T m:^3 I """■mi GENERAL HOSPITAL. PATRON, THE LlEUTENAiNT GOVERNOR SIR JOHN COLBORNE, K.C.B; SECTION 1st. Election of Governors, Officers, SfC. Persons contributing £25 to the Funds of the Hos- pital, or £2 10s. annually, may be chosen Governors or Directors. Persons contributing £10 to the Funds, or £1 5s. annually, shall be entitled to vote at the election of Governors. The whole number of Governors, including the Trustees, shall in no case be less than thirteen. The Governors to be elected, whose number shall not be less than seven, shall be chosen from among those who pay £2 10s. annually towards the support of the Hospital, or Donors of £25. The votes shall be given in the ratio of the contri- bution, that is, one vote for every £1 5s. of annual contribution, provided that no person be entitled in any caMC to more than five votes. ■ I No person shall be eligible to the Office of Gover- nor, unless he be in a situation to discharge its duties, being resident in York or its vicinity. No Subscriber or Contributor shall have a right to vote at any Election of Governors till he shall have paid his Subscription or Contribution, for the current year. The Governors shall be Elected on the first Tues- day in the month of May, in each and every year, in the Committee Room of ihe Hospital, at 11 o'clock, A. M. In case the number of Governors Elected shall at any time, by death, resignation, absence, neglect of duty, or refusal to act in their Office, be less than thirteen, their number shall be filled up for the cur- rent year by the Board. At their first Meeting, which shall take place on the Monday after their Election, the Governors shall choose a President, a Vice-President, a Secretary, Treasurer, and Committee of Management, to consist of three Governors, and the Medical Attendants, any three of whom shall be a quorum, and who shall re- main in Office one year, from the date of their ap- pointment. A Meeting of the Board of Directors shall be held in the Committee Room of the Hospital, on the first Tuesday in February, May, August and November, which shall be called stated Meetings, all other Meet- I ^. mmm ing bemg known by the name and style of, Special or Extraordinary Meetings. Any two Governors, by application to the President, or, in his absence, to the'Yice^Vcsident, with his concurrence shall have power to call a Meeting of the Board of Governors, giving at least one days noticj. The Secretary shall state in his notice calling such special Meeting, the business to be laid before it. Five Governors, with the President, or, in his ab- sence, the Vice-President, shall be a quorum, and shall have power to transact all business relating to the Hospital, according to the existing rules and regulations. The Governors shall have power at any ordinary or extraordinary Meeting, to appoint such Officers, and fix their Compensations or Salaries, as tlMjy may deem necessary for the management of the Hosiiital. It shall be incumbent upon the Medical Officer in charge, to attend at the Hospital at least once a-day ; and if he is prevented so doing, by sickness, or ur- gent professional avocations, he shall give notice thereof to one of «his coadjutors who may be able to attend for him. An ample supply of Medicines having been pro- cured for the Dispensary, and a resident Apothecary having been appointed, any indigent persons whose cases are not of a nature to require Hospital treat- ment, may receive advice and Medicire by attending 3 I mmmmmm^ 8 personally, without any recommendation, at the Hos- pital, at the hour of noon, throughout the year. SECTION 2nd. Of the President and Vice-President, The President, or, in his absence, the Vice-Presi- dent, with the concurrence of two Directors, shall call a Meeting whenever he shall think it necessary, giving at least one days notice thereof. The President, or, in his absence, the Vice-Presi- dent, or, in their absence, any Member who may be Elected by a majority ot' those present, shall preside at all Meetings of the Board of Directors. SECTION 3rd. Of the Treasurer. The Treasurer shall give such security as may be required by the Board of Directors, for the due ac- counting for, and payment of the monies which he shall receive from time to time for the use of the Hospital. He shall receive all monies belonging to the Hos- pital, and pay out the whole, br any part thereof, on receipt of a written order from the Board of Governors, or the Committee of Management, but not otherwise. He shall deliver to the Secretary, seven days, at least, previous to the General Annual Meeting, held on the first Tuesday in May, in each and every year, a full statement of all his accompts, with the vouchers mmm mmmm^mn -^ for tho preceding year to be laid b^^bre the said Meeting. SECTION^ 4th. Of the Secretary. The Secretary shall attend all Meetings of the Board of Governors, take minutes of the proceedings of each Meeting, and transcribe the same into a Book. On the day preceding each and every Meeting of the Board of Directors (Special or Stated) it shall be his duty to send notice of .he time and place of each Meeting, to each Director and Medical Officer of the Hospital. He shall, twenty days before any Election of Governors, hang up a notice in the Committee Room ^ MW of tho Hoipital, and shall state therein the pen9ons entitled to be Elected, and the qualifications required of the Electors. He shall, on the Saturday preceding their week of attendant °, notify by Letter, the Weekly Visiting D>ectcrs. He shall keep the necessary Books for entering all the transactions of the Hospital, and abstracts of all the accompts. On the first Tuesday in April, in each and every year, the Secretary shall send a Monitory Letter to each and every person wliose Subscription shall then »3 in arrears. i SECTION 5th. Of the Committee of Management. The Committee of Management shall meet at the Hospital at least, once a month,, and shall have pow- er, and it shall be their duty» to inquire strictly into the domestic economy of the House, to order all things nee jsary for the same, to inquire into the conduct of Officers, Matron and Servants of the Hos- pital, to examine and order all repairs, to oversee and control every thing connected with the manage- ment of the Hospital, to credit, inspect, and approve all accompts, and to order payment of the same, and to report by the Secretary, a sta jment of all their trausac'ions to each quarterly Meeting of the Board of Governors. I w- 9anm They sliall have the general charge and care of the property of the Hospital, and shall enforce all necta- sary attention to economy, cleanliness, and good conduct. They shall have power by application to the P»-e- sident, or in his absence to the Vice-President, to call whe over they think it necessary a Meeting of the Board of Governors. They shall at their Meetings make n:inutes, which the Secretary shall transcribe in a Book kept for that purpose. They shall have puvver, and it shall be their duty, to engage, and discharge all Servants of the Hospi- tal, Cind to fix their wages. The Committee of Management shall live days previous to the General Annual Meeting, on the first Tuesday of May in each and every year, draw up a Report of the state of the Hospital, and of the state and number of Patients admitted and discharged, and an abstract of the proceedings of the Board of Go- vernors, and of all the accompts of the Hospital for the preceeding Year.
