The membership if S50, being an inere.ase of 19 advisability of holding teachers' meetings for the study of the lesson, and that these meetings partake of the nature of Normal classes whenever practicable; (4) We call special attention to Article 297 of the Discipline on the use of our own publications, and reconnnend strict adherence thereto ; (.')) Joseph Hall, Secretary. REPORT OF COMMITTEE ON BY-LAWS FOR COLUMBIAN METHODIST COLLFGE. L The Board of Directors shall consist of thirty members to be chosen by the Annual Conference and elected on the second day of the sitting of such Conference in the manner hereinafter directed. 2. At the annual election in 1898 there shall be elected ten directors, to hold office for three years, ten directors to hold olKce for two years, and ten directors to hold office for one year, and each year thereafter ten directors shall be elected to hold office for three y,'ars in the place of those wlin=e cerin will have expired. Retiring directors shall be eligible for re election, and all directors shall hold office until their successors are appointed. .'5. The Directors shall have the power to dismiss any professor, tutor, officer, or servant of the corporation, and shall also have the power, in case of any vacancy during the year among the professors, tutors, officers or servants, to app. ';i.r. oi lers in the r place. The meotinfrs of the Board shall be presided over by the President of the Board, who shall be appointed at the tirst meeting of tiie Board after the Annual Conference, provided that at any meeting, in case the President shall not be present within fifteen minutes of the time appointed for holding the meeting, the members present shall select one of their number to be the chairman of the meeting. 9. All questions shall be determine \ by the majority of votes present, and in case of equality of votes the presiding officer shall liave an additional or casting vote. 10. Twelve members shall constitute a quorum of the Board. 11. The notice convening the meetings of the Board shall be mailed prepaid to each member, or served upon him, or left at his usual place of abode, at least five days before the holding of such meeting. 12. A special meeting of the Board may be called by tlie Secretary on a requisition of any five members of the Board ; the notice of which shall state the object of the meeting and the business to be transacted, and no other business shall be transacted than that mentioned in the notice. 13. All moneys belonging to the Board from time to time shall be paid to the Treasurer, who shall place the same in the hands of the bankers of the corporation ; and all cheques drawing out money from the bank, and all negotiable instruments, shall be signed by the President, or by a director appointed by the Board for that purpose, and countersigned by the Secretary. 14. The Board may from time to time borrow from any bank or from an other source a sum not exceeding in the whole five hundred dollars for the temporary use of the corporation. 15. Tiie Board shall have power to carry on the general business of the College within the limits of the special Act of Parliament and these bylaws, but shall have no power to increase the obligations of the corporation beyond the said sum of five hundred dollars without the sanction of the Conference, but this shall not include the ordinary salaries of the College staff' appointed as authorized by the Conference. 16. The Directors shall, at their first regular meeting in each year, from their own number, appoint a Board of Managers consisting of six persons, each of whoni shall hold office during the pleasure of the Board of l>irec- tors, and who shall have the oversight and direction of the details of the wojk of carrying on the business of the College. 17. The Boqrd of Managers shall meet not less often tlian once in each month throughout the year, for the transaction of business, and four of the members shall form a quorum. E. That an ordained missionary and also a lady teacher be appointed to Cape Mudi;e, or failing this, that there be regular visits from the Chairman of the District or some other ordained minister. 5. That the missionary authorities appoint to the superintendence of the entire Chinese work a thoroughly efficient minister, with Methodist and missionary training, who would be in charge of one of our Cljinese missions, and wlio would be in such complete touch with both our Ci-.inese work and the English-speaking churches as to be able to make arrange- ments rcr securing the assistance of voluntary workers for our night schools in '■.tie various cities of the Province. 6. That the request of the Japanese, for the loan of a sum of money from the General Board of Missions for the purchase of lots and the erection of mission premises in Vancouver, be endorsed, and the General Board be recommended to grant the necessary lan, with the distinct understanding that the property so secured shall belong to the Methodist Church. 7. That, on account of the damaging influence of those who take part in Indian potlatclies upon those who live at and around some of nir mission stations, the Conference memorialize the General Board of Missions to take such action, in laying the matter before the Government at Ottawa, as will tend to bring about a stricter enforcement of the laws relating to the said potlatches. !^. The number of children in attendance during the year has been larger than ever before. For the three-ijuarters ending March .3l8t tlie average was 90, and for the month of Ajjril 97. During the year 27 cliildi'eii were achuitted, 17 discharged, and one died. A b;ind has been organized, and is sustained l)y the efforts of tlie Hev. W. H. Barraclough, B.A., in which the members evince great interest, and being under a competent instructor, they are making very creditable progress. A new feature of very great value which has been added during the year is that of Kinder- garten instruction, imparted by Miss Edith E. ii. Scroggies, of Guelpli, Ont., a thoroughly trained Kindergarten teacher. All the teachers and instructors are diligent, lat)oriouB, eflicient and selfsacrilicing in their solicitude for the advancement and comfort of tlie children under their care. The progress of the children in their studies and industrial train- ing is on the whole good, and, in some cases, quite remarkable. All the children who are aljle attend the preaching and fellowship service at Skowkale on Sabbath aftc.-^o'jn, and the larger children the preaching service in the Institute on Sabbath evening. The Sabbath School is lield on Sabbath morning, class-meeting on Tuesday, Epworth League on AV^ednesday, and prayer-meeting on Thurs- day evening. Si.x of tlie children are full members of the Church, and several, who are still classed as catechumens, have given their hearts to God during the year. There is nothing special to note as to the health of the children during the 3'ear, as there has been no case of severe affliction, except that of little Eliza, who died of consumption. This first year of our principalship of the Institute has profoundly impressed us with a sense of the magnitude and importance of the work which is being done, and of the grandeur and far-reaching character of its possibilities. We have had twenty-one boys enrolled during tiie year, and have at present eighteen with us. Their moral standing has been good, and a desire for a better life is expressed by all. Our aim is to make teachers and Christian workers of them. One has given satisfaction as assistant in tiie Mission school at Naas, and another is taking up entrance examin- ation work. Several of the bo>s were permitted to spend their holidays at the canneries fishing, whence one bright boy was decoyed away by his lieathen mother. One homeless boy, who was liiought to the hospital from Bella Coola with a broken leg, has since entered the Institute and is doing well. Bible instruction is given daily, and we trust that the seed falls into f-ulliciently cultivated soil to produce in time an abundant liarvest and rich rewards of future inniiortality. C. M. Unforeseen expenditure over the estimates on claims, refunds, interest on last year's balance, and over-drafts of^^jl-lG, and shortage in estimated receipts of S2,208, together amount to 84,354. The contributions to capital account this year amount to .^5,180. W. S. Gkiffin, Treasurer. The Board regrets that notwithstanding an increase of !?2,535 in the annual income, and a discount of G per cent, in the payment of annui- ties, there is for the current year a deficit of !?4,709. This is partially accounted for by the large number of ministers and probationers (mostly probationers) who, on the 3 1st of July, had failed to pay their annual subscriptions. The I'oard looks to the Chairmen of Districts and to the Conference Treasurers to correct this growing neglect of Discipline. The most serious feature in tlie Re|)ort is the abnormal increase in the number of ministerial claimants. In two years past the annuity claims have increased by 810,000, and for the current year over 84,000, rendering necessary a painful reduction of 10 per cent in the payment of annuities. ■ TJ>e Board is helpless to control the number of ministers placed on the Fund, and appeals to the Annual Conferences to check the ruinous policy of receiving more probationers than are needed to till vacancies by death and superannuation and the actual growth of our work, which policy inevitably throws many older men prematurely on the Fund. • DR. Their valuable counsels, their fervent and powerful addresses, atid the spii/ual fellowship we have enjoys«.l with them have been a great blessing to our Conference. «'**» The recerds of the work accomplished durint; the past year have been before us, and we e.xpress our gratitude to God for the measure of success which has been given to the preaching of the Word of God iiy us during the year, as evidenced by an increase of 108 members throughout the Conference. From the new Kootenay District has come cheering news of souls won for God amid the excitement and enticements of the mining camps, f)ur missionary work among the native tribes has been prosecuted with vigor and succe.ss. The gathering of uie Indian children into industrial homes is ot great value in our educational and evangelistic work among these people, and we trust that ere long some will Ije raised up from among them to preach the unsearchable riches of (Jhrist to their brethren. Dui-ing the year the Lord has directed to us a Japanese minister, who has been educated thoroughly, and has labored in connection with the Methodist Episcopal (.'hurcli of the United States. He has been given charge of our mission ivinong the Japanese of this Province, and through his etrorts, under the blessing of God, the entire Christian work among these people is now under the care of our Church, of which he is now an accepted minister. Remember that we depend much upon you. Your love, your conHdence, your moral and financial support are neces&iry for our highest success. Be loyal to the men whom the Conference may appoint over you, and esteem them very highly in love for their work's sake. Much interest was taken in the educational work which has been carried on in Cob'.mbian Methodist College at New Westminster. This institution was established five years ago, iti the firm liiiicf that, with your accustomed liberality, you would rally to its support with the needed funds and students. The average enrolment lor the past five years has been 71 in ail departments; but because of the prevailing financial depression, the College Board was seriously hampered in its work, and the usefulness of the College consequently inipni' d. Our (.'onferenci' was brought face to face with the crucial (juestii' Shall the College go on 1" To stop at this stage of its history meant dishonor to the Church. It meant a breach of faitli witii the generous donors of substantial gifts in the past, and of those who had been bearing the financial burdens for these trying years, namely, the Board of Directors. It meant that for a generation to come no such educational work could be attempted by us as a church.
