Statutes, Rules and Ordinances, made, established and ordained, by the Principal and Governors of the M^GiU College, under the authority of the Royal Charter, granted Slst March, 1821, for the better Government oj the Medical Department of the said College. Passed at a Meeting held/or that purpose, on the 22d day of February, 1832. Be it made, established and ordained, by the autho- rity of the Principal and Governors of the M'Gill Col- lege, that the following Statutes, Rules and Ordinances be, and they are hereby made, established and ordained to be, the Statutes, Rules and Ordinances, for the go- vernment of the Medical department of the said Col- lege. CHAPTER I. 0/ the Duties of the Teachers of the Medical Depart- ment {Professor or Lecturer.) 1. The teachers of the medical department shall con- sist of one Professor, until the powers of the charter in this respect be enlarged, and of three or more Lec- turers.* * By a Despatch from Lord Godeiich, dated 22d May, W. Caldwell J. Stepuenson, A. F. Holmes, and W. RobeiUou, M. D. were appointed iUedieal Professors. 2. Each teacher .sliall dchvcr five Icejiircs each week ; except clinical lectures, which shall be given twice a week. 3. Each lecture shall be one hour. 4. Each teacher shall give to the pupils attending his class, an examination, at least, once a week, and each examination to count for a lecture. 5. A roll of the names of the students shall be called at each examination, and those who do not attend shall not bo entitled to a certificate of attendance at the close of the course, except in cases where a satisfactory rea- son can be given for such absence. 6. The tickets given to the students on entering their names and paying the fees for the lectures, to be considered as admission tickets only, and unless atten- dance be certified at the end of the session by the teachers aforesaid, the tickets to be rejected by the Secretary. 7. All students obliged to have their tickets counter- signed by the teachers respectively, within three weeks after the closing of the classes. 8. The fee for each class to be three pounds, Halifax currency, except for the anatomical and the chemical class, for which the fee shall be three pounds fifteen shillings, same currency. 9. Any student after having paid the fees, and attend- ed two courses of any branch, shall be entitled to a perpetual ticket to that class. 10. All winter courses to be six months. 11. All summer courses to be three months. 12. All clinical courses to be six months. 13. Each teacher aforesaid, shall, within one month after the closing of the classes, deliver to the Secretary of the Faculty, a list of the names of the students who have paid the fee, and attended his class for that course. 15. The Registrar shall furnish the Secretary of the Faculty, with a list of the matriculations, on or before the twenty-third day of December of each year. 16. All students are liable to be reprimanded, or to be expelled the University, upon being convicted of miproper conduct. If notice be given to any of the teachers aforesaid, of any offence c6mmitted by anystu- dent, the teacher is to make enquiry, and if he finds that there is sufficient ground for it, and the ^ifence be of such a nature as to be thought to call for . ); rimand or expulsion, he is then, and in that case, to cause the Secretary of the Faculty, to transmit to the Principal a statement of the offence, in order that the same may be by him laid before a meeting of the Governors ; but such meeting shall not be called, unless the complaint be signed by two other teachers. In all cases of hghter offences for whicli a formal reprimand may be judged sufficient animadversion, the Principal with the Teachers, or if the Principal be not on the spot, the Professor with the Lecturers, or in tho event of the augmentation of the number of Professors, the senior Professor presiding for tho occasion, with tho other Professors assisting, shall have the power of ac- quitting or reprimanding, the same previous formalities being observed, mutatis mutandis^ as in the cases spc- cified in the preceding Bye Laws. 18. The winter courses shall commence on the first Monday of November. 19. The summer courses shall commence on the first Tuesday of May. CHAPTER II. Of the studies and qualifications of Students, wishing to obtain the Degreeof Doctor in Medicine and Surgery at this University. 1. The Medical Degree granted by this University, shall be that of Doctor in Medicine and Surgery. 2. The students who are desirous of attending lec- tures at this University, must procure from the Regis- trar a matriculation ticket, before the 23d December of each year, for which ticket he shall give ten shillings. 3. No ticket can be procured from any teacher, nor any person be allowed to attend the lectures who has not procured a matriculation ticket. 4. The classical qunlitications of a candidate for a degree as aforesaid, are to be ascertained by the Medical Taculty before entering upon his medical examination S. He must be able to render any Latin author at sight, and to translate English or French gramma- tically into Latin in writing. It being understood that iM the latter case, elegance will not be insisted upon, y. Every candidate for the aforesaid degree shall, before the 24th day of March, give into the Secretary of the Faculty testimonials of his qualifications, entitling Inm to an examination, and an inaugural dissertation written by himself on some subject connect'^d with medical science, the dissertation to contain not less than twenty-four printed octavo pages. The candidate must, at the same time, deliver to the Secretary of the Faculty the following certificate :— Montreal, March, 18. The Medical Faculty to ascertain the classical qualifications of the candidates, and if thoso be found to bo sutTicient,the Faculty aforesaid are to givo a General Public Examination on all the branches of Me- dical and Surgical Science, which examination shall not be less than one hour, unless it be previously found that the candidate is quite unp.opared, when the examina- tion can be closed. 2d. Every candidate must publicly defend his inaugural dissertation before the Mcdica^ Faculty, within seven days before the graduation. 12. All trials of candidates must take place between the 24th day of March and the 24th day of May of each year, which latter day shall be the day o." conferring degrees, and the trials shall be held and the degrees conferred publicly, it being understood that if the latter day should in any year fall upon a Sunday, the perfor- mances must take place on the day follow ing. 13. Candidates after a successful examination, must have their dissertation printed by the University Printer before the 12th May, and deliver twenty-four copies to the Secretary of Faculty for the use of the University. 14. The fee for the Degree of Doctor in Medicine and Surgery to be three pounds fifteen shillings, Halifax currency, to be paid by the successful candidate to the 10 funds of Hie Library of the Medical Faculty, for the purchase of books, together with tive shillings to the Registrar for entering tiie same into a book kept by him for that purpose. 15. The Medical Degree granted shall be written on parchment, and signed by the Principal and Teachers aforesaid. CHAPTER iir. Qfthe Duties of the Secretary of the Medical Faculty. I. The Secretary of the Faculty shall have charge of and in safe keeping, all the papers and books not printed belonging to the said Faculty. 2. He must insert in a book kept for the purpose, minutes of the proceedings and correspondence of the Faculty. 3. He must insert in a book kept for the purpose, the list of matriculations sent to him by the Registrar. 4. He must transmit a copy of each year's list to the Principal of the College before the first day of January of the ensuing year. 5. He must transcribe into another book kept for the purpose, the names of those attending the different Teachers as aforesaid, under distinct heads of Professor or Lecturer, as the case may be. 6. He must, ten days after receiving lists of Students attending each Teacher aforesaid, transcribe the lists of the same, and transmit them to the Principal of the College. 7. He shall keep another book into which he must transcribe all the Statutes, Rules, and Ordi janccs, made for the government of the Medical Facul^y, and have the same signed by all the Teachers of the Medical De- partment, and by the Students of the same department on matriculation. C'VPTER IV. Of the Duties of the Registrar of the Medical Faculty. 1. The Registrar must have charge of and keep in good order, all the printed books belonging to the Faculty. 2. He must take special care that all the books and other things belonging to the Library be kept from injury. 3. He is bound to keep a book into which he must enter the names of the Students who matriculate. 4. He must require ten shillings as a deposit for each volmnc taken from the Library. 5. He must keep a book containing the names of those who take books from the Library, and the names of the books so taken out. 6. No Student who has not matriculated can procure any books from the Registrar. 7. The Registrar must transmit to the Secretary of the Faculty, on or before the 23d day of December of each year, the list of matriculations for that year. 8.
