Betts, That this Annual Conference having received the resignation of Bro. Geo. F. Hupkina, who has associated himself with one of the conferences of tiie Methodist Episcopal Ohurch in the United States of America, be it resolved, that this Conference accept the resignation of Geo. F. Hopkins, and that he be granted proper credentials of standing. Adopted. He the Claims of Rev- O. F. Hopkins upon the Superannuation Fund of the Methodist Church. It was moved by Rev. E. Robson, seconded by Rev. A. E. Green, That this Conference iiaviiig received and accepted the resignation of Rev. Geo. F. Hopkins from the work of our ministry, we reconinuuid the Conference to authorize that, in accordance with the provisions of the Discipline, one-half (^) the amount * he has paid into the Super annuation Fund of our Church be refunded. Carried. In the Oase of J. F. Southall and W- Leshly Hall. Thi' following is the minute of the meeting of the Victoria District : '• Whereas, Bro. J. F. Southall has presented credentials of ten yearn' stantling as an officer of the Saltation Army ; and '• Whereas, he has travelled during the past >ear under the direction of thi.s Confeience on the Wellington Mission, where his work has shown his adaptation to the work of the ministry of our Church, and has also Ijeen strongly recommended to us by Rev. A Sutherland, Missionary Secretary, as also by other responsible persons ; and " Whereas, he has separated from the Salvation Army with a view to taking up the work of our Church ; be it " Resolved, — That w« recommend to the ensuing Annual Conference that he be received into full connection with the Conference and ordained, subject to his giving satisfactory proof to the Conference of his belief of our doctrines and willingness to conform to the Discipline of our Church.' The following is the minute of the Kamloops District Meeting : '• Whereas, Bro. W. Fleshly Hall having come to us from the Salvation Army, which body does not ordain its ministers ; and " Whereas, he has had large experience in Christian work, and has occupied very important positions of trust under the direction of that I'ody ; and " Whereas, he has presented very satisfactory testimonials as to liis ahility and devotion to Christian work ; Im it " Resolved — That this District Meeting recommend to the Annual Con- ference that he be received into full connection and ordained, or be given such ministerial standing as shall be deemed equitable." Rosoman, a ( ,'ongregational minister of thirty years' standing, and holding most satisfactory credentials, which have been presented to this Conference, and he being now located on the Enderby Mission, and having been for some time faithfully preaching to the settlers in his immediate neighborhood on the Spallumcheen River, and havitig expressed a strong desire to he associated with the Metholist Church in British Columbia, we recommend that he be received into onr Conf(?rence as a supernumerary minister. REPORT OF THE COMMITTEE ON MISSIONS. The following is the report of the Oomniittee on Missions, as adopted by the Oonferenco : Whereas, it is understood that a large part of the funds for the main- tenance of our Indian Mission .Schools is paid promptly by the Indian Department at Ottawa to the Missionary Society ; and Whereas, great inconvenience to the teachers arises through their not receiving their StJaries regularly ; We desire to impress upon the general treasurers of the Society tiie importance of making such timely remittances to the chairmen of the dis- tricts as will enable them to pay such teachers promptly, either every month or once per quarter. Whereas, A-Ko-nii'i-to, a Japanese convert, has been laboring with great success among his countrymen within the bounds of the Simpson District of this^ Conference during the past year, be liaving been maintained at a small cost by the M. E. Church ; and Wliereas, those in charge of this work desire that the Japanese work in British Columbia be taken under the care of the Methodist Church ; We recommend that this Conference accept the same, and that steps be taken by the chairmen of the districts concerned to secure voluntary sub- scriptions from the .Japanese and others for the support of A-Ko-uui-to, and, if possible, also a similar laborer for the Victoria and Westminster Districts. Your Committee, having considered the recommendation that Bro. W. J. Stone be instructed to follow the Indians to their work on the Fraser River, and "supply" them while in the employ of the canneries, desire to suggest that for this year Bro. Stone be allowed to remain at Nit-e iiat, and that such additional supply for Rev. A. E. Green be procured from the Columbian Methodist College, for one month, as shall enable him to assist in the Indian work at the canneries. Your Committee recommend the carrying out of the resolution of the Kamloops I>i8trict in the formation of a new mission to be known as "Tiie Thompson River Mission." We also recommend that the resolution of the Kamloops District, advis- ing that Sicamous, Mara and Deep Creek be added to the Endorby Mission, be adopted, and that a grant of ^100 be asked from the Mission Board to assist in procuring ellicient supply. Your Committee recommend that this Conference continue to urge upon the General Board of Missions the importance of an industrial training institute for boys and girls at Bella Bella, and that such be established so soon as the funds of the Society will permit. We further recommend that, as the Upper Skeena has been more than once named to the Methodist Church as suitable for an industrial school, there being excellent land, many boys and girls, a central location with 1804] METHODIST CONFERENCE. 2T good prospects that such an institute would soon liecotne self-supporting, we refer the matter to the Mission Board as a subject for most serious- considtTfttion, and to the whole Church for immediate action. Whereas, the Indian village of Kitamaat lias, in comparison of size, more children than any other village on the northwest 'ioast of British Columbia ; and Wliereas, agricultural and pastoral lands are in tiie immediate vicinity,. thus showing the possibility of conducting a home at the least e.\pen.se,. if not future self-support; and Whereas, the Rev. G. H. Raley has at his own expense begun such a. home, and has had twenty-three children (sixteen girls and seven boys) in residence, with more applicatii^ns ; and Wheieas, the giving over of this initial effort would prejudice any future attempt in this direction ; and Whi-reas, the parents of these children are willing to supply native food ;. and Whereas, thus far the institution has been a remarkable success ; We rcconunend that the minute of the Simpson District be adopted a» a resolution of this Conference, at d .sent on to the Woman's Missionary Society, with a recommendation for a grant of five hundred dollars ($500), all accompanied by a letter from Bro. G. H. Raley setting forth the facts in tiie case. Whereas, pursuant to orders of last Annual Conference, the 'steamer Glwl T'ulinrfx has been in charge of the chairman of the District of Port Simpson, and has during the year done some important and successful work in taking the chairman on his senii-annual visits to the niii'sions of the DistriLt, and, moreover, carrying him, with bands of native Christians and missionaries to visit heathen tribes, and travelling in all about .'?,000' miles at a cost to the Mi? ionary Society of only $418, or less than fourteen Cents per mile, and believing this to be a most important part of the Lord's work, and one for which this boat was originally designed and is especially adapted ; and Wliereas, if her hold of operations were extended, and the boat kept luniiitig all the year, there would be seventy-six villages within her reach, containing over ten thousand Indian.", nearly half ot whom are without a Protestant missionary, and living njostly in degrading heathenism, but open to the preaching of the (iospel, and in some cases asking for it ; We earnestly recommend this Annual Conference to set apart a well fluiilitieil man to do evangelistic work with the discussed, and the delegates returned to their homes better prepared to do intelligent work in their respective societies. W'fi regret to notice the absence of many of the ministers of our Church from this Convention, and would respectfully call their attention to tlie Convention to be held in the Central Methodist Church, New Westminster, commencing on the 21st of June proximo. We earnestly recommend that all our Leagues endeavor to be fully represented at the same. We al.so recommend tliat our Provincial Association seek to effect honorable amalgamation with the Provincial Association of Christian Endeavor Societies. ..'I . Respectfully submitted. W. D. We, your Couimittee on Temperance, beg to note with pleasure the growing influence of the various temperance organizations in operation, in lliis province, and desire to nlace on record again our unflinching adher- ence to our position as a Church in respect to '' Total abstinence for the individual and prohibition of the liquor traffic for the State," and we pledge ourselves to co-operate witli these societies to attain this desired end. We recommend that this Annual Conference appoint its President and 'Secretary, to act with the officers of other Churches and temperance organizations, in rirging the Government of our Province to grant the peo]ile of the Province the privilege of a pleWscite on the Prohibition question, to be submitted v lien, in the opinion of the joint committee, the time be opportune. We also recommend that a committee be appointed to act, in conjunction with other bodies, in watching all legis- ition effecting the interests of Temperance. We desire to call attention to the flagrant, open and constant violation of the license laws of this province in the fallowing particulars : (a) That intoxicating liquor is sold to the Indians along the coast and in all the cities ; (b) that steamboats on British Columbia waters which have 30 MINUTES OF THE BRITISH COLUMBIA [1894 licensed bars, do ranstantly sell to others tliati passengers and crew while the boats are in port ; (c) that there is throughout the Province most serious violation of the " Sunday Closing Act." We recommend that in every place where no " Loyal Legion," " Juvenile Temple," or "Cadets of Temperance" is in active operation, our ministers endeavor to form a " Band of Hope," or, failing in that, see to it that in all our Sunday Schools every scholar is induced to sign the quadruple pledge against the use of liquor and tobacco, gambling and profanity. Referring to the matter introduced by connnunication to this Confer- ence, by Mr. A. C. Wells, in rejrard to "Club Licenses in Rural Munici- palities," we recommend that the President and Secretary of this Confer- ence be instructed to act, in conjunction with officers of other Churches and temperance societies, in petitioning the Government to abolish said licenses in rural districts, or else to make them subject to the same condi- tions upon which hotel licenses are now held. REPORT OF THE COMMITTEE ON THE STATE OF THE WORK Notwithstanding the prevailing depression in trade, and the consequent numerous removals to other places, there has been a gratifying advance ill the work of our Church during the past year. We rejoice to hear that revivals of religion have been experienced on many of the fields of labor, particularly in the Simpson District, at Revelstoke, Chilliwack, Vernon, Esquimau, and in connection with the Fire Hall Mission in New West- minster city. There has been an increase in the membership of the Church amount- ing to 181,* and the funds raised for all purposes are f 3,438.00 in advance of last year. No command of the Decalogue is more emphatic than that which enjoins the keeping holy of the Sabbath, and probably not one of those setting forth our duty to God. is less observed on the Pacific coast. From year to year the deplorable state of afi'airs has been dwelt upon by your Committee, and although favorable results have not, so far, been very apparent, some change for the better has certainly taken place since the time, i.jt many years ago, when it was said tlvat '■ There was no Sabbath beyond Yale. " The steady influx of eastern families that have been making tlioir way to the Pacific coast during the last decade, have brought with them their love for the Sabbath, more or less unimpaired, and this influence has reacted favorably upon those with whom they have come into contact. We notice also with pleasure an increase in the number of schools holding regular meetings for the study of the lesson, and we rejoice greatly in reporting an increase in the number of conversions taking place in our Sunday Schools during the year. We regret that in one district there has been no attention paid to the study of our Catechism, and we desire to request that pastors and Sabhatit School superintendents pay more attention to this feature of Sabbath School work. The membership of the Church in this Conference has increased by 181,* while the grand total, or amounts raised by circuits for all purposes, is 93,438 ahead of last year. Dearly Bkloved Bkethke!(, — We greet you in the name of tlie fjord, praying that " Christ u>ay dwell in your hearts by faith, that ye, being rooted and grounded in love, may be able to comprehend with all saints, what is the breadth and length, and depth and height : and to know the love of Christ, which passeth knowledge, that ye may be nlled w'th all the fulness of God." From the various portions of o;* beautiful province, that goodly heritage which God hath given us, we have come together in our Annual Conference to review the labors and conquests of another year. We record our gratitude to the Father of mercies for having spared all our ministers and laborers tl>roughout the year, for giving the privilege of laboring in the great harvjst field to us so unworthy as we are, aud for having so richly blessed the labors of His servants in the upbuilding of the Church and the salvation of souls. We give ourselves afresh to the service of the Master, to spend and be spent for Him and for you »iso who are in Him. We cordially recognize the valuable assistance rendered to the deliber- ations of the Conference by the laymen, who more and • ore are showing their great interest in the progress, prosperity and succosrf of the Church. We note with great gratification the fact that there is reported an increase in the total membership of the Churches, of 18i. That notwith- standing the hard times, the missionary funds are increased by over $200, and that from every district come tidings of gracious revival, that has quickened the spiritual life of our people, and led into clear Chris- tian experience many hardened and apparently inco'-rigible sinneis. True it is, now ai ever, that '' the Gosp^-i is a power of God unto salve tion." We cal your attention, in a very special manner, to the claims of our Connexio .al Funds upon your liberality. Remember the admon tioiis of Scriptn'-^, " Tiiere is that scattereth, and yet increaseth." Remember also, that the weak have always claims upon the strong. These dirtereit funds, authorized by the General Conference of our Church, are designed to help the weak, struggling, much-discouraged and much-enduring men who are at the fore-front of the battle. Especially is this true regarding the Sustentation t)utid, which will be brought, to your notice during the year. We also very earnestly urg« a more general adoption of the weekly offoring system in support of the ministry, and the Scriptural practice of giving at least one-tenth of our inc. Tie to the Lord. We cordially commend the institi.tion to your practical support. In consideration of *vhe near approach of the Provincial elections for representatives in our Legislature, we most earnestly pntreat you to con- sider your fn nchise a m( ■^i sacred trust, privilege and duty, to be exer- cised in the fear of God. It has been said, that the man who votes to sustain a w/ong is helping the devil whether he know it or not. Be careful ohcu in the selection of candidates, and be sure to cast your vote on th; side of right.
