Read the Report of the Executive Committee. REPORT OF THE EXECUTIVE COMMITTEE OF THE CHURCH SOCIETY. In making the Report required of them, the Executive Committee of the Church Society submit in the first place an Abstract of the Re* ports of the Local Committees, as follows. KINGSTON. The Rector of the Parish, in the name of the Committee, returns thanks for the special favours received from the Society during the past year. The grant of ;f20 in aid of the new Church on the Long Reach, afforded great relief to the Building Commitree. From the appropriation of Books, that Church has been supplied with a handsome folio Bible and Prayer Book, Trinity Church with a suitable book for the Altar, and the Lending Library with a small addition of useful little works. The Committee forbear to recommend any particular application of their contributions, but hope the state of the Society's funds will allow of the usual appropriation for Books, which are generally acceptable and especially useful in Country Parishes. Their contribution amounts to JSn 6s. 3d. Mr. Pickett is named as their Lay Deputy to the General Committee. DUMFRIES AND PRINCE WILLIAM. The Local Committee of this Mission held a meeting in Saint Clement's Church on the 1st January, immediately after Morning Prayer, and passed Resolutions; in which they thank the Society for last yea/s grant of Books, and for the aid afforded towards the erec- tion of a iicw Church in the Magundy Settlement, and recommend the same objects la the Society's favorable consideration Ihis year. In forwarding these Resolutions, the Rev. J. Disbrow takes the op- portunity oi expressing his own sense and that of his Parishioners of the usefulness of the Church Society, and his desire that by increased support it may be enabled to extend its usefulness. He expresses great regret that the Society should have been unable to secure occa- sional Missionary visits to a greater number of destitute places, knd considers that object as one especially worthy of its consideration. With the Books granted by the Society ho has formed a Lending Library, which his Parishioners value highly, and make great use of. He trusts that the application of the Committee in behalf of the people of Magundy will not be overlooked. They need assistance, and deserve it. Thomas Jones, and William Davidson, Esquires, wore chosen Lay Deputies to the General Committee. CHATHAM. The Local Committee held its Annual Meeting on the day of the Epiphany, after Morning Prayer, in Saint Paul's Church, and passed a Resolution expressive of cordial approbation of the Church Society and its objects, followed by others, in which they thank the Society for last year's grant of Books and Tracts to Chatham, and for the aid af- forded to the Church now building in the Parish of Nelson. The objects they recommend are aid to the formation of a Lending Library for that Mission, and further aid (to the amount of i£25) to the Church at Nelson, on the ground that that Church was undertaken solely upon the responsibility of the Visiting Missiop t y for the District, who is now largely in advance. The Honorable Joseph Cunard, and John A. Street, Esquire, were chosen Lay Delegates to the General Committee. In a letter accompanying this Report, the Rev. S. Bacon solicits in strong terms the Society^s favorable consideration of the application in behalf of the Nelson Church, bearing witness, from personal know- ledge, to the great difficulties Mr. Hudson has had to contend with in prosecuting his benevolent design. GLENELG. The Fifth Annual Meeting of this Committee wns hold in the Parish Church of Saint John the Evangelist, on Saint Stephen's Day, De- cember 26th. The following Resolutions, passed unanimously, have been transmitted : Thai the Local Committee return their grateful acknowledgments to the Church Society for the grant of Books ancT Tracts lately made to that Settlement ; and further Resolved, That Mr. Hudson be re- quested to solicit another donation of works suitable for the Parochial Lending Library. That this Meeting learns with much satitifaction that considerable I J 6 pro;jrciM lins been made iti building tlie Church at Nelson on this River, and therefore would press most earnestly and respectfully upon the altention of the members of the Church Society the necessity of ren« doring timely and liberal aid towards the completion of this charitable work. Mr. Hudson states that the building upon which he is engaged will cost £280 at least — u considerable addition having been made to the original plan. Of this sum he has only £95 in prospect ; nevertheless he promises, God being his helper, to finish the Church, if the Church Society will add £2^* or £30 to the grants already made by it. Loy Deputy to the General Committee, Honorable Joseph Cunard. WOODSTOCK. The Committee in their Report, a(\cr having warmly commended the great exertions in behalf of the Church by which the present time is signalized elsewhere, especially in England, and declared their own sense of the obligation which lies upon all Churchmen to forward ac* cording to their ability the same good cause — proceed to notice with grateful acknowledgments the many temporal blessings with which an oil bountiful Providence has crowned the past year; and find in them A powerful motive to increased exertion in furthering such objects as those of the Church Society. Having long looked up to their present revered Diocesan with the liveliest affection and respect, they cannot view without sincere regret the prospect of their connexion with him as such bjing soon dissolved ; yet, satisfied that the more immediate superintendence of a Spiritual Head will prove highly advantageous to the Community, they view with gratitude the late announcement of the appointment of a Bishop for this Province. They again respectfully urge upon the Society the adoption of such measures as may meet the wishes of Churchmen with regard to the employment of Visiting Missionaries. And, having had ample expe- rience of the utility of their Lending Library, they solicit a further grant for its augmentation. The use of the Library being confined to members of the Church Society, many have enrolled their names as such for the sake of enjoying that privilege. They request likewise Prayer Books and Tracts for distribution. Their contributions this year will, ihcy have reason to beiive, exceed that of former years, although the Parish has been taxcu to a large amount in procuring an Organ for their Church. ORAND MAN AN. The Rev. James Neales writes that during the few weeks which have elapsed since he took charge of this Mission, he has been unable to do what he hopes to do hereaAer for advancing the cause of the Society. He trusts that his Parishioners will shew in their future subscriptions their sense of the Society's liberality to them in time past. He remits the sum of .£4 7«. 6(2., with a list of Subscribers; and asks nothing at present SAINT ANDREWS. The Local Committee of this Parish held a meeting in All Saints^ Church, December 27th, 1844 ; and passed Resolutions expressive of unabated interest in the Church Society, and gratification at the intelli- gence of the probable appointment of a Bishop of New Brunswick. They ask aid to the contemplated enlargement of All Saints* Church, with the usual grant of Bibles, Testaments, Prayer Books, Tracts, dec J. W. Chandler, and George D. Street, Esquires, were appointed Lay Delegates to the General Committee. The Rev. Dr. Alley, in a letter accompanying these Resolutions, remarks that the town of Saint Andrews still labours under severe em. barrassment ; and his Parishioners have voluntarily subjected them* selves to an expenditure of more than ;f 100 per annum for the efficient service^ of the Church and Missbn, by which it is presmned some of the Society's objects are forwarded. The sum to be contributed this year, including the amount collected after a Sermon preached by the Rector of Woodstock will not, he trusts, fall short of that paid to the Society last year. FREDERICTON. ♦ At the Annual Meeting of this Committee, the Resolutions passed are as follows, viz.: L That this Meeting observes with regret that there was somo falling oiTin the last year's subscriptions from Fredericton ; but trusts that the revival of commercial prosperity which appears to have taken place, will be attended with an increase in those of the present year. II. That believing it to be well understood- by every member of this Local Cummiltee ihot hii eohtribution in miide chiefly fur the pretnn* tiun or Church objects in the less highly fktored portiont of the Pro« vince, they ask nothing more from the Society this year than the usual grant ef Books and Tracts : but iienitble of the great benefits to be derived A'om the wide dispersion of the excellent publications of the Society for Promoting Christian Knowledge among all classes of the people, they ^g to suggest for the consideration of the General Com* mittee the expediency of ordering a supply of such publications to the Depository in Fredoricton, to be sold at such prices as will secure the Society from loss upon the transaction, at the same time giving a pre* ference over other purchasers to members of the Church Society. III. That as a commencement has been made for founding a Divinity Scholarship from the funds of the Society, it be recommended to the Ueneral Committee that a further grant bo made to that object this year. That the Solicitor General, and B. Wolhaupter, Esquire, be the Lay Delegates to the General Committee. KINQSCLEAR. At a meeting of this Local Committee in Saint Peter^s Church on January 14th, it was unanimously Resolved — '* That the thanks of this Committee are due to the Church Society for its past kindness to the Parish of Kingsclear." They ask to be remembered in the distribu- tion of Books and Tracts ; and appoint George Garden, and Thomas Murray, Esquires, their Delegates to the General Committee. The report is accompanied by a letter from the Rev. E. J. VV. Ro- berts, wherein he states that the Books and Tracts formerly granted to this Palish have been formed into a Lending Library, which appears to be doing the Church good service. He adds, that it has been proposed to add a Chancel to Saint Petef a Church, and the Congregation is desirous, willing at least, to engage in the work, but fearful that the expense may be beyond their means. He has therefore been authorized by the Committee to submit the scheme to the consideratioti of the Society ; and hopes that, if the pro- posed addition be comprehended within the spirit of the FiAh of the Society's Rules, it will be disposed to give such assistance as it can afibrd towards its speedy completion. SHEDIAC. The Local Committee of Shediac, at their meeting, appointed D. Hanington* Esquire, their Lay Deputy ; and requested him to solicit a " f gmnt of Books for thu enlargement of the Parochial Lending Library, and Teatamenta for the use of the Sunday School. The Rev. Dr. Jarvis writes that he has obtained some subscriptions in the Parish of Moncton» The expense of the new Church at Co- caigne (^480) is referred to as a reason for the contribution of this Committee being smaller than he trusts it will be in future years. GAGETOWN. The Local Committee beg the Society to accept their thnnks for the grant (last year) in aid of the enlargement of their Church, which will effect its object in a few weeks. Much of the work is already done, and the whole contracted for, to be finished by the end of March. The considerable increase of their contribution this year is attri* buted to the Books which have been introduced intQ the Parish through the Church Society, ond which have been formed into a Lending Li* brary, and are in constant requisition. Being witnesses of the benefit thence resulting, the Committee eor* nestly recommend that the appropriation for Books be as large as possible ; und requests that the Gage Town Library may be augmented. Their contribution amounts to £13 lOs, SPRINGFIELD. At the Annual Meetit^g of this Committee thanks were voted to the Society, for the Books added to their Lending Library ; of which they request a further increase. The Parish is still subject to a debt on account of the Parsonage House, and their Church needs repair. But they are happy to state that there is no diminution in their contribu- tion to the Society. NORTON. This Committee report, that they are reluctantly obliged to pursue the same course with their subscriptions for the present year as they did for the last — to appropriate them towards reducing o debt due by the Church Corporation. They feel however pleasure in assuring the Society that this obstacle towards contributmg to its funds will spee- dily be removed ; and hope that next year their contributions may revert lo their usual channel, much increased by the prosperity of their own Parochial afTaira. 10 CARLETON. The collection in this Parish amoimts to ;f 10 ISs., including Mr. Wheeler's annual subscription for 1845. SUSSSEX VALE. Rev. H. N. Arnold has forwarded a collection in his Mission of £4 17s. 6d. towards the general purposes of the Society ; and requests Prayer Books, Testaments, and Tracts for the remote districts of his charge. He expresses his own best wishes that success may attend the Society in all its exertions to promote the cause of God and His Church. BATHURST. The Rev. VV. F. Russell regrets that the contribution from his Mission is not greater. He has occupied his Mission but a short time, and has had to contend with unfavorable circumstances. The contributors at Bathurst desire to form a Parochial Library. At Dalhousie the greatest requisite is a ChurcK, which the people are willing to do all in their power to eirect. He will himself hand over the money to the Treasurer about the first week in March. Mr. Barberie is 'the Delegate to the Generar Committee from Res- tigouche ; and Mr. Desbrisay and Mr. Carman from Bathurst. SACKVILLE. The Rev. John Black writes, that he has been prevented by severe indisposition from making his return in time, but has inclosed the con- tribution of this Parish to the Hon. A. E. Bolsford, its Delegate to the General Committee. The Parish of Dorchester has been so pressed by local wants that it has not been deemed advisable to attempt any collections there this year. That Parish has lately purchased an Organ for the Church, t;nd the Church is about to be enlarged. SAINT STEPHENS. The Annual Meeting of this Committee was held by adjournment on the 28lh January, when after the opening prayers by the Rev. Mr. Disbrow, the Rev. Dr. Thomson, the Rector, addressed the meeting. In the course of his address he shewed the great and successful exer- tions for the diflfusion of the Gospel and the knowledge of Christian truth made by the great Church Societies at home, and the necessity on our part to aid in the work : he congratulated the meeting on the near prospect of having a Bishop to preside over the Church in this Province, paying a well mcrilcd tribute of respect to the Bishop of 11 Nova Scotia, who had so long and so acceptably governed the Church* in this Province. After calling on the people to aid in the pious work of tho Society, a series of Resolutions were passed expressive of the Meeting's continued respect for the Provincial Society, and its bene- volent objects — joy at the near prospect of having a Bishop for the Province — and thanks to the Rev. Dr. Alley for his excellent Sermon. The Lay Delegates were then chosen, viz. G. J. Thomson, and T. B. Abbott, Esquires. In giving an Account of their own proceedings, they would observe that the subject to which the Executive Committee first directed their attention was the division of the sum of ^80, placed at their disposal for aid to the ^' Building and Enlarging of Churches and Chapels,'* which they divided thus : To Rev. W. E. Scovil JB20, in aid of the new Church on the Long Reach in the Parish of Kingston : this grant has been paid. To Rev. N. A. Coster £15, to assist in enlarging ihe Church at Gagetown : this grant has not yet been paid. To Rev.^J. S. Thomson <£10, to assist in building the Church at the Tobique ; and Jf20 to assist in building the Church at the River de Chute : neither of them yet paid. To Rev. J. Hudson dC15, to assist in building the Church in the Parish of Nelson : not yet paid. Also To Rev. W. VV. Walker £10, to assist in building the Church in the Parish of Upham, being a re-appropriation of the grant to the Church at Richmond in !^843 : this grant has been paid. Of Books and Tracts, the Society imported during the year to the amount of ^ 160 currency, according to the appropriation of the General Committee ; in the division of which they made nineteen grants to the amount of ^130 10s. All these have been supplied, and nearly the whole of the remainder of this and former Importations have been sold. The Treasurer's Accounts will shew the following balances in favor of the Society, when the special grant to the Rev. J IS « From the Returns which the Executive Committee have examined, and which furnished the matter for the foregoing Abstract, it appears that there is a very general wish for a considerable supply of such Books as the Society has been in the practice of importing. In the greater part of the Missions in this Archdeaconry, it is believed, that there are already Lending Libraries formed out of the grants annually made to them for some years past by this Society, and that the Books contained in them are eagerly sought aAer and much read. It also appears that wherever the opportunity has been afforded, the Books imported by the Society have met with a ready sale. The Depository at Frederictun was emptied only a few days after it was supplied, and in Saint John's a much larger quantity than that actually sold might, it is supposed, have been easily disposed of. Such being the case, there is Evidently great encouragement to increase the importation of Books to such an extent that the Society may not only have the means of affording the usual supply to the several Committees, but also a stock always on hand for the accommodation of those members of the Society who are willing to purchase. With this object in view the Executive Committee beg leave to offer the following suggestion to the consideration of the General Meeting, viz., that in addition to the usual appropriations of the General Com* mittee for Books and Tracts, the Executive Committee be authorized to take a sum from the present realized fund for " Missionary Visits to neglected places," to an amount not exceeding ;f 150 currency, by way of loan ; to be applied to the purchase and importation of Books for sale at a reasonable advance for the benefit of the Missionary fund. They would beg further to suggest that should the sales prove so considerable, that it shall appear to the Executive Committee advisable that a further importation should be made within the year from the proceeds of such importation, they l}e authorized to direct such fur* ther importation to be made ; the Books to be disposed of in the same manner, and on the same terms as those of the first importation. And also that at the end of each Calendar Month after the arrival of the Books a report be made by the several Depositors to the Executive Committee of the sale in each Depository ; and that it be the duty of the Executive Committee to give such directions as shall seem to them proper to secure the Society's object in each case. In the recently announced appointment nf a Bishop for the Province, the Executive Committee coiitemplute an event which cannot fail 13 materially to promote the progress and usefulness of the Church So- ciety. It will be henceforward the Church Society of a Diocese, and one from which it is not to be supposed that any Clergyman or any Parish will stand aloof. By its Constitution the Society is as such a Society ought to be, subject to the authority of the Diocesan in several matters. They therefore recommend a coAsideration on the part of the General Meeting of the necessity which will arise from thatcircum- stance for a change in the name of the Society, and of the propriety of appointing a Committee to confer with the Bishop on the subject of the Society's Constitution and operations, with power to call a Special General Meeting of the Society, should such a measure be deemed advisable in His Lordship*s opinion. Resolvedy on motion of the Honorable the Solicitor General, That in any case, if the building a^hancel to a Church will have the effect of enlarging the accommodation of the Sittings of the Congregation, it is within the Constitution of the Society to afford assistance thereto from its funds. Resolved, on motion of the Honorable A. E. Botsford, That the Executive Committee in the distribution of the suni to be appropriated this year for the enlargement and erection of Churches, be directed not to appropriate »ny part of that sum to the building of any Chancel to any Church now erected. Resolved, That the sum of One Hundred Pounds be placed at the disposal of the Executive Committee, for the building and enlarging of Churches and Chapels ; and that it be an instruction to the Committee to comply, as near as may be, with the recommendations of. the several Local Committees. Resolved, That the sum of Two Hundred Pounds be placed at the disposal of the Executive Committee, for the purchase of a Bill of Exchange, to be remitted to the Society for Promoting Christian Know- ledge for a supply of Books and Tracts. jkesolved, That the sum of Seventy Pounds be placed at the disposal of the Executive Committee, for Missionary Visits to neglected places, with a further sum of Thirty Pounds if the state of the funds should admit of it. Resolved^ unanimously, on motion of Reverend Dr. Alley, That while this Society entertain the most sincere respect and affection for the Right Reverend the Lord Bishop of Nova Scotia, and although the cessation of his Episcopal connexion with this Province would, under ordinary circumstances, be a subject of regret ; yet considering the vast extent of country hitherto placed under His Lordship''s Episcopal ju- risdiction, and the great consequent labour devolving on him at his advanced period of life, this Society cannot but rejoice at the prospect of His Lordship being speedily relieved from the care of this Arch- deaconry : And, viewing moreover, the great advantage which the Church will reap from the erection of this Province into a separate Diocese, and the coiuwquent supervision of a Bishop of its own, the Society congratulate the Church of New Brunswick generally on the appointment of a Diocesan of well known worth and talent to be its Bishop, praying for the blessing of God upon his future labours. Resolved moreover, that this Society entertain the most lively feelings of gratitude to the Mother Country for the munificent endowment of t1 11 ti d tl # 15 the future Diocesr-. of New Brunswick, which has arisen from the liberal subscriptions of the pious Members of the Church. Resolvedf unanimoustyi on motion of the Monorable the Chief Jus> tice, seconded by the Honorable Mr. Justice Botsford, That it is highly desirable that every exertion should be used by Churchmen throughout the Province to increase the Provincial contribution to the Bishop^s fund. Resohedf on motion of the Honorable the Solicitor General, 1. That the Executive Committde be authorized to take a sum from the present realized fund for ** Missionary Visits to neglected places," ) to an amount not exceeding One Hundred and Fifty Pot'ads currency, by way of loan, to be applied to the pdrchase and iinportation of Books for sale at a reasonable advance Ibr the benefit of the Missionary fund. 2. That Depositories for the sale of these Books be opened by di- •rection of the Executive Committee, and that monthly returns of the sales be made to them ; and that it be the duty of the Executive Com- mittee to give such directions from time to time as shall seem to them proper to secure the Society^s object in each case. 3. That this Society have heard with great satisfaction of the recently announced appointment of a Bishop for this Province, being of opinion that this is an event which cannot fail materially to promote the pro- \ gress and usefulness of the Church Society. 4. That, as a change must be made in the name at least of the So- ciety in consequence of this appointment, a Committee be appointed / to confer with the Bishop on his arrival, on the subject of the Society^s / Constitution and Operations, with power to call a Special General Meeting of the Society, should such a measure be desirable in His Lordship^s opinion ; and that any modifications of the Constitution of the Society that may be agreed upon by the Bishop and such Commit- tee, be regarded the same as if the said alterations had been specially notified at the General Meeting. ^ Resolvedy That the Venerable the Archdeacon, the Honorable the Chief Justice, tha Honorable the Solicitor General, the Treasurer, and the Secretary, be the Committee to confer with the Bishop.
