Your Committee to whom was referred, for final revision, the compilation of the Resolutions of Grand Lodge and Rulings of Grand Masters that have the force of law, have not confined them- selves to collating merely these, but as the Grand Lodge is a body the individuality of whose members is continually changing, it was deemed advisable not only to note the many suggestions and recommendations made by the M. W. the Grand Master for the time being, and the several committees of Grand Lodge, which have been adopted by that body, but also to set out the several votes affecting the expenditure of Grand Lodge, and to mention the progressive action of the Grand Lodge on several important matters, thereby showing the several opinions held by it on some questions at different times, so that future action thereon may be viewed by the light of experience. Your Committee have brought down the work to the present date, and are induced to believe that it will prove a ready reference to the many interesting and important subjects which have occupied the attention of the Grand Lodge since its formation.
