Revised ,Bt a General Meeting of the Shareholders, held dlst March, 1831. ARTICLE I.—The number of Shareholders in this Society shall not exceed ONE hundred and twenty, and the sub- scription for each Share shall be valued at nine poundb, subject to such addition hereafter as the Committee for the time boing may think proper, and according to the increased value of the Library; and every person purchasing or holding a Share, shall pay annu- ally the sum of Thirty Shillingc^ of which Ten Shillings shall be paid on the 30th June, and Twenty Shillings on the 31st Decem- ber — which annual subscriptions shall be expended in procuring Books and late Publications from time to time, and in payment of such expenses as may be incurred in maintaining the Iiistitution. Oflieers of the {Society. n. — The Officers of this Society shall consist of a Committee, a Treasurer, and A Librarian. IIL — Every Shareholder, as being a contribucor equally towards the support of the Institution, shall, without distinction, be eligi- ble to any of the before mentioned Offices, provided, at the time of election, he shall have paid up all arrears of every kind, which may be due from him to the Institution. /:. 4 General Jfleetingr* IV. — A General Meeting of the Shareholders to this Institatioor shall be held annually in the Library Room, on the third Tuesday in December at which Meeting the Committee shall submit a Re- port of their proceedings for the past year, together with a certi- fied copy, under the hand of the Chairman of the Committee, of the Accounts of the Institution for the like period. V. — All questions which come before a General Meeting (ex- cept such as relate to the alteration of a fundamental Law) shall _ ba determined by the sense of the majority of the members present; and the uianner of voting shall be by Ballot, if required : when the numbers are equal, the President shall have the casting vote. Committee. VI. — A Committee shall be formed to consigt of seven Members chosen from the Society at large, five of whom only shall retire from the office at the General Annual Meeting in December each year, which Meeting shall then proceed to choose five others to fill their places. — The choice of the two persons to remain in office out of the old Committee, to rest among themselves in such way as they may think proper; and should any of the Committee die, or resign office, (which resignation the Committee are empowered to accept) the vacancy shall be filled up by another Shareholder chosen by the Committee. VII. — ^The Committee so chosen shall be formed in manner following — each member of the Society is to present to the Libra- rian a list of five persons, of whom heWould wish the Commit- tee to consist; and those persons who may have the greatest num- ber of votes shall be considered as duly elected; but should any one refuse to serve, the person who may have the next greatest number of votes shall be taken,and so on until a Committee may be formed ; and it is understood that the absence of any Member from the General Annual Meeting shall not debar him from this privi- lege, but that he may enclose his list and forward the same to the Librarian. VIII.— The Committee at their first Meeting shall elect a Chair- man and a Deputy Chairman out of their number, and when thus formed complete, a Majority, but not less, shall be competent t» , /' < 1 ^ N., act ; they shall keep a record of all their proceedings to be enter- ed in a Book, provided for that purpose. IX. — The Committee shall meet on the first Tuesday in every month, (or as often as they may see tit) in the Library Room, or any other place they shall appoint, to transact the business of the Society, and every Member of the Committee who shall be absent at the regular IMonthly Meetings [unless prevented by sickness or out of to"m,] shall pay a fine of Two Shillings and Six Perice'to thi.4 Institution. X. — The Committee shall have power to buy Books where and in what manner they shall think most advantageous to the Institu- tion. XI. — The Committee shall fix the time to be allowed for reading each particular Book, which shall be written on a paper placed in- side the cover — they shall also fix the amount of the fine for keep- ing any Book beyond the period allowed. XII. — The Committee shall have full power to make from time to time such Bye Laws for the regulation of this Society, as they may think proper, and which may be immediatuly acted upon, subjept however to be confirmed or set aside at the next General Meeting; and provided they arc not subversive of any fundamen- tal Law. Xill. — ^The Committee shall at least once in each year, at such time as may be deemed most convenient, call in all the Books be- longing to the Institution, which call must be strictly attended to by the Shareholders, and shall suspend the further circulation thereof, until, with the Librarian, they have examined into their state and condition; and a Report of such as are damaged, or of such as are recommended to be sold out of the Library, shall be prepared to lay before the General Annual Meeting, or any other General Meeting which it may be found necessary to call before that period. XIV. — The Committee shall have power to call a General Meeting of the Shareholders whenever they may judge it is expe- dient so to do for the interest of the Society. XV. — ^The Committee may order to be printed, as often an they shall think proper, a Catalogue of the Books [to which shal I A2 1. ^.i ? XVI. — The Committee shall cause a list of the Shareholders to the Institution to be placed in a conspicuous situation in the Li- brary. XVII. — The Committee shall conduct the correspondence rela- tive to the business of the Society, and they shall take care that every part of this branch^^HJ entered in proper books to be provid- ed for the purpose, iu order that every Shareholder, if he pleases, may be acquainted therewith. XVIII. — The Committee at any of their meetings shall examine into, and pass if correct, all accounts which may be presented against the Society, and the signature of the Chairman or Deputy Chairinan thereon, ishall authorise the Treasurer to pay the same. XIX. — The Committee shall select from the works entered m the Nomination Book, by the different members, such as they may think proper to order, taking care not to exceed the disposa- ble funds of the Society at the time. XX. — The Committee shall have power to mitigate the Fines for keeping books beyond the time allowed, or to remit the same altogether, provided application shall be made for this purpose, and provided they shall think the case such as will warrant them in so doing. Treasurer. XXI.- -A Treasurer shall I)e chosen from among the Sharehol- ders, whose duty it shall be to receive from the Librarian all sums collected on account of the Institution, such as Subscriptions^ Fines, Benefactions. &c.: and shall pay all accounts and debts incurred, which have been passed by the Committee. He shall have ready, and hand over to the Committee, a complete and per- fect account of all sums received and paid by him, on the part of the Institution, together with every voucher in support thereof, (regularly numbered,) which may be deemed requisite, at least { fourteen days before the General Annual Meeting. XXIII. — The Treasurer shall at all times, when desired by the Committee, furnish them with a written statement of his accountsy as they stand at the time required, and shewing the balance of cash he may then have in hand. liibrarian. XXIV. — The Librarian, who shall also act as Secretary, shall- be appointed by the Committee, and give such security as may be deemed necessary. He shall attend in the Library Room at such hours as may be hereaAer stated, have custody and charge of all the Books, and receive and exchange them as required by the Shareholders, keeping an accurate account thereof; he shall also carefully examine the same, and acquaint the Committee with any damage they may have sustained, in order that proper steps may , be taken against the offender. XXV. — The Librarian shall receive all subscriptions, fkies and monies belonging to the Society, and pay over the same into the hands of the Treasurer at least once every month, taking his re- ceipt for the same in a book to be kept for that purpose, provided the sum of money in his hands does not exceed XIO at any one time, in which case, he shall immediately pay over the same to the Treasurer. He shall keep a distinct and correct account of all monies he may receive under the different heads from which it may arise, furnishing the Committee with a copy thereof whensoe> ver they may require it. — He shall also have ready and hand over to the Committee at least fourteen days before the General Annu- al Meeting, an Account, with Lists thereof, of all sums received by him on behalf of the Society, and paid over into the hands of the Treasurer, in order that the same may be compared witt> that Officer's accounts, and laid before the General Meeting. XXVI. — The Librarian shall attend all Committee Meetings, as well as every General Meeting, and shall enter into a Book to be kept for that purpose, a record of all the proceedings, as di- V ^ ^ a s II t. il i i •! )'ectcd by tlie presiding Member. XXVII. — ^The duo and faithful performance of the various du- ties of the Librarian, requiring much care and attention, he shall be allowed as a compensation for the same a sum not exceeding JtJSO per annum, to be paid quarterly, tOj^ether with such fees as may be hereafter stated. ) XXVIII. — The Fees of the Librarian shall consis; of one ha!f part of the Fines and Forfeits which may arise under these Regu- lations, in addition to such as he may be entitled to under the 4Gth Article. XXIX. — The Names and Signatures of the original, and all fu- ture Shareholders shall be entered in a Book to be kept for that purpose, nor shall any person be considered as a Shareholder, or entitled to the privileges of the Society, until he shall have signed his name therein — which signature shall be deemod his assent to be governed by these Laws ; nor shall he afterwards plead igno- rance thereof, or be allowed at any time the benefit of such' n plea. XXX. — Every Shareholder may propose such Works as he shall please, by entering into a Book (called the Nomination Book kept for that purpose in the Library)^ — the title, number of vol- umes, and price, if known, of the Work, — which Book is to be taken up uy the Committee, and from it a selection made of those Works they may think proper to order, and proportionate to the funds in hand. XXXI. — ^Every Shareholder shall be at liberty to take aii the volumes of any novel, or work of that description, at the same time; but each volume is to be returned at the expiration of the period allotted for reading it. XXXII — If any Book be lost or defaced, thu person who took the same out of the Library, shall pay the original value of the book or of the set [if it belongs to one] and shall not be allowed to take any other Books from the Library until the loss has been J> made good. XXXIII. — Any Shareholder who shall lend from out of the *. House in which be resides, any Book belonging to the Library, j shall pay a fine of Five Shillings for each and every ofl'once. XXXIV. — The Transfer of a Book from one Shareholder to another, shall on no pretence whatever be allowed, but it shall be duly returned into the Library at the expiration of the allotted time, that it may be examined by the Librarian ; and any person offending against this rule shall be subject to a fine of Five Shillings to the Society. XXXV. — A Book, to b'' called the Requisition Book, shall bo kept in the Library, in which every Shareholder may enter his name for any particular work, which shall then be issued, accord- ing to priority of application; but no work shall be kept in the Li- brary more than one clear day on this account, when if not re- ((uircd by the person whose name shall be first down for the same, it may be issued to the next in succession, and so on; and tha Librarian is carefully to mark oft' the name of every one to whom it may have been so issued. XXXVI. — A Shareholder, on returning a Book, may have it re-entered to him, provided no other Shareholder shall have appli- ed for it, in which case it cannot be admitted; and provided the work shall have been in the Library full six months. XXXVII. — Any Shareholder who shall take a Book, or Pam- phlet out of the Library without the knowledge of the Librariaa, or without the same having been registered by that Officer, or contrary to any of the Regulations herein prescribed, shall be fined Ten Shillings. XXXVIII. — Every Shareholder shall have liberty to introduce a non-resident Stranger, to read in the Library Room, during the Hours it may be q)en. — ^Tbe Person thus introducing a Stranger ;*<' ; V ? XXXIX. — To prevent disappointment it is recommended that every Shareholder do send a List of several Works, signed by his Name, to the Librarian, in order that if the one he may first place on his List be not in the Library, he may have the next, and so on, in succession. XL. — Every Shareholder shall pay his Subscription, as stated in the first article, within fourteen days after the day on which it has become due, ^o the Librarian in the Library ifoom, and should he fail to do so, the Librarian shall send to him a Notice that such Subscription is due, for which he shall charge an ad- ditional quarter dollar, and after this Notice, such Shareholder shall be denied any Books until the whole is paid; and every Shareholder being more than one year in arrear, and refusing or neglecting to pay such arrear, together with the Fines for such no- tices as may have been sent to him, his share shall be forfeited to the Society, who shall pay over such Shareholder the amount of the original Value of his Share viz: £5 — after deducting such Sub- scriptions and fines as may be then due thereon. XLL — Should any of the Shareholders be desirous of calling a General Meeting in consequence of a violation of any of these Rules, or from any other cause which may afl^ect their individual interests in the Society — the Chairman or Deputy Chairman of the Committee shall be bound to summon such Meeting, provided the requisition for the same is stated in writing, as well as the purport thereof, and provided the said requisition shall be signed by at least six Shareholders. If the Committee approve thereof, at their next meeting they will acquaint the parties therewith: but the person to whom the transfer is made shall neither be entitled to any of the privileges of the Society, until he shall have signed his name in the proper Book kept for that purpose, nor until all ar- rears or fines of any and every kind, due on the share thus trans- ferred, shall have been paid up. XLIII. — No person shall be allowed to take any Books out of the Library except "Bona fide" Shareholders, whose names shall be subscribed in the proper Book; Members of the Provincial Le- gislature when in Session, and such Honorary Members and their families, as may at any time be admitted; but such persons must Iconforni to the Regulations of the Society. XLIV. — No fundamental Law shall be suspended, repealed or annulled, without being approved of by at least two-thirds of those Shareholders, present at a General Meeting; to be summoned by the Committee for that express purpose, at least two days before ; and unless the nature cf the alteration proposed shall have been publicly exhibited in the Library Room during fourteen days im- mediately preceding such meeting. XLV. — No Book, or Work of general reference is to be taken out of the Library Room, and the Committee will determine what ooks and Works come under that denomination — a list of which hall be placed in a conspicuous part of the Library. XLVL — The number of days limited by the Committee for the perusal of each Book, and also the fine for retaining it beyond that time, will be written on the inside of the cover; and in ordei* that the Shareholders may not be led into any expence, on account of brfeitures to which they may subject themselves, for neglecting to return a Book in due time, through absence or an involuntary mistake, notice shall be given by the Librarian when one day's [forfeiture has been incurred, which, with any further fine due for eeping a Book after such a notice having been given, must be paid before any more Books can be taken out by such person — .'he Librarian to have the first day's fine for his trouble in sending ■r \ \ ■M ; I ,i' ! ■ t . Foun Penck. A Pamphlet Two Pence. The time specified within the cover is to comprise a clear num- ber of days, besides the one on which the IJcok may have been delivered, and that on which it is to be returned; and when the last mentioned period falls on a Sunday, or Holy Day, the Book shall be considered as due on the Day next succeeding. XLVII.- — The members of the Legislature, when in Session, shall be invited to visit the Library, during those hours in which it shall be open. XLVIIL — The names of all benefactors to the Library,' whe- ther in Books or money, shall be enrolled in a proper Register, kept for the purpose, with the title of liie Books, or amount of the benefaction given, against their several names. XLIX. — The Library shall be open every day in the yoar, Sun- days or Holy Days excepted, froui twelve till three o'clock , for the delivery and exchange of Books under the foregoingReguIations; and further, during the sitting of the L<gisl;iture, it shall be open from ten till three o'clock, in order to accomn\odate the Gentle- men of that Body.
