" gioE. Art. 3. — Each candidate for admission shall Ijc pro- posed by one member and seconded by anotlier, by a proposal in writing, to bo inserted in the book n? Candi- dates and signed by both mover and seconder, and shall be ballotted for at a ballot which may take place after the name of the Candidate and his proposer and seconder have been posted in the Coffee lloom, under the hand of the Secretary, at least ten ^ys immediately before the day of ballot. No ballot shall be valid one members actually ballot ; and seven shall exclude. But no such ballot shall be closed before six o'clock on the day on which the twenty-first ball shall have been thrown. Art. 5.- -On the admission of each new member, the N « w Secretary shall notify the same to him, and furnish him Member, with a printed copy of the Constitution and Regulations, and request him to remit the amount of his subscription to the Tieasurer. But the subscriptions of new members, ballotted for on or after the 1st day of January, in any year, shall extend to the 1st day of April in the following year. Art. 8.— Any member failiUjj to pay his entrance fee or subscription within six weelts after his admission, if he reside in Canada, or not farther south on the Conti- nent of America than the 40th degree of north latitude ; or within three months, if lie reside elsewhere on the Continent of America, or on the Continent of Europe ; or within six months, if he reside in any other quarter of the world, — the Secretary shall report accordingly to the Committee, who shall cause his name to be erased from the list of members, unless the delay can be justi- fied to the satisfaction of the Committee. Art. 9. — The name of every member failing to pay his annual subscription on the 1st of April, shall be exhi- bited in the Cofli'ee Iloom on the 1st of May, if not then paid ; and if the subscription be not paid on or before the 1st day of June, the Secretary shall report accordingly to the Committee, who shall cause his name to be erased from the list of members ; but he may be re-admitted by the Committee, upon assigning to them reasons which they shall consider satisfactory for his failure of payment. Art. 10. — All entrance fees and annual subscriptions shall be paid to the Treasurer. But if any mem- ber so removing his residence from Quebec, and taking advantage of this rule, shall again return to reside in Quebec or nearer than sixty miles therefrom, he shall, within one mouth from such return, notify the Secretary thereof, and pay the subscription for the then current year ; and falling so to do, his name shall be struck from the roll of members, unless some good excuse be offered to the Committee to account for his neglect. Art. 12. — Persons holding civil appointments under the Trovincial Covernment, temporarily resident in Quebec; members of the Legislature, not resident in the District of Quebec ; Consuls or Itopreseutatives of any foreign power, or their attaehi's, not being permanent residents in the Province, shall bo eligible for election without paying an entrance fee ; but subject to the an- nual payment on election of $30, with the option at any timeofbeconiiug ordinary members ; in which case the entrance tee of $80 will be reduced by the excess they have previously paid over ordinary members, and upon payment of a further sum of $1 at the t'mo of giving such notice. Art. 13. — Officers in Her Maje.sty's Army andNav.v, and persons holding military and civil appointments under the Imperial Government, who may be sstationed in Canada for an indefinite period, and subject to be ter- minated by the occurrence of circumstances beyond their control, shall be eligible for election as members, with- out payment of entrance fee, but subject to the payment of an annual .subscription of £5, or a semi-annual sub- scription of Jt;2 10s. cy.; provided always that any such officer shall have the privilege of using the Club for the term of 30 days, upon payment of Five Dollars, if he has left Quebec and is (luartered in any other part of British North America. Art. 14.— The members mentioned in the three pre- ceding rules shall be styled privileged members, and as such shall enjoy all the rights of ordinary members, but Jhat of voting and being elected members of committee. Subscrip tion. mmm 8 Art. 15. — Every candidate proposed as a privileged member, shall be stated to be so on the list of candidates for eleciion, which is posted in the Coffee Boom ; no candidate, o be a privileged member shall be placed on the said list unless with the consent of the committee previous to posting. Any stranger not a resident of the Province, upon the introduction of a member, and the unanimous sanction of the Committee at any General or Special Meeting, may be admitted to all the i)rivileges of the Club upon payment of an entrance fee of $10 for any period under one month, $20 for any period over one month, and not exceeding three monthb, and $30 in all, if he continues for a whole year. Strangers' Room at his sole expense ; and no stranger shall be admitted at any time, except into the Strangers* Boom, Smoking Boom and Drawing lloom, unless to view the house, and then accompanied by a member ; Provided alwavs that any stranger dining with a member may be introduced by hii * to the Billiard Boom, and be permitted to play at the tables on the day be yhallhave dined with such member. Special Hooins. Members Art. 17. — Any member whose dues are all paid shall may be at liberty to withdraw from the Club, on his written application to that effect, sent in to the Committee be- fore the first stated annual meeting of the Club, to be held on the first Wednesday in April. with dravr. Expul- _ Art. 18. — In case the conduct of any membt.\ either s i'o n o{^^ ^^ out of the Club, shall, in the opinion of the Com- /nerabers niittee or ofany member of the Club, who shall certify the same to them in writing, be injurious to the charac- ter and interests of the Club, the Committee shall bo empowered to recommend such member to resign; and if the member so recommended shall not resign, the Com- mittee shall, within one month from the delivery of the letter of such recommendation, be required to summon a General Meeting of the Club, by the decision of two- thirds of which meeting his name may be erased from the list of members; and any person whose name is so erased, shall, ipso facto, cease to be a member of the Club : Provided no such recommendation be sent to any no member unless the resolution to send the same shall have been agreed to by two-thirds of the Committee actually present, all of whom to have been especially summoned for the purpose. Art. 19. — Any member who shall withdraw, resign, or Leaving be expelled, shall cease to be a member of the Club, and forfeitall shall forfeit, ipso facto, all right or claim thereon, or in or claims, to its property or funds ; any member who shall be ex- pelled shall forever thereafter be ineligible to be re-ad- mitted a member of the Club. Art. 20 — All the concerns of the Club shall be man- Commit- aged by a Committee, to consist of five members, three tee of of whom shall be elected in one year by ballot, and two Manage- in the following year, at the General Meeting of the ment. Club which shall be held on the first Wednesday in April in each year ; and to that end the said Committee shall have full power to make such Rules and Regula- tions from time to time as they may think fit, not incon- sistent with the Constitution. Art. 21. — If any member elected to serve on the Com- mittee should resign, or should a death vacancy occur, the Committee shall have power to choose a qualified member to act in his stead, until the annual meeting next ensuing, when the member so chosen shall retire, but shall be eligible for re-election. Art. 22. — The Committee, three of whom shall form Weekly a quorum, shall meet each Wednesday at five o'clock. Meetings to transact current business. Art. 23. — It shall be the duty of the Committee to take immediate cognizance of any infraction of the Con- stitution or Regulations of the Club. Art. 24. — There shall be two stated meetings of the ^ Club, one of which shall be held on the first Wednesday iin April, for the purpose of electing new members of the |Gommittee for the ensuing year, at which meeting it f shall bo the duty of the Committee to present a report j^and abstract of the state of accounts and general concerns )f the Club for the past year, together with an estifbate )f the receipts and disbursements of the current year. Infrac- tion of Rules. Annual - Meetings Aooounts submit- ted and confirm- ed. 10 which report and estimate shall immediately thereafter be printed and distributed amongst all the members, if requested by a majority of the General Meeting, at which meeting any member wishing to propose any change, addition or alteration in the Rules and Begula- tions, may give notice thereof. Two Auditors shall be elected at each Annual Meeting, who shall examine the accounts from time to time, and report thereon at the next Annual Meeting. The other meeting shall bn held on the Wednesday fortnight, for the purpose of deciding on such propositions as may have been submitted at the former meeting ; and the Chair shall be taken at all meetings at one o'clock. < Extra- ■^^'^' 25. — The Committee shall have power at all ordinary times to convene an extraordinary meeting of the Club meeting? on giving fourteen days' notice, to be posted up during that period in the Coffee Room of the Club, specifying the object of sucli meeting, in the form of a resolution ; at which meeting no subject shall be discussed beyond that specified in the notice. But twenty qualfied mem- bers will be requisite in order to constitute any such extraordinary meeting. House Art. 26. — The Club-house shall be open every day for tours. the reception of members, at seven o'clock in the fore- noon, in the summer, and at eight o'clock in the fore- noon, in the winter, and shall be closed and the lights extinguished at one A.M., except on Saturdays and Sun- days, and also upon any night when no member is in the house at that hour, when the hour of closing shall be midnight ; and no member shall be admitted into the Club after these hours on any pretence whatever, unless specially authorized by the Committee. Noprofits Art. 2Y. — No member shall, on any pretence or in orgratai- any manner whatsoever, receive any profit, salary or ties. emolument from the funds of the Club ; nor shall any member give any money or gratuity to any of the servants of the establishment, upon any pretence whatever. P r vr i- sionSj&c, taken out Art. 28. — No member shall take away from the Club upon any pretence whatsoever, any newspaper, pamph- let, book, map, or other article, the property of the Institution, unless upon such terms as may bo decided upon by the Committee. Art. 29. — No servant of the Club (the messenger ex- cepted) shall be sent out of the house upon any errands, on any pretence v»rhatever. Art. 30. — No provisions cooked in the Club-house, or wines or other liquors to be sent out of the House, unless upon such terms as may be decided upon by the Com- mittee. Art. 31. — Any cause of complaint that may arise, is to Com- be written and signed by the member so com plaining, on P'aiatj. his bill ; which complaint must be specially noticed by the Committee, on settling the weekly accounts ; and any inattention or improper conduct of a servant is to be stated by letter, under the signature of such member, which being put in the Secretary's box, must be laid l>efore the Committee at their next weekly meeting. Art. 32. — All members are to pay their bills, for every ^ayClub expense they incur in the Club before they leave the Bills, house. V Art. 33 — No game shall, on any account, be played -^q gam. for mouey, except Whist, Ecarte, Piquet and Pool ; nor bling. Dice used in the Club-house except at Backgammon. No higher stake than quarter dollar points shall be played for at Whist, nor shall any bet exceed one dollar ; the games of Ecarte, Piquet and Pool to be played for limited stakes, the limits to I fixed by the Committee. Art. 34. — No smoking shall be permitted in the Club- house, except in the rooms set apart for that purpo.se. Art 35 — No member is on any account to bring a dog into the Club-house. Art 36. — Any article of this Constitution may be altered, amended, or suspended for any length of time, by consent of two-thirds of the members present at any meeting specially convened for that purpose ; and pro- vided such alteration, amendment or suspension shall have b(;en specitied in the notice summoning such meet* ing, and that at such meeting twenty members at least be present. Tho ordinary weekly meetings will be held every Wednesday, at five P.M., at which three &hall form a quorum. In the absence of the duly appointed Chairman, a Chairman for the day will be first elected, and the minutes of the last meeting having been read, the question Avill be put by the Chairman, " that tbey be confirmed." If the minutes be objected to by a majority of the members present, the particular subject objected to will be reserved for further consideration either at an extraordinary meeting, as may be decided upon ; and if not objected to, then the Chairman will af&i his signature thereto. After the disposal of the minutes of the previous meeting, all such matters as require the consideration of the Committee will be brought before them, discussed and decided upon. '.!= i.M.; Secretary and Manager. '• As Manager, he will have the general control and superinten- dence of the Establishment, under the Committee. As Secretary, ho will attend all meetings of the Committee — note their resolutions, and minute them in the books of their proceedings. 81 14 In all his written official communications, he will state ex- pressly that they are made by direction of the Committee. Besides his attendance upon the Committee, he will conduct the official correspondence of the Club, draw up Heports, keep regular accounts of all the financial concerns of the Club, an account of the wine and other stores in the Stock Cellars of the Club, an account with the House Steward for wines and stores delivered, for the consumption of Members, and for the use of the Establishment; examine the accounts of the Tradesmen pre- viously to their being submitted for final adjustment, and will pay the same when passed by the Committee. He will ascertain that all goods and provisions delivered, are in strict accordance with the orders given, and correctly charged in the Tradesmen's Books, and will sign such books. He will attend to all communications, receive information upon all subjects connected with the busiuess of the Club, and particularly all matters relating to the Mem', ers thereof. He will submit to the Committee, when required, a statement of the receipts and disbursements of the Club. He will place before the said Committee for the time being, the Receipts for payments, which have been authorized by the General Committee at its previous meeting, with the exception of such as are paid directly by the Treasurer ; and will pay over to the Treasurer, at least once a fortnight, all moneys received by him. — House Steward. The House Steward will constantly reside in the Club-House, and will have the custody of the Supply Cellar, Plate, Cutlery, China, Glass, &c. He will have the general control and super- intendence of the Men Servants in his department, and be respon- sible for their conduct and cleanly appearance, and in case of misconduct will report the same to the Secretary. He will be charged with all deficiencies which may occur in the Stock of Wine, Liquors, &c., placed under his custody. 15 He will account daily with the Secretary for all moneys received from the Members for supplies. He will make the established charges for all Provisions, Wines, &c., and cast up and receive from the Members the amount of their bills. Chief Oook. The Chief Cook will have the immediate direction of the Kitchen department, and of the Assistants therein, as far as con- cerns the performance of their duties ; — and will prepare the daily Bill of Fare, with the concurrence of the Steward, keeping all orders for the issue of the Kitchen supplies for daily compari- son with the Dinner Bills, it being understood that no such supplies shall be issued without an order. in the ' ' Hall Porter. He will enter in his book once a-day the name of every Member coming into the Club-house. Strangers calling to see members will be shewn by him into the Reception Room, and intimation of their arrival immediately sent by him to the Member en, ■ . ■ . * ■.!■!-■':;■ if-.,; ,.!<;^' General Servants' Regulations. , No Officer or Servant will receive, under penalty of immediate dismissal, any present whatever from the Members or Tradesmen of the Club ; and any Tradesman detected in giving such will be forthwith discontinued, and never deult with again. No Male or Female Servent will absent himself or herself from the Club-Houso, without leave from the Manager or Steward. No Stranger will be admitted into the Club-House, except on business ; and the Servants are strictly prohibited from receiving visitors or followers. „Vi.! 1 «-i ■• Dinner will not bo served to the Servants after two o'clock P.M., except when they are prevented by duty from attending at the regular hour. . Breakfast may be served from eight until eleven o'clock, A.M. ; Lunches and Dinners from noon until eight o'clock, P.M. ; Hot Suppers from nine to ten o'clock, P.M. ; Cold Suppers up to twelve o'clock, P.M. ; and Liquors, Tea, Coffee, Sandwich and Anchovy Toast, up to one o'clock, A.M. ; after which no orders of any kind can be received, unless specially authorized by the b3 • 'M I I a Committee, oa timely application, in writing, to the Secretary. Members ordering dinner or luncheon will fill up their dinner bill themselves^ and not employ the waiters to do so. Articles of glass, earthenware, &c., which may be broken by the Members, either in the Coffee Room or elsewhere in the House, will be paid for by them. .!i: Drawing Boom and Up-Stairs Booms. No pamphlet, advertisement, or notice of any kind, will be laid on the tables, or put up in the Club by a Member ; but any pamphlet, &c., which it may be wished to make known to the Club, shall be sent to the Secretary, to be laid before the Com> mittee for approval. 'Writing materials will be provided in the Reception Boom and Secretary's Room. The charges for cards will be 2s. 6d. per pack, if new, and Is. 3d. if second hand; for billiards 6d. for the English game of 32, or for the American game of 50 ; and Is. for the English game of 63, or for the American game of 100. Cards will be permitted in the Smoking Boom, and Smoking in the Billiard Boom. Any Member may introduce a friend to Breakfast, Lunch, Dinner or Supper, on the terms stated in the I7th Article of the Constitution, on the same day that the name oi such friend is inscribed on the books, provided the number of names previously inscribed will admit of its being done. 7>»? ^-' .1^^- Ko eatables beyond a Stodwich, Toast or Biscuit, will be allowed in any room beside the Coffee Boom and Strangers' Booms. '%. No Servant will be allowed to enter the room where a General Meeting is assembled. 19 Dressing Boom. Any portmanteau, bag, or baggage of any kind, must be taken away immediately after use, and not allowed to remain in the Club-House for future use. No Servant of the Club will be employed by any Member to clean clothes, boots or shoes, or to assist him in dressing. No Member, except on special duty, nor Servant of a Member, will be allowed to go down into the basement story of the house nor will any such Servant be allowed to go into any other roov than the Dressing Boom, and then only to assist bis master dressing.
