Under this heading is occasion arises, the Bulletins issued by this Depart. ment will contain as an appendix, such comment as may seem necessary or adyi sabl« upon matters relating to the work of the Department in connection with the administration of the Adulteration Act, the Fertilizers Act, the Feeding Stuffi Act or the Proprietary Medicines Act. Ph., Deputy Minister of Inland Revenue. Sir. I beg to hand you • . ''ealing with 146 samples purchased as Regis- terctl Feeds, by our inspt • une, July and August of this year. Our last riport upon this class of i < «•. made in November, 1914 and is published iis Bulletin No. 296 of this bci.es. There appears to h»e much misunderstanding as regards so called Regis- tir.d Feeds; and I am of opinion that this misunderstanding is without excuse. Tlu Commercial Feeding Stuffs Act of 1909 makes it quite clear that all Feeds must be sold under a specific registration number, and accompanied by a p.\i&- rantif of nutritive values, except the following; \. Hay and Straw; 2. Roots ; 3. Unground whole grain, of one kind or in admixture ; 4. Meal, the product of grinding the entire grain of one or more kinds. ."). Wet brewers' grains. 6. Bran. 7. Shorts (Middlings). H. Chop Feed. This last class is practically identical in character with number 4, except tluit tlic grains are merely broken, and not ground to the fineness of meal. These amended standards will come into .force on the seventh day of June proximo." Under these regulations it must he quite apparent that, whilst the acci- dental occurrence of a few weed seeds or other extraneous matters into Bran, Short> or Chop may not be held to constitute adulteration, so long as the nutrient value of the article is maintainal, the purp( seful addition of screenings to any of tlxse classes so changes the nature of the Feed that it no longer meets the conditiors '.f definitions. The only I':-<'al way of marketing such a Feed is to register it as a mix- ture, and to sell it inder the conditions of Section .j of the Act. This is also true of an article v. Inch is usually sold as Feed Flour; (see bulletin No. :iM}. Although usually ofitred is Shorts or Middlings, this material is not sucli in any proper sen--.", and should be sold as a registered Feed. Owing to mistakes on the part of our inspectors, 25 samples of Cattle Medicines aie included in this collection. These have not been analyzed but are held over for work and report when this class of articles is taken up. The results of this inspection may be summarized as follows : Samples purchased mistakenly 25 " which meet legal requirements 53 " nearly meet legal requirements, or pos- sess guaranteed value by compensation 14 Samples sold without registration numbers 25 " below legal requirements 20 Samples sold as legal Bran, Shorts &c 9 Total 146 Fourtfcn samples, which arc very slightly Ix-low liwil requirements, or \\h:A\ oiiUain proteins in such excess abuvc guaranteed salue as to fully com- |H!- Ill- i'or tleliciency in fat, or vice versa, may perhaps Ik* rucommencled to be |),i-M(l, without penalty. In strict IcRal interpretation, thi-se samples are adul- tit I' 1 under the Act ; but the purchaser sustains no loss by this fact. Whether or not the manufacturer puards himself In ill! perKilty by suih procedure would have to be decided by the courts. This IXi iitinent must hold the immediate vendor responsililc since he alone is in a Ijnvitidii to know the facts. Twenty samples fail to meet guaranteed values; and of course such ■-aMiijIes are adulterated under the Act. 1 beg to recommend publication of this report as Bulletin No. 388.
