The name of the Club shall be the " Ottawa (Jor.F Club." ■■Mi of- 19 OS lit The Committee of Officers of the Club shall consist The Captain or President. These shall all be elected annually at the Annual General Meetmg, which shall be held on the FIRST TUESDAY OF APRIL in each year, at such place and hour as shall be decided upon by the Committee. The vSecretary shall call such Annual Meeting by circular, mailed to the members not less than four days previously. The business of the Annual Meeting shall be- To receive any report submitted by the Committee. To consider and decide upon any changes suggested in the rules. To receive and consider the Treasurer's Accounts. To fix the subscription and entrance fee for the en- suing year. To elect officers and generally transact any business connected with the Club. • III. The Captain shall be the representative officer of the Club and its President. IV. The Secretary-Treasurer shall receive all subscrip- tions and dues and grant receipts for the same. He shall conduct the correspondence of the Club, issue notice of meetings, and keep the records and books, take minutes of all meetings, and generally, be the medium of communication between the Club and all others. V. At Committee meetmgs three members shall form a quorum. The Captain shall preside at all meetings of the Com- mittee and Club, but in his absence, or that of the Vice- President, a chainnan shall be nominated by the meeting. The Committee shall have the management of all matters connected with the Club, All regulations or rules duly passed by it, and duly posted in the Club room, signed by the wSecretary, shall be binding upon the members until revoked by any regular or special meeting of the Club. Any vacancies occurring in the Committee during the year may be filled by the Committee until the first general meeting. All servants and caddies shall be under the orders of the Committee, and its decision shall be final. VI. Members shall be admitted by ballot. No name shall be ballotted for unless regularly proposed by one member and seconded by another, in writing to the Sec- retary, approved by the Committee, and posted in the Club House for one week before a ballot is taken. Annual subscription shall be due and payable on the first of May. No person shall be considered a member until pay- ment of entrance fee and subscription for the current year has been made. Any former member of the Club, not absent from it for more than two years, shall be eligible for election without payment of entrance fee. No member shall be entitled to any of the advantages or privileges of the Club, whose subscription is one month overdue, and non-payment of the annual subscription for twelve months after it is due, shall entitle the Committee to erase his name from the roll of members of the Club. 1 Any one elected a member on and after the ist of October, shall only pay the entrance fee without annual subscription fee for that year, VIII. A member of the Club is considered ns a^reein^ to be bound by and to obey all By-laws, Rules and Regulations existing when he entered, or vvhic^ may thereafter bo passed, or made by the Club or by the Co amittee, and he may be expelled by the vote of three-fourths of those present at any special meeting of the Club, duly summoned by the Secretary on forty-eight hours' notice, for the purpose of considering the matter, and attended by not less than fifteen members. IX. At all meetings of the Club ten members shall form a quorum.* All special meetings must be called by notice, stating the matter to be considered and dealt with. X. The Rules of the Club shall not be altered but by a majority of three-fourths of the members present at a general meeting of the Club, due notice of the same having been given. XI. In competitions, the scores shall be marked by an opponent or any competent person not carrying clubs. No player to mark his own score. A distinct mark to be given for each stroke. Due notice shall be given by the Secretary of all competitions of the Club. It shall not be competent for any member to hold the Club Championship Medal twice successively. The game of Golf is generally played by two sides. Each side may consist of one person or two, who play alternately. It may also be played by three or more sides, each playing its own ball. 2. The game commences by each side playing off a ball from a place called the teeing ground, for the first hole. In a match with two on a side, the partners shall strike off alternately from the tee ; and the players opposed to each shall be named at starting, and shall continue in th^ same order during the match^ 11 The player entitled to play off first shall be named by the parties themselves, and his side shall continue to lead off till they lose a hole ; and although the courtesy of starting i > generally granted to captains of the club and old members, it may be settled by lot, or toss of a coin. 3. The hole is won by the side holing at fewest strokes ; and the reckoning of the strokes is made by the terms odds and like, two more, three more, one off two, &c. 4. The side gaining a hole shall lead at the next (ex- cept at the commencement of a new match, in which case the winner of the previous match is to lead) and is en- titled to claim his privilege and recall his opponci's stroke, should he play out of order. This privilege is called the honor, 5. Eighteen holes are reckoned a match, unless otherwise stipulated. The match is won by the side ir i) i 12 >yhich wins one, or more holes in excess of the number of holes remaining to be played. The remaining holes may be played as a bye. 6. If in a double match, a player shall play when his partner should have done so, his side loses the hole. fll I-' IL— Place of Teeingr and Flaying through the Green* 7. The ball must be teed within the marks laid down by the conservator of the ^inks, which shall be considered the " Teeing Ground." The balls shall not be teed in advance of such marks, nor more than two club lengths behind them. 8. A ball played in contravention of this rule may be recalled by the opposite side. 13 9- After the balls are struck off, the ball furthest from the hole to which the parties are playing, must be played first. No player shall play his teed ball till the party in front have played their second strokes ; nor play on to the putting-g^reen till the party in front of him has holed out. So soon as a party has holed out they shall replace the flag and leave the putting green so as to cause no delay to the party following. III. -Ch:tiig:iii^ the Balls. lo. The balls struck off from the tee must not be changed, touched, or moved, before the hole is played out (except in striking, and in cases provided for by special rules) ; and if the sides are at a loss to know oiie 14 ball from the other, neither shall be touched without the consent of both. l:; I I'* If! When a ball lies on a road, or in sand or any other hazard, the ground shall not be touched by the club before striking at the ball, and in no way must the lie of the ball be improved, except as provided for in Rule II, under penalty of the loss of a stroke. 13. A ball lying on sand sprinkled on grass on the course for the preservation of the links, shall be treated as ifit lay on grass. 14. On no occasion is it allowable to press down any irregularities of surface, to improve the lie of the ball. 15 15. When a ball lies near a seat, or implements used in the up-keep of the links, or any temporary obstacle, these may be removed, and when on clothes, the ball may be lifted and dropped behind them, without a penalty. v.— Entitled to see the Ball. 1 6. When a ball is completely covered with grass, &c., only so much thereof shall be set aside as that the player shall have a view of his ball before he plays, whether in a line with the hole or otherwise. 17. Nothing that is growing shall be bent, broken, or removed, except in the act of striking at the ball, or on the special occasion provided for in Par. 16. 18. A ball stuck fast in wet ground or sand may be taken out and replaced loosely in the hole it has made. : I VI. - Clearing: the Putting-Green. 19. All loose impediments, except the opponent's ball, may be lifted on the putting-green. 20. When ice or snow lies on the links, parties may make their own arrangements as to its removal or not, before commencing the match. VII. liiftiDgr Balls. 21. When the balls lie within six inches of each other, in any situation, the ball nearer the hole to which the parties are playing, mu£t be lifted till the other is played, and then placed as near as possible in its original position. Should the ball furthest from the hole be acci- dentally moved in so doing, it must be replaced without a penalty. The six inches to be measured from the nearest surface of the balls. 17 22. In a three ball match, a ball in any way lying be- tween the player and the hole, must be lifted as above, or if on the putting-green, holed out. Vfll. -Ball itt Water. 23. If the ball lie in water, the player may take it out, drop it, and play from behind the hazard, losing a stroke. IX.— Rules of the Green and Penalties. 24. Whatever happens to a ball by accident, such as being moved or stopped by any person not engaged in the match, or by the fore caddie, must be reckoned a '• rub on the green " and submitted to. 25. Should this occur on the putting-green the ball may be replaced by hand. 26. If the player's ball strikes his opponent or his opponent's caddie or club, or is moved by them, the opponent loses the hole, if playing for holes, and a stroke if playing for strokes. 27. If the ball strikes himself or his partner, or either of their caddies or clubs, or is stc/pped by them, or if, while in the act of playing, he strikes the ball twice, the player loses the hole, if playing for holes, and a stroke if playing for strokes. 28. If the player, or his partner, touch their ball with the foot or any part of the body (except as provided for in Rules 4, 5,7 and 8), or with anything except the club, his side loses a stroke . 19 29- Except at the tee, the ball must not be touched by the player or his caddie, or m any way caused to move before striking at the ball, unless in cases provided for by special rules. The penalty for the infringement of this rule is the loss of a stroke. 30. If a player or his caddie strike the opponent's ball in any manner, that side loses the hole ; but if he plays it inadvertently, thinking it his own, and the opponent also plays the w rong ball, it is then too late to claim the penalty, and the hole must be played out with the balls thus changed, If, however, the mistake occurs from wrong information given by one party to the other, the penalty cannot be claimed, and the mistake, if dis- covered before the other party has played, must be recti- fied by replacing the ball as nearly as possible where it lay. 20 t X.-Ball Lost. 31. If a ball be lost from the tee, the player may return to the tee and either tee his ball and play the third stroke, or drop his ball and play the second, or drop a ball as near as can be determined, at the spot where the ball was lost and lose a stroke. In the case of a ball lost else- where, the player shall drop a ball as near as can be determined at the spot where the ball was lost and lose a stroke. XI. Club Breaking:. 32. If, in striking, the club breaks, it is nevertheless to be counted a stroke, if the part of the club remaining in the player's hand either strike the ground or pass the ball. XII.— Holing^ out the Ball 33. In hoUng, no mark shall be placed, or line drawn to indicate the line of the hole ; the ball must be played 21 fairly and honestly for the hole, and not on the opponent's ball, not being in the way to the hole ; nor, although lying in the way to the hole, is the player entitled to play with any strength upon it that might injure his opponent's position, or greater than is necessary honestly to send his own ball . it distance of the hole. 34. Either player, when it is his turn to play, may remove, but not press down, sand, or worm heaps, lying around the hole, or on the line of his " putt " ; but this must be done lightly by the player or his caddie, with the hand only. Except as above mentioned, or when the player is in the act of striking his ball, the putting line must not be touched by club, hand, or foot. If the player desires the " line to the hole," it may be pointed out by a club shaft only, and that must be remoxed before the player strikes. 22 XIII.— Unplayable Balls. 35. If a ball lies in any of the holes made for golfing, or on ground under repair by the conservator of the links, it may be lifted, dropped behind the hazard and played without losing a stroke. 36. In all cases where a ball is to be dropped, the party doing so shall front the hole to which lie is playing, standing erect behind the hazard, and dropping the ball behind him from his head. When the ball lies close to a fence or wall, the player may lift the ball and drop it over his head, three yards from the fence or wall opposite the spot where the ball was lifted and lose a stroke. XIV.— Asking Advice. 37. A player must not ask advice about the game, by word, look, or gesture, from any one except his own cad- die, his partner's caddie, or his partner. 23 XV. Parties passing eacli other, 38. Any party having lost a ball, and incurring more than two minutes' delay by seeking for it, may be passed by any other party coming up. 39. On all occasions a two ball match may pass a party playing three or more balls. 40. Parties turning before going the whole round must let any two ball match following the regular course pass them. XVI -Balls Splitting:. 41. If a ball splits into two or more pieces, a fresh ball shall be put down where the largest portion of the ball lies ; and if a ball is cracked the player may change it on intimating his intention of donig so to his oppor»ent. !( 24 XVII.— Broach ot Rules. 42. Where no penalty for the infringement of a rule is specially mentioned, the loss of a stroke shall be under- stood to be the penalty. Special Kulos for Stroke Play. 1. If the lowest score should be made by two or more, the ties will be decided by the parties playing another match, either that day or afterwards, as the players or committee may arrange. 2. On the morning of club competitions, new holes shall be made. 3. Before starting, each competitor must obtain from the Secretary a scoring card, and in the absence of a special marker, the players will note each other's score. They must satisfy themselves, at the finish of each hole, I e 25 that their strokes have been accurately marked ; and on completion of the match, hand the card to the Secretary, or his deputy. * 4. All balls must be holed out, and when on the putting green, the flag must be removed, and the player whose ball is nearest the hole may be asked by his op- ponent to hole out first. Either player can have another player's ball lifted if he finds that it interferes with his stroke. The ball that has been lifted must be carefully replaced. 5. If a ball be lost, the player shall drop another ball as near as possible where the ball was lost, and lose a stroke. If the lost ball be found before he has struck the other ball, the first shall continue the one to be played. 111;':'? ti It I 2« 6. A ball may, under a penalty of one stroke, be lifted out of a difficulty of any description and dropped behind the same. 7. No competitor shall play with a professional. 8. The ordinary Rules of Golf, so far as they are not at variance with these special rules, shall also be applic- able on competition days. 9. For all Club Competitions the players shall be classified according to standing, and shall play according to classification. 10.
