AU Members of the Church of England who shall pay annually the lam of five dollars to the Treasurer of the Society, or of any District Associatioa of which they shall be members, or who shall once for all pay the eum of £1% lOs. to the Treasurer, shall be members of the Society, in the latter case fcr life, in the former case so long as they shall continue to pay annually the sua above specified. All such payments shall be due in advance fcr one year, from the first day of January in each year. Contributors may limit and direct any portion not exceeding one half ef their contributions, to be applied to special objects, within the designs and purposes of the Society. ARTICLE VIIL Of the Central Board* niere shall be a Central Board for the management of the general boii- oess of the Society, consisting of the President, the Vice-Presidente and th* other officers of the Society, all officiating Clergymen and Church-wardem of every Church or Chapel of the United Church of England and Ireland within this Diocese, being members of the Society, and of such others a*- shall be chosen at the Annual General Meeting from among the membera of the Society. The Board shall meet in the City of Montreal on the 1st Tuesday of every month. Special meetings may be called by the President or in his absence from the Diocese, or in the event of a vacancy of the 8e^ by two of the Vice-Presidents and four members of the Board, by a writtea order to the Secretary ; not less than seven members present shall fiDna *■ quorum. The Central Board shall report to the Annual Meeting a state- ment of its proceedings and detailed account of all monies received and •ipefided during the preceding year, and no grant shall be made to any countty Church or Mission except the application be forwarded by th« Otftrkt Awociation io which such Church or Mission may be situated. ARTICLE IX. ^ . Cf District Associations. Dlitrict Aasociations shall be formed in connection and correspondence with the Central Board, to be composed of all the members of the Church Society, resident within the bounds of such Districts, and of all others within the same bounds who shall annually contribute the sum of iSve shil- Uiiga to the funds of such District Association. The boundaries of each District Association shall be determined by the Central Board. The senior Oleigyman, being a member of the Church Society and holding a pastoral ekarge within the bounds of any District Association, shall be the Chairman thereof, each District Association shall appoint a Secretary and Treasurer, and such other officers as they may deem necessary. They shall bare authority to frame rules and regulati<«is for the government of their own afllurs, provided they be not contrary to or inconsistent with the Constitu- tion or By-laws of the Society. One-half of all monies paid into the hands of the Treasurers of the District Associations, respectively, and not specially appropriated by the contribu- tors, shall be transmitted to the Treasurer of the Society to be at the dis- posal of the Central Board, and the remaining half may be expended within the District, for such objects only as are specified in the Constitution of this Sodety. Provided, that all monies remaining unappropriated six weeks before the Annual Meeting of the Society, shall be forthwith transmitted to the Treasurer thereof for the general purposes of the Society. Each District shall, at its first Meeting, annually, appoint Collectors in eadi Parish, Chapelry, or Missionary Station within tte bounds of such AssodaUon, wheee duty it shall be to procure subscriptions and donations, to collect the subscriptions of Members of the Society and of Members of the Assodation and to transmit the same to the Treasurers respectively. finch Sermons as the Lord Bishop of the Diocese shall direct, shall be preadied in each year in each Parish, Chapelry and Missionary Station, on ■nd) days as the Bishop shall appoint, in favour of some one w more of the objects of the Society, and a collection made in aid thereof which shall forth- iritlt be transmitted to the Treasurer of the Sodety, and no grant or benefit 9 from the Sociotj, ahall bo obtained for any object within any Parich, Oba- pelry, or MiMnionary Station in which nuch Sermon or Sermons ithall uot bavo been no preached and such collections Hlmll not have been made. Each DiHtrict AsDociation shall report its procccding^ annually, to the Central Board, not Ichs than one month before the Annual Meeting of the Society, with a detailed account of all the monies received and expended by them during the procediog year. ARTICLE X. Of the Lay Committee. A Lay Committee, consisting of not loss than thirteen Members, shall be chosen at the first meeting of the Central Board, from among the Membeni of the Society, of whom three shall be a quorum for the transaction of the basiness. The proceedings of the Lay Committee shall bo subject to tho sanction of the Bishop of the Diocese. The clerical and other members of the Central Board may attend at any of tho General Meetings of the Committee, and may propone and discuss matters therein, but shall have no vote ; and the Committee shull report their proceedings to the Central Board at least once each quarter. The objects of this Committee shall be: Firat.— The securing to the Clergymen now resident and doing duty in the Diocese, a sufficient and permanent income, and providing, with the least possible delay, for the increase of their number so as to meet Uie increasing exigencies of the population. Second. — Tho building, in every place where it may be required, a Church of stone or brick, upon a well considered plan, as to dimensions, external form and internal arrangement, keeping in view the probability of its requiring enlargement Third. — ^The building, in a good situation, as near as practicable to the Church, a comfortable Parsonage of brick or stone, the plan of which should be carefully considered, with reference to size and internal arrangement, and should admit of additions being made, with the sanction of the Bishop. Fourth. — ^The procuring an adequate and permanent support for all the Institutions, Authorities, Functionaries, suitable and appertaining to the Ee- tablishment of the Church of England in this Diocese. Fifth. — ^The investing all life subscriptions, (unless so far as the applica* tion of these may be otherwise limited by the contributors,) in a permanent and accumulating Fund, Of which the interest only shall be applied to the general purposes of the Society. Sixth.— The encoiuraging the formation of a Locil f^dowment Fund, ai every station or place having a Church or Clergyman, by special contribu- tions, or by setting apart a portion of the Pew-rents, to form an accumulating fund until the net income shall in each case amount to £60 per annum ; for the more effectual promotion of which object, the Society will engage, when* 10 .If'.- •▼er lucb fund shall be fonned and shall amount to £100, inrested in Bank- ■tock or other public securities, to add thereto such an amount, not ezceeS- ing £100, as the funds of the Society, from time to time, shall admit of; provided always that such investment shall stand in the name of the Presi- dent of the Society. Sevmih. — The management and superintendence of all lands belonging to the Society. ARTICLE XL All meetings of the Society and of the Committees shall be opened end dosed with such prayers as the Bishop may appoint No alteration or amendment in the Constitution or By-laws of the Society shall be mar^e, unless the general nature of such alteration or amendment ■hall have been proposed at the next previous General Meeting of the So- ciety, provided Uiat not less than one month intervene between the two Meetings, and that the object of the Meetings be stated in the advertisement by which they are called. At all Meetings of the Society, of the Central Board, or of Committees, the Chairman, in case of an equality of votes, shall have a double or casting vote. ARTICLE Xn. Whereas some members of the Church, who are not unmindful of the great Spiritual wants of their own neighbourhood, still feel constrained, in pious gratitudes for the blessings they enjoy, to allot scmething, however •mall, from the means with which a Gracious Providence has blessed them, towards the spread of the glorious Gkwpel among the nations which still sit in darkness : the Society will gladly receive and forward to the Society for the Propagation of the Gospel, the Church Missionary Society, or the. London Society for the Promoting Christianity among the Jews, what- <)ver sums may be given for the conversion and instruction ot tne Heathen or the Jews. Rules for District Depots, 1. The District Associations may receive, (on account) from the Deposi- tory, sucKBooks as they may require on application to the Assistant Secretary between the hours of 10^ to 12 a. k., and 2| to 4 p. u. 2. The District Association are required to forward in the first week of June and December, to the Secretary of tho Book and Tract Committee, an account of the Books remaining unsold, and also in January and July to forward to the Treasurer of the Book and Tract Committee the proceeds of Sales made during the previous 6 months. 8. The District Associations are requested to forward to the Secretary of the Book and Tract Committee a statement of the Books sold during th« year at least one month before the Annual Meeting of the Central Board. 4. Not as a mere matter of form — not simply in accordance with a time honoured custom — but with deep, sincere, and earnest feelings would the Central Board, — in presenting this its first An- nual Report, — record its gratitude for the success with which the Church Society in this Diocese has been blessed, and for the many marks of Divine favour with which its cou "se has been cheered and supported. The division of the over extensive Diocese of Quebec, whilst it relieved our late laborious and much beloved Diocesan from heavy duties faithfully but arduously performed, resulted in the appointment to the new Diocese of Montreal of our present Bishop, a cause for congratulation to the whole Church, and of praise to Almighty God. Now, — constituted a new Diocese, with a Bishop of our own living in our midst, and (by a blessing from on High,) infusing thiough his presence and counsel fresh life and energy into our operations, and imparting to us the strength of unity — it was felt by every one that the organization of a Church Society fur the Diocese of Montreal was amongst the first steps to be taken to give efficiency to the working of the Church. For this purpose a meeting was held on Friday, the 11th Oc- tober, 1850, and an association formed by the name of the " Church Society of the Diocese of Montreal," and a Committee appointed for drawing up By-Laws for the conduct of the Asso- ciation ; and on the 30th of the same month, a general meeting of the Diocese assembled, and, aAer having adopted the Report of the By-Law Committee as the constitution and By-Laws of the Church Society of the Diocese of Montreal, appointed another general meeting to be held on the 21st of January, 1851, for fnllr organizing the Society. 16 w At this meeting the arrangements were completed, the ma- chinery put in motion j and it now becomes the pleasing duty of the executive to report the result of a year's work, and resign the powers v%nth which it was intrusted into the hands from whence they were received. In commencing its operations, the equitable apportionment of the monies and property of the Incorporated Church Society between the two Dioceses, demanded attention, and a Committee was appointed to represent the interests of this Society, and to confer ViiXh a Committee from Quebec, for the purpose of considering and maturing a plan ; the Committee, with much patience and skill, brought their labours to a satisfactory issue, of which the following is a brief extract, viz. : — Amount due from the assets of the general fund to the Diocese of Montreal, JS420 12 Amount due from the Widows' and Orphans' Fund £939 13 4 All of which will appear under the proper head in the general accounts. The plan adopted was that of dividing the accounts as though there had been from the first two separate Societies, handing to each the balance that appeared in its favour. The Incorporation of the Society also received early thought and care : it was felt that its action would be facilitated and its stability and permanence better secured by a legal eustence and corporate powers. A Bill amilar to that enjoyed by the Church Society of the Diocese of Quebec, was therefore introduced by the Honourable W. Badgley to the Provincial Parliament during the last Session, and having passed both Houses, with the sup- port of the Ministry and by a large majority, was, as is usual, reserved for the sanction of Her Majesty j we have consequently good reason to hope that ere another year has passed, the Society Tvill be in the possession of the privileges and powers of a corpo- rate body. But the great object kept in view by the Central Board, has been « the bringing the glorious gospel of the blessed God" home to the door and heart of every member of the Church,— has been to meet the spirit of evil at the very threshold, with those ministra'- •V f 5 \ I'pl. , l- 17 tions which the Spirit of €rod is pleased to use as means for the salvation of souls -^to setid forth Missionaries and fill up those gaps that are appai'ent in the ranks of the army of the Cross- to assist the great Societies, which ftre among the ehief glories of our Father-land, in contending with the wide spread ignorance around us. What the Board has been enabled to accomplish shall pre- sently be recorded ; but the question may first be put, what has the Church done t How have her members, — richly blessed with the great and precious promises of the Word of God, responded to our call on behalf of those who are still insensible to the invita- tions of the Gospel T We will leave the reply to our statistics, and make an appeal to you, founded upon the fact, that one of the Clergymen in this Diocese has 500 square miles of new country, pretty thickly settled to serve in spiritual matters, and that many others have very nearly the same extent of country, and the same amount of duty to attend to. The Board has ever been duly impressed with a sense of its duty and responsibility on the subject of Missionary labour ; it has continually felt that even as this lay first amongst the objects con- templated in the constitution of the Society ; it was of the first importance to the well-being of the Church, and the good of souls ; they therefore early devoted a lai^e portion of the funds at its disposal to this purpose, by paying five Clergymen and one Student additional sums, to enable them to make more extended visits in the destitute settlements, and carry to the lost the glad tidings of salvation ; and placed besides annually at the disposa, of the Lord Bishop of the Diocese the sum of JS150, to be dis-^ tributed by him for Missionary purposes, at his discretion. There is now invested on this account, JS 1,125 An increase for this year of 225 The subject of Insurance of the lives of the Clergy has not been forgotten. A Committee was appointed in August last, which met from time to time ; their deliberations as yet only served to show the necessity for caution, and they are now waiting statis- tical information, the result o( long experience in the Mother Country, preparatory to laying before the Board a well-digested scheme. 8rd. ENCOUBAOEMENT OF EDUCATION. For this purpose a Committee was duly appointed, which anxiously considered the subject, but the state of the Society's funds precluded the possibility of any general extended opera- tions ; they however matured a plan, enabling the Clergy, at a cost of jS50 per annum to the Society, to avail themselves of the benefit of ** the Female Diocesan School,'' already established under the auspices of the Church, for their daughters, at half the usual expense ; and many of the Clergy embraced the offer ; 12 pupils having been received into the School. A similar plan for the benefit of the sons of the Clergy had to be abandoned for the want of funds. 4th. ASSIVLKSOE TO CAVDIDAIEB FOB THE HmSTBT. The Board has not felt itself in a position to enter upon any plan for systematiwdly carrying out this object, nor at present does the necessity appear very pressing; the want of suitable and deserving young men seems greater than the want of means for preparing. them for the Ministry* The Society for Propagating the Gospel, with great liberality, allowB £300 pec annum to Bishop's CoUege> LennoXviUe, which 21 18 appropriated to the forming of Exhibitions, of theao there will be two vacant in August nex^ of jS30 each, and one of jB12 lOa., formed by the contributions of former students. Sth. DIPOBITOBT. Mrs. Walton continues her efficient management of the Depo- sitory, Great St. James Street. The Depository at the National School House will be open from 10^ to 12 a. m., and from 2) to 4 p. m., for the sale of Books, and also for the issue of Books to the District Committees. In accordance with a lesolution of the Central Board, no Books will in future be issued to any individuid on credit either from the Central or District Depots. The Book and Tract Committee have entered with zeal and intelligence upon the work of rendering this branch of the Society's operations much more rich in usefulnese ; and a glance at the following Report will show that the Board is not inviting disappointment when it holds out the promise of increasing good from its future working. "*"' Report.— The Book and Tract Committee, at the commence- ment of their operations for the past year, applied to the Society for Promoting Christian Knowledge, in London, to ascertain on what terms their publications could be obtained by this Committee. The result of this application was, that the Society, with their ac- customed liberality, forwarded Bibles, Prayer Books and Tracts, as ordered, to the amount of jS50 Sterling, at members* prices, which has enabled the Committee to sell Bibles and Prayer Books at an unusually low price j but the Christian Knowledge So- ciety at the same time informed your Committee that in future their publications would be sent at non-members' prices, the usual reduction being allowed on all orders above JS5. The operations of the Book and Tract Committee have neces^ sarily been very limited during the year, in consequence of the 9mall amount of funds placed at their disposal ; and it is much to be regretted that the Bibles and Prayer Books required for many parts of the Diocese could not be furnished from the Depository, as the supply received from the Society for Promoting Ohristiani Knowledge was almost immediately disposed of* 28 The Committee, however, look forward with confidence, that this branch of the Society's operations, (under the arrangements which have been sanctioned by the Central Board for the increase of the funds at the disposal of the Committee,) will soon be in a position to meet the wants of the Diocese, and in some measure relieve the Central Board from the annual demand which is now made on the general funds of the Church Society. The Committee also anticipate that the plan recently sanc- tioned by the Central Board for the formation of Depots of Books in each District of the Church Society, will be found to confer an important advantage on the different missions, and will, without causing an outlay from the Missionaries themselves, bring the Word of God, the Prayer Book of the Church, and the other publications of the Society within the reach of every member of the Church. There have been issued from the Depository during the year : Bibles, 144 Prayer Books, 637 Tracts, 1149 1930 6th. ENDOWIBRTS, te. Upon this matter we would refer to the subjoined reports of the Lay Committee, showing that the subject of Endowments has been taken up with much vigour and activity. Report of the Lay Committee of the Church Society of the Diocese of Montreal, on the subject of Endowments : — That in the opinion of this Committee, the thanks of the Church Society of this Diocese, are due to the Venerable Spciety for the Propagation of the Gospel, for the very generous contribution of one thousand pounds per annum towards the attainment of this object of primary and vital importance to the welfare of the Church in this section of the Province. That this Committee feels assured, that upon a due statement of the want of pecuniary means, not only among the inhabitants of the several missions of the Diocese, (and particularly those recently formed), but also in the Church Society itself, the Vener- able Society for the Propagation of the Gospel will be induced to modify the conditions attached to the expenditure of its liberality. 2a That, in the opinion of thin Committee, in many caBei, the ex- tent of land Hufficient for the purpofles of a Glebe, cannot bo pur- chased for a sum less than £300. That if the amount to be appropriated thereto, out of the grant of the Venerable Society, be restricted to £100, there will remain a balance of £200, or two-thirds to be made up in the mission, or otherwise— That this Church Society, being of very recent origin, and pos- seDaing no endowment, and, in fact, almost entirely depending upon the annual contributions of its missions and members, cannot afford out of its funds a../ considerable amount towards the com- pletion of the two-thirds of the proposed purchase money. That even should the inhabitants of each mission, with a view of securing the aid of the Venerable Society, undertake to raise among themselves so large a proportion as two-thirds, such sub- scription would have the effect of materially reducing the income of the Church Society, and consequently its usefulness, the inha- bitants not having the means of contributing to both. That it is the opinion of this Committee, that if the Society for the Propagation of the Gospel would be pleased to alter that part of its conditions, uo as to permit us to use a sum not exceeding £150, or such part or proportion thereof as may be necessary as the one-lwlf of each purcJiasef it might be possible, by the united exertions of the Church Society and the inhabitants of the mis- sions, to make up the other half. That it is well known that the incomes of the several Mission- aries in this Diocese are very small, and that in proportion to the poverty of the mission, is the increased demand upon the charity of the Missionary, and that he can but ill afford to contribute at the rate of 5 per cent., as proposed by the Society for the Propa- gation of the Gospel. Wherefore this Committee respectfully suggests that a commu- nication be addressed to the Venerable Society for the Propagation of the Gospel gratefully acknowledging and accepting its very generous donation of £1000 per annum towards the Endowment of Missions, and praying, that for the reasons above assigned, they may be pleased to remit the 5 per cent, to be contributed by the Missionaries, and permit this Society to employ a sum not exceed- ing £150, (in the place of £100), in each purchase of a Glebe as the proportion of one-half its purchase money. 24 That notwithstanding the hope entertained by this Comniittee, that the Society for the Propagation of the Gospel will be pleased to accede to the above prayer, it is necessary that action should be immediately taken upon the communication received from the Venerable Society, and that a circular be addressed to each Mis- sionary in the Diocese, informing him of the same, and requesting his active exertions among his parishioners to cf^rry out the object in view. That, anticipating the day when it will be in the power of this Society to mjJte the contemplated purchases, this Committee recommends, that, to prevent misunderstandings, it be previously well understood that so soon as any mission shall be in funds to acquire a Glebe, the /oca/% of such glebe shc-U be determined by a Committee, to consist of the Lord Bishop of the Diocese, the Chairman or other member of the Lay Committee, and the Mis- sionary and Churchwardens of such mission. The Lay Committee be§ respectfully to report : — That since the last meeting of the Central Board, and pending the correspondence with England on the subject of Endowments, this Committee has been actively engaged in the collection of the necessary data to form a correct terrar of all the lands and Church property within the Diocese, their revenues and destinations \ but in order to render this tableau sufficiently accurate for publication vnth the next Annual Report, (an object the Lay Committee have much at heart,) all those Clergymen who have not yet answered the Circular on this subject, are respectfully entreated to do so forthr- wilih, and with their statements to furnish the deeds if they have them, — if not, their dates, and where they may be found ; in the event of their being no deeds, a statement to that effect, with such instructions and descriptions as may enable the Committee to get deeds executed, It is highly ip^portant that these deeds should be legally executed, and duly enregistered. " TJie Lay Committee, fully impressed with the conviction that the formation of new Missions is one of the primi^ry objects of this Society, have drawn up, and now subinit for the approbation of the Central Board, an Appeal from them, as representatives of the %..• 25 ♦ ;■:?• I Laity in the Diocese, to the Laymen themselves^ — praying (should it be approved of) that it may be generally circulated as soon as possible, and, of course, previous to the Annual Meeting. The Lay Committee of the Church Society of the Diocese of Montreal would respectfully, but most urgently, lay before the mem- bers of the Church of England, resident therein, the following/a(:£s and deductions^ praying their serious consideration thereon : " That it is a well established fact, evident to all, that many parts of this Diocese are in a state of total spiritual destitution, whilst many others are but imperfectly supplied from their great extent of territory, and consequent overtasked duty imposed upon the resident Missionaries. '< That it is neither right, nor seemly, nor in fact possible, that the Missionaries themselves should take an active part to supply the pecuniary means necessary to remedy this great evil. " That it is on the Laymen that this sacred duty devolves ; and that they should not onWfeel it their duty, but also a sacred pri- vilege to be permitted to co-operate in so pious a work. " That this duty is not one, devolving solely on the head or father of a family, but it is also imperative on every individual metnber of it, to furnish his or her quota to entitle each to the privilege of being considered a consistent member of the Church itself: it should be looked upon as a holy, personal and voluntary tax by eveiy one, and as such, regularly and annually paid, to the full extent, which each in his conscience may feel he can afford. " That if such a conscientious discharge of this sacred obliga-* tion were heartily fulfilled, this Church Society would soon have the means of sending new labourers into the vineyard of the Lord, ^nd render fewer the many personal privations which the Mis- sionaries now undergo in the prosecution of their arduous and responsible duties. ♦* That by the last census, (IS**,) the members of the Church of England, in the District of Montreal) were computed at 25,355, of whom one-half mzy fairly be considered as capable of contribut- ing something to this good work ; and should each of them bestow but 2s. 6d. per annum} it would produce a sum of JC],584, equal to the provision for thirteen new Missions." From the foregoing simple statement of facts, the Lay Com- mittee consider themselves justified in hoping that an appeal in 0- >. i ; t , t m i ^: .4# 26 Jf ^40 favor of the establishment of new Missions, may not be consider- ed as inopportune by their Lay brethren, and that as Churchmen, believing it to be their sacred duty to supply the means of disse- minating the Gospel throughout our destitute settlements, they mil, on the occasion of the approaching Anniversary of this Society, show forth the sincerity of their profession, by liberal and per- manent subscriptions, towards the attainment of this most impor- tant work. The Lay Committee of the Church Society, in closing their duties for the year, beg leave to offer for the use of its members the draft of a " Terrar" of the properties belonging to the Society and its Missions, showing their several localities and descriptions, from whom and how acquired, and destination, — trusting that this record of the donations of their well wishers and supporters, may stimulate other Churchmen to do likemse.
