 Whereas doubts have arisen in the public mind as to the 
 intentions of the Dominion Government to carry out the 
 Terms of Union in the manner determined by Lord Car- 
 narvon, it has been deemed advisable to organize a society 
 for the purpose of using all constitutional means to compel 
 Canada to carry out her railway obligations with this 
 Province; failing which, to secure the withdrawal of 
 British Columbia from the Confederation. 
 
 Article 1. The society shall be designated as the "Car- 
 navon Club." 
 
 Article 2. Any male British subject, of the full 
 age of 18 years, and a resident of British Columbia, 
 may be proposed as a member of this Club at any 
 meeting, provided he has made application to the 
 proposer, and his proposition is accompanied Avith 
 an entrance fee of one dollar. The applicant shall be 
 balloted for at the same meeting in which he has been 
 nominated and seconded, and if elected, may be initiated 
 forthwith. Any person whose application for membership 
 has been rejected cannot be again ])ro])osod until on(5 
 week's notice of intention to nominate has been given at 
 a regular meeting; three black balls to reject. 
 
 Article 3. Every member shall be required to take an 
 obligation in conformity with the principles of the Club, 
 and shall not be permitted to participate in its privileges 
 until he has done so in open meeting. 
 
 Article 4. The officers of tlie Club shall consist of a 
 President, Vice President, Secretary, Treasurer, Outer 
 and Inner Guardians, who shall hold office for six months, 
 unless removed bv a two-thirds vote of the mem])era 
 present at a meeting conveiuMl for that purpose. The 
 first election of 'officers shall take ])lace at the first meeting 
 after the ado|>tion of the Constitution.

 Article 5. TIk; Secretary shall receive all moneys, keep 
 a correct account of the same, and pay them over to the 
 Treasurer, taking his recei})t therefor; and shall immedi- 
 ately upon the receipt of a notice of Ilesolution for the 
 expulsion of any member, notify him thereof by post. 
 
 Article (5. The Treasurer shall keep a correct account 
 of all moneys received and disbursed; and hand over to 
 his successor all i)roi)erty in his possession when request- 
 ed to do so by resolution, or on expiration of his term of 
 otRce. No moneys of the Club shall be paid out by the 
 Treasurer, except under the authority of a resolution 
 signed by tlie Pi'Cisident and Secretary, adopted at a 
 regular nu^eting. 
 
 Article 7. The regular meetings of the Club shall be 
 held every Thursday evening only, at half-past 7 o'clock. 
 Special meetings may be called by the President at the 
 I'equest of any ten members, or by resolution adopted at 
 any regular or spt^cial meeting 
 
 Article 8. In case of the absence of any of the officers, 
 the meeting may elect any of their number to fill their 
 ])laces (hiring such absence. 
 
 Articj.e 9. Members may resign by giving notice in 
 writing to the Secretary, or may be expehed by Resolu- 
 tion adopted by a two-thirds vote of members present at 
 a regular meeting. Notice of such resolution must have 
 been read in open meeting, and the Secretary furnished 
 with a copy thereof, at least three days before the resolu- 
 tion is considered. 
 
 AinicLE 10. Twelve members, including the officers, 
 shall form a quorum for the transaction of business. 
 
 Article 11. The establishing of Branch organizations 
 and any other question conforming with the spirit of the 
 Constitution, but not specially provided for therein, can 
 he dealt with by resolution at any meeting of the Club. 
 
 Article 12. No addition, alteration or amendment to 
 this Constitution shall be made except by a two-thirds 
 vote o; the members presen* at a meeting of the Club 
 called for that j)urpose, and ' which one week's notice 
 has been given by reading ir open meeting a resolution 
 t; in bodying the proposal, and furnishing the Secretary
