The minutes of Meetings held on 10th July, 15th Oc- tober, 19t]i and 20th November, 1856, and 3nd June, 1857, were read and confirmed. Letter read from the Synod clerk, intimating re-election by the Synod of Kev, A. Speuce, Rev. Dr. Barclay, and Rev. Dr. George. The Secretary was instructed tc place the names of these gentlemen on the Roll of Trustess, in conformity with the Royal Charter. Minutes read of a Meeting of the lay Trustees, held on the first day of the Meeting of Synod, in conformity with the Royal Charter, at which the following lay Trustees, retiring by rotation, had been re-elected: James Hamilton, ' I- 1 '■ evil > ' f I M if 1 1 M.D., A. Drummond, Hugh Allno, and John Cameron, Esquires. The Secretary was; further directed to place these names at top of the Roll of lay Trustees. On motion, Resolved: That the Rev, Dr. Barclay, Rev. R. Burnet, Hon. Justice McLean, and John Cameron, Esq., be a Committee to report on the legality and expe- diency of the present mode of electing lay Trustees. This Committee to report at next Annual Meeting. The Hon. John Hamilton was elected Chairman for the ensuing year. The proceedings of the Executive Committee for the past year were confirmed. The Secretary was directed to communicate the thanks of the Board to the Rev. Dr. Fowler, to the Colonial Committee, and to S. S. Laurie, Esq., Secretary, for their kind attention to the interests of the College, and for the trouble they had taken in giving information to candidates for the vacant chair. On motion. Resolved : That after ample accommodation has been provided for the classes in Arts and Divinity, the Executive Committee be instructed to give gratuitously all possible facilities for the meeting of the Medical Classes in the College Building, but that, inasmuch as it is de- sirable that a Building should be erected for the special use of the Medical Classes, the Executive Committee and the Medical Faculty do take into serious consideration what means can be adopted towards the attainment of that object. On motion. Resolved : That the following Trustees be a Committee to take into consideration a memorial pre- sented by the Rev. Dr. George, and a letter addressed to the Board by Mr. H. J. Borthwick. Dr. Cook, Mr, Spence, and Mr. McMorine. On motion, Resolved : That Dr. Cook, Dr. Machar, Mr. McMorine, Mr. Spence, and Mr. Cameron, be a Commit- tee to Report to the Evening Sederunt regarding houses and salaries of Professors. 'I -.1^ Queen's College, | 4th June, 1857. 3^ p.m. J The Committee to whom the memorial '^f Dr. George, and letter of Mr. Borthwick had been referred, having reported the result of their deliberations, the following Resoluti :n was adopted : The Board having ap[)ointcd Dr. Cook, Mr. Spence, and Mr. McMorine to coiiler with Mr. Weir on the subject complained of, they rcfiortcd that they had received from Mr. Weir an explicit declaration that he had not intended bv the reasons of dissent which he gave in to the Senatus, to endorse or homologate the statements in the letter of Mr. Borthwick, nor did he believe that, fairly considered, they will bear this inter- pretation. And the Board having dealt with Mr. Borth- wick, and obtained his acknowledgment that he had used language fitted to give wrong impressions — in particular that he had made charges against thr order auil discipline of the College, which, if these cxpre^:<' jns be understood in their ordinary sense, cannot be substantiated, and are fitted very greatly to injure the College — whicli language he now deeply regrets: and further, Mr. Borthwick hav- ing withdrawn his complaint given in this day against Dr. George, and expressed his regret that he should have used the language contained in it, and expressed his desire to be received into Dr. George's class to complete his course as a student of Divinity, the Board agreed to admonish Mr. Borthwick to greater caution in future, and to give all due respect and obedience to the authorities of the College, into which they now resolve that he be admitted. And the Board do trust and expect that Dr. George, who has had just cause of offence in the paper which has given rise to this case, will allow the whole matter to drop, and receive Mr. Borthwick into his class. And the Board take this opportunity of renewing the expression of their entire confidence not only in the eminent ability, but in the unwearied diligence of Dr. George in the discharge of his irrportant duties. And if they approve the plans, the ExccuLivo L'ommittee are further auinorized to erect the said houses, disposing of such part of the College lands and securities as may be necessary to meet the expense, it being under- stood that, till the state of the funds admits of these houses being given rent free, the rent of each shall not exceed j£50 per annum. The testimonials of the candidates for the Chair of Hebrew, Biblical Criticism, and Church History, having been laid upon the table, it was resolved that the con- sideration of these should be postponed until the fifth day of August next. The Secretary was instructed to have the testimonials printed where this had not been done, and to place copies in the hands of the Trustees with all con- venient speed. The following Trustees were appointed a Committee to make enquiries respecting a Principal, and in particular to write to Dr. Robertson of Edinburgh respecting the fitness for this office of Dr. McTaggart of Aberdeen. Dr. Hobertson on the subject of the vacant office of Principal. Dr. Cook further stated that he had not received any reply to this letter. The Committee appointed to procure plans and erect houses for the Principal and Professors having reported ; it was moved, That the consideration of the question of erecting houses for the Principal and Professors be post- poned until next annual meeting. Moved in amendment, That the Executive Committee be enjoined to procure from an Architect suitable plans for the erection of five houses on that part of the College grounds West of the College, and South of it, as also estimates for the same, and to take all necessary steps for having the buildings begun next spring. The plans how- over to be approved also by the following Trustees or the major part of them. (Names left blank.) On divison the amendment was lost. The Board thereupon resolved to accept the Rev. Dr. George's resignation of the offices of Vice-Principal and Trustee, as stated in his letter. Letter read from Rev. Dr. Robertson, addressed to Dr. Cook, and dated Edinburgh, 30th July, 1857. Dr. Barclay and Mr. Burnet appointed a Committee to draft a Resolution bearing upon the above letter. On motion, Resolved : That the sum of two hundred and fifty pounds be placed at the disposal of the Executive Committee for the purpose of making necessary repairs on the Building, should they find it expedient to expend this amount. The Committee on the subject of Dr. Robertson's letter having reported, the following Resolution was adopted : The Board having heard Dr. Robertson's letter, resolve that Dr. Cook be requested to acknowledge it, and to con- vey to him their sincere thanks for his exertions to pro- cure a qualified Principal. The Board, desirous of fol- lowing out Dr. Robertson's suggestion, and impressed with the soundness of his views,and thoroughly convinced of the urgent necessity of an immediate appointment for the good of the College and Church, and assured from ample testimony that the qualifications of Dr. Cook have long commanded the unanimous approbation of those connect- u > f- II 10 ed with the Church. Eesolved, that Dr. Cook be urgently requested to accept of the office of Principal, which the Trustees now tender him. That with a view to carry out this Eesolution the Rev. Dr. Urquhart, the Rev. Dr. Barclay, the Rev. Mr. Burnet, and Hugh Allan, Esq., be appointed a deputation to wait upon Dr. Cook, and further to represent to him the great desire of the Board, and their earnest hope that he may see it to be his duty to accept an office, for the discharge of the duties of which he is so eminently qualified, and thus comply with what the Trustees are assured would be generally acceptable to the Church at large; and that with a view to facilitate arrangements for the present session, the co-operation of the Commission of Synod be solicited. Letter read from Dr. Sampson, President of the Medical Faculty of Queen's College, dated Kingston, 25th August, IS&T, resigning his office. Ordered to lie upon the table. Letters read from Dr. Dickson and other Medical Pro- fessors, also a communication on same subject from Dr. Stewart. Besolvedy — That Doctors Cook, Machar, Barclay, the Hon. Justice McLean, Judge Malloch, and Messrs. Came* ron, and Burnet, be a Committee to draft Rules and Regu- lations for the government of the University, Senatus, and Faculties. Mr. Burnet, Convener. Further Resolved, — That the Medical Faculty be informed that the Board have appointed a Committee to draw out Rules and Regulations for the government of the Faculties of the University, and while they cannot divest themselves of the direction and superintendence of the Government Grant in aid of the Faculty of Medicine, vested in them in accordance with the Charter, they are most anxious to administer it in the best manner for the advancement of the object for which it was made, and will disburse it on the application of the Individual Pro- fessors as the interests of each class, in the opinion of the Executive Committee, may require. That in future the announcement of the Medical Faculty, in like manner as the annual advertisement of the College has hitherto been, shall be submitted to the Board for their consideration and approval, before publication. 11 Moved and seconded, that the Rev. The Secretary was directed to acknowledge receipt of this letter, and to state that the Trustees were not prepared to take any immediate action in the matter. Rev. Dr. Urquhart, on behalf of the Committee ap- pointed on 1st Oct. to wait on the Rev. Dr. Cook, reported that he had gone to Quebec along with Dr. Barclay, the other two members of the Committee being prevented by indisposition. That they had had intercourse with Dr. Cook on the matter entrusted to them, but that, in conse- quence of Dr. Cook's presence at this Meeting, it was not deemed necessary to report further. Instructions given to Secretary to correspond with agent for estate of late Rev. Prof. Smith, respecting £35 Stg., supposed to have been paid to him by Colonial Com- mittee, on account of the Bursary Fund. Dr. Cook stated that Professor Weir was desirous to have the sanction of the Trustees in raising a fund over the church, the interest of which should be employed in giving scholarships to students attending Queen's College: the scholarshi|)s to be deeiddl b^' competition, to be held during the curriculum, subject to simitar conditions with those imposed on Bursars, and to be open to students of all denomination?, whether looking forwards to the Minis- try or not. It was further stated that in the event of his ODtaining such sanction, he was prepared to enter zealous- ly on the work, and would renaer an aceonnt annually to the Trust) es. The Kxecutive Comtnittee agreed to trans- mit the above to next General Meeting, with a strong expression of their approval.
