CONSTITUTION OF THE SOCIETY TOGETHER WITH BY-LAWS AMD RESOLUTIONS OF THE BOARD OF MANAGEMENT. meeUng- KINGSTON: PRINTED AT THE BRITISH WHIG OFFICE. 1898. Domestic and Foreign Missionary Society of the Church , of England in Ginada. CONSTITUTION, BEING CANON XIX OF THE PROVINCIAL SYNOD. Art. I. — This Society shall be called the Domestic and Foreign Missionary Society of the Church of England in Canada. Art. II.— This Society shall consist of all persons who are members of the Church. AnT. III.— The Society shall be under the control of a Gen- eral Board of Missions, consisting of the Bishops of this Ecclesiastical Province, and the Clerical and Lay Delegates for the time being of the Provincial Synod, together with the Board of Management as hereinafter described. On t)j: third day of each triennial session of the Provincial Synod, the Viusiness of the Synod shall be suspended to allow the business connected with this Society to be transacted. Art. IV.— There shall be a Board of Management which shall consist of all the Bishops of this Ecclesiastical Province and the Secretary and Treasurer of the Board, members ex-officio, to- gether with two clergymen and two laymen from each Diocese, to be appointed by the General Board on the nomination of each Diocesan Synod, which nomination shall be made by such Synod at the meeting next preceding the the triennial session of the Pro- vincial Synod, and this Board shall have, as far as possible, the collection and administration of the General Missionary Funds of the Church (subject to the provisions hereinafter set forth), and shall remain in office until their successors are appointed, and shall have power to fill any vacancies that may occur in their number. Eight members shall constitute a quorum. The Board of Management shall, when the General Board is not in session, exercise all the powers of the General Board, and shall report to the — 4— General Board of Missions on or before the third day of such trien- nial session of the Provincial Synod. The Board shall meet at such times and places as they shall think fit. Art. V. — The Board of Management is authorized to appoint such Committees as it may deem desirable, and such officers as shall be needful for carrying on its work, and may frame such rules and regulations (not inconsistent with the Constitution and Canons of the Provincial Synod) as may be necessary for the trans- action of its business. Art. VI. — It is recommended that the funds collected in the several Dioceses for Mission work under this Canon be sent in to the Board, and the appropriations therefrom on behalf of Domestic Missions shall be made in gross, to be disbursed by the local authorities of Dioceses to which such appropriations shall have been made. Appropriations on behalf of Foreign Missions shall be made to the Great Missionary Societies of the Mother Church in England, or in such other manner as the Board of Management may direct, provided that contributions specially appropriated shall be paid in strict accordance with the wishes of the donors. Nothing in this Canon, however, shall be held in any wise to interfere with or affect the several Diocesan Mission Funds, or with any other exist- ing agreements made by any Parish for special missionary aid. Art. VII. — In connection with the Board of Management there shall be in each Diocese of the Province a Corresponding Committee, or Board of Missions, to be constituted as such Dio- cese may determine, who shall report all statistics and other infor- mation relating to the general purposes for which the Society is organized. The Diocesan Board of Missions, as at present constituted, shall be the Corresponding Committees, or Boards, until other Committees or Boards shall have been appointed under the pro- visions of this Canon. The first Board of Management shall be appointed by the Provincial Synod at this session. BY-LAWS. I.— ORDER OF BUSINESS. 1 . Reading of minutes of last meeting. 2. Reports of Secretary, Treasurer, and Executive Committee, and consideration thereof. 3. Reading and referring correspondency and applications for vork in the mission field. 4. Reports of Committees, and consideration thereof. 5. Appropriations. 6. Notices of motion. • 7. Reception and consideration of the appeal. 8. Appointment of two members of the Board to draw up the next appeal. 9. Grant for current expenses. 10. Unfinished business. 11. Time and place of next meeting. 12. Miscellaneous business. II.— OFFICERS AND THEIR APPOINTMENT. The Ofl&cers of the Board shall consist of a President, a General Secretary, a General Treasurer, and two Auditors. The Metropolitan shall be the President, and the General Secretary, the General Treasurer, and the Auditors shall be elected at the triennial meetings of the General Board of Missions. III.— CHAIRMAN. At all meetings of the Board of Management the chair shall be taken by the -Metropolitan, or in his absence by the senior Bishop present, or in the absence of all the Bishops by the Prolocutor of the Lower House of the Provincial Synod ; and, in the absence of all these from any meeting, the Board shall elect its own chairman for that meeting. — 6— IV.— FILLING OF VACANCIES. In the event of the death, resignation, or suspension from office by the Board of its General Secretary, General Treasurer, or either of the Auditors, the Metropolitan, or in his absence from the Province or incapacity to act, the senior Bishop, or the Board, if then in session, shall name some member of the Board to perform the duties of the office thus vacated until the next meeting of the Board of Management, at which the vacancy shall be filled. Should any member other than a Bishop die or resign during the interval between the meetings of the Provincial Synod, the Bishop whose Diocese was represented by such member shall appoint another clergyman or layman, as the case may be, until the next Provincial Synod. v.— MEETINGS. The Board of Management shall meet twice in each year, namely, on the second Wednesday after Easter, and on the second Wednesday in October, or on any other day that the Board may appoint, at such place as may be determined on at the preceding meeting. Special meetings may be summoned by the Metropoli- tan on the written requisition of any two Bishops, or of two clergymen and two laymen, mei^bers of the Board, or at his dis- cretion. VI.— DUTIES OF THE GENERAL SECRETARY. The Secretary of the Board shall attend all meetings of the Board and Executive Committee, and take and keep in accurate form minutes of such meetings, which shall be printed and for- warded to all members of the Board, shall collect information for the use of the Board, conduct its correspondence, take the neces- sary steps for carrying into eflfect the By-laws and resolutions of the Board, and generally promote the accomplishment of the pur- poses for which the Board has been constituted ; and present at each regular meeting a full report of the business transacted since the preceding meeting. The Secretary shall also keep enregistered as far as possible the name and address of the Chairman of the Corresponding Committee or local Board of Missions for each — 7— Diocese, and shall communicate to him an abstract of the proceed- ings of each meeting of the Executive Committee, and request from him for submission to the Executive Committee quarterly a statement as to the condition and progress of missionary work of said Diocese in connection with this Board. The Secretary shall also communicate to the President and General Secretary and to each Diocesan President and Secretary of the Woman's Auxiliary an abstract of the proceedings of the Executive Committee, and request from them quarterly the fullest information possible as to the missionary work engaged in by them. The Secretary shall also, as far as practicable, upon the invitation of the Bishop of any Diocese, or of the Corresponding Committee with his consent, and upon provision being made for his expenses, visit any such Diocese and render any assistance in his power towards the ex- tension of the Domestic and Foreign Missionary work of this Ecclesiastical Province. VII.— DUTIES OF THE GENERAL TREASURER. The Treasurer shall receive all moneys for the purposes of the Society, and deposit the same in a bank or banks to be ap- proved by the Board in the name of the Domestic and Foreign Missionary Society of the ChUrch of England in Canada. He shall keep two accounts with such bank ; a general account to the credit of which all unappropriated funds shall be depcsited, which funds shall only be withdrawn upon the cheque of the Treasurer, countersigned by the. Bishop of the Diocese in which the Treasurer resides or such Bishop's Commissary, upon resolution of the Board authorizing such withdrawal; and a special or trust account, to the credit of which all specially appro- priated funds shall be deposited, moneys from which may be with- drawn, in accordance only with the wishes or instructions of the Diocese or donor remitting, on cheques signed as above, with- out special resolution of the Board. He shall present a financial statement to the Board at each regular meeting thereof. The Treasurer shall furnish to the Board security to its satisfaction for the due accounting of all moneys which may come into his hands. — 8— i VIII.— INSTRUCTIONS TO DIOCESAN TREASURERS. 1 . All moneys shall be kept under the following heads : (a) Domestic Missions. {d) Foreign Missions. (c) Indian Missions. (d) Jewish Missions. 2. Contributions to Jewish Missions shall be designated " P.M.J." or ** London Society," as the case may be. 3. Diocesan Treasurers are requested to make returns to the General Treasurer of all moneys and vouchers received by them immediately after the close of their Diocesan financial year, and again six months thereafter. 4. Diocesan Treasurers are requested to use the forms pro- vided by the General Treasurer in making remittances and returns. 5. Diocesan Treasurers are requested, as soon as possible after the close of the financial year in their respective Dioceses, to send the General Treasurer a detailed statement of the contribu- tions received by them during the year, indicating the parish, mission, or individual respectively. 6. No moneys nor vouchers for money contributed for any object within the Province of Canada (other than in Algoma) shall be remitted to the General Treasurer or pass through the books of the »Society. IX.— EXECUTIVE COMMITTEE. There shall be an Executive Committee consisting of two Bishops, two clergymen, and two laymen, to be elected by the Board at its first meeting after its appointment, together with the President, the General Secretary, and the General Treasurer, of whom five shall be a quorum. The Committee shall meet monthly (except July and August) and also at the call of the President or on the requisition of three members of the Board, and shall promote the work and interests of the Society in every way open to them under the powers and instructions which may be given to them from time to time by the Board. The place of meeting shall be determined by the Board at the time of the elec- -9— ■■ tion. At their last meeting prior to each meeting of the Board, they shall make a digest of the correspondence addressed to the Board and recommend the action to be taken in each case, and shall also present a written report at each half-yearly meeting of the Board. They shall also consider all applications for aid, and shall suggest how the funds at the disposal of the Board shall be distributed. Any member of the Board shall have the right to be present and vote at any meeting of the Executive Committee, but shall not be counted in estimating a quorum. X.— CORPORATE SEAL. The General Secretary shall have the care and custody of the seal of the Soci-ity. XI.— DEFINING "DOMESTIC" AND "FOREIGN." It is declared that the term * ' Domestic Missions ' ' includes those which are established within, and "Foreign Missions" those which are established without the Dominion of Canada ; it being understood that Domestic Missions shall not include mission work in any of the Dioceses of the Ecclesiastical Province of Canada, Algoma excepted, and that Foreign Missions shall in- clude the evangelization of the Chinese and Japanese within the Dominion. XII.— APPEALS AND COLLECTIONS. At the Spring meeting the Board shall prepare a brief appeal on behalf of Domestic Missions, to be read in all the Churches in all the Dioceses composing the Ecclesiastical Province of Canada, on the fifth Sunday after Easter, so that the people may be moved to bring their offerings for Domestic Missions on the Sunday after Ascension Day. At the Autumn meeting the Board shall prepare a like brief appeal on behalf of Foreign Missions, to be read in all the Churches on the Sunday before the Festival of the Epiphany, so that the people may be moved to bring their offerings for Foreign Missions on the first Sunday after Epiphany. All offerings made in re- sponse to these appeals shall be forwarded at once to the Dio- cesan Treasurer, to be by him remitted to the General Treasurer, as above provided. Ill II An appeal shall also be addressed to the children of the Church, to be read in Sunday Schools or congregations on Sexa- gesima Sunday, exhorting them to devote their Lenten offerings to the Missionary work of the Church. Each appeal shall be prepared by a Committee appointed by the Board and shall be sent to the General Secretary at least one month before the meeting of the Board at which it is to be adopted, and the General Secretary shall have it printed and a copy sent to each member of the Board two weeks before the meeting in order that the subject of the appeal and its expressions may be carefully studied ; and having been approved by the Board and authorized by the Bishops, it shall be printed and sent by the General Secretary to every clergyman in the Ecclesiastical Province at least one week before it is to be read. XIII.— ANNUAL AND TRIENNIAL REPORTS. The General Secretary shall prepare an annual report to be made up to the 31st of July in each year, and to be submitted at the October meeting, the draft of which shall be transmitted to the members of the Board at the time the circulars calling the October meeting are issued. The report as adopted by the Board shall be published, together with the Treasurer's statements and the tabulated statements of the several Dioceses, in the Canadian Church Magazine, or in such other way as may be ordered b> the Board. In the years when the regular meetings of the Provincial Synod are held, the report shall embrace a review and statement of the previous three years, and shall be presented to the Provin- cial Synod. XIV.— FINANCIAL STATEMENTS. The General Treasurer shall close his accounts on the 31st of July, and shall send copies of the Annual Financial Statement to the members ol the Board at least two weeks before the October meeting. He shall present to the Provincial Synod a full finan- cial statement for the three years ending on July 31st next pre- ceding. ( i — II — XV.— ASSESSMENT OF FUNDS FOR EXPENSES. The amount required to be paid by this Board for necessary expenses shall be charged pro rata against the Domestic and Foreign Mission Funds. XVI.— REGULATIONS FOR FOREIGN MISSION WORK. Clergymen and others desiring work in the Foreign Mission field are requested 1 . To make application to the General Secretary for informa- tion and for the papers to be filled up by the candidates, 2. To return the papers to the General Secretary. 3. To be ready to meet the Board of Management or its com- mittee for a personal interview. (a) duties of the general secretary. It shall be the duty of the General Secretary in relation to candidates for Foreign work : — 1 . To supply the forms adopted by the Board to be filled up by applicants. 2. To send to each referee the letter of enquiry adopted by the Board, and to obtain an answer from him. 3. To ascertain by other means all information concerning candidates and their qualifications which may be of service to the Board. 4. To send all information so acquired, and all papers and documents relating to the applicants, to the convener of the Exam- ining Committee hereinafter referred to. 5. To communicate with any Missionary Society of the Church in England with which an arrangement has been made for placing on its list any applicant to the Board for employment in the Foreign field. 6. To correspond with the missionaries of the Domestic and Foreign Missionary Society, and to obtain from them reports of their work in good season for the meetings of the Board. — 12 — (b) duties of the board of management. 1 . The members of the Board residing in each Diocese shall be a committee for the examination of applicants in such Diocese for work in the Foreign field. The Bishop, or some one named by him, shall be the convener. The Bishop and one clerical and one lay member of the Examining Committee shall be a quorum. In the case of applicants residing in Algoma, and of any not resid- ing in this Ecclesiastical Province, the Executive Committee shall be the Examining Committee. 2. The committee shall first read over together and examine the pa])ers filled up by the candidate. 3. The committee shall have an interview collectively with every applicant. 4. The committee, having decided that a candidate is suitable by spiritual and natural gifts, attainments, and physical vigour, shall report his name with all the circumstances and papers to the Executive Committee. 5. The Executive Committee shall at its first meeting after receiving the Report mentioned in the last section proceed to con- sider and deal with the same ; and should the applicant be found acceptable, either upon the Report and papers submitted or on further enquiry and examination, and his application be accom- panied by a satisfactory guarantee on the part of the Diocese from which said applicant comes for the fulfilment of the financial obli- gations and requirements either of the Board or of the Foreign Society in whose field the applicant desires to work, the Exe- cutive Committee may definitely accept such applicant and itself proceed as hereinafter is provided for the Board of Management; but if such financial guarantee be wanting the Executive Com- mittee shall have power to accept such candidate subject to the completion of the necessary financial arrangements; to which end it shall forward the Report aforesaid and all papers to the Board of Management, together with its own Report as to the candidate, for final action by said Board of Management. i —13— 6. The Board of Management shall at its first meeting after receipt of the Reports referred to in the previous section proceed to complete the necessary financial arrangements, and having finally accepted an applicant shall forward his name and the requisite papers to the S. P. G., or other Missionary Society of the Church of England in the Mother Land with which a mutual agreement as to the employment of missionaries exists or may Ije formed, in order that the name of said applicant may be placed upon its list of missionaries in accordance with such agreement. 7. Any applicant so accepted and placed upon the list of any Society mentioned in the preceding section shall thereafter act in accordance with the regulations of, and receive his stipend as a missionary through, the said Society ; being entitled further to such privileges as are contained in the mutual agreement entered into between said Society and the Board. 8. The missionaries shall on their engagement sign in a book, to be kept by the General Secretary, the following declaration : « « I^ , now accepted as a missionary, here- by promise to comply with the regulations of the Domestic and Foreign Missionary Society of the Church of England in Canada and of the " XVII.— INDIAN WORK. 1 . A standing committee to be known as the Indian Com- mittee shall be elected by the Board at the first meeting after its appointment. 2. This committee, of whom three shall form a quorum, shall consist of two bishops, three clergymen, and three laymen. 3. The duties of this committee shall be the collection and circulation of reliable statistics and other information connected with the evangelistic and educational work among the Indians in the Dominion of Canada under the Church of England, and the submission to the Board of Management of such other methods as may seem best calculated to bring the Church's Indian work more prominently before the minds of her members and thus secure for it a larger place in their prayers and substantial sympathies. —14— 4- The committee shall present annually to the Board at the autumn meeting a report containing such information as they may have obtained during the year, to be circulated through the Board. 5. The Indian Committee shall submit to the Board recom- mendations for the appropriation of contributions for Indian Work that have not been specially appropriated, having due considera- tion for the claims of Indian work in the several missionary Dioceses. 6. The committee shall invite each Bishop of a missionary Diocese to nominate a correspondent from his Diocese who shall be the medium of communication with the committee. XVIII.— COMMITTEE OF CONFERENCE WITH THE W.A. A standing committee shall be elected at each autumn meet- ing of the Board to confer from time to time with a committee of the Woman's Auxiliary on such matters as may arise, and to report to this Board. XIX.— MISSIONARIES OF THE WOMAN'S AUXILIARY. Any teacher or missionary in the North-west under the pay of the Woman's Auxiliary, when accepted by the Board, shall be recognized as its missionary. XX.— CANADIAN CHURCH MISSIONARY MAGAZINES. There shall be an annual audit of and report on the affairs and state of the Canadian Church Missionary Magazine and Cana- dian Church Juvenile, having reference to the agreements be- tween the Board and the publishers of said magazines, the same to be made by the lay members of the Board from the Diocese in which the magazines are published. iv^ RESOLUTIONS. I.— ACTION TO BE TAKEN BY THE BISHOPS. That this Board, moved by its duty to the Domestic and Foreign Missionary Society of the Churc^A of England in Canada, does very respectfully request the Bishops to impress upon the clergy and laity in their Synods, and upon the members of the Church generally, the following facts : (i) That all members of the Church of England are, as such, members of the Domestic and Foreign Missionary Society. (2) That as members of this Society their duty is in particular to make offerings annually at Epiphany to the Foreign Mission Field, and at Ascensiontide to the Domestic field, and generally to promote in any way open to them the great aims of the Society. (3) That the Society, being co-extensive with the Church throughout our Dioceses and in each parish, is in the best possible position to enlist hearty interest and active co-operation in the work of extending Christ's kingdom. (4) That the Society, having an agent in each congregation in the person of the clergyman, is able to carry on the widespread woik of the Society in its appeal to each member of the Church with the least possible outlay, so that the whole of the contribu- tions may be applied to the grand purposes for which they are given. (5) That the expenses of the Society are limited to unavoid- able outlay, such as the disbursements of officers in attending the meetings of the Board of Management, postage, printing, etc. (6) That the experience of the Society affords undeniable evi- dence that the Congregations in most of the Dioceses are advanc- ing in the interest they take and the aid they extend to mission work. — 16— (7) That this experience further shows that the zealous inter- est of the Clergy extends itself to and infects their Congregations, so that the eflFect of a loving spirit of devotion in the Clergy to this great work ofextending Christ's kingdom and gathering all nations into it will be the development amongst their people of that prin- ciple of unselfish, self-sacrificing devotion to the Redeemer and His work of love for all, which will insure at once the life and growth of the Church in each congregation through all the Dio- ceses, and on through the Domestic and Foreign field. 2.— DAY OF INTERCESSION FOR MISSIONS. That this Board respectfully asks the Bishops to request their Clergy to observe the eve or festival of St. Andrew, or one of the seven following days, as a day of intercession for missions. 3.— FORMS FOR MISSIONARY BISHOPS. That it be a direction to the General Secretary to forward to the Bishop of every Diocese receiving aid from the Board a copy of the form approved, with the request that it be filled up and re- turned to the Secretary. 4.-SUGGESTIONS TO THE WOMAN'S AUXILIARY. That the Board would respectfully suggest to the various parochial branches of the Woman's Auxiliary that a very useful portion of their work might be to convass their different parishes every year at Ascensiontide and Epiphany for the purpose of securing as large collections as possible in answer to the appeals of the Board, either by obtaining promises of stated amounts from all parishioners or by otherwise calling their immediate attention personally to the importance of the cause advocated by the said appeals, and further that they be requested to canvass for sub- scribers to the Canadian Church Missionary Magazine and the Canadian Church Juvenile, whenever opportunity may offer. That the Board does respectfully indicate the following direc- tions in which the Woman's Auxiliary may seek with great advantage to promote the interests cared for by the Society : (1) Dorcas work for the aid of missionaries and their families. —17— (2) The increase of the offerings in response to the Epiphany and Ascensiontide Appeals, by the circulation of information throughout each parish, and by conversation with their own family and friends. (3) Zenana work. (4) The securing of annual subscriptions from all who may be willing to contribute in this way to Domestic and Foreign Missions, and especially from those who may not give through the oflFertory. (5) The maintenance and extension of an intelligent, loving missionary spirit in every parish during the intervals between the Epiphany and Ascensiontide Appeals. (6) The Board would in particular press the education of the children (especially the daughters) ot the missionary Clergy. The Board would indicate respectfully to the Woman's Aux- iliary the importance of avoiding all intrusion upon the work or methods used by any diocesan or parochial organization or ma- chinery for the promotion of local or home objects. And in conclusion this Board acknowledges with gratitude the good work of the Woman's Auxiliary in the past. 5.— APPOINTMENT AND DUTIES OF CORRESPONDING COMMITTEES. That the Board of Management does respectfully and earnestly request the Bishop, Clergy, and Lay Representatives of each Dio- cese in this Ecclesiastical Province in Synod assembled to appoint a Corresponding Committee, in accordance with Article VII, of those most deeply interested in the Church's missionary work, to promote in every way open to them within their Diocese the large and important interests committed to the Board- of Management of the Domestic and Foreign Missionary Society, and to correspond with the Board of Management. That the following be submitted to the Bishop, Clergy, and Lay Representatives ot each Synod as duties which might, if they approve and see fit so to order it, be assigned to such Corresponding Committee : — ■i8— (i) To study and report from time to time to the Board of Management all plans and directions in which it may be feasible to quicken and extend the interest in the Church's missionary work, which ought to permeate and characterize every congrega- tion and every family and member of the Church. (2) To watch and report upon the reading of the two annual appeals for Foreign and Domestic Missions in each congregation and the comparative results of such appeals from year to year. (3) To promote the formation of committees or the appoint- ment of individuals in each congregation to interest the people generally in our Foreign and Domestic Missions, and to secure where it may be possible annual subscriptions to the Foreign and Domestic Funds. (4) To see that the collections after the Epiphany and Ascen- siontide appeals are forwarded at once by the Churchwardens ot each congregation to the Diocesan Treasurer of the Domestic and Foreign Missionary Society, and by him promptly forwarded to the General Treasurer. (5) That such Dioceses as already have a Committee on Do- mestic and Foreign Missions, either or both, be invited to direct such Committee at once to act as the Corresponding Committee. 6.— SUNDAY SCHOOL COLLECTIONS. That this Board does respectfully request the Bishops in this Province to represent to the Clergy of their several Dioceses the great importance of bringing practically before all the children in their Sunday Schools the great fact that the Church of England in Canada is her own great Missionary Society. That all her members, including all the children, are members of this Society and should be induced to take a warm personal interest in the great work which this Society is endeavouring to carry on in Algoma and m the Dioceses of the Northwest, in Japan, and among the Indians, Chinese, and Japanese in the Dominion. That with the view of establishing and extending this interest among the children, the Clergy be asked to give on the first Sun- days in January, July, and October some information as to the —19— Church's Missionary work, and ask the children to appropriate their offerings on these Sundays to the work among the Indians, the Chinese, the Japanese, and the Diocese of Algonia. 7.— CANADIAN CHURCH MISSIONARY MAGAZINES. That the Board does earnestly request the Bishops of this Ec- clesiastical Province to bring before the Clergy and Laity in their several Synods assembled, the Canadian Church Missionary Magazine ,and the Canadian Church Juvenile, as being in their judgment of very great value to the Church in connection with her Missionary work. That the Board does further ask the Bis- hops, so far as their own views will permit them, to urge (i) The importance of regular information on the Church's missionary work at home and abroad, (2) The certainty that where such information is not continually kept before the members of the Church, both young and old, their interest in missionary work must be very feeble, (3) That the aim of the Board of Man- agement of the D. and F. Missionary Society in maintaining and promoting the circulation of these Magazines is to secure that the missionary work, in which all the members of the Church of Eng- land, as being her own Domestic and Foreign Missionary Society, ought to be interested, shall be kept as far as possible under their eyes all the time, (4) That the clergyman of each and every con- gregation, and that each Lay Representative and Churchwarden and Sunday School teacher, should regard it as a duty resting on their consciences to subscribe themselves for the Magazines and to in- duce all whom they can influence to do the same, (5) That every clergyman be requested to form a Magazine Committee of one or several members in each of his congregations, who shall under- take to secure that every family in the congregation shall take the Magazines, (6) That the annual subscription may be reduced for all, if all will only subscribe for the Magazines. ^ il I 1 I Mane to qu work tion > appe and 1 men' gene whe: Don f sion eacb Foi^ the mes sucl RESOLUTIONS OF THE GENERAL BOARD OF MISSIONS. That the Board of Missions hereby expresses its conviction that no Diocese or parish ought to make any special appropriation of the collections taken up in response to the EJpiphany and As- censiontide Appeals from the Board of Management, which should in all cases be transmitted through the proper Diocesan channel to the Board to be dealt with as in its judgment seems best.
