A Imt appeal to County Gouncih for pecuniary aid, to mitigate 
 the deprivation of the Deaf and Dumb and the Blind. 
 
 To THE Clerks of County Councils : — 
 
 In all human probability this is the last appeal I shall make 
 to you on behalf of the Deaf and Dumb and the Blind, feeling, 
 as I do, that provision will, ere another year elapses, be made 
 obligatory on Canadians to give them equal educational advan- 
 tages with their more favoured brethren blessed with all their 
 faculties. 
 
 Having reduced the amount for maintenance and education 
 to $100 per annum, I do hope that those unfortunate creatures 
 from your County now enjoying the inestimable blessings of 
 education in the Institution, will receive favourable consideration 
 at your hands. Let not broken Bridges, impassable Roads or 
 Railway Debentures close your hearts to the noblest feelings of 
 our nature — the exercise of practical sympathy to those whose 
 mind is shrouded in spiritual "darkness that can be felt." 
 
 The claims of these "Children of silence" and of sorrow to 
 equal rights with those in possession of hearing and of speech 
 peremptorily demands your sympathy. I ask you, in the name 
 of that providential mercy by which your children have escaped 
 this awful calamity, to give them the means to become happy 
 in this life and rejoice in the hope ot eternal bliss in the life 
 to come.

 The heart with fire enkindled from above, 
 
 The Are of sacred Joy and holy love •, 
 
 To their silent voice can you be deaff

 Your donations, even in case that there should be no Deaf- 
 mutes in the Institution from your County, will enable me to 
 remain at home during the winter, and not necessitate ray ab- 
 sence with the view of soliciting subscriptions in the country— an 
 evil which I desire to avert.
