The County Council desire to record their opinion that a cheaper and more extended system of uujudi- eating upon matters of contracts and debt, V^iih ])ower similar to the present Division Courts to de- cide on amounts of twenty. five pounds and under in open accounts, and to the extent of fifty pounds on promissory notes, to be helu within each muni- cipality, at such time and place as the municipal corporations .shall direct, to be presided over by a Judge chosen from the legal profession, whose remuneration shall be by fees chargeable on the litigants, is imperatively called for; as well as the establishment of a Court to take cognizance of dis- puted boundaries within municipalities, from whose di'visioii there shall be an appeal ; and would re- commend that when disputes of that nature arise, that the parlies at issue be authorized to choose each a licensed Surveyor, and that the two latter name a third licensed Surveyor, who shall decide the mat- ter at issue, und from whose decision there shall be no appeal. And this Council would refer to the memorial to your Honorable Hody from 'ho lata Home District Cnuncil, under date of the 1st of ,'uly, 1848, on that head. Armstrong be acceded to, of ten shillings and sixpence an acre, ton pounds payable in advance, and the residue in four annual instalments, with interest. Your Committee also recommend that the Ab- aentee Tax, heretofore applied to the general pur- poses of the District, be carried to the credit of the various townships to which it belongs, by the Treasurer of the County, and paid to the order of Township Treasurer*; when duly accredited. Your Committee have directed their attention tn the report of the District Auditors, and tJio various accounts and voucliers accompanying the same, togetiier with the return of the expenses for the erection of a Lock-up house in the Township of Markham, which does not call for any particular action or remark on the part of your Committee. And be it further enacted. Be it enacted hy the Municipal Council cf the County of York, And it is hereby enacted, that there shall be aHowed and paid to the several offi- cers appointed by the County Council, the following yearly Salaries and Allowances, out of the Funds or Revenues of the County of York, for tlic due and faithful performance and fulfilment of their respective, duties as such officers, respectively, that is to say, To the Treasurer, in lieu of all per centagos chargeable on i.ionevs payable for County purposes, the sum of Two Hundred and Fifty t'ounds. To the County Clerk the sum of One Hundred and Twenty Five Pounds. To the County Engineer the sum of One Hundred Pounds. To the County Auditors each the sum of Ten Pounds. 2. And he it further enacted hy the authority aforesaid, That it shall and may he lawful for the trea.'urer of the County, and he is hereby autho- rized, quarterly, to retain for his own use, out of the general fund^ revenues of the County, which shall come into his uands, the proportion oi his salary hereinbefore mentioned, and to pay quarter- ly t' the other officers, the several and respective salaries or allowances, also hereinbefore mentioned, out of the like funds, and that tliis By-Law shall be a sufficient W arrant and Authority to the Treasurer to retain and pay the said Salaries and Allowan- ces ; such Salaries and Allowances to be computed from the first day uf January, 1350 : And that By- Law No. 133 of the late District Council be, and the same is hereby repealed. 3. And be it further enacted hy the authority aforesaid, That the offices of the Treasurer, Clerk of the Peace, and Clerk of the County Council be considered as County Public Offices, and kept open and attended for the general business of the County, during tiie usual hours, viz : from Ten to Tliree o'clock, (Sundays auu the usual public Holi- days exf^epted). Be it rnacted by the Municipal Council of the County oj York, That so much of By Law No. 25, of the Municipal Council of the late Home District, as regulated the Salaries and fees to be received by the Township Clerks and Pound Keepers of the several Townships of this County— together with By-Laws No. 42, entitled a Bv-Law to authorize the sale of "tone. Timber, SancI, Earth and other materials upon Highways and Road Allowances, and lor other purposes therein named— No. 80, entitled a By-Law to authorize the inhabitants of Newmarket to commute their Statute Labour, and No. 89, entitled a By-Law to tax the owners of Dogs be, and the same are, hereby repealed.
