Resolved, — That t'.^ amounts held by tiie Treasurer for the following funds be invested : — W. & O. Fund, Labrador Mission Fund, Nicolet Kndowment Fund, Pension Fund. — Standing Committees appointed. Auditors appointed. Resolved, — That $100 of the interest arising from the Nicolet Endowment Fund be yearly added to the capital, and that the remainder, together with such sum from General Fund as will make up the amount of S 400, bo paid annually to the resident Clergyman in charge of Nicolet. February. — A Committee appointed to report on the possibility of sim])lifying the present mode of keeping the accounts with reference to the investments of the Society. March. — The usual allowance to tlie Chaplain at the Quar- antine Station for the ensuing year placed at the Bishop's disposal. The Board, in answer to a resolution of the St. Francis Deanery, inform the chapter that they are of opinion that the interests of the Rural Deaneries and of the Church Society will be best served by the several District Associa- tions making provision out of the funds at their disposal for the payments of an income or of his expenses or of both, to the Rural Dean, inasmuch as the members of the District Association will always be in a better position than the Central Board to judge as to tlic work done in each case and tlie payment wliich ought to be made. Tho Diocesan Board in presenting its Annual Heport to the Church Society has but little to record with reference to its labours during the past year, beyond the statement that tho interests entrusted to its care are fairly prosperini^. In answer to tho Lord Bishop's forcible appeal, tho Society for tho Propaii^ation of the (Jospel, as will be seen by the fol- Iowin<^ copy of tho Secretary's letter, consented to continue tlio undiminished grant of £2,000 stg. for the year 1871 : 5, Park Place, St. James' street, London, 20th A]>ril, 1870. My Dear Lord, — I am desired to transmit to your Lordship and tho Com- mittee tho terms of the Society's grant foi" Quebec in 187L 1. That the sum of £2000 be granted for the Diocese of Quebec in the year ending 31st December, 1871, to be administered by the Bishoj) and Committee in accordance with the Society's by-laws and regulations: that this grant be also charged with any claims for pensions which may arise in the 3'ear, and be admitted by the Society, and with any expense for the ])assage of missionaries from this country to Quebec which may bo incurred hero in accordance with the regulations, and with any other expense strictly appropriate to the Diocese, and Banctionod by tho Society. Also, that tho pensions of the Rev. A. Balfour, Mrs. Taylor, Kev. J. Torrance, Mrs. Burrage^ Mrs. Arnold, and Mrs. Fleming (together amounting to £.350) bo paid in 1871 as hitherto. Also, that the sum of £250 be granted for Divinity students in Bishop's College, Lennoxville, in tho year 1871, and be administered in accordance with the regulations. 2. In deference to your Lordship's forcible appeal (dated Feb. 11) the Society has forborne to make any reduction of the grant on this occasion. With this assurance of aid from the Society for tho Propagation of the Gospel till the close of 1871, and in reliance on the fultilment of all local obligations throughout the Diocese, the Board has added three missions to its list as it stood the year before, viz: — Hereford, Stanste.'id, and tho Peninsula— tlie two former in the Eastern Townships and tho latter in the (fasjjo District. Hereford and tho Peninsula Tiave agreed to pay each $200 per annum to the funds of tho Board, and Stanstead $800. A circumstance much to be deplored in connection with the. mis.sionary Avork of tho Diocese has been the great difficulty in obtaining clergymen to fdl vacant missions, of Avhich there has been during 1870 more than the usual numVx'r. The main cause is doubtless to bo found in tho Bcanty incomes offered, which our slender resources do not •enable us to increase. As an earnest of our desire, as far as possible, to ameliorate the condition of the clergy in this respect — your Society having made a grant of $1,000 towards tliis object — a bonua was distributed in the month of March last, from which tho clergy received sums of $50, $35, and $20, according to their 19 term of sorvico. AVith regard to those who may persist in neglecting their own interests in this matter, the action directed to bo taken by the Synod will have to be l)rought into operation. It is to bo noticed that in many eases there Is great neglect on the part of the clergy and wardens in replying to communications from tho Board on this subject, involving much additional correspondence with no ditt'erenco In the I'CSUlt. In the month of February last tho following resolution w^aa adopted by the Board, with referotice to endowment funds: " Whenever an endowment fund becomes available, tho incumbent of the mission shall receive his salary in full from tho Board, in addition to tho sum of $200 arising from tho endowment." The greater personal interest which this rule must naturally give to the clergyman and peoj)le in endowments will, it is believed, stimulate their creation in missions where no beginning I'.as _yet l)een made, and tend to tho rapid increase of those already existing. The missions throughout the diocese have, on the whole, proved themselves faithful in the discharge of their obligations during the past year, as may be seen in detail in the treasurer's tabular statement. Our Sunday Schools have been in oj)eratlon during the summer and fall, with an average of foi'ty children and fivo teachers here, and (ifteen children and three teachers at Perco. At a place called L'Anse au Beaulils, half-way between Capo Cove and Perce, I opened a third Sunday School which was ir. o])eratioi\ during the summer months, with an attend- ance of Hfleen pupils. It was conducted by a Uind and zealous member of this congregation, asssisted by his daughter, antl sometimes by one of his neighboui's. Our finances are in mucl> the same condition as in the past few years ; that is, we have met our engagements with tho Board of missions punctually partly by assessment and partly from pew rent ; we have provided lor necessary repairs of tho Churches and Parsonage, and we have insured these buildings to the amount, collectively, of $2100 ; moreover we have paid our last remaining debt due upon St. James' Church, amounting to sixteen pounds. I am thankful that we have been able to accomplish this. I must notice with gratitude the handsome gift of fort}' dollars, ])resented to me by the Cai)e Covo congregation last Easter ; as well as thirteen dollars ])resente(l by tho Pcrco congregation at the same time. The kindly feeling evinced on the occasion by many of my people, ailded greatly to the value of their gifts. In the month of January the Bishop visited the mission, and administered the holy rite of Confirmation, when twenty- i 40 three persons were confirmed. The Holy Eucharist was cele- brated after the Confirmation, and nine of the newly-confirmed communicated. During the summer the Church was thoroughly painted and put into repair, both inside and outside, hymen sent from Montreal, at a cost of about two hundred dollars, the greater part of which is being paid out of the offertories, the remain- ing part by private subscriptions. In the month of September a decent font of stone was presented to the Church as a thank-offering for mercies received, taking the place of a wooden one hitherto used. The ladies of the congregation have collected during the year some $450 towards the fund for a new church, but as owing to our diminished numbers, and to other circumstances, we must wait for some years for the fulfilment of our hopes ; it has been thought best to repair our present building. Accordingly, it has been improved by coloring the walls and galleries, towards which a special subscription was made. The ladies are also gathering funds for new curtains, altar cloth, &c., towards which some 870 has been given. Thus the whole amount collected in Lennoxville for church purposes during the past year is about $1380. At the meeting of the vestry on Easter Monday last it was resolved to make all the pews in the church free — the consent of the pew-holdors having been previously obtained — and to trust to the oifcrtory for meeting the necessary expenses of the congregation. We shall be better able to judge of finan- cial results at our next Easter meeting when the accounts for the 3'car are submitted — but we are well satisfied that the throwing open of the house of God to all, rich and poor alike, is only in accordance with christian primitive apostolic and scriptural principles — and if wisely and faithfully carried out will in the cml be successful. 29 candidates have been confirmed. A. Campbell Scarth. J5 LEEDS. The missionary has boon too recently appointed to this charge to give anything in the shape of a report. Hq wishes simply to say that, on the whole, things look encouraging. The tickl is largo. The labor will necessarily tax his strength, and will certainly prevent him from rusting out for the want of employment. The people, if one may judge from the way they turn out to service, do seem to appreciate the ordinances of religion, and are attentive and devout when in church. Services are held as usual in St. James's Church, Leeds, and St. Mark's Church, Lambie's Mills, five Sundays out of six, the Church at Broughton (distant about 20 miles) being served once in six weeks. Congregations — Leeds, about 70; Lambie's Mills and Broughton, each 55. The Church Wardens have stirred round, and, 1 believe, collected the assessment due 42 for thiH 3'ear. I hope they will always bo an prompt and the people as read^'^ to resiwnd. 1 have not done jnueh for the Church Society this year. Next year I hope (i). Y.) to do more. Two of the young members of the Lambie's Mills Church volunteered to take round a subscription list, and suc- ceeded in collecting some $12.50, which I. remit, together with the Christmas collection for tlie Widows' and Or])hans' Fund, and my own subscription of $2 to the General Fund. There are on 1}' three church families in this once [)ros[)er- ing congregation of Nicolet, while there arc (5 ri'otestants distributed in so many families, at St. ^roni(jue and at Chatillon, a distance of 8 and 15 miles from Nicolet. I have held a Morning Service and a Bible (ylass every Sabbath afternoon at Nicolet, without intermission, until June last, and a few services during last winter at St. IMonique. One was in French, at which a Catholic family, (the father being Protestant, and present) attended. At the request of a member of the church we had a funeral service conducted in French. Some iiO or 40 Canadians assisted, who sat composedly for a half hour or so, while I addressed our own people, who all understand the French language. Some of the congregation, about that time, suggested that I should hold French services in the church, and some steps were taken in that direction. About that time, 1 had visited a Canadian family, at their own i-equest, for religious conversa- tion, but 1 soon observed that these attemjjts of mine to do good were misunderstood by those very parties wlio had suggested them, and were afterwards made a cause of com- plaint against me. I have visited, at stated intervals, the scattered members belonging to us, and liave always been well received by their families, and when opportunity offered had reading and prayer with them. I have administered the Lords' Supper to an old member, 14 miles from Nicolet, and my presence at his house is always welcomed. I have visited Three Rivers, and with the Bishop's consent, officiated for Mr. Torrance, during his absence from the city. Joseph de Mouilpied. :v 4a * HECTOUY OF THREE RIVERS. The stutocl services on Sundaj^ and week day.s have been celebrated ; tlie attendance on the part of tlio people good, and good will has prevailed throughout the parish. The choir has kept up its reputation, under the superintendence of our accomplished and indefatigable organist, who is always at her post of duty, to "Render pmise to God above, For His redeeming love." The number t)f communicants have increased. The Sunday school is well attended. The books in the library have been well read, and the young people are tliirsting for more. The Sumhiy school foslivul has passed oiV to the ])lcasurc and delight of all concerned. A bazaar took place last summer in oi-dcr to raise funds for the erection of a memorial window to the memory of the late liector, Jfevd. S. S. AVood, which was very successful. Side windows are also contemplated, and the erection of a new chancel, which will be a great improvement to the architectural appearance of the Church. Last summer, impromptu readings were given, and later some gentlemen voluntarily came from Quebec, and gave readings and music of a high character, which were much appreciated and well attended on the part of the public. It is to be regretted they are not more frequent, as they are sure of patronage, indej)endcnt of the pleasure and editication received by those who attend them. Mr. J. W. Ormsby deserves special mention for his deter- mination and zeal in collecting so successfully for the Church Society, which he has cheerfully done for the last three years. Torrance. 44 SIIIQAWAKE. During the past year there has been abundant call for the ministrations of the Church in this mission. Had I no other evidence of this, my Register, which I delivered up only yes- terday, would bo amply sufficient to prove the correctness of my statement. During the past year I had 29 baptisms, 7 marriages and 16 funerals, besides 186 services. Young and old were carried oif during that period by various diseases. There were several cases of consumption, but the greater number of those who died were carried off by scarlet fever, which has prevailed here to a great extent. In some cases I had been constantly visiting those who died, for weeks and months, striving to prepare them for the gi'eat change which it was evident must soon overtake them. In other cases the warn- ing was shorter, and before were removed from the sphere service to them. I think the prospects of the very satisfactory. It is true I could pay many visits they in which I could be of any Church in that when this mission are one thinks of the extent of the mission und the number of inhabitants, they do comparatively little for the cause of religion, and when one sees the long lines of good farms and comfortable looking houses, we might expect a little more. But what they have is really the result of their own hard labours, — they have cleared thoir own farms and built their own houses and barns. Money has been very scarce, owing to the depressing system of barter. Taking these things into consideration, we cannot wonder that the people should cling hard to what they get. If they are to do much they must bo taught that the cause is worthy of their labour, and that that for which they give anything is really meritorious. They are begin- ning to learn these things, and are beginning to act accord- ingly. And as they loarn more and more about the Church and religion — more about their God and Saviour — the brighter will become the prospect of the Church here. James B. Debbaqe. SANDY BEACH. The usual services and missionary work have been sustained and carried on during the year, and have been, as heretofore, well attended and vigorously prosecuted. The people seem more and more alive to the value of their spiritual privileges, and determined to uphold them. A large proportion of the assessment at which the mission is rated, has been paid, and 45 wo trust that it will all bo given in by the commoncoment oi" 1871. A Hpoeial ott'ort has boon niado by tho ladios of the congregation to raise funds for tho painting of tho Church, and their solf-donying labors for that end are worthy of all praise. For some time they devoted two days in a month to working together for a bazaar, meeting for the purpose at each other's houses in rotation ; besides devoting a large por- tion of their attention to working at homo for tho same end. Then thoy, this fall, had a sale of the articles made and con- tributed, and realized $150. Tho usual contributions for the Church Society and the wants of the mission have been made, and the amounts raised have been about equal to those of last year. There is a marked improvement in tho seriousness and devotion of the congregations, and in tho number of young persons of both Bexos who have become habitual communicants. Though there are thus some hopeful elements, which may favorably affect tho result, yet I own that I am much concerned and depressed respecting the future of this mission. Extraneous aid is fast failing, and will soon entirely cease ; the people are now taxed to their utmost limit ; then how, when the whole burden falls upon them, are thoy to keep up the work of supplying themselves with tho ordinances of religion ? It is easy to say that two, three, or more missions must be con- solidated into one, and so there will bo at least a partial supply. But, will tho people consent? Will they go on paying at tho rate that they now pay, when thoy have only ono-third,or one-fourth, tho amount of services that thoy now have ? I fear not. That thoy ought to do so, is one thing ; that they will bo disposed to do so, is quite another. Many years must elapse ore the Endowment Fund will give them any assistance. They recited the collect tor the day, a portion of scripture, a hymn, and a portion of the catechism. Two mothers, one of them a widow, very kituUy attended as teachers, and in my absence carried on the school. Our three collections have been taken up, and though there may bo a small falling off it arises from some families leaving the settle- ment. The same may be said of the annual subscriptions. In performing these duties as relative to money matters, there may be, and no doubt there are, some unpleasant feelings; still, your Missionary is convinced that it is as much a duty as to preach the Gospel. Your Missionary is further per- suaded that at such times each member should be prepare 1 to give ; this would teach them to bear the yoke in their youths and when called on to perform their quota in manhood it would not gall the neck, but the duty Avould be well and duly performed. St. Giles, — Our day school was suspended the whole year, but now it is re-ojiened under the same teacher as last year. Our Sunday school ^^as been duly attended to, but Avithout any aid to tlie Missionary. Some attention is paid to singing at the close of the schools. Two of the Sunday scholars, though quite young, practice the hymns to be sung on the following Sundays at church at their home, being aided and encouraged by their beloved parents, and in this duty 6no of the church wardens and his sister take p. lively interest. I liavo only now to repeat wliat 1 have said on former occasions, that, in the i^^ood providence of Cod, 1 have been enabled to carry on the routine of the mission with re<,nilarity, — in the performance of Divine Service in the churches, in the superintendence of the Sunday Schools, and in pastoral visitin^r^ except that on two Sundays I was contined to the house by sickness, and on another"^! could not get to Church by reason of a great storm. The attendance at the Churches continues good, and I may say that almost all seem to come 52 in u dovotioiiiil spirit. Tho number of cliildron at the two Sunday Schools lias been over one hundred, and tho attendance has boon very roi^-ular. JMuch sickness has pre- vailed during tho year, causing mu(di time to be taken up in travelling to visit the dillerent cases, sotne being at the extreme ends of the mission, and also Tuuch ex])osure to the inclemency of the weatlier. The repairs and alterations outside and inside of St. Peter's Church, Paspebiac, and the draining of the ground around it, have been completed this summer, the exj.ense, amounting to much more than we expected when we began, being consider- ably above ,£500. Of this, however, the mercantile house of Messrs. C. iiobin it Co. iuivo most liberally })aid over £400; and this is far from being the first instance of their liberality to the Church. Wood, of Quebec, lias been appointed Treastjh,.. of the Society, in the room of Weston Hunt, Esq., resigned. The Annual Sermons in aid of the various funds of the Church Society are appointed to be preached — For General Purposes, on Quinquagesima Sunday. For the Mission Fund, on the Sunday nearest to JL'chaebnas, For the Widows' and Orphans' Fund, on such other Sun- day as may bo found most convenient. The attention of applicants for grants is particularly directed to the following rules, 1. That no grant bo made for any church, parsonage, glebe, or other property, which shall not have been duly vested in the authorities of the Church. 2. That grants be payable when the amount shall bo sufficient to free the property from debt : or that the debt bo a mortgage for an amount not exceeding twenty-tivo per cent of the value of the property or building, when finished. 3. That the Treasurer, when transmitting the amount of any grant of mone}-, made by this Society, to any parish or mission in the diocese, shall require a receipt, signed jointly by the Incumbent of such parish or mission, and one or both of tho churchwardens. 4. That in all cases where grants of money (other than personal) arc made by the C*hurch Society, it shall be tho duty of tho person to whom such grant shall bo ])aid, to furnish, within three mouths afterwards, regular vouchers of the expenditure of such sums, to bo submitted to the Board. 5. That with tho exception of grants to aid in building churches, when tho conditions on which any sum is voted are not complied with, and the money applied for within one year from tho time it is voted, such grant shall bo struck oft' the list. (3.
