CONSTITUTION or THE HALIFAX MECHANICS' LIBRARY. A number of persons formed into an Association for the purpose of creating a Public Library in Ha- lifax, having met on the 17th day of October, 1881, ag-jed to the following Constitution; and all who Bubscribo to it bind themselves to conform to its pro- visionL^ Thai the Library shall be called " The Halifax Mechanics'' Library." That cases of immorality, insolence or factious conduct, may occasion the suspension of the privile- leges of the Library, by a un'^imous vote of the Committee; or the forfeiture oi such privileges, by « majority consisting cftvvo thirds of a General Meet- ing of Shareholders ; such vote to be given by Bal- lot. That the majority of the Books purchased for the Library shall be such as treat of useful knowledge. That the sum which give Subscribers the privile- ges of the Library shall not exceed Five Sbillingg per Quarter. That this Constitution shall not be altered at any annual or other meeting of Shareholders, so long b« ten Shareholders agree to support it. That the Library now formed, be called "The Halifax Mechanics' Library," and that the name Mechanics' Library shall bear no exclusive interpre-. » tation, that term being only chosen as applicable to a library of useful knowledge, and of such pecuniary qualifications, as may place its privileges within the reach of any industrious person. ^ 2. That a fund be raised by subscriptions of ten ^ shillings from a number of individuals, such subscri- bers to be Shareholders of the Library. S. That such Shareholders pay one shilling and ten pence half penny quarterly, in advance. OFFICERS OF SOCIETY. 4. That all ofB(!ers of the Society shall be chosen by nomination and ballot, and that the naming of no- miation shall be,that candidates for office shall be pro- posed by one member, and seconded by another, and that the names of all persons so nominated, shall be placed on a board in a conspicuous part of the place of meeting 5. That a President and Treasurer be chosen an- nually. 6. That the President and Treasurer bo ex-offi- cio members of the Committee. 7. That the office of Secretary and Librarian be joined in one pernon, and that he receive JESO per annum for bis services. COMWITTEE. 8. That the ordinary business of the Society be conducted by a Committee, 9. That the Commitico consist of five members besides the President and Treasurer, who shall meet monthly, or oftnner, if necessary. 10. 1 hat the Committee shall form such bye-laws as they may deem nroper, such bye-laws to be subject- ed to a General Meeting of Shareholders, and if ap- proved of, be engrafted on the Rules. MEETING* 11. That a General Meeting of Shareholders shall be calloil unnually on the first Tuesday in October, to appoint ofBcers and hear the Report of the Com- mittee. 12. That twenty-five Shareholders may procure a General Meeting, by forwarding to the President a written requisition, with their names attached. The Meeting shall not beheld until six days after such notice. 13. That any person in arrears to the Library shall be deprived of the privilege of voting at Ge neral Meetings of the Society FINES. 14. That the members of the Committee be fined one shilling and three'pence, for non-attendance on resfular nights of meeting. 15. That any Shareholder absent at any of the An- nual Meetings, be fined one shilling and three pence, unless a sufficient excuse be given to the Committee. SHAREHOLDERS AND TRANSFER OF SHARES. 16. That any person wishing to become a Share- holder, shall leave his name with the Secretary, to be laid before the Committee at their next meeting, for approval, 17. That whenever a Shareholder shall be in ar- rears to the amount of his share, he shall forfeit his interests in the Library, provided the Librarian shall give him one month's notice thereof. 18. That if a Shareholder, wishing to sell out, procure a purchaser for his share, he shall inform the committee of such wish, and of the name of the pro- posed purchaser. That books of an immoral character, shall not be admitted into the Library, or if there by accident, shall be removed by the Committee, when reported to them. * 20. That a nomination list be kept, on which Share- holders may place the names of books whirh they wish to have purchased ; the list to be subject to the discretion of the Committee, and the books on it, if approved of, to get the precedence of other books 21. That books on the list be chosen or rejected by the Committee, according to the order in which they stand. FUNDS OF THE LIBRARY. 22. That the Treasurer shall not pay any money without a written order from the President. 23. That all monies received by the Treasurer, be appropriated to the purchase of books, except such sums as may be necessary for contingent expen- ses for a period of five years. 24. That these Rules may l)e amended, or added to, by the consent of twa thirds of a General Meetin^j of Shareholders. ret.. BYE LAWS. 1st. That the number ays limited by the com- mittee for the perusal of cnuh book, also the fine for each day's detention of it after the specified time, shall be placed on the inside of the cover. 2nd. That the rate of fine shall be for each day, for a Folio or Quarto, 4d. ; for an Octavo or Duod- ecimo, 2d ; for a Pamphlet, Id. 3rd. That the time on a book may be renewed ; unless another person shall have bad his name enter- ed for it. \ \ 4th, That if any book shnll be returned, written on or otherwise defaced, the Librarian shnll report, and the Subscriber or Shareholder shnll not receive ano- ther book, until the Committee determine on the case. The Committee mny order fine, payment of the book or set of books, or deposition of a similar copy or copies. 5th. That no person shall take books from the shelves of the Library, except the Librarian. 6th. That any person removing a Book from the Library Room, without informing the Librarian shall incur a penalty of 2s 6d. 7th. That Subscribers paying Ss 9d quarterly in advance, be allowed two volumes of one set of books at ft time, but Subscribers paying Ss 6d quarterly, be only allowed to take out one volume nt a time. 8th. That the Librarian be directed tc collect fines and dues as follows, viz.— when a person sends for a book, and owes a fine or subscription— the Librarian is to write on a slip of paper the sum due, and state to the applicant that such fine or subscription must be paid, prior to his again getting a book from tho Library. 9th. That the Librarian be directed to collect the dues quarterly, by calling upon tho Shareholders who 4o not pay at the Library Room.
