NAME. 1.— The Name of this Society shall bo «* The New- foundland Chtirch Society.'* OBJECTS. 2. — The objects of this Society shall he, (1) to con- tribute towards the maintenance of the Olerpry and Licensed Lay-Readers, (2) to assist in the erection, enlargement or repairs of Ohnrches, Parsonages, or School-rooms, and in the purchase of laud for Glebe or other Ohnrch purposes, (3) to provide for sale a supply of Bibles. Prayer-Books, iSchool-Books, and other Keligious Books and Tracts, (4) to assist in creating and sustaining a Special Fund for the endow- ment and support of the Theological Gollego in St. Juhn*s, and (5) to create and maintain a separate Fund for assisting the Widows and Children of de- ceased Clergymen of this Diocese. MEMBEHS. n.— Tho ^rombors of this Society sliall bo, (I) nil persons who shall Imvo paid to their Oler^ymaii or the Treasurer the two preceiliiig years the annual sum of ten shillings for the objects of the vSociety ; and (2) all Clergymen who shall have ofliciated in New- foundland or Labrador the two preceding years with the Bishop's license. 4. — All Members shall have power to vote at Iho annual and other general meetings. OFFICERS. 5.— The Officers of this Society shall be (1) tho Lord Bishop of the Diocese, President ; (2) the Ven- erable the Archdeacon and the Kural Deans, Vice- Presidents ; (3) a Treasurer ; and (4) a Secretary ; tho last two to be chosen by the members of the Society at the annual general meeting ; but in case of resig- nation ot office, or removal of either Secretary or Treasurer, during the interval between two annual meetings, the Committee shall appoint a person to act in either case, until the next annual meeting. MANAGERS. 6. — The Committee of Management shall consist of the officers of the Society, and certain Lay-Mem- bers, elected as roi)resen tat Ives in each of the Dean- eries, viz., four elected by members of the Society resident in the Deanery ol Avalon ; three by members resident in tho Deanery of Conception Bay ; two by members resident in the Deanery of Trinity Bay ; two by members resident in the Deanery of Bouavista Bay ; three by members resident in the Deanery of Notre-Dame Bay; two by members resident in the Deanery of Placeutia Bay ; and two by members resi- dent in* the Deanery of Fortune Bay. . -^ / * t ' V ^ *^ 7.— The election of Kcprosentativos shall bo as fol- lows : — On some day in Easter Week, in the year J 859, and in every succeeding fourth year, a meeting ot the nienibers resident in each mission, shall bo con- vened by the Clergyman in charge at some convenient hour and place, of which notice shall be given (with tiie Bishop's consent) in each Church in the mission on some ir^unday in the ]>revious month ; at which meeting the Clergyman, or, in his absence, some other ])erson then to be chosen by the members, shall lueside, and the members present shall vote seriatim for thu prescribed number of representatives. 8. — When the voting, which may bo continued, if necessary, six hours, but not longer, is completed, the Tresiding Ollicer in each Mission shall report the re- sult to the Kural Dean, and the persons who have ob- tained a majority of votes in the Dejlnery, shall bo elected Representatives : provided that every person to be a member ot the Committee must be a Commu- nicant of the Church of England. 9. — The Rural Dean shall report the result of the election in his Deanery, to the Seci'etary in St. John's, the lirst convenient oi)portunity. 10. — The new Representatives shall be convened by the Secretary at the Michaelmas quarterly meeting ; imtil which time the former Representatives shall con- tinue in ottice. 11. — As often as it shall become necessary, from the death; absence from the Colony, resignation, dis- qualification, or refusal to serve, of any of the Repre- sentatives, to appoint another or others in their place, a special meeting of the Members, in the Deanery where the vacancy has arisen, shall (as soon as the. Rural Dean, or, in his absenc^e, the Clergyman next senior in standing in the Diocese, may in i»is discretion 8 Appoint) be convened in like manner as the Easter meeting, when the required Bepreseutative or Bepro- sentatlves shall in like manner be elected. 12. — ^The President or a Vice-President, and six other Members of the Oommittee shall be competent to manage the business at every meeting duly con- vened. 13.— All Clergymen of the Diocese holding the Bishop's license, shall be ex opcio honorary members of the Committee, with the right of speaking, but not, with the exception of the OMcers, of voting at its Meetings. TRUSTEE. 14. — The Loid Bishop of the Diocese shall be the Trustee of this Society, and shall have power to let or to take houses or lands, and to receive all rents and interest of monies as the same shall fall due, and shall ])ay the same to the Treasurer for the time being, taking his receipt, and handing it over to the Committee. GENERAL MEETINGS. 15. — An Annual General Meeting of the members and friends of the Society shall be holden in St. John's on the second Thursday after Trinity Sunday, or as soon after as the Bishop may appoint. The Secretary shall give notice to each of the Clergymen in St. John's, who shall publish it [with the Bishop's consent] in his Church on the previous Sunday. 16. — At the Annual General Meeting a report on the state of the Society, with the Tieasurer's accounts, duly audited, sliall be submitted by the Comiuittee, to be printed, or otherwise, as shall be then and there determined by the members. . *< / 1 / \ if *f 17. — A special p:eneral meotin^ may bo convened at any time, [1] by tlie President ; [2] by a Vice- Vresident and six members of tiie Committee, or [3J by any twelve members of the Society whose pay- ments are not in arrear ; provided notice of snch meet- iujo: be duly given as iu the case of annual general meetings. 18. — The Chairman shall not vote at any general meeting, excexit iu the case of an equality of votes. COLLECTIONS. 10.— It is expected that a collection for the various objects of the Society will be niiide every year by every Clergyman in the Diocese, from every Lead of a family and every adult member of the Church in his Mission, assisted if need be by his * hurchwardens and other respectable members ot his congregation. 20 — Every Clergyman shaU transmit to the Secre- tary a list ot the contributors to the objects of the Society in his Mission, with the amount of their several I)ayments, and to the Treasurer one-four(h at least of his whole collections, on or before the last day iu every year, or as soon alter as practicable. 1^. B. — This Rule does not apply to the Clergy of St. John's, who.shall send iu the whole of their codec- tions to the Treasurer. 21. — All Clergymen who have et)llect.ed as far as possible from ev«^ry head of a family, and from every adult Member of the Church in their Missions, towards the obji-icts of the Society, tor the two years imme- diately preceding, and who have remitted to the Trea- surer one-fourth of the wh(»le collections, shall be entitled to assistance from the funds of the tiociety towards any of its objects in their own Mission ; pro- 10 vi'lod tliat no Clorirynian sliall make a collection for liis own inniiitoiiance separate from or independent of the general collections; and that pew-rents and as- sessments be not considered as part of the said collec- tion or collections. - , V ■' GRANTS. 22. — Tt shall he tho duty of the Committee to deter- jnine from time to time on the appropriation of the Funds, by makinii^ grants towards the objects of the Society under the recommendation and sanction of the rresident. 23 — No Clern:yman declining or neglecting to collect for the Society, or to transmit a list of the contribu- tors, and their payments, and a fourth ])art of his collection (as directed in Kule 20) shall be entitled to receive any grants from the Society, lor himself, or for any of the ol»jecls of the Society, in his Mission ; l)rovided that where a collection has been duly made, and the list, with the fourth part of the collections, transmitted for the two previous years by his i)rede- cessor, any Clergyman newly in charge may, betoro sending his annual collections, ask and receive for any ot the objects ot the Society, excepting only his own maintenance. 24 — It shall ba competent to the Commltteo to make grants in the usual manner to any Mission, in connection with the Society, which supijorts its own Clergyman ; and any such Mission shall be held to bo in connection with the Society whose Clergyman sub- .scribes ten shillings, and makes a collection in his JMission, annually, towards the general funds of the Society. 2.").— It a Clergyman leave his Mission before f this Society, who shall be request- ed To exaini'ie all securities belonging to the general iunds of the Society, or belonging or appertaining to the Clergy Widows* and Orphans' Fund, or to any other fun (I over which the Society has or shall have control, and to rej) )rt in wViting to the President, or, in his absence, to the senior Vice-President, in St. John's, their opinion ujmn the sufficiency or insuffi- ciency of the same ; and if necessary a special meeting of the C(»niniittee shall be convened to consider such report, and to take such action uxion it as shall be deemed requisite. 38 — All title deeds, mortgages and other securities belonging to the Society, or over which it has control, shall be deposited and preserved in a suitable muni- ment box. to be provided b.^ the Presi \ / \ r , > ♦ > \ y% i \ 4 PROCEEDI1V&IS At tbo Thirty-first Anniversary of the Newfoundland Church Society holdon at St. John's, in the Cathedral Sunday School Building, on Tuesday, September 3rd, 1872. In coDseqiieDce of the protracted stay of the Bishop of the Diocese in Bermuda, and the expected depar- ture of the Goacyntor Bishop before the time when the business of the Church Society could have been satis- factorily prepared for tlie Annual Meeting, it was thought advisable that it should be deferred for the settlement of the Treasurer's Accounts, by the time of the completion of which it was also confidently hoped that the Bishop's return from Bermuda would have taken place. In this latter expectation your Gommitteeare sorry that they have been disappointed. His Lordship was heard from by the last mail, and, in compliance with his wishes, the present meeting has been appointed to take place. Your Committee also regret the absence of the Coacyutor Bishop, who though so recently here was unable to remain a sufficient time to give the meeting the benefit of his valuable assis- tance. On an analys's of these amounts it cannot but be observed that the deficiency arises altogether fiom the dimin- ished sums contributed by the Cathedral congrega- tion and the Sealers, since the St. Thomas' colk'ction is considerably larger than last year, and the pay- ments from St. Mary's have also 'slightly increased. "With regard to St. Thomas' this is as it should be, inas- much as the vote to that Church has also been increas- ed by £25 per annum, since the last meeting, on an ap- peal submitted by the Bishop from that congregation, "with a recommendation by His T^ordship in its lavor. It is hoped that the St. Thomas' contributions will in the course of time come np once more to their former annual amount, which they are even this vear still considerably below. While pointing to the lessened N -f 21 X f total of tbo amount frotn the Catbodral, your Oom- mitteo desire to observfl that the number of names on the list sent in is .sli;jflitly Incroased, so that the loss has arisen from smaUci sums having been given by individu[ils. The number of contributors from St. Thomas is much enlarged this year, that from St. Mary's is about the same. The payments from the Outharbors to the Church Society, which were in 1870 X286 3s. 7d., have been in 1871 X284 Os. 4d., which is also a trilling diminution. The Clergy standing votes have been much the same as those recorded in the pre- vious report. The sums expended on Churches and Parsonages have been somewhat larger, as have also those coming under the head ot Miscellaneous objects. The whole, however, or very nearly so, of the increased expenditure arises from the circumstance of five quar- terly payments having been made, inconsequence of the delay of this meeting, to most of the Clergy, since the last anniversary, and a second year's payment also of the Secretary's salary and incidentals. This also explains the cause of the reduction of the balance to the credit of the Society in the hands of the Treasurer. (id. ; an amount, therefore, of X254 14s. in the Com- mercial Bank, now awaits a further opening for in- vestment. A capital sum of ^£3,821 12s. 8d. is repre- sented by the amounts already invested^ together with the above floating balance* BOOK DEPOSITOEY* Accounts in the usual form have been made up of the business done during the year ending May 1, 1872, by which it appears that Books and Tracts of various kinds have been sold to the value of £501 2s. 8d. This is a very satisfactory statement ; but your W •V ' 25 Committeo have been informed that but for deXay^ represented to have been unavoidable, in receiving- books fi'om the Parent Society, the sales would have been still larger. Your Comaiittee again earnestly commend the Depot to the use of all Members of the Church, as the place in St. John's where all books of a poligiaus character, best suited to their wants, can be purchased at tho lowest cost, and hope that its use- fulness as a Church Institution may became more generally known and appreciated. The Depot is now kept by Mrs. Rouse, at No. 305, Water Street, next door to Messrs. Tessier's,nearly oppositeifesform'^r situation. THEOLOGICAL COLLEGE EJ^DOWMEXT FUND. With regard to this fund, in the absence of tlie Bishop, your Committee have nothing to add to tho information furnished last year. It i« believed that no additions to its amount, requiring special mention, liave been reuriK)se- whicii its name bespeaks, lias been already made 24 known to the Clergy generally, who will, your Com- mittee doubt not, promote its object to the utmost of their power and influence. Since last year, in ad- dition to the vote from the Society for tho Propaga- tion of the Gospel, of X2,000 sterling, then announced in their report, your Committee have the great plea- sure of informing Members of the Church in this Diocese, that a further sum of £2,000 sterling, has been set apart by the Society for Promoting Christian Knowledge, upon the same condition, viz., that an amount suflicient to make up a total of jB 10,000 ster- ling be raised within five years to meet these grants. A Committee to accomphsh this object was formed in St. John's in September last, into the care of which sums have been already paid amounting to ifil,805 15s. 5d. currency. Subscriptions have been promised by a few individuals, chiefly in St. John's, which, when realized, will make a total at the five years' end of not less than £3,750 currency, to be added to which, at the lowest estimate, your Committee are unwilling to suppose the congregational collections of the various Missions will yield less than £200 currency annually, or £1,000 in the aggregate, while, with special dona- tions in hand, it cannot bo expected that the five years allowed by the conditions ot the grant of the two Societies which are our great benefactors, will pro- duce less than another sum of equal amount to that collected by the Clergy in their Churches and among their congregations. These results would leave a sura of about £950 currency only to be provided by the laige overflow of these estimates, which the liberal f i » > 'i A I / i » 25 and zealous way in which the appeal has been met in the capital, and the few places from which time has yet allowed of any resr»onse, reasonably leads your Committee with all confidence to expect as soon as the occasion for the appeal becomes generally known, and its great importance fully understood. Your Committee hope that the privilege of thus providing for their Bishop's future maintenance will be properly appreciated everywhere throughout the Diocese, and that offering's other than spontaneous which may be procured beyoml its limits, will be in excess of the £10,000 sterling contemplated for the endowment and perpetuation of the Episcopate in this Colony of Newfoundland. The absence of the Coadjutar Bishop on a voyage of visitation, has been already referred to. Your Com- mittee feel, in returning to this circumstance, that however little mention of his graceful and generous action would be desired by him, it is incumbent upon them to speak in terms of most grateful acknowledg- ment of the noble gift by Joseph Curling, Esq., K. E., of the beautiful yacht Lavrock, to supply the place of the Church-ship Star^ so unfortunately wrecked on the AVestern-shore, near Burgeo, in August last. V \ I.—Tjie Newfoundland Ciiurcie Society's Special Fund, for assisting- the Widows and Orphans of deceas- ed (Jlcr;a:ymeu of the Diocese of Newfonndland. sliall consist of all monies paid to the Treasurer of the So- ciety for that object. 2.— The Committee of the Church Society shall have the management of the-Eund. 3. — Every Hundred Pounds of available surplus shall be invested by the Committee as opportunities occur. Smaller sums shall be deposited every quar- ter in the Savings' Bank. 4. — All Clergymen in the Diocese holding the Bishop's license, may secure the benefit of this Fund by contributing withiu six months from the time of obtaining their License from the Bishop, as follows: — (1) Unmarried Clergymen and AVidowers without a child, one pound (ill) per annum ; (2) Married Clergy- men (and such as shall afterwards become married,) and Widowers with a child, two jjouuds (£2) per annum. 5. — Annual subscriptions shall be payable i!i ad- vance on the 1st day of January in each year: pro- vided that Clergymen on entry shall for that year pay 42 only a rateable proportion of the annual subscription up to the Ist (lay of January following. Thirty days ^race shall be allowed, but every Clergyman neglect- ing to make payment within that time, shall lorfeit his claim upon the Fund, to be recovered only upon l)ayment of arrears, with ten per cent, thereon, before the following 1st day of January. G. — Any Clergyman neglecting to subscribe accord- ing to liule 4, or to pay his annual subscription within the time limited by Kule 5, may, if the Committee see fit to admit or re-admit him, secure the benefit of the Fund by the payment of two pounds ten shillings (£2 10s.) if married or a widower with a child ; and one pound ten shillings (£1 10s.) if unmarried or a widower with- out a child, from the day on which the last annual subscription to be paid was due, or from the date of his being licensed by the Bishop, and from the date of such admission or re-admission, he shall come under the operation of Rule 4. 7 — Every Clergyman securing the benefit of this Fund will be required to make a yearly collection for the same in his Mission, and to forward the amount ■with his own annual subscription, to the Treasurer. 8. — The AVidow of every Clergyman who shall have paid his annual subscription, and forwarded an annual collection, till his death, or till incapacitated by men- tal or bodily infirmity, shall be entitled to receive a yearly pension of thirty p»unds (X30) currency, during widowhood. 9. — If the Fund should at any time permit, the Committee may increase the amount of pension to any sum not exceeding X50 ; such an addition, however, being subject to be withdrawn wholly or in part, should the btato of the Fund not warrant its con- tinuance. 4J - i 10. — If tlie Widow die or marry a^ain, tlio pension shall be paid to Trustees for the benefit of such Ohild- xeu of the deceased luisbaiid, as may be, if boys, un- der sixteen, if girls, under eighteen years of age. 11. — The Trustees named by a deceased Clergyman, in the event of the deatli or marria;>e of his Widow, shall be recognized by the Comniittee in paying the pension lor tlie benelit of the child or children ; but if the Trustees so named are unwilling or unable to act, the Bishop of the Diocese shall act as Trustee in the application of the pension. 12. — If the wife die before her husband, his child or children shall receive the pension, so long as there is a claimant under Rule ten. 13. — The pensions shall be paid half-yearly by the Bishop's order on the Treasurer, on the first of Janu- ary and first of July. The first payment to be calcu- lated for the interval from the husband's death to the day of payment. 14. — If a Clergyman having joined the Fund after the 24th June, 1863, removes from the Diocese after having served less than fourteen years, his connection with the Fund shall cease, and he shall be entitled to receive back half the amount of the annual subscrip- tions he has paid. If he removes after having served fourteen years and less than twenty-one years, ho shall be allowed to remain in connection with the Fund by paying an annual subscription of six pounds or nine pounds if residing within the tropics ; or he may receive back half his annual subscriptions, upon which his connection with the Fund shall cease.
