and there remain as long as may be necessary
for that purpose ; such boats or vessels subject nevertheless, when

vaisseau charge de hois de chauffage ou d'aucune espece
de bois, ou de foin ou paille, entre dans ou rester sur ladite plac*
de D4hBrqaement, etque le Proprietaire, Maitre ou autre per-
sonne ayant en charge telle chaloupe ou vaisseau charg6 de bois
de chauffiige ou autre esp^e de bois quelconque, ou de paille ou
foin, qui les ofiHra en vente> ou vendra, ou disposera d'aucuns
buis de chauffage ou autres bois, ou paille ou foin, ii ladite place
Debarquement, apres defenses a luifaites de les vendre ouoffir/r
en vente, ou qui, apris avoir 6t& dikment sonune d'eioigner telle
chaloupe ou vaisseau charge eomme susdit, de ladite place de De-
barquement, refusera ou negligera de le faire aussi promptement
apr^ ladite sommation que la maree le permettra, s'il n'en est
empeche par quelque accident ou necessite inevitable, encourra et
payerapour chacune telle offense une amende n'excedant pas
vingt chelins, du cours de cette province.

3. Quedorenavant toutes chaloupes ou vaisseaux charges de
bois de chauffiige, 'ou bois d'aucune espdce, pourront librement et
sans payer aucune charge ou droit de carenage, entrer et rester
dans la place commtinement appelee et connue sous le nom de
Cul-de-Sac, en la basse-ville de Qudbec, pour Ik vendre tel bois
de chauffage ou autre bois, et y demeurer aussi 1-^ng'tems qu'ij
sera necessaire pour cette fin ; telles chaloupes ou vaisseaux sujets

4th. That hereafter nil Boats or Vessels loaded in whole or ia
part with Hay or Straw, shall repair to the River Saint Charles
to dispose of their cargoes, and no where else, under a penalty
not exceeding forty shillings, current money of this Province^
which Penalty shall be recoverable from the Master Owner or
other person having charge of such Boats or Vessels loaded in the
whole or in port with Hay or Straw, after having been duly noti-
ced to proceed for the above purpose to the River Saint Charles
as aforc^id.

5th. And whereas a Byc-L^w Rule and Order, was on the
twenty-fifthday of June, in the year of Our Lord Christ one
thousand eight hundred and Ave, made ordained and constituted
by the Muster, Deputy- Master and Wardens of the Trinity
House of Quebec, and afterwards on the twentf.ninth day of
June in the year abovesaid, was sanctioned by His Excellency Sir
Robert Shore Milnes, then Lieutenant-Governor of this Pro-
vince, which Bye-Law Rule and Order is in the words fullowk!!^
to wit : '< That on the south side of Mr. Jamea M'Callum's
*' Wharf, commonly called Saint Andrew's Wharf, and on the
** north side of the Wharf of William Grant, Esquire, common-
*' ly called the Qfieen's Wharf, one tier of decked Vessels with
*' their heads to the west shore, and one tier of craft, while em-
*' ployed to load or unload such Vessels may lay, and that apy
" Perspn or Persons who shall encumber the landing place with
** any other decked Ship or Vessel shall incur and p^ a penalty
**^ of twenty shillings for every twelve hours until such Ship or
** Vessel is removed." And whereas it is necessary to repeal the
said Bye-Law and Order, It is h^by declared to be repealed^
and all and every part thereof is repealed sccordingly.

4. Que dor^navant Unites chaloupes ou vaisseaux charg^i en
tout ou en partie dc paille ou foin, se retireront i !a riviere Saint-

son Excellence Sir Robert Shore Milnes alors Lieutenant-
Gouverneur de cette Province, duquel Reglement, Rdgle et
Ordonnance la teneur est comme suit :— " Que du cot^ Sud du
Quai de Mr. James M'Callum, commun&nent fqppel6 Quai
Saint Andr£, et du cote nord du Quai de William Grant, £-
cuger, commun^ment appelS Quai .de la Reine, il pourra res-
ter un rang de batimens pont£% avecleurprouestoum^vers la
rive ouest, et un rang de petits bAtimens lorsqu'ils seront employes
d charger ou d&;harger tels vaisseaux, et que toute personne ou
personnes qui embarrasseront la place de' D^barquelhent d'aucun
autre vaisseau ou batiment pont^ encourront et payeront une a-
mende de vingt chelins pour chaque douze heures, jusqff <d ce que
tel vaisseau ou batiment soit eloign^. " Et vu qu'il est nccessaire
de rappeler ledit Reglement ct Ordre, il est par le present d^cla-
r6 Stre rappel£, et le tout ct chaque partie d'iceiui est rappele en

cons^uence.
