Our Club is now about to close the second year of its exist- ence, and rot withstanding our youthfulness as a society, I think we shall find, even in such a necessarily limited retrospect as an annual report, that we need not apologize either for the quality or the quantity of the work we have done. Neither need we enter upon any defence of our raison d^ftre, for when we remember the limited opportuni- ties aiforded to women in Montreal it will surely be clear to every intelligent person that it was indeed time for women to study and discuss questions relating not alone to their welfiire as a sex, but questions whoso solution has a direct bearing on the well-being of humanity. When we remember that women have no seat on the school boards, nor ho'«pital boards; that they are directly excluded from the Faculty of Medicine of our chief University ; that our General Hospital and the Eoyal Victoria have refused to admit women medical students to their bedside clinics, and that even now, as has been lately declared by the Dean of the Medical Faculty of Bishop's College, the only place where women can obtain a medical education in this Province, a scheme is on foot to cause its downflill ; that it is now sought to establish as a precedent that no woman, however unquestioned her qualifications, need apply for the post of principal in a mixed school ; that the School of Art and Design of this city, an institution sup- ported by the Government, refuses to women students the 6 tuition lliiit it frccjly ^ivos to inon ; wlu-n we. rcmmiiber tlicHo (lisoliilities, and many othoi'H that I have not Hpacu to nurnliuu, and consider that they are the result of if^nor- ancc and intolerance, wo Huroly are doin^- ri^ht in ca.sting lif^'ht into siuih dark ])lacos, so that the* on-coiuin<>' of th(5 clear day of knowlodn^e and sympathy may ho liastenod, and that we may ho found, like tlu; wise, virgins, in readi- ness fur the hii,di o|)])ortunities that have Itoen won for us. As to our inter- nal working, I need not refer to the department Avork, as you have already Ju'.ard their reports. Apart from those already mentioned we have had two courses of three lectures each. The suhjects of tlio first course were: "Co-oi»erativo irousekeei)ing," hy Mr. Koswell Fisher ; " Hogarth," l»y Mr. Karl IJoissevain, and - London in the 1 8th Centui'v," hy Mr. W. X. Evans. These lectures were of the most interesting character and were not only entertainin<2- in the hest sense but highly instructive. The three lectures of th.' second course were given hy Percy C. Ryan B.C.L. and related to the " Legal Status of Women, in this Province of Quebec. " Too much praise could not he given to this course which displayed not only exceptional ability, legal and other- wise, but also a sympathy and a practical generosity that were appreciated by the members. Another practical matter that onj^^'aged our attention was the Quebec; law as relatinj^ to factories. It has been resolved to petition the powers that be to appoint a Woman Inspector It is gratify inn; to see in !his connection that the National Council of Women of Canada has taken up this same (pu'stion and we are glad to find our elTorts in this direction so ably su])])lemented. Other public matters that engaged our attention were a petition to the Iloyal Victoria PIos])ital, which was eloquent, ly supported in person by His Excellency the Governor- General of Canada, asking that women medical students be admitted to its clinics, but which the hospital authorities found themselves unable to grant : and a petition to be pre- sented to the School of Art and Design Avhich it is hoped will be fiivorably received. This year the Club federated with the M. L. C. of the National C. of Women of Canada and a fi\ct which shows the position held by our Club in public opinon is worthy of note ; viz, that of six delegates, selected from the M, L. Council which represents 32 federated societies to attend the Conference held at Ottawa, this last month (April) two delegates were respectively the President and Secretary of 8 the Montreal Women's Club. We have during the year subscribed to the Volunteer Electoral League, an organiza- tion for the purifying of our civic politics, and our sympathy was very cordially received by that body. Our internal management has greatly increased its useful- ness by striking three new committees, Koo.ns, Social and Library. Under the first the club-room has been furnished and the nucleus of a library has been formed. During the visit of Her Excellency Lady Aberdeen in December, 1893, the Club tendered a reception which took place on the second of that month. This proved most enjoyable and Her Excellency charmed the members by her cordial sympathy and her gracious interest in their work. A very successful Greek tea was given during the Winter by the Social Committee which not only demonstrated their ability in this direction, but replenished the treasury and proved the most delightful function of the season. Financially our affairs are in a flourishing condition as the end of the year will find a surplus in the Bank. The membership has increased steadily; from 34 members on December i6th, 1892, we have increased in 17 months to 76. AVe have lost one member by death. This, Madam President, closes the record of work that on unsolicited personal testimony has been stimulating in the best sense to man} in need of a bracing, up- lifting influence, and that must be encouraging to all who wish to see things as they are, that they may hasten the day of a better understanding. This being the first printed report of the Club, it is ne- cessary to describe briefly the circunistances preceding and subsequent to its formal organization so as to complete the printed record of the Club's history. On December 7th, 1892, a number of ladies at Mrs. Robert Reid's invitation met at her residence to hear ad- dresses ti'om Mrs. Celia P. Woolley, of Chicago, and Mrs. Julia Plato Harvey, Vice-President of the Chicago Women's Club. These two ladies had just completed a tour through the United States, delivering a series of addresses to some of the most prominent Women's Clubs. On Mrs. Reid's invitation they came to Montreal to speak on the subject of Women's Clubs. After a most interesting address on the oro-anization and work of such societies, an informal discus- sion on the desirability of forming one in Montreal took place, and as there seemed to be a general feeling in fiivour thereof, a committee was appointed consisting of Mrs. R. Reid, Mrs. R. C. Adams, Mrs. Costigan, Mrs. Macnaughton and Miss Hunter, to arrange matters for a public meeting which was held in the Fraser Institute, on Friday, Decem- ber 16th, 1892. It was tlien unanimously decided that a Club be formed, the object ])eing to promote agreeable and useful relations among women of artistic, literary, scientific and philantrophic tastes. After discussion the name was decided on as the Montreal Women's Club and the work was arranged to be be done in the following departments Home and Education, Art and Literature, and Social Science. H A provisional coustitution was presented and discussed and the following executive was provisionally elected. Presi- dent, Mrs. Robert Reid ; First Vice-]*resident, Mrs. Sinton; Treasurer, Mrs. 11. I). McGibbon ; Secretary, Mrs. W. G. Macnaug-liton. This witli the addition of Mrs John Lovell as Second Vice-President became the permanent executive for the year. At this organization meeting thirty-four ladies signed the membership roll. SYNOPSIS OF Report of Montreal Women's Club For Skaso.v 18'J_M);5. The Club having only been organized in J,)ecember, 1892, there is not a great deal to report for the season. Much time was taken up in evolving a workaljle constitution and preparing the programme for the remainder of the year. The Home and Education Department presented the following subjects for discussion, " Do our schools and colleges oft'er the best possible advantages to women?" by Miss G. Hunter, and " Some aspects of our education in the fine arts," by Mrs. Clarke Murray. The Social Science Department gave a paper by Mrs. U. C. Adams on '• Self- Supporting Women " and the Art and Literature dci)art- ment gave essays on the following subjects '' Whittier by Mrs. McKim," George William Curtis by Mrs. J. Lovell and " The Philosophy of Tennyson" by the llev. W. S. Barnes. 15 A lecture on " Woman's legal position in the Province of Quebec " was given by Mr.W. J. White B. C. L., during the year. The club was incorporated April 4th, 1893, Mr. W. D. Liglithall having carried through the necessary legal for- malities gratuitously ; petitions Avere presented to the Western Hospital asking the appointment of a lady, Dr. Grace Ritchie, on the out-door staff and to the Legislature and the jSlontroal Council, asking for the appointment of women on the Board of School Commissioners. The name of this organization shall be the Montreal Women's Club. OBJECTS. 2. The objects shall be mutual sympathy and counsel, and general literary and philanthropic work. 3. This Club shall be divided into three departments, representing the different lines of work, namely Home and Education, Social Science, Art and Literature. OFFICERS. 4. The officers of the Club shall be a President, two Vice-Presidents, Recording Secretary, Corresponding Sec- retary and Treasurer. 5. These officers, with three directors nominated by each Department and elected by the Club, shall constitute the Board of Management. 6. The majority of votes cast shall be required to elect. 7. One of the Directors shall be designated Chairman. 8. These officers shall be elected by the Club at each annual meeting. BY-LAWS. DUTIES OF OFFICERS 1. The President shall preside at all meetings of th» Club and of the Board of Managers. In case of her absence these duties shall be performed by the Vice-Presidents in the order of their election. 18 SECRETAKIES. 2. The R(!Cording- Si-civtary shall take careful notes of -oach meeting- and report the same at .sabse(|uent meetings. She shall also prepare a memorandum of unfinished hnniucss for the use of the President. 3. The Corresponding- Soeretary shall send out all notices of mettings and conduct the correspondence of the ('luh, keei)ingth(! same on file. TKEASITKER. 4. The Treasnrer shall he the custodion of the funds of the cluh, which she shall pay out only npon the order of the P>oar(l of Managers. She shall take and file vouchers for all dishursemonts of money, and shall keep an account of all rec( i])ts and expenditures. A monthly statement shall bo re(,uired by the Pioard, and full report of the 11 nance's of the Club, at the annual meeting, the correctness of which nmst be attested. IJOAUD OF ^MANAGEMENT, n. The Board of ^lauagement shall transact all routine business of the Club, fill all vacancies in its own body. They shall at their first meeting and annually thereafter appoint all standing committees. The Chaiiman shall attend all stated meetings of her Department, arrange and provide for the work of such meeting and be responsible for the fulfillment of the programme for the day. She shall, if required, report the work of her committee at the monthly meetings of the Directors, and shall report the work for the year at the annual meeting. MEMBERSHIP. 1. Membership thus forfeited may bo restored by unanimous consent of the I'.oard of Management and the payment of back duos. Four additional Uy-Laws were added by the DiriMilors at a recent meeting of their Hoard, and adopted by the Club at its Annual Meeting, held in Y. M. C. A. lUiildingon May 14th. 4. If the conduct of any member of the Club, either in or out of the Club-room, be or have been such as to endan- ger the eharacter, good order, or welfare of the Club, or be ur have been prejudicial to its interests, the P.oard of Management may on its own resolution, and .shall at the written requisition of fifteen nuuubers of the Club, call a special meeting of the IJoard of Management to consider the question of censuring, expelling or susi)ending such member. At least six days' notice in writing shall be given each member of the lioard of such special meeting, and the notice must specify the business to be transacted. 8ix days' notice of the meeting must also be given, by registered letter, to the member whose conduct is in ques- tion, and such member shall have the right to submit a written answer to the charge which must be mpiled, regis- H 20 tered, to the Corresponding Secretary. At such meetings at least ton members of the Hoard of Management must be personally present, and the resolution of censure, expulsion or suspension may bo passed if at least two-thirds of those present vote in favour of the same. The l»oard may by a vote of a majority of those present decide to hear the mem- ber whoso conduct is questioned, and may by a majority vote adjourn such special meeting from day to day — no further notice being necessary. Any member censured, expelled or suspended as aforesaid shall be immediately furnished, by registered letter, with a ccpy of such resolu- tion, and such member may at any time, within two weeks after such notice has been forwarded to her, appeal from such decision to a special general meeting of the Club. Six days' notice in writing must be given to each member of such meeting, and the notice must specify the object of the same, twenty-five members shall form a quorum at such meeting and the decision of three-fifths of those present shall be final. 5. All votes shall be by ballot, and in the event of a tie the Chairman shall have an additional or casting vote. 6. No report of the proceedings of the Club shall appear in print without official permission. Membeis will be held responsible for the observance of this rule by their guests. MEETINGS. 1. The annual business meeting shall be called by in- dividual notification. 2.
