The movement in fiivov of Imperial Federation was initiated at a Conference of a very influential character held in London on the 29th July, 1884, under tlie chairmanship of the Riglit Hon. W. E. Forster, M.P. Among those present were many leading Canadians includnig:-Sir Charles Tupper ; Hon. Oliver Mowat . D'Alton .AlcCarthy, M.P. ; Col. Czowski (Toronto) ; R. R. Dobell (Quebec) • Peter Redpath (late of Montreal); and letters were sent by Sir Alex! T. Gait and the Hon. P)onald A. Smith (now Sir Donald A Smith, M.P.) This Conference was adjourned to the 18th November of the same year, when the Imperial Federation League was formally organ- ized with Mr. Forster as its first Chairman. The Canadians pres"ent at this meeting were :-The Right Hon. Sir John A. Macdonald ; Sir Charles Tupper; J. Stewart Tupper; R. R. Dobell- H C Beeton (British Columbia); J. G. Colmer ; E. A. Judges ;' Thomas JNibloch. Upon the death of Mr. Forster, the Earl of Rosebery accepted the Chairmanship, and the Right Hon. A monthly journal, called - Imperial Federation." has been suc- cessfully established, and is widely circulated. Numerous branches of the League have been formed in England and in many parts of the Empire. Sstablishinent of the League in Oanada. The Imperial Federation League in Canada was formed at a meeting held in Montreal on the 9th May, 1885, which was largely attended by Members of Parliament and other leading men from all parts of the Dominion, including a formal deputation from Toronto. A very successful public meeting was held in the evening of the same day. A fuL report of the proceedings of the meetings and of the speeches delivered was published in a pamphlet, of which a small number of copies are still on hand and will be reserved for Secretaries of Branches. The following Kesolutions were adopted and form the basis of the movement in this country : — RESOLUTIONS ADOPTED AT THE MEETING AT MONTUBAL, 9tH MAY, 1885. 1. That this meeting has observed with satisfaction the increased in- terest in the outlying portions of tlic Empire displayed by the people of the Mother Country, and the for.nation under the auspices of many distinguished practical statesmen of The Imperial Federation League. 2. That to the end that the Motlier Country and the Colonies may re- main perpetually under a common sovereignty, a United Empire in its foreign affairs, with constitutional liberty for every part as regards internal administration, a readjustment of the several constitutional authorities of the Empire should, as occasion arises, be made in such manner as to increase the practical efficiency of Imperial unity. 3. That the resolutions passed at the Conference held in London, on the 29th July, 1884, and at the inaugural meeting of the League on the 18th November, 1884, and notably the fol- lowing : That, in order to secure the permanent unity of the Empire, some form of federation is essential. That no scheme of federation should interfere with the existing rights of local parliaments, as regards local affairs. That any scheme of federation should combine on an equitable basis the resources of the Empire for the maintenance of common interests, and adequately provide for an organized dt'fonce of common rights. meet with the hearty acceptance of this meeting. 4. That a Canadian Branch of the League be now formed, to be called The Imperial Federation League in Canada, and that the object of the League in Canada shall be to pron^ote the discussion of means whereby the permanent unity of the Empire may be maintained, and its practical efficiency in- creased, to further the development and interchange of the resources of its various parts, and to resist any measures tending to disintegration. f). That the membership shall be open to any British subject who accepts the principles of the League, and pays a yearly sub- scription of at least One Dollar, out of which the necessary fees for affiliation with the League in London sliall be paid. 0. That the League shall meet annually in one of the principal cities of Canada, the place of meeting for each year to be selected at the preceding annual meeting. 7. That the business of the League shall be conducted by a General Committee, to be now appointed, with power to add to their number ; that the General Committee be instructed to adopt such means as they may find convenient to promote the objects of the League, and that they furnish a report at the next meeting. 8. That the co-operation of men of all political parties in every part of Canada be sought for the establishment of bx-anches, which shall have power to elect representatives on the General Committee. The following officers were elected :— President : D'Alton McCarthy, Q.C, Toronto, M.P. for Novth Simcoe. Vice-President : Alex. McNeill, Wiarton., Ont., M.P. for North Bruce. Joint Hon. Secretaries: Arch. McGoun, Jr., 181 St. James Street, Montreal, and J. H. Bowes, (Messrs. Lount & March, Toronto). Hon. Trrasurer : Henry Herbert Lyman, 384 St. Paul Street, Montreal. The above resolutions were forwarded to the League in London, and a reply received expressing gratification at the formation of the Canadian Branch and sending books of certificates of membership. Subsequently, an Executive Committee was named, with repre- sentatives from every Province, who have thus far superintended the work in this country. The League in Canada was rejnesented at the Imperial Federation Conference held last year in London, among the speakers at which were : — Sir A. T. Gait, who read a paper ; Hon. G. W. Ross ; CJ. R. Parkin (Fredericton), and others; and also upon the deputation which waited upon the Marquis of Salish\iry to urge him to call an Imperial Conference, which has since been done. Mr. Sandford Fleming, one of the Canadian representatives at the Imperial Conference, has been a member of the League in Canada since its inception. With regard to this Conference a number of resolutions, of which the following are the principal, were adopted at a meeting of the Executive Committee, on the 5th March, 1887, and duly trans- mitted : — In view of the Imperial Conference called to meet in London on or about the 4th of April next it is resolved that attention should be called to the several subjects intended to bo dis- cussed, upon which the members of this League have alreadj'^ passed resolutions, among which are the following : That the self-governing countries of the Empire should contribute upon an equitable basis and in proportion to their national importance, to the expense of organization for Imperial defence and should in some constitutional manner have a recognised voice in directing the foreign policy of the Empire. That it is highly important that the Penny Post for letters, and Parcel Post at greatly reduced and as nearly as possible uniform rates, throughout the Empire, should be adopted with the least possible delay. That the proposed telegraphic cable encircling the world, touching only on British territory except at the Sandwich Islands, in mid Pacific Ocean, should be encouraged, and as nnich of it as possible brought into early operation ; and moreover that the lowest possible telegraphic rates should be secured throughout the Empire. That the most speedy and economical transit of passengers and goods, by well equipped steamship lines between the different parts of the Empire, should be diligently aimed at. Tliere was also a n^solutioii r.-speoting tlie best means of supplying any loss of revenue or meeting any common expendituns incidental to carrying out ihe aims contemplated in tli." foregoing resolutions, which however had not been fully matured by the Committee, and is therefore not given as binding with members of the League. The Committee also urged the Government of Canada, to appoint an infliujntial and representative delegation to take part, on Canada's behalf, in the proposed Imperial Conference, and instructed the Secretary to have these resolutions printed and copies forwarded to the Prime Minister, Secretary of State of Canada, to the Secretary of the League in London, and to the Canadian delegates as soon as their appointment was announced, which was done. At a meeting of the General Committee, lieM at Ottawa, in the Tower Room, House of Commons, and lai'gely attended by memlx-rs of Parliament, on the 20th June, 1887, the following resolution was adopted : Itesolved—" That this meeting suggests for consideration Imperial Reciprocity as the trade policy most in accordance with the objects of the League, and reiterates the opinion that trade between (filferent parts of the Empire should take place upon more favourable terms than trade with foreign nations." At the above meeting in Ottawa it was decided in tiie autumn to hold meetings and take steps to form branches. Among the places suggested were Toronto, Kingston, London, St. Thomas, (.)nt. ; St. John, N.B. ; Sherbrookc, Que. ; and the Halifax branch sent word that they were prepared to arrange for a number of meetings in Xova Scotia. Progress of the League. A number of Branches have been formed in Canada and a sum- mary of the progress of each may be added. The INIontreal Branch was formed on 29th May, 1885, with Mr. Henry Lyman as Chairman and Mr. Hugh McLennan as Vice- Chairinan, Mr. J. R. ^lurray, Treasurer, and Mr. Arch. McGoun, Secretary. At the first annual meeting of the Branch, held Juno 14th, 1886, these oHicers were re-elected with Mr. John Lewis as 2nd Vice-Chairman. At the second annual meeting ^Mr. Murray, the Treasurer, was replaced on account of illness by Mr. R. C. Lyman. This branch has held a number of meetings at which papers have been read as follows : — " On the Trade Policy of the Empire," by Mr. R. R. Dobell, Quebec. " A United Empire," by Mr. Thomas Macfarlane, F.R.S.C. " Tlie Position of Canada," by Mr. George ILigue. " National Cohesive Forces," by Mr. A. G. Cross. " Welding the Links of Union," by Mr. 1). A. Ansell. "An Imperial Senate," by Mr. Macfarlane, when an able address was delivered by Major AVelby, Scots Greys, of London, England. These meetings have all been fully reported and commented on in the newspaper press. A Provisional Committee was organized in Toronto and has since been in communication with the Executive of the League, and it is (expected that a Branch will soon be organized there. A Ih'anch was formed in Ingersoll on 28th May, 1886, with the following officers :— Mr. James Noxon, President; Mr. M. Walsh Vice-President ; Mr. J. C. Hopkins, Secretary, and Ur. A. U. British subjects who sympathize with the objects of the League are invited to enroll themselves as members and to take steps for the formation of Branches in their localities. One of the chief objects to be gained by the formation of Branches is that they may become centres for the diffusion of information rela- tive to the aims and progress of the League and the nature and re- sources of the different parts of the Empire, in order that, by such means, the precise nature of the " common interests " it is necessary to maintain, and the " common rights " it is essential to defend, may bo better understood, while the necessity for some form of Imperial Federation will become more generally appreciated. A Branch may be formed in any city, town, village or munici- pality of the Dominion, and shall consist of at least twenty members. Any British subject who accepts the principles of the League and pays to any such Branch a yearly subscription of at least one dollar shall be registered as a member of the Imperial Federation League in England and Canada. As the minimum subscription of one dollar is not sufficient for the active prosecution of the work of the League, members are invited to «INOTICE}.l^ » »m* « . Jt the Annual Meeting of the League held in Toronto, on March 24th, 1888, the terms of mem- hership were amended as follows : The payment of 25 cents annually, renders the subscriber a member of a local Branch only. The payment of 50 cents annually, renders the subscriber a member of a Branch and of the General League in Canada. The payment of one dollar annually, renders the ^subscriber a member of the League in England and Canada including a local Branch where one exists. The payment of two dollars and over, annually renders the subscriber a member of the League as above, and entitles him to the monthly Journal, " Imperial Federation." The payment of five dollars and over, annually, renders the subscriber a member of the League and entitles him to all the publications of the League, in England and Canada, including the Journal. The following is the scale of fees due annually to the Head Office of the League in Canada from Branches. For Registration of a Member in the General League in Canada. . .25 For Registration of a Member in England and Canada 50 For Registration and supply of " Imperial Federation " for one year 1 50 For Registration and supply of all the publications of the League in England and Canada, including " Imperial Federation " for one year 2 50 It is to be observed that the rules suggested on page 12 for the conduct of Branches are given merely as suggestions to be modified by the Branches in any way that they may see fit. Joint non-Secretaries. 11 increase their subscriptions whenever possible and to this end the fol- lowing arrangement has been made : — The payment of one dollar annually renders the subscriber a mem- ber of the League in England and Canada, The payment of two dollars and over, annually, renders the sub- scriber a member of the League, and entitles him to the monthly journal "Imperial Federation." The payment of five dollars and over, annually, renders the subscriber a member of the League and entitles him to ail the publications of the League, in England and Canada, including the Journal. Subscriptions are due the 1st January in each year. Branches are requested to take the name of the city, town, village, or county, in which they are formed, and not that of the Province, as the latter would be unfair to any other Branch wliich might subsequently be formed in the Province. Upon the receipt by the General Secretary of the League in Canada of a notice of the formation of a Branch in any locality, a receipt book for subscriptions will be at once forwarded to the Secre- tary of the Branch, and also a set of the publications of the League other than the Journal. The publications of the League, other than the Journal, will be supplied to Secretaries of Branches at a discount of twenty-five per cent from list price. Special terms may be arranged for large quantities. The Secretaries of Branches are requested to communicate regu- larly with the General Secretary of the League in Canada, and in for- warding returns to report the progress of the Branch for the informa- tion of the Executive. All important resolutions passed by any Branch should be reported to the General Secretary for transmission to the other Branches and to the Head Office in London. Branches may elect representatives to the General Committee of the League in Canada, and every Branch of not less than thirty mem- bers shall have the right of electing one of its members to serve on the Executive Committee of the League. The fees should be remitted to the Head Office of the League in Canada as early in each year as possible. Forms for this purpose may be obtained from the General Treasurer on application. The General Treasurer of the League in Canada will, out of the sums received from Branches, transmit to the General Secretary of the League in London the annual registration fees and the subscriptions to the Journal of the League. 12 The following rules are suggested for the conduct of Branches : — 1. The conditions of membership and fees and subscriptions shall be in accordance with the foregoing rules. 2. The Officers shall consist of : A Chairman. One or more Vice-Chairmen. A Treasurer. A Secretary. And a Committee of Members. 3. The Chairman, or in his absence, a Vice-Chairman or temporary Chairman, shall preside at all meetings of the Branch. 4. The Treasurer shall receive all subscriptions paid to the Branch, and shall disburse the same under the direction of the Committee. He shall submit a financial statement to the annual meeting of the Branch. 5. The Secretary shall collect all subscriptions, issuing certificates for the same, and deliver the money so obtained to the Treasurer. He shall carry on the correspondence and con- duct the business of the Branch, and submit a report to the annual meeting. 6. The annual meeting for the reception of reports and election of officers shall be held in the month of , unless the Committee appoint another time, and general meetings may he called for the reading of papers or transaction of business, when determined by the Committee. 7. Seven members shall form a quorum of the Branch, and three a (juorum of the Committee. Instructions for the Guidance of Secretaries of Branches. 1. A numbered receipt should bo given from the counterfoil book in all cases of subscriptions. 2. The following is the scale of fees due annually to the Head Office of the League in Canada from Branches : — For Registration of a Member in England and Canada, $0.50. For Registration and supply of "Imperial Federation" for one year, 1.50. 13 For Registration and supply of all the publications of the League in England and Canada, including " Im- perial Federation " for one year, - . . . 2.50. The remainder of the fees collected, unless otherwise ordered, will be retained for the use of the local branch. 3. Receipts will be given by the General Treasurer for all remit- taiices from Branches. 4. Names cannot be inscribed upon the General Register of the League until the fees have been received, and it is requested that names be not sent in unless accompanied by the fees. 5. Secretaries should endeavor to get good notices of all meetings of the League, and information about its progress elsewhere, inserted in the local newspapers, and send two copies of all such notices to the General Secretary. :-%^5:5^^^
