W., on Tuesday, 21st Nf.vembcr, 1864. The r? . W . G . Lodge was organized at Cleveland, Ohio, on Tuesday, 12th May, 1855. CONSTITUTION OF THE Grand Temple of Canada. ARTICLE I. NAME AND JURISDICTION. Sec. 1. — This body shall be known as the Grand Temple of the Independent Order of G jod Templars of Canada ; and shall be composed of W.O.T 's, P.W.C T.'s, and Sistkils acting, or who have served one full term, as vV". V.T. Sec. 2. — Before taking his or her seat, every member shall furnish to the Grand Temple, throuy:h the G.S., a certificate of rank and good standing in some Temple subordinate to this G.T., signed by the VV.C.T. and W.S., and bearing date not more than four weeks prior to meeting of Grand Temple . Sec. 3. — This Grand Temple has jur -iliction over all Temples now existing, or which may hereai ler receive and work under Oharters granted by this Grand Temple.; it ic the supreme tribunal oi the Order, in its jurisdiction ; and without its sanction no Temple can exist. It possesses the sole right and power, in the manner herinafter provided, of granting or suspending Charters, receiving appeals, and re- dressing grievances arising in Temples ; originating and reg- ulating the means of its own support ; deciding all questions arising out of tlus or Subordinate Constitution, By-Laws, and Rules of Order ; and the doing all other acts necessary to promote the interests of the Order, provided the same are not in violation of the law3t)f the land, or the Oonstittition of the Right Worthy Grand Lodge. Sec. 1. — The Grand Temple sHaU bold a regular Annual Session, commencing on the first Tuesday in November, at 10 o'clock A.M., and shall continue to meet at the same, or at an earlier hour, from day to day, consecutively (Sun- days excepted,) until the close of the Session. Sec. 2.— The Chartered location of this Grand Temple shall be the City of Hamilton, County of Wentworlh, Can- ada West*; but the Grand Temple shall, on the second day of each Annual Session, immediately after the approval of the minutes, determine by ballot the place of its next Annual Session ; and a majority of all the votes shall be necessary for a choice. In case there should be no choice on the first ballot, the Temple shaH proceed immediately to vote again, dropping the place having the least number of votes, and ao on until an election is made. Sec. 3.— Every subordinate Temple shall be entitled to one vote for every fifty members, or less, and one for every additional fifty ; said Subordinate Temple shall be entitled to elect a Regular and Proxy Representative to cast such votes, who shall be elected annually, at the first meeting in August, to serve one year thereafter ; and in case of the regular Representative resigning or neglecting to attend Grand Temple Session, then the Proxy becomes the Regular, entitled to full privileges. A Representative may represent two Temples located in his or her county ; such Temples shall pay said Representative's actual expenses, unless the majority object thereto at the time of election, but no Tem- ple can be represented unless the quarterly per centage has been paid. No one can be elected (or allowed) as a regular representative, except from the Temple of which he or she is a member. Sec. 4. — The Grand Temple shall not be opened unless ten of the Subordinate Temples are represented. ARTICLE III. — OFFICERS. Sso. 1.— The Officers of the Grand Temple shall be : 1. Sbo. 2.— The election of Grand OfScers shall take place the second day, immediately after fixing the place for the succeeding Session. Any member of the Grand Temple shall be eligible, and a majority of the votes cast shall be necessary to a choice. In case no candidate shall receive a majority on the first ballot, the Representatives shall pro- ceed to ballot again, dropping the candidate having the smallest number of votes, and so on until an election is made. Sec. 3.— The G. W.C.T. shall, by and with the consent of the Executive Committee, appoint a D. G. W. 0. T. for each county, where such is required. The G. W.C.T. may appoint P. D. W.C.T., as he may deem expedient and cir- cumstances may require. ARTICLE IV. — DUTIES OF OFFICERS. Sec. I. —The G.W.C T. shall preside at all the Sessions of the Grand Temple, preserve order therein, and enforce a due observance of the Constitution and By-Laws of this Grand Temple. All questions of order, and all decisions made by him, shall be subject to an appeal from his decision to the Grand Temple, and it shall be his duty to put the questions on all such appeals ; he may appoint all Grand Officers, v'To. tem.^ and all Committe(3S not otherwise provid- ed for ; he shall give the casting vote in all cases of a tie except at the election of officers ; he shall order the T. to pay all sums of money voted by the Grand Temple ; he may grant Dispensations on the application of a Temple to con- fer degrees on a member without delay ; he shall give such instructions from time to time in the work of the Order, to the Deputies or the Temples, as may be necessary ; he may summon any one of tli-? Sec. 2.— -The Grand Worthy Counsellor shall assist the G. W.C.T. in presiding, and y^ his absence shall fill the Chair for him, and in the event of a vacancy in the office of G. T. in conducting the business of the Grand Temple ; she Hhall have special churge of the door, and in the absence of G.W.C.T. and G.W.O., she shall preside. 3kc. 4. — The Grand Worthy becretary shall make a just and true record of the proceedings of the Grand Temple at every Session, and transmit as soon as possible after the close of the Session to the Subordinate Temples, printed coi)ies thereof ; he shall keep the accounts between the Grand Temple and Subordinates ; he simll receive all the n.onics coming to the Grand Temple and pay the same over to tlie Treasurer without delay, takinjr his receipt for the same, and at the close of each session shall have all accounts in tijc books fully balanced, and i>rcsent a balance sheet to the G. T. for the use of the members ; he shall issue all necessary notices to Subordinates nnd Representative?, and supcria- lend such printing as the Grand Temple shall direct ; he shall perform such other duties as are herein provided for. or that may be ordered by the (irand Temple ; he shall receive such a salary as may be ascertained and fixed upon at each annual session of the (Jrand Temple, which uil.iry shall bo ]>aid quarterly ; and shall, previous to his insta latiou, give bonds to the three first named officers personally, omitting title, in such form and penalty and with such sureties as tliey shall approve for the faithful discharge of his duties ; and at the close of his term shall make a full report of his acts to the Grand Temple. The office of the G. VV. S. shall not necessarily be at the chartered location. • Sec. 5 — The Grand Worthy Treasurer shall receive and take charge of the monies of the Grand Temple ; pay all orders drawn on him by the G. W. C. T., under the seal of the Grand Temple ; keep his account in such a manner as will exhibit the sources and amount of receipts, and by whom paid ; the purposes and amount of.disbursements and to whom paid ; have his account closed up on the first drty 6f the Annual Session in each year, and submit to the Fi- nance Committee, and make a full report to the Granci Tem- pl« at the close of his term of office ; he shall, previous to his installation, give bonds to the three first named officers, omitting title in such form and penalty as they shall approve, for the faithful performance of his duties. Skg. 8. — The Grand Worthy Guard shall guard the doors, and see none enter or retire but those duly authorized. Sbo, 9.— Tho Gountv Deputies shall bo tho head of tho Order in their respective localities, whose decisions shall be final, in all questions pertaining to the working and Rules of the Order, unless an appeal be nia served on said Subordinate Temple by the G VV.S. and their answer, together with all papers connected there- with shall be by the G.W.S. laid before the Grand Tem[)le, or Executive Commitcee, to determine and settle the case. Sec. 4. — Upon the suspension or expulsion of a Temple, or surrender or forfeiture of its Charter, the officers of the Tem- ple shall surrender to the G. W. C. S. — Any Subordiaate Temple failing to hold meet- ings for six months, or to make its returns, aa required by this Constitution, for't)ne year, shall be deemed an extinct Temple, and its Charter shall be forfeited. Seo. 6. — Members of a suspended or expelled Temple, or of a Temple where the Charter has been surrendered or for* felted who were in good standlnpf at the time of such sus- pension or dissolutioH, shall, upon the recommendation of the D.G.W. 0, T. of the County in which the Temple was located, receive from the G. W. S., on payment of the sum of twenty-five cents, a certificate under the seal of the Grand Temple, to enable them to make application for ad- mission to membership in another Temple, provid'jd such members are not excluded by the provisions of this Consti- tution. Sec. 7. — Upon the application of twelve or more members of au extinct Temple to the Grand Temple for the restora- tion of such Temple to fellowship, accompanied with satis- factory evidence that a fair opportunity has been given to nil who were members in good standing at the time the same became estinct, to unite in such application, may be restor- ed to fellowship in said Temple, together with the Charter and books belonging to said Temple, at' the time of its ex- tinction, unless such effects shall have been previously dis- posed of by the €rand Temple. ARTICLE XII. PRIVILEGE OF GRAND TEMPLE. Sec 1. — The Grand Temple may enact, alter, or amend such By-Laws as may be necessary to carry into effect the provisions of this Constitution, and of regulating the pro- ceedings of its officers and committees, and providing for the safety and security of its funds and property ; provided at least one day's notice in writing be ,?iven at the Annual Session, of such By-Laws or amendment, and that the same does not in any wise contravene this Constitution. Sec. 2. — Tl'e Grand Temple may in like manner make such rules of order as may be necessary for the regulation of its session, and for securing good order and the dispatch of business. Such rules of order may be suspended at any meeting by a tv*o-third vote, provided that such suspension shall not extend beyond the meeting which roted therefor. ORAyD TEMPLE. ARTICLE Xin. — AMENDMENTS. 13 Sec. I. — No part of this Constitution shall be amended, altered, annulled, or suspended, nor shall any addition be made thereto, except at the Annual Session, and in the manner hereinafter provided. Sic. 2. — A proposition to amend this Constitution shall be recommended by a majority of the votes of the Repre- sentatives present, constituting a quorum of the Grand Temple. The amendment proposed shall be referred to a Committee of three, who shall report thereon at the present session, and the Grand Temple may consider the same ; but no amendment shall be made to this Constitution ei.cept by a two-third vote, as provided in Article VIII of this Consti- tution. ARTICLE I.— NAME. Tbis Temple shall be known as "Phoenix" Lodge, No. 275, I. 0. of (t. T., holding a legal Charter, granted by the Grand Temple of Canada, and shall consist of at least twelve members ; and cannot votuntavii.v surrender its Charter, or dissolve, so long as twelve members of good standing ob- ject thereto. ARTICLE II. PLEDGE. No member shall make, bny, sell, use or give to others, as a beverage, any Spirituous or Malt Liquors, Wine or Cider Jind shall discountenance the Manufacture and Sale thereol', in all proper ways. ARTICLE III. ELIGIBILITY OF MEMBERS. Sec. 1. — ^'ales and females may be admitted to this Tem- ple, but none under fourteen years of age. Sec. 2. — The name and residence of a per<«on offered for membershin must be printed, or in writing, and the proposi- tion made by a member of the Temple, with two references, which must be entered on the records, and the subject re- ferred to three members for investigation. Two of them shall be appointed by the W. C. T., and the third by tlie W. V. T., who shall report in writing, at the next regMl^r meeting. ^11 candidates must be balloted for with ball ballots, and if not more than four black balls appear n gainst him or her, he or she shall be declared elected ; but if more SUBORDINATE TEMPLES. 15 than four black balls appear, or if all the votes cast be black, he or she shall be rejected, and so declared. No per- son so rejecte^l shall be again proposed or initiated in any Temple of the Order under three mouths, unless by dispen- sation of the G. W. C. T., or his Deputy, at the request of the Temple. Sec. 3. — No suspended member of another Temple can be received into membership in this Temple, excepi on being re-instated, and receiving a Card of Clearance from the Tem- ple which suspended him or her, neither can a member hold membership iu two Temples at the same time. ARTICLE IV. — FEES AND DUES Sec. 1 — The Initiation Fee of this Temple shall not be less than fifty cents for each male, and twenty-five cents for each female person initiated, payable in advance. Each Temple shall regulate their weekly dues so as to meet their expenditures— the dues paid quarterly in advance. ARTICLE V. — DEGREES. Sec, 1.-—^ member who is eighteen years of age, and has been in membership one month, shall be eligible for Degrees, but shall not be elected to more than one degree at the same meeting unless by dispensation fiom the G. W. C. T., or D. G. W. C. T., for the County, or Deputy of the Temple. Sec. 2 — Applications for Degrees shall be accompanied with the amount required, and shall be made to the Finan- cial Secretary, who, at the proper time, must apply for the same to the Oegive. Temple, and state that the member is entitled to Degrees applied for, that he or she has paid for the same, and that the applicant is in good standing, and of proper age Whenever the Temple is opened in said De- gree, a baliot shall be had and if not more than four black balls appear, the Degree shall be granted. Sec. 3.— .All applicalions for Degrees must be balloted for in the Temple opened in the particular Degree applied for, and the proceedings of the Temple when balloting for Degrees, or conferring the same, are to be recorded in a jp- arate book, kept ftr that purpose. Sec. 4 — The Degrees shall be conferred by the G. W. C. ARTICLE VI. — OFFICERS. Sec. 1.— The elective officers of this Temple shall consist of W. 0. T.— W. V. T.— W. S.— W. T.— W. F. S.— W. M. —W.I. G.— W. 0. G. Sec. 2. — The appointed officers shall consist of W. 0.— • W. A. S.— W. D. M.— W. R. H. S.— W L. H. S. Sec. 3. — All officers roust be clear of any charges on the books, and the W. C T. and the W. V. T. shall have taken the several Degrees previous to their installation. Sec. 4.— No brother shall be eligible to the office of W.O. T., who is under twenty-one years of age, and no sistei* to the office of W. V. T. , who is under eighteen years of age. Sec. 5. — After a Temple has been instituted three full terms, no member shall be eligible to the office of W. 0. T. unless he has served a regular term in some subordinate of« fice, either elective or appointed. Sec. 6.— fTbe officers shall be nominated and elected by paper ballot^ at the last regular meeting in each term, and installed at the first regular meeting in the succeeding term. Sec. 1 — Vacancies in any elective office may be filled at any regular meeting. Sec. 8 . — Any officer absenting himself or herself from the Temple fo? three successive meetings, their seat may be de- clared vacant by a vote of two-thirds of their members present, unless sufficient excuse for their absence be given. Sec. 9.— In case the seat of any officer becomes vacant such vacancy shall be filled and any member who shall be elected to, and installed into such office, shall be entitled to the full honors of the term. ARTICLE VII. — DUTIES OF OFFICERS. Sec. 1.— It shall be the duty of the W. 0. T. to preside in the Tempjie, enforce a due observance of the Constitution and By-Laws, and exact a compliance to the rules and usa« ges of the Order ; to see that all officers perform their res- pective duties ; appoint all committees and officers not oth- erwise provided for ; give the casting vote on all matters before the Temple, when a tie may occur— except at the elec- SUBORDINATE TEMPLES. T.; attest to all moMcys ordered to be paid at a regular meeting, and at none other ; he shall make out at the end of the term, for the Temple, a full report of the pro- ceedings during his term, and also the quarterly returns to the Grand Temple, and, with the W. C. T., certify to the same. He shall perform such other duties as may be re- quired of him by the Temple or his charge, and deliver up to his successor, within one week from the expiration of his term, all books, papers, or other property in his possession, belonging to his office. He shall notify all subordinate Temples, not more than five miles from its place of meeting, within one w^ek after, of the name and residence of every person suspended, withdrawn, rejected or expelled from his Temple. Sec. 4. — W. A. S. shall be an aid to the W. S. under whose direction he or she shall act, and shall render such assistance in the performance of his duties as he or the Tem- ple may require. Sec. 5, — It shall be the duty of the W. P. S. to keep just and true accounts between the Temple and its members, credit the amounts paid, and pay the same over to the Trea- surer immedia^elyi taking a receipt for the same. Sec. 6. — It shall be the duty of the Worthy Treasurer to give a bond of not les3 than one hundied dollars, with stich surety as may be approved by the Temple ; to pay all orders drawn on him or her by the vV. C. T., attested by the W. S., and' none others. He or she shall receive all monies of the Temple, and hold the same until the expiration of his or her term, iinless otherwise ordered by the Temple ; shall k«ep a full and correct account of all nione.vs received snd ex- pended and deliver up, when legally called upon, nil books, moneys, papers and other property of the Temple, to his or her succ»?ssor in office, or to whom the Temple mny especial- ly appoint. He or she shall make a report at the end of his or her term, and perform such other duties as may be re- quired of him or her by the Temple or their charge. Sec. 7. — It shall be ihe duty of the W. M. to introduce for initiation persons who have been previously elected ; al- so the Grand Officers and visitors. He shall examine those present at the opening of the Temple. He shall see that the Officers' regalia are in their proper places at the opening of the Temple, and take charge of the same at the close. He shall have charge of such properly of the Temple as may not otherwise be provided for. Sec. 8.— It shall be the duty of the W. D. M. to render such services as the W. M. or the Temple may require of him or her. Sec. 9.— It shall be the duty of the W. I. G. to attend the door, to admit none but members of the Order and candi- dates for initiation. ARTICLE VIII. — TERMS. Sec. 1.— The regular quarterly terms of this Temple shall commence on the first of November, February, May aud Au- gust ; and any Temple refusing or neglecting to make their returns to the Grand Temple for one year, shall forfeit their Charier. Sec. 2. — Nice members shall constitute a quorum for the transaction of business, ARTICLE IX. — OFFENCES. Sec. 1. — Any officer of this Temple who shall violate his or her pledge shall be deprived of all official honors previ- ously attained to, and shall not be eligible to office sooner than one year thereafter. Sec. 2. — Any member who shall violate his or her Pledge Obligation, the Constitution, or the By-Laws, shall be fined, reprimanded, suspended, cr expelled, as a majority of the Temple may determine. In no case shall a suspension be for a less term than two weeks. Sec. 3.— Any member accused of any offence against this Order, shall be entitled to and receive a fair trial. No mem- ber of the Temple shall be placed on trial for any offence,ex- ccpt the charge be duly made out in writing, and signed by a member of the Temple, and the party accused shall be put in possession of a copy of the charge and specifications and have full and reasonable notice of the time and place of meeting at least two days previous to the trial, except when the accused is present, and demands an immediate trial, when the Temple may go into committee of the whole, and try the case, a majority consenting thereto. Sec. 4. — When the accused does not demand an immedi- ate trial, the charge and specifications shall be referred to a committee of three in good standing, who shall summon the accused and accuser before the Committee ; and (when pos- sible to do so) shall be allowed counsel, if they wish, pro- viding they are members previously in good standing ; said committee shall report at the next regular meeting of the Temple, accompanying said report with soma recommenda- 5i- » 20 CONSTITUTION OF tion (as to tbc mode of punishinent) wliich report, if adopt- ed, shall bo final as to the guilt or innocence of the accused; but at the request of either party, and by a two-thirds vote, the Temple may go in oommittee of the whole, hear and de- termine the case on the evidence produced before the Com- mittec. Rec. 1. — All votes fur re-instatcment or expulsion (except fur contempt) shall be by ball ballot. Sec. 8 — When any committee report the charge sustain- ed, the offending person shall be lined, reprimauded, bus- jiended or expelled, as the majority of the Temple, at a reg- ularmeeting, may determine. Sac. 9.-— If the accused be not satisfied with the decision of the Temple, appeal may be taken to the D. W. C. T. of the County, to whom the minutes of the trial £hall be de- livered, and his decision shall be final, unless appealed from to the Grand Temple or Standing Committee. Sec. 10. — A member under charge, and while such charge is pending, is under a state of suspension, and cannot vote or speak on any question before the Temple, unless by per- mission from the presiding officer. Sec. 11. — Any member who shall wilfully or maliciously bring a charge against a member, and fail to prove the same, shall be fined, reprimanded, suspended or expelled, as the majority of the Temple may determine. Sec. 12. — Any member having been expelled shall not be again proposed for membership under three months from the date of expulsion, unless by dispensation ©f the G. W. C. Soc. 1, — A card of clearance shall only be grauted and used when a member wishes to leave one Temple to join an- other, which card shall be available for the length of time a member pays his dues. Sec. 2.— Application for either Travelling or Cleuranco Cards must be made in open Temi)lo, at a regular meeting thereof, «nd the same shall be granted, providing that there is no charge pending against him or her, and the member is clear on tlie Worthy Financial Secretary's Books. Sec. 3. — A member receiving a Travelling or Chmranco Card must pay all dues up to the time for which the Card is drawn, which amount, with the price of the Card, must ac- company the application, and the Card shall be considered granted the moment so declared Ijy the presiding oflicer. Sec. 4 — No strange member can visit in any Temple without h3 or she is in possession of the password for tho current quarter, unless he or she presents a regular Travel- ling Card, and proves himself or herself in the T, P.W. On the presentation of the Card, tlie W. C. T. shall appoint a committee of three to examine the visitor ; one member of the committee must be the W. C. T. himself and the other two members of the committee must be of the third Degree. The committee shall first examine the visitor privately in the Travelling Pn=isword, and the visitor must commence. If the committee is satisfied with the resu'ts of the examination they will introduce the visitor into the Temple without fur- ther ceremony. Sec. 6. — Every Travelling or Clearance (j&rd must bear the signature of the R. W. G. 5S., and G. W. S. of the Grand Temple of Canada, or a fac simile thereof. Tt must be signed by the W. C. T. and attested by the W. S. un- der the seal of the Temple granting it. The name of the holder must also be written on the margin in his or her own handwriting. Sec. 1. — A perSv'>n holding a Travelling Curd that has expired by limitation, can make application to his or her own Temple for membership, as if the time had not expired ; but a person cannot be admitted as a visitor to a Temple on an expired Travelling Card, Sec. 8. — A member receiviRg a Card of Clearance, and wishing to deposit said card, shall be subject to ballot, (re- quiring majority to reject) and if elected, shall be introduced by the Marshal, and sign the Constitution and By-Laws. ARTICLE XI. BY-LAWS. Sec. 1,-— Any Subordinate Temple shall b3 at liberty to adopt such By-Laws and Re^rulations as they may deem ad- visable ; provided, however, that no By-Law, Regulation or Order of Business shall conflict with this Constitution, or the Constitution of the Grand Temple. Sec. 2. — Each Subordinate Temple shall send a copy of their By-Laws to the G. W. Secretary, for examination and correction by the Grand Temple, and a copy thereof must be deposited with the G. W. S. I. — A regular meeting of this Templa shall be held on Friday evening of each week. 2. — The hour of meeting shall be half-past seven o'clock, from the first of October to the first of April ; and eight o'clock from the first of April to the first of October. The Temple shall close punctually at ten o'clock, unless two- thirds of the members present vote to the contrary. FINES, PENALTIES AND PRIVILEGES. FOR A JSENCE. 3. — The officers of this Temple, for absence at the time of calling the roll at any regular meeting, shall be fined as fol- lows, viz. : Worthy Chief Templar, Worthy Vice Templar, Worthy Secretary, Worthy Financial Secretary, Worthy Marshal, each 10 cents ; all other oflficers, 5 cents^ ABSENCE OF BOOKS. 4. — For neglecting to have the' books* of the Temple pre- sent at any regular meeting, a fine of ten cents shall be im- posed for each neglect. ' FOR REFUSING TO "WATCH. 5. — Members who shall refuse to watch with the sick on the nights which fall to them, as directed in No. 22 of these Uy-Laws, when notified of the fact by the committee for the sick, shall pay a fine of 50 cents for each night of refusal, unless they furnish a substitute, or give the Temple good reasons as will cause them to be excused. FINES HOW TO BE SETTLED. 6. — All fines thus imposed, if not settled at the time, shall be charged by the W. F. S. to the officer or member from whom due, and shall stand against said officer or member fls regular dues, and must be liquidated to entitle him or her to the password and the privilege of voting. » 11 24 BY-LAWS. EXCUSES. 7. — Sickness or absence from the place on necessary busi- ness shall be the only reason which can be accepted by the "VV.C.T. for the non-payment of fines. No other excuse shall be accepted, except by a regular motion and a vote of the Temple. TATTLING MEMBERS. 8. — Any member of this Temple who shall be guilty of divulging the name of another who may speak or vote against a candidate for initiation, or if any member make public any of the business or transactions of this Temple, said member shall be fined, suspended or expelled, as the Teni]de may di- rect ; and if fiued, the line shall in no case be less than fifty cents. 9. — Any member of this Temple who shall reply to, or notice any question regarding the business, password, signs, or oiler private works of the order, from any one not a member of good standing, which are calculated to expose matters which should be confined to this Temple, shall be considered unworthy of membership, and may be expelled by a vote of the Temple. DECORUM. 10. — Any member who shall, in this Temple, use profane or objectionable and improper language, or refuse to obey the commands of the chair when called to order, or make disrespectful expressions towards (he oflicers or members of this Temple, shall be sut»ject to a fine for each otience not CACcediug 50 cents, or to expulsion, as the Temple may direct. CONDUCT. 11. — Members who shall become addicted to any vicious or immoral habits, which will injure themselves or their families, and disgrace this Order, shall be expelled. FEES AND DUES. INITLVTION. 12. — The initiation of this Temple shall be for each male not less than fifty cents, uad for each female not less than 25 cents. F. ' FINANCE COMMITTEE DUTIES OF. 21. — The duties of the Finance Committee are to examine and audit bills and accounts ]»resented to this Temple for payment, and at the close of the term, examine the accounts of VV. F. S. and W. T., and report the state of the linancos to the Temple. COMMTTrEE ON THE CARE OF THE SICK DUTIES OF. 22. — The Committee on the care of the sick shall consist of three brothers and thrcc sisters. It shall be the duty of 26 BY-LAWS. MISCELLANEOUS SECTIONS. AGE OF CANDIDATES. 2 4. — No person shall bo admitted to membership in this Temple who is under the age of fourteen years. DEGKEE MEETINGS. 25. — The degree meeting of this Temple shall be held every last Friday in the month, after the adjournment of the Temple, initiations to be suspended for the evening. Notice must be given by the W. 0. T. the week previous of the holding of the degree uioetiug. 26. — Suspended members shall in all cases present them- selves for rL-iustatement within four weeks after the time lias expired for which tltey were suspended, failing in which the.y shall be declared expelled : and when reinstated they shally pay the whole sum due from them up to that tirce. ELECTIONS. 2 7. — No officer sh.ill be declared elected who has not re- ceived a majority of all legal votes cast. > TlU^STEES. 28. — This Temple shall elect three Trustees at the last regular meeting in October, in each vear, who shall transact all legal business for the Temple. 29 — The aniount of the bond of the Treasurer of this Temple shall be one hundred dollars, but this nmouot may be at any time increased ly a vote cf the Temple. T. to preserve order, and endeavor to conduct all business before the Temple to a speedy and proper result. 2. ---He shall state every question properly presented to the Temple ; and before putting it to vote, shall aslc, "Is the Temple ready for the question?" 8hould no member offer to si)eak, he shall rise to i)ut it, and after he has risen no member shall be allowed to speak on it. - 3. — The W. 0. T. shall have a casting vote in case of a tie, but in ordinary cases shall not vote. He shall announce all votes and decisions. His decisions on points of order shall not be debateably, unless, entertaining doubts on the subject, he shall invite discussion. 4. He m »y speak to points of order, iu preference to other members of the Temide, rising from his seat fc: tiiat pur- pose ; and shall decide questions of order, subject to an appeal to the Temple by any member. 5. — When an appeal is made from the decision of tie W, C. T. he shall ])ut the question thus : "Shall the decision of the chair be sustained ?" which question shall be decided without debate, 6. — It shall be the duty of the presiding officer, and the privilege of any member of the Temple, to call a member to order who violates an established rule of order. MOTIONS. 7 —A motion must be recorded and afterwards repeated from the Chair, or rend aloud before it is debated. A mo- tion shall be reduced to writing if any member require. 8. — All resolutions shall be submitted iu writing. 9. — Any member having made amotion, may withdraw it 28 RULES OF ORDER. RULES OF ORDER. 29 PRIVILEGED QUESTIONS. 21. — When a question is before the Temple, the only mo- tion in order shall be, 1st, to adjourn; 2nd, the previous question ; 3rd, to lay on the table ; 4th, to postpone indefi- nitely ; 5th, to postpone to a definite period ; 6lh, to refer ; 7lh, to divide, if the sense will admit of it ; 8 h, to amend to take prpcodence as herein arranged, and the first to be decided Avithout debate. 22. — When the previous question is moved and seconded, it sliall be put in tiiis form : "Shall the main question be now put?' if this is carried, all further amendments and debate shall be excluded, and the question be put without delay. If the question has been amen('ed, the question shall be taken on the amendment lirst. If more than one aiucndmcnt has been made, the last made amendment in order si. all take ]irecedence in the vote. It shall not be in order to re-con- sider the agreement to take the previous question. 23. — When a motion is postponed indefinitely, it shall not come up again during tlie session. , ADJOUllNMKNT. 24.— A motion to a(Hourn shall always be in order, ex- cept : 1st, when a member is in possession of the floor; 2nd, while the yeas and nays are being called ; ord, when the members are voting ; 4th, when the adjournment was the last preceding motion ; or, fifth, when it has been decided that ilie previous qu.^stion shall be taken. 2.5. — A motion to adjourn simply, cannot be '" ^.lended, but a motion to adjourn to a given time may be, and is open to debate. QUESTIONS NOT DEBATABLE. 26.— 1st., a motion to adjourn, when to adjourn, simply ; 2nd, a motion to lay on the table, when claiming privilege over another motion ; 3rd, a motion for the previous ques- tion ; 4th, a motion to re-consider ; 5th, a motion to read a paper ; Gth, a motion to take up particular items of business; 7th, questions of order when not appealed from the decision of the VV.O.T., are not submitted by him to the Temple.* READING OF PAPERS. 27. — Tbe reading of any paper called for, relating to the subject under debate, shall always be in order. I,',, 30 RULES OF ORDER. / TAKING A VOTE. 28. — When the presiding officer has commenced taking^ a vote, no further debate or remark shall be admitted unless a mistake has been made, in which case the mistake shall be rectified, and the presiding officer ^hali commence taking ibe vote. 29. — When the decision of any question is doubted, the presiding officer shall direct the Marshal to co .nt the rote in the affirmaiivQ and negative, and report the same to him. 30. — The yeas and nays upon any question before the Temple may be called for by two members, and upon the as- sent of one-third of the members present shall be so taken. The}' may be called for at any time before a peremptory de- cision of the vote by the Chair. .31. — That the yeas and nays be taken in the usual parHa- mentary manner. • . 32. — In voting by yeas and nays, all present in regular standing in the Temple must vote, unless excused by the TempJe ; but no member shall vote who was not in the room at the time the question was put. A motion to excuse shall be decided without debate. FILLING BLANKS. 33. — When any blank is to be filled by the names of persons, a vote shall be taken on the names in the order of their nomination ; but when a blank is to be filled by any sums of money or time proposed, the question shall be first put on the largest sum, and the most remote time. RE-CONSIDERATION AND APPEAL. 34. — A question may be ccnsidered any ti.TO during the session or at the first regular session held thereafter, but a motion for re-consideration beinor once made and decided in the negative, shall not be .renewed before the next regular session. 35. — A motion to re-consider must be made and seconded by members who voted in the majority. No motion shall be re-considcred niore than once, nor shall a vote to re- consider be reconsidered. To reconsider a resolution, &c., the decision of which has officially passed out of the Temple, shall not be in order. BLANK F0RH9. n 33.— A motion to repeal a resolution shall be offered in writing, and announced at a regular session, two weeks before action shall be taken all tlie same, and shall only be in order when the motion to reconsider is no longer available. COMMITTEES AND THEIR REPORTS. 37, — The one first nnmed in the appointment of Crmmit- tee shall be chairman of the same, and shall call the Committee together at such time and place as he or she may select ; but when thus convened, any Committee may elect its own Chairman and Secretary. 38.— All reports of commit»e. s, except reports of progress, Bhall be made in writing, and signed by a majority. 39 — When a majority's report is followed by a report from the minority of a committee, the foimer after being read shall lie upon the table until the latter is presented after which, on motion, either may be considered. 40.— When a report has been read it shall be considered as properly before the Temple, without a motion to acce]it.
