Every candidate desirous of oV)taining the Licence of the College mu.st furnisli proof approved of by the Board of Trustees, that he is not \vsH than twenty-one years of age, and that he bears a good moral character. • , . 4. In special cases, on the vote of three-fifths of the members of the I'oard of Trustees, the President may be authorized to grant an interim Ijicence to practise, valid only until the next semi-annual meeting.
