STATUTES, RULES AND REGULATIONS 
 
 OF THE 
 
 COLLEGE OF HOMCEOPATHIC PHYSICIANS AND SURGEONS 
 
 OF MONTREAL. 
 
 CHAPTER I. 
 
 BOARD OF TRUSTEES. 
 
 1. The affairs of this College shall be conducted by a Board ol 
 Trustees, ten in number, elected for three years by the Montreal 
 Homoeopathic Association. 
 
 2. At each elecition of the Board of Trustees, the members of the 
 Montreal Homoeopathic Association shall have the right of voting by 
 proxy ; signature of the giver of the proxy must be attested by one 
 witness. To be valid this proxy must be in the form of a direct letter 
 to the Secretary of the iissociation stating exactly the object for which 
 the vote is to be cast and be in the hands of the Secretary at least 
 seven days before the Triennial Election, and the Secretary shall 
 return it certified at least five days after tlie date of its reception. 
 
 3. The above Board of Trustees shall be elected every three years 
 at the Annual Meeting of the Association. 
 
 4. The election shall be by ballot, those members being elected 
 who have receivea the majority of votes. 
 
 5. All ties whether in case of election or ordinary business of the 
 College sliall be decided by the casting vote of the presiding officer, and 
 this shall be his only vote. 
 
 6. All vacancies on the Board of Trustees, whether arising from 
 death, resignation, or removal from the city, shall be filled by the 
 Board of Trustees from among those eligible, by an election by ballot 
 at the next meeting after the occurrence of such vacancy, 
 
 7. The Board of Trustees shall meet to perform the several duties 
 under this act as Trustees of the College not less than twice in each 
 year, at such time and place as may be deemed fit^ and on such occasions 
 five members shall be a quorum for the transaction of business. 
 
 8. The regular and stated meetings of the Board of Trustees shall 
 be on the second Wednesday of May, and on the last Wednesday of 
 September in each year, in the city of Montreal. 
 
 9. Any Trustee who shall absent himself from the regular meet- 
 ings of the Board twice consecutively, without assigning for such absence 
 cause satisfactory to the Board, shall be considered as vacating his seat, 
 and it shall be competent for the Board by a vote of three fifths of its 
 members present to declare such seat vacant and to fi 11 up such vacancy 
 in accordance with the provisions of the by-laws respecting vacancies 
 on the Board. 
 
 10. Extraordinary meetings of the Board may be summoned at any 
 time by the President, on the requisition of at least three members 
 belonging thereto, one week's notice of such meeting to be sent to each 
 member of the Board specifiying the date and object of such meeting.

 Treasurer and Re{j:istrar shall reside in the city of Montreal. Should 
 the President be absent from any meetinj;, the Vice-l'rcsident shall 
 exercise his duties; in the event of the alxsence of l)oth, then a chair- 
 man shall be elected pro. tern. 
 
 2. Tlie Premli nt : — The President shall preside at all meetin>j;8, and 
 approve of all accounts to be paid. In the event of his absence, or 
 de.ith. the Vice-President, or other nuMuber as provided in clause I, 
 chap. II, shall perform his duties. 
 
 o. The rrcindiut: — The President, may, when he deems it expedient, 
 instruct the Solicitor of the Montreal Honncopathic Association to take 
 legal proceedings against any person infringing any of the provisions of 
 the Act. 2iS Vic. Cap. .')!) and amendments 20 Vic. Cap. 9"), Assembly 
 Pill 0:5, and also to collect all sunis payable to the College by any 
 person in virtue of the above .Act and its amendments. 
 
 4. The Treamrer: — 'J'he Treasurer shall receive all the funds due to 
 the College whether from members or otherwise and forthwith deposit 
 them in one of the Chartered Savings Banks of the Province, and make 
 a full statement of all receipts and disbursements at each semi-annual 
 meeting, and also at any other time when called u^wn to do so by the 
 President. 
 
 0. All accounts shall be paid by the Treasurer. 
 
 (). The Regintnir : — The Registrar shall perform the duties of Secret- 
 ary to the College and shall keep correct minutes of all meetings. 
 
 7. lie shall give due notice of the time and place of holding all 
 authorized meetings, and shall receive the appointed fees from all 
 candidates for the preliminary examination and for the license of the 
 College, and pay them over to the Treasurer monthly. 
 
 .S. The Registrar shall keep a book or register to be called "The 
 Register" in which shall be entered the niime, age, residence, date of 
 license and other medical (pialKications of every jjerson who may be 
 entitled to be registered, and the places and names of the institutions at 
 w.''i(h he shall iiave obtained his degrees or diplomas, and he shall 
 from time to time make the necessary alterations in the addresses or 
 (lualilications of the persons registered. 
 
 Ha. The Registrar shall be the keeper of the Seal of the College, and 
 of all otiicial documents, diploma foru)S, certificate forms, &c., of said 
 College. 
 
 9. The Registrar shall also oioen a book in which shall be entered 
 the name of every person about to enter the study of medicine who 
 shall have passed the Preliminary Examination instituted by the 
 examiners appointed by the Board. 
 
 10. All the above books and registers shall be at all times open for 
 inspection to any member of the Montreal Hcmo'opathic Association. 
 
 11. It shall be the duty of the Registrar to collect from the members 
 of the College their annual contributions, and their registration fees, 
 and to pay over to the Treasurer all monyes belonging to the College 
 that he may have received.

 CIIAPTEH III.

 1. All personH who Hliall have obtained the license to practise

 shall ho styloil members of the said Oolle;:;o. 
 
 2. On or before the tirst day of May of every year the mendjers 
 of the ('oll(;;^e shall pay to the Rej^istrar the sum of one dollar as their 
 annual contribution. 
 
 3. Paid-up fees. No mend)er shall vote at the Triennial Election 
 of the Board of Trustees unless Ijofore the lirst day of Denember pre- 
 ceedinj? the Trienniitl Election he shall have paid all his dues to the 
 Colle<:;e and Assornation, 
 
 4. The President is authorized to have any member sued who 
 hejiilects to pay annually his dues to the College. 
 
 CHAPTER IV. 
 
 THE li(;encio. 
 
 1. Tiie bicence and Diploma shall be signed by the President of 
 the Board of Trustees, and by the Registrar, and liave the Seal of the 
 College ailixed thereto. 
 
 2. No on(^ sliall be entitled to be admitted to examination for the 
 Eicence of tlie ('ollesie, unless he has })een previously admitted to the 
 study of medicine in accordance with the provisions of this Act, or 
 unless he has passed an eipiivalent prelinunary examination before a 
 College, School, or Board, authorized by law to require and cause such 
 preliminary examination to l)e passed, such College, School, or Board, 
 to be approved of by the Board of Trustees. ' 
 
 3. Every candidate desirous of oV)taining the Licence of the College 
 mu.st furnisli proof approved of by the Board of Trustees, that he is not 
 \vsH than twenty-one years of age, and that he bears a good moral 
 character. • , . 
 
 4. The T^icencre shall be given only at the serai-annual meetings of 
 the Jioanl of Trustees. 
 
 5. In special cases, on the vote of three-fifths of the members of the 
 I'oard of Trustees, the President may be authorized to grant an interim 
 Ijicence to practise, valid only until the next semi-annual meeting. 
 
 (>. No rejected candidate shall be granted a second examination at 
 the same meeting witliout the consent of the Examiners and of the 
 lioard as well.

 They shall commence on tiie Thursday of the week immediately 
 preceding the semi-annual meeting of the Board of Trustees. 
 
 li. At the semi-annual meeting of the lioard of Trustees, im- 
 mediately succeeding the Preliminary lOxaminations, the Registrar 
 shall prcKluce the report of the Examiners and shall register the naIn(^<^ 
 of all candidates who have successfully passed the Preliminary Exam- 
 ination, in a book to be kept by him for that purpose, and shall give to 
 each such candidate a Certihcate of Uegistration. 
 
 4. The Board may give a (.'ertif^cate of Matriculation to any 
 candi«lato who shall have passed a I'reliminary Examination for 
 admission to the study of medicine before any authorized College or 
 Licensing Board approved of by the Board of Irustees. 
 
 5. Tiie Board may give a Certificate of Matriculation to any persons 
 presenting the degree of Bachelor of Arts or Science from any 
 University approved of by the Board of Trustees. 
 
 C. The Board of Trustees shall at each send-annual meeting in 
 Sei)tember, appoint one or more persons competent to act as Matricul- 
 ation Examiners, and such Examiners shall receive from the Board of 
 Trustees the sum of $^5 for each candidate examined.

 No alteration or ainendment of these By-Laws shall be made 
 except by spcHMul motion for such alterations or amendments, by any 
 two members of the Board of Trustees at one of the semi-annual 
 Meetinjjs of the Board, or unless notice of 8U(di motion be embodied in 
 the notice of such semi-annual meeting and such alterations or 
 amendments if so adopted shall have effect only until the next Annual 
 Meeting of the Montreal Homoeopathic Association, when they must 
 come up for confirmation. 
 
 CHAITER XI. 
 
 OK THK TEACH INO FACULTY. 
 
 1. The Board of Trustees, when so instructed by the Montreal 
 llomieopathic Association, shall establish and maintain a College 
 building and appoint a competent and sufficient staff of Professors in 
 accordance with section 4. 28 Vic. Cap. 59 ; and shall fix a Curriculum 
 so as to fulfil all requirements necessary to obtain the Licence and 
 Diploma of the College.
