Notwithstanding the many Charitable Associations which have been founded, and still exist in this Community, into each of which respectable Nova-Scotians could, and can have admission ; a few individual, feeling the great want of that brotherly affection among the natives of this Province^ so visible among the natives of England, Ireland, and Scolland,--' unwilling to have their indigent brethren subsisting solely on the bounty of benevolent strangers, and seeing in perspective the vast fund of good th^ might be the means of producing, as well to Ine remnant of Aboriginee, as to the rising generations of coloured and white inhabitants, communicated their feelings and wishes to each other, erected themselves into a Committee for the purpose of forming such an Institution as met their views, assembled several times at ftiends' houses, on the 7th, 14th, 21st and 284;h October, 1833, and selected most of the follow- ing Rules ; but owing to unforeseen and unavoidable circum« stances, thieir Society could not be established .until the 7th of April, 1834, whence it will remain in existence so long as; SEVEN of the persons, subscribing hereto, shall agree to sup- port its object and rules, which persons shall have possession of the funds and other property of the Society, provided they succeed in re-establishing the Institution within three months after its having been l^roken up, otherwise the funds to be given to the Commissioners of the Poor, for the benefit of the Poor, Having thus far succeeded in their feeble endeavours, they humbly trust that the Members of this Society by their ** dwel- ling together in unity," may aid in " making the widow and the orphan's heart to leap for joy," and in drawing on their philan- thropic exertions the countenance and approbation of a Bene- volent Providence, with ** the blessing of them that are ready to perish." . , rt!A4«».;:;1»*-«rae iiiwil u ii itLiiimt.f i r i M i mmm^ UH^MMMMM^^MS^Sn^MlMRVI*" RULES. SOCIETY AND PROPERTY. I. This -Society shall be composed of Natives of this Pro- vince, and be called the Nova Scotia Philanthropic Society. II. This Society, shftU have a Copper Se»l, with a Dove descendini!^ in Glory on joined hands, and the Motto " Lovi; AND Friendship" engrg-yen theiepn, within a circle formed by the Society's name, MEMBERS, III. Persons desiring admittance into this Society, shall be projwsed by Members at any General or Special Meeting, and their election decided on by two-thirds of the Society, by ballot, aj; the next Quarterly Meeting, provided such persons are neither Apprentices, nor are under the age of nineteen years. IV. Every person thus elected an Ordinary Member, at the time of his admission, shall subscribe to the Rules of the Society, and pay the sura of Ten Shillings to the Treasurer, to be applied according to the Orders and Regulations hereinafter specitied. v.; Every Ordinary resident Member, shall pay a quarterly sum of Two Shillings and Six Pence, at the Board of the Society, for promoting its objects, and any Member being in arrears cfor four quarters, shall have his name erased from the book, unless he be absent from Town. VI. Honorary Members shall consist of those persons eligi- ble into the Society, who are Passengers and Sojourners, rather than residents in Town ; they shall contribute the sum of Thirty Shillings ; the admission and enrollment of such Mem- bers shall be vested in the President, Vice-President, and Assistants. Should any of these members become permanent residents in Town, they shall pay the annual sum as Ordinary Members, or ctdse to be Members of the Society. VII. The Officers of this Society shall be a President, Vice President, two Assistants, Treasurer, Secretary, an Assistant Secretary, a Committee of Charity, and Steward. No person shall be elijii^ible to any office, who has not been at least twelvp months an Ordinary or Perpetual Member. IX. The duty ofPresident or Chairman shall be to preside at all Meetings, to regulate the deliberations of the Society, to state and put questions both in the affirmative and negative, according to the sense and intention of the meeting — to check undue warmth, or irregularity, keep all persons in order; and for this purpose he shall have the power of fining an offending member, not exceeding One Shilling for each offence, without j)utting to vote ; to diiect summonses to be issued for all (ieneral Meetings, and to name the place of meeting ; to have the custody and use of the seal ; to approve of all disburse- ments, and sign all orders of distribution, the account of which shall be submitted to the Society for its satisfaction; and to execute or superintend the execution of all the rules and orders of the Society. X. The Treasurer shall give such security as the Society may require for the trust reposed in him ; shall receive all monies of the Society ; shall regularly produce his accounts signed, with a statement of the incidental resources of the Society, and shall annually prepare a view of the savings or exceedings of the year. There shall be no credit on his account for any sums disbursed, for which he does not produce the order or approbation of the President, or an order signed by three of the Committee of Charity. XI. The Secretary, or his Assistant, shall attend all Meet- ings and Committees of the Society, with the Rules and llecords, shall take Minutes of the Proceedings, particularly noting, in a regular account, all monies received and paid, and produce the same fairly written in proper books, with proper indexes thereto, at the next meeting ; address all summonses, 1 Bf '^iTmmKf'' > adding the due.s, and have tlieiu delivered at the 8o|ciety*t eT.pensc; read all Letters, Papers, or Petitions Kent, or com- municated to the Society, and record such of them as may b« deemed worthy of preservation ; shall prepare all answers in such terms as may be directed, and allow no account of the Society, under his direction, to be in arrear beyond the spaco of six months. XII. The Committee of Charity shall consist of Five of the Me.mbcrs, who are to report to the Society any accident ojr sickness which may befal such of its own Members as stand in need of aid, with the nature and extent of the assistance requir- ed, and in cases where the continuance of sickness, or incapa- city for business require attention during the night, they shall wutch, or])rocurc members to watch with the sick person, and ut tiie Society's ^x pence shall be allowed proper refreshment during the time of their attendance ; to enquire into the claims, characters, and circumstances of all who apply for the ordinary or extjaordinary aid of the Society, to prevent its charity from being improperly or fruitlessly applied, and to make a regular quarterly report of their proceedings to the Society. XIII. The duty of Steward shall be to attend at the place of Meeting, to see it in order, and to attend the ballot box. XIV. If any of the Officers of the Society, are by sickness, or otherwise absent from a regular Meeting, others shall be called to act in their room for the time being, or if any of them move out of the Province, or die during the year for which they were elected, the Members assembled at the next quar-r terly meeting shall choose others, as at the annual meetii|g, to ^erve for the remainder of that year. The Charity of the Society shall he applied hy tho Committee of (Miarity, who shall have power to draw orders on the Treasurer in favor of such poor and distressed persons us they shall deem fit objects of the Society's botinty, which orders the Treasurer shall immediately pay, provided they are signed by at least three of said Committee, and that the sums so drawn for do not exceed Two Pounds to any one person, or Ten Pound>* inthe whoh shall alway whole during one quarter; provided also, that mend)er»» always have a preference to the charity of the Society, XXIIT. In ease of the death of any Member needjng sneh aid, the Funeral chargeg shall he defrayed by the Society, and such a sum as circumstances may demand, and the funds allow', shall be given to the widow or orphans of the deceased, and these shall always have a claim t^ ' e So«;icty's Bounty, so long- as they need it, provided the deceased has been a respected member, and Itis subscription regularly paid. XXIV. As a stated provision is made for the poor, by the municipal laws of the Town, to which the members of this Society pay their proportion as citizens, the fund of charity shall rather be applied to the relief and assistance of persons who have met with sudden misfortune, or who suffer by occa- sional distress, than continued allowance for settled poor, but as no adequate regulation can be devised on this subject, suitable to all times and all circumstances, the Society shai J always be free to exercise its own discretion and humanity,' notwithstanding any thing to the contrary in this rule. Pro- vided however, that a Committee of seven Members has been previously appointed, and their unanimous report states such alterations to be necessary.
