 on the 2, th January last, that there was a dirtereiuv between the 
 work as executed and the Baldwin sehenie, on whieli J iiad based my 
 calculation, I had to re.,ue.^ him te let me have a section of the pipe 
 as .t w-as actually laid, wbieh section was forwarded to n.e at the end 
 of February last, and has slightly modified the conelusion of my 
 study ; •' 
 
 Having in several instances visi ; the place, and havin- been 
 present at a fire in Montcalm's ward. ^^. ere I have been able to "ascer- 
 tain personnally what improvements were needed in that branch of 
 the civic service ; 
 
 I have the honor to submit yon the present report : 
 I could not find out by what cause nor why the execution of the 
 works had not been made in accordance with the Baldwin scheme.
