When they receive the word "Inwards turn," the non-commissioned officer in the centre will halt and front, the rema.udpr closing upon him, and facing the line with atms "advanced." C— At a Roll of the Drum, the Officers for Guard are to form themselves in a line about three paces in front of the non-commissioned Officers, at two paces distance from each other, when the Parole and Counter- sign will be given. Mounted Officers will fail in on the left of the line of Officers, i i%' 7. — Precisely at Eleven o'clock, the Town Major will hand over the Guards to the Field Officer of the Day, with shouldered arms, unfixed bayonets, the ranks open, Commanders of Guards formed as already detailed about forty paces in front, facing the line wiiii arms "advanced" the Officers with their swords ported, B. — The Field Officer of the Day will then give the word of command : " Officers and non'Commissio7ied Officers, outwards face" " Take post in front of your respective Guards." On which the arms are brought to the "recover," and when in front of their respective Guards or Divisions, the Coumanderb will halt individually ; the Officers on halting "port sworda" ; the Adjutant takes post facing the right of the duties : " Officers and non-commissioned Officers, — To ijoiu- Guards" " March." When there is a Captain's Cluard, c.\ch Officer ia to lake a rank, the Sergeants accompanying them. 10 —Alter the inspection, the A('*jutanc will go down the Line, passing from the right, and collect the Reports, delivering them to the Field Officer, then taking post on the left, in Line with the front rank, n.— The Commandicg Officer will then order: " The Troop:' Which will be played by the Band, marching across the front of the line in slow time, returning to its place in quick time, the Drum Major saluting. When a Senior Officer is present, the :S'ield Officer of the Day during the Troop places himself ten paces before the line of Officers in advance of the centre of the Parade. 12.— The Parade will remain with " carried arms" as the Band passes at slow time from the right, but " slope arms" by word of command when it changes to " quick time" returning from the left. 13.— At the close of " The Troop" the Parade will " carry arms," and if the General or Senior Officer pre- sent inspects the Guards, he will then go down the line. His inspection completed : " Drummer's Call on the right." On the approach of the Colour, the liitutenant faces the Escort and gives the order to '■ Present Arms," both officers "present," the Ensign returns his sword and re- ceives the Colour from the Scigcant Major, who delivers it with his left hand, saluting at the same time with hia aword ; and proceeds to the rear of the Escort ; the two Supernumerary Sergeants, half face outwards and '■ port arms," the Band playing the National Anthem; the Musicians do not face about. The Lieutenant then orders ; " Shoxdder Arms.'' " Right Shoulders Forward." " March." The Escort proceeds with the Band playing. The duties will then march past in slow and quick lime according to regulation, wheel into line, and receive the orders of the General or senior Oiricer present. Officers with the Kscort marching at (juick time will " carry swords," at slow time " port swords." 11. — During the Summer months the Guards will mount daily, (Sundays excepted) from the Town Parade. They are to be marched there under the direction of the iVdjutant or other commissioned Officers, formed for the Town Major's inspection by the Adjutant of the Day, und handed over to the Field Officer by the Town Major ;it the prescribed hour. The corps furnishing the Adju- tant of the day will also furnish the Garrison Picquet. 12. — In inclement weather, or on ocv.^sioas when the Guards arc to mount from their private parade, an order to that effect will be given through the Town Major. 13. — All Officers for duty are required to bo punctual in their attendance previous to the hour fixed for Guard Mounting. Officers off duty who may attend., will place themselves in rear of the Commanding Officer on Parade, and observe strict silence and regularity. ■1 B 11 14.— A Field Officer and Captain will mouat for the day and take charge of all Guards and Pic.juets. It will be the duty of the Field Officer and Captain of the Day to visit each district of Cuards once during Lis tour of duty, the Captain of the Day will e, no exchange can be permitted, except in very urgeut cases, and with the express sanction of th.> General Officer Commanding, 17.— Officers and non-commissioned Officers com- manding Guards are cautioned when relieving Guards and taking charge of Guard Houses, to esamint^minutely the condition of every article, and pointedly report any damage or deficiency, as they will otherwise be dceiued liable to the expense of repair. When an article In charge has been broken or damaged, the name of the person who has done the injury and the corps to which 15 he belong.^, is to be reported to iha Town Major, other- wise the Commander of the Guard coming on duty will be held responsible. 1 y.— It is to be cloarly understood that Officers and non-commissioned Officers commanding Guards, are an- swerable in every respect for the correct conduct of all under their charge, and for the punctual execution of every order; the spirit and intent of all orders should be therefore most clearly explained by them to the Scntriea, and that the smallest negligence in their execution will not be passed over. The Officers and non-^coraraissioned Officers will frc(iucntly visit their Sentries during the •lay and night, specifying in their Reports the hours that they did so ; they will take the Corporals who plant- ed the Sentries with ihem, that any mistake in the Orders may be rectified. They arc on no account to pass beyond the !imlts of their Sentries, or enter any house during their tour of duty. Should the number of Prison-^rs require any addition to the Guard, immediate application must be made to the Towtt Major. J '< 23.— The Officer of the Main Guard is on no account to release a soldier confined in that Guard House without an order from the General Officer Commanding, or an Officer of the General Staff. Seamen or Soldiers of the Hoyal Marine Light Infantry confined in the Main Guard may be delivered if sent for by the Commanding Officer of the Navy, or by the Officer who confined them if he is not under the rank of Lieutenant. M , till dusk. 63.— Requisitions for the required Truckage in con- formity with Regulation, are to bo sent to the Deputy Quarter Master General's office immediately>fter the order is issued for the embarkation or disemba'rkation of Troops. Article 1.— The Senior Officer with each Regiment will make an immediate Report through the Town Major of any absentee whom he may suspect of having deserted. He will likewise cause instant intimation to be conveyed to the nearest " Desertion rii^ty," with a view to the intelligence being quicklv communicated through the chain of Outposts established for the better prevention of this crime. He may send Patrols along the Roads leading to the interior; and will cause the Military Police to be on the alert, and to use every exertion to eflfect the apprehension of the deserter. £. — Ncn-commissioned Officers accompanied by a Con- stable, may bo sent to visit any suspected Vessels about to saii, and also to search in co-operation with the Civil Power, any houses in the Town of a suspicious character. Their strength will be defined from time to time from the- Adjutant Ciencral's Department, and a detailed code of instructions issued for their information and guidance. S. — Whenever soldiers are sentenced to penal servitude or transportation, and it has been announced in General Orders, they are to be forthwith removed to the "Strong Ptoom" which has been fitted up for tho purpose at the Citadel. On the reception into custody of such convicts, the Town Major will communicate with the Commanding lloyal Engineer, with a view to his directing an Officer of that Corps to inspect this room at least onco a fort- night, to ascertain whether any defects or deficiencies have occurred likely to influence the proper security of the prisoners. r». — A sufficient Guard is to be detailed for the safe keeping of the convicts. No communication is to bo held with them unless sanctioned by proper authority, and then in the presence of the Provost Serjeant. They are to bo visited daily by a Medical Officer, as* well as by the Officer on Garrison Picquet. These Officers will report respectively having done so. 10.— Convicts are to be supplied with diet and neces- saries by the particular Regiment to which they belong or are attached. The subsistence is to be paid monthly in advance to the Provost Sergeant, who will be guided in the dieting by the rules laid down for the subsistence of prisoners under sentence of Courts Martial in the Provost Prison. A Convict List of necessaries and clothing in possession, is also to be furnished, a dupli- cate of which is to bo always forthcoming when called for by the Officers on duty visiting the convicts. "La socks and shirts are to be changed every Sunday morning. 11' — When soldiers are confined in the "Civil Gaol," they are not to be allowed to take any part of their Kits with them ; they are to be visited at least twice a week by a non-commissioned Officer from the Companies of Regiments to which they belong or are attached, who ' i ' 1» 'to iit I 39 will furnUh thorn with the neoeswry changes of lineo, and bring away such as may require washing. 12 — Any letters which a convict may desire to have franked, must be sent unsealed to the Town Major's Ofl5ce for that purpose. 13. — M hen Convicts are ordered to be embarked, the Quarter Master of the Regiment to which they respec- tively belong or are attached, will carefully inspect their clothing and necessaries, and see that each of them has the following articles, of a good and sufficient description for the voyage to Europe. 1 Cap, 1 Stock, 1 Jacket, 1 Pair of Cloth Trouserp, 2 Shirts, 1 Pair of Boots or Shoes, 2 Pairs of Socks, The convicts will also be furnished with a Haversack each. 11. — When Convicts arc to be uibarkcd, the Provost Serjeant, or an A.'rsiBtant, will proceed on board with 40 them, and deliver them over with their handcufls »nd list of necessaries to the Coramaiiding Offieer on board, who will give a receipt lor the handcuffs and necessaries handed over to him. I' I irR-i 1 i 1 : ; i It).— A Chain of " out-posts" will be established at aueh points as may be from time to time selected, and directed to bo occupied through the Deputy Quarter Mister General, for the better prevention of the crime of Desertion and iho apprehension of Deserters. The superintendence of ihcso Posts is committed to the De- puty Quarter Master G.-neral, and they will receive through him a code of instructions for their guidance. They will bo visited from time to time by such Officers of the Staff and mounted Officers as may be named periodically for that duty. At each post the Command er will keep a diary which will be produced to the Staff Officer when he visits the party, and also forwarded monthly (except otherwise directed) to Head Quarters, for the Deputy Quarter Master General's inspection. Those for tho Garrison Chapel are to move from their several Parades in sufficient time to admit of their arriving at the Church and being seated Ive minutes before the commencement of the Service. As soon as the Service is concluded, the Troops are to '• fall in," at quarter distance column, and they are not to move 0^ until each Corps is reported by its own Officer to the Senior Officer present as regularly formed, who will then direct the whole to form " four deep," and march in quick time to their respective Barracks. 2. — Soldiers of the lioman Catholic, or Presbytcriau persuasions, are to be regularly marched <^o, tud from, their own places of Public V\ orship under the com- mand of an Officer if their number shall exceed twenty \ and in charge of a Sergeant if not exceeding that num- ber, and the Officer or Scrgoaat is to remain -rith them during tho performaai^'^ of 'he Service. n ! ; i (1 1 ITT i ' 1 ' i 42 3. — The Regimental Bands will aocompany the Troops to the Garrison Chapel. This is not to prevent the Musicians of persuasions other thin the Established Church from attendi.-g their own places of Worship, which they can always do in this Garrison, from the hours for the commencement of the Services in the seve- ral Churches being so distinct as not to interfere with either duty. •i.— -On Sundays when the state of the weaiher may render it inexpedient that the Troops should be marched to Church, the order will be given through the Town Major, and the «' Retreat" will be beat or sounded at half an hour before the time appointed for the com- aaencement of Divine Service ; when such intimation is not given, all the Corps in Garrison are expected to attend. 5.— An Orderly non-commissioned Officer from each Corps will remain inside the north door to take down the names of puch mon as leave the Chapel, and see they return. Article 1. — A copy of the Book of " Established Barrack Regulations" is furnished through the Barrack Master, to each Commanding OflScor of a Corps in Garrison, to guide him on all points in conneotion with the duties of this department. 2.— Instructions I'.r the guidance of the Troops in Barracks, are likewise contained in Her Majesty's Regu* lations, from page 233 to 25 S. 3. — On the arrival of a corps in this harbour, the Quarter Master, with a non-commissioned Officer and a few men per Company, will land as early as possible, and receive the buildings, bedding, furniture, &c., allotted for the Regiment from the Barrack Master, agreeably to p. State of the Regiment signed by the Commanding Officer. In the Winter months, fires will be made to air ihe rooms, previously to the arrival of Troops in Barracks. Ml 44 4. — All Barrack Inspections will be duly notified io Garrison Orders, when every facility is to be aflforded by the Troops in furtherance of this duty. The prescribed monthly inspections will take place between the 15th and 20tli of each month, the usual written requifiition for the same being sent in by the Barrack Master. 5. — The Barrack Master is held responsible that the Regulations of the Service with regard to uniform and dress, are strictly adhered to by the Barrack Sergeants. 0. — Barrack Sergeantj are as far as possible to be told off to particular JJarracks or districts (vide Barrack llegulations, page 55, article OU,) which they are to visit daily and constantly. It is their duty to be always on the alert, to inspect the cook houses, canteens, privies, ash pits, drains, &c., and to instantly poitit out and report every irregularity they detect. They must bear in mind that their duties aro of a most important character, and that in the proper execution of them or otherwise, the cleanliness of the Troops in Barracks, their comfort, and even health often very materially depends. 7. — The Barrack Master should be furnished with a copy of all Contracts entered into for services in con- nection with his own Department, or over the execution of which he is called upon to exercise supervision or control, in order that he may be in full possession of all the obligations which the Contractors have undertaken, and enforce their due fulfilment. 10 by ed Dd 'or he ad ts. be Qk to y3 », id in >r, le, •t, a- )D ill 0, 8.— Contractors for Sweeping the Chimnios of Barracks and other Public Buildings, are required to perform that duty at stated periods, and certificates to the effect that the prescribed service has been duly and properly carried out, are to be sent to the Barrack Master's Office at the termination of each military quarter, as vouchers for payment to the contractor 9. — On the Ist day of each month a certificate of the chimnies of the Barracks which it occupies, having been regularly swept, is to be sent by each Corps in Garrison to the Town Major's Office, agreeably to the subjoined Form : FORM " / certify that the chimnies of the Barrack occuiried «• by the itnder my command, were regularly swept «' last jnonth, agreeably to the Barrack R(grdatlons and " Garrison Order sJ" " Dated at Halifax, this 1st day of la—." Signature of Commanding Officer. 10. — Quarter Masters of Regiments are held responsi- ble that the Quarters of Officers quitting the Garrison on leave, are delivered over without delay, to the Barrack Master, for further application. ii^^^^^^^^^^ M 4& 11. — The Privies attached to the several Barracks, Hospitals, &c., in this Garrison, are to be emptied once every fortnight during the season the Law permits. The Barrack Master will be considered responsible that this service is punctually fulfilled by the Contractor ; and will, upon the representation of any proper authority, that it has been neglected, proceed, within three days from the date of puch r'^pre^cntation, to enforce the pen- alties of the Contract. No pxcupc for the neglect or omission of this important service will receive consider- ation. Hi ! II li I. 12. — Payment of all charges for Barrack Damages is to be made on or before the 2 4th of each month. In tho case of objection being raised to the justness of any charges against the Troops at tho Monthly Barrack In- spection, appeal is to be made through the Deputy Ad- jutant General, to the General Officer Commanding, immediately after such inspection has taken place, with a view to a Board of OflBcers being assembled to enquire into and report upon all the circumstances of the case. But it is clearly to be understood that such objection does not relieve Commanding Officers from immediate payment of the charges made against them by the Bar- rack Master, and which on no account is to bo with- held. B., on the 30th June in each year, by Boards composed of a Captain, President, a Subaltern, and Quarter Master, members. Any issues absolutely necessary on those dates, must be made in pre- sence of the Boards. 18.— At Out Posts, where no Commissioned Officer is stationed, and where non-commissioned Officers have charge of Stores, there is io be a Quarterly Board of Survey held on the 31st of March, 30th June, 30th Sep- tember, and 3l8t December, in each year, upon the quantities, state and condition of the Provisions, Fuel, and Magazine Implements. 54 19 —A Quarterly Board of Survey will be held on the 31tt March, 30th June, 39th September, and Slat December, in each year, for the purpose of awertaining ard reporting the balance of Public Money in the Commiflsariat Chest. The Board to be composed of one Field Officer, one CapUio, and one Pay Master, or in his absence two CapUins. The proceedings to be kept secret, end trans- mitted to the Assistant Military Secretary. 20.— The Marina Branch of the Command having been placed under the er^clusive charge of the Commis- sariat Department, all applications for Boats, and trans- port by water, are to be made through the proper channels to the Deputy Commissary General. H.-^Patteroa of the flannel articles haro been sealed and deposited at the Office of the Military Boord in London, and the Fur Gaps and Boots will be made according to the directions contained in the General Order dated Montreal, 3rd Feb., 1845, and promulgated here on the 5th March following, viz : The Boots to be made of stout shoe leather, grain side ouf, the vamps closed in with a tongue, stout double soles, length of leg 15 inebes, and wide enough to admit the trowsers inside, and large enough in the foot to allow of two pair of worsted stockings being worn. The cap to be wedged shaped, 8 inches high, and made of Muskrat, Fitch, or black Sealette, with ear covers and turn down over the neck. The following estimate has been formed of the prices of the articles which are in future to con- stitute the supply of winter clothing. A Fur Gap, £000 Sterling.
