It will te seen, however, that the total Bmountt here given correspond with those in the Treasure: » General Abitrsct of the transactions of the past four yean. /:i.»Tiir-L-;uujt'ta^jWffTc J . -■■W'AAL-ULVtJLJ As further illustrating the benefit of the Fund, it may be noted that, during the past four years, there have been erected within the bounds of the Synod of Manitoba and the North-v'°.st only eieht churches and two manses without any assistance from the C. & M. B. Fund ; and although, no doubt, some of the buildings referred to in this report might have been erected even if the Fund had not existed, yet it may be safelv assumed that by far the larger proportion of them would not have been built had it not been for this assistance. It was expected, when the Board first undertook the administration of the Fund, that congre> gations would have been able to repay the loans within three, or at most, four years. The succes- sion of unfavorable seasons, however, and the unexpected check laid upon the progress of many communities, combined with the difficulties incidental to new settlements, have prevented, as yet, any general repayment on account of loans, the total amount repaid by congregations up to this date bemg $2704.71, including some amounts of interest on loans. The security furnished to the Board in almost every case is in the form either of mortgage or of notes signed, jointly and severally, by the managers of the congregation. In viiiw of the difficulties that many congregations have experienced in meeting their obligations, the Board have been unwilling to use extreme measures to secure refaymcnt. They regard tne securities as, for the most part, thor- oughly valid, and although there may be unexpected delay on the part of congregations in repaying the loans yet the general interests of the Churcli are being very largely advanced by means of the Fund, and, through the help thus rendered, a great impetus is given to many departments of church work. Since the last report of this Board was presented to the Assembly the census of the North- West Territories has been taken. From the returns it appears that about one-third of the white population of the Territories (excluding, that is, half-breeds as well as Indians) is Presbyterian. It is estimated that within the Province of Manitoba a still greater proportion is Presbyterian. This indicates the necessity that is laid upon the Church for the vigorous prosecution of her work within the bounds of this Synod, and at the same time illustrates how large a field there is for the operations of the C. & M.6. Fund. It is gratifying to the Board to be able to report that there is scarcely a place of im- portance in the Province or m the N.W. Territories where there is not aPresbyterian place of worship or else the prospect of the early erection of one. Many of the rural districts, however, are still desti* tute of churches, and there is a very serious lack of manses. The applications now before the Board are almost sufficient to exhaust the balance at present un hand ; but it is hoped that the liber- ality that has sustained the work hitherto will be continued, as expenditure in this direction at the present stage in the settlement of the country must yield most important results in developing the life and work of the Church. a^ A statement is herewith presented from the Superintendent of Missibns, shewing the effi^^t that the C. & M. B. Fund has had upon the general worlc of the Church in Manitoba and the North-West. In compliance with the ret^uest of the Church and Manse Building Board I herewith submit a ' statement shewing the effect which the efforts put forth by the Board have had in advancing Mission work within the bounds of the Synod. After my appointment as Superintendent of Missions in 1881 I visited the diflferent settlements in the country, and was verv much struck with the lack of suitable places of worship and residences for ministers and their families. School houses, even in Manitoba were then few in number, and where available for Sabbath services afforded indifferent seating accommodation for adults. Relig- ious services were therefore conducted in country districts almost wholly in settlers' houses. These were frequently small, and so low of roof sometimes as to make it difficult for an ordinary man to stand erect. Granaries, stables and stable lofts were sometimes resorted to, but the sounds, and sights and smells occasionally marred the effect of the service. In villages and incipient towns un* finished stores and dwelling houses were extemporized into churches, but always to be abandoned, when nearing completion, for some other structures in a less developed state. Public and private halls were secured, but in such cases the rent lefi little of the revenue of the congr^tion to be applied on salary. As much as $30 a month has been paid for a private hall. The C. P. R. Com- pany generously put their station houses at our disposal, and in several cases their offer was accepted. The arrival of trains, however, during the time of service — a frequent occurrence — interfered seri- ously with the effect produced by the preaching of the truth. In some instances the only available places were billiard rooms, bar rooms, or the dining rooms of hotels. People who were accustomed to frequent such places on other days for other purposes scarcely cared to attend religious services there on Sabbath. They were anxious not to mix things. Men entirely opposed to the liquor traffic were unwilling to accei)t any favors at the hands of liquor dealers. The consequence was that in country and town a considerable per centage of the population absented themselves from the services of religion and were fast acquiring habits that would crystallize into character. With such a state of things it requires no argument to show that church extension was seriously handicapped. It was vain to ask the people to build. Except at a few points timber was not available. Luml)er was scarce and dear. The settlers in many cases were young and without means, in every instance beginning life, and always with large outlays and no returns. That only 15 churches and not a single manse were built between 1874 and 1882 is the best evidence of their helpless state. And of these 15 churches two were not finished till the Board advanced the monev to finish them, one had to be sold for $50 to prevent its being a total loss, and others were crushed with debt. The need of manses was as great if not greater than that of churches. Where houses could be had rents were high . Twenty dollars ($20) per month was regarded as a very reasonable rent for a house with very moderate accommodation. When it is borne in mind that the salary of an ordained missionary was only $800 per annum at that time it is plain that he could not afford to give $240 of the amount for house rent. But in many cases a house could not be had at anv figure, and hence missionaries and their families were compelled to live in places scarcely fit t^ shelter cattle. Im- paired health, diminished working power, discouragement and sometimes abandonment of the 9 work followed. And unldft the Church takes care this must in many cases continue. Foreign missionaries are provided with homes for themselves and their families, and the requisite appliances are forthcoming to enable them to carry on their work with some prospect of success. This is as it should be. But «hy should a different rule obtain in the case of the home missionary? The discoveries made convinced me of the necessity of timely aid Ijeing given to our people in the matter of church erection, and the impression was confirmed by the knowledge that much of the success of the American churches in tne work of church extension was due to the judicious aid given by Church Erection Hoards. In our own country the good effect of the Hunter Fund in Nova Scotia is well known, and it is also known that church extension suffered in Ontario in early days owing to the lack ofa buihiing fund. The Fund has now been brought to bear on our work since the spring of 188'J, and it is not too early to " take stock " of what has been done. And in doing so it should be borne in mind that the country during three fourths of the time has been p.xssing thro' a period of severe depression. At the outset let it be noted that there is not a point of any importance on any line of railway between L.ike Superior and the Rocky Mountains constructed before the close of last season that is not provided with a pKice of worship and a nissionary. Villages and towns are centres from which the Church is operating;, .ind in all of them visibility is given to I'resbyterianism. Rat Portage, Carl)erry, lir.indon, Unk Lake, Virden, Moosej.^w, Whitewood, Hroadview, Grenfell, Wolseley, Indian Head, (ju'Appelle, Regina, Moosomin, Medicine 1 Cat and Calgary, on the main line of the C. P. R., are provided with places of worship, (iladstone, Neepawa and Minnedosa on the M. & N. VV. Ry.; Morden and Manitou on the M. S. W., and Lethbridge on the Gait Railway, are in the same position. N(ir have centres removed from the lines of railway been neglected. To Edmonton, Fort McLeod, Carm.in, R.apid City, Fort (ju'.\ppelle, Fort .Saskatchewan, the aid of the Board has been extended and with good results. That 78 churches and manses (of which 75 have received assistance from the C. & M. B. Fund,) have been erected during the past four years and only 15 during the preceding eight years is the best evidence of the effect of the fund. These buildings represent about two-thirds (%) of all the edifices belonging to the Church in the Northwest. But the efect of the Fund has not been merely or mainly to stimulate the liberality of the people in giving outward form to religion. The children of the Church have been cheered by the generous • .aid given. The strong have been bearing the burdens of the weak and so fulfilling the Christian law and giving practical proof of the unity of the Church. The attention of others has been arrested and ijersons unconnected with any church h.ive been attracted to our communion. The better accommodation afforded by the churches has answered the objections of many of the careless and quarrelsome and so swelled the audiences and widened the spheres of usefulness of our missionaries. Instances might be given where carelessness has given place to seriousness, and seriousness ripened into piety. With larger audiences have come larger revenues, and a diminution in the amount required from the Home Mission Fund. Until its church was completed Port Arthur received $300 from the H. M. Fund. It is now self-sustaining, and promises its pastor $1000 and a manse. The contributions of Edmonton went up from $:iOO to $700 m one year, and those of Rat Portage from $550 to $1000 and a manse. In less than three years from the time it was first occupied as a mission station, Cal- gary liecame self-sustaining, offering its p.istor $1200 a year. That Morden had a church helped it to liecome self-sustaining from the outset. At Carberry, Regina, Brandon, Virden and other points similar results have been seen. The increase in local givings has enabled the Church to extend her operations. If to-day there is not a settlement of any size in Manitoba or the Northwest where a representative of our Church is not ministering to the spiritual wants of the people, it is largely due to the fact that the erection of churches in so many centres has diminished the demand on the H. M. Fund and left the money to open up new districts. The C. & M. B. Fund has thus been a valuable aid in church extension. The presence of a church has also furnished a guarantee for the prosecution of S. S. work. In this country, where family religion is so often neglected and children are left to grow up without any home religious training, the importance of Sabbath School work is scarcely of less importance than even the service of the sanctuary. During the last four years the number of Sabbath Schools has gone up from 15 to 145 and the attendance from 619 to 5,727. The erection of manses has contributed much to the comfort of several of our missionaries and their families. Money has been saved by the manses to the missionaries and to church funds. Four- teen manses have Ijeen erected already. Reckoning the rent at $15 per month each — a very moderate figure — an annual saving of $2,520 has been effected. At eight per cent, the ruling bank rate of interest, this ° phere, the strength of temptation is weakened and the life is kept pure. With all that the Hoard has been enabled to do, we are yet only on the threshold of the work. At present our Church iiolds services at, at least, 350 different points within the Imunds of the Synod. There arc only 85 churches, or not a church for every fourth station. There are over 100 separate congregations and mission fields, but only 19 manses, or not a manse for every fifth minister. Settlements are moreover extending steadily. Owing to the rebellion of last year immigrmtion was checked. This ye.ir the tide has liegun to now again, and tHc proportion of incomers that be- long to our Church continues large. They must lie followed and cared for. This is impossible without funds for building. This statement would be incomplete without a recognition of the valuable aid given by the Ext- ern Provinces, and especially Ontario, in the prosecution of this work. Memliers and adherents of the Church in Ontario have furnished most of the means that have enabled the Church to prosecute her work, and for the most part the money has been given cheerfully as well as liberally. (AiiopUd by the General Assembly, Jtinf, t882.) I. The Fund shall b« cnlleil the Church and Manse Building Fund of the Presbyterian Church in Canada for Manitoba and the North-West. 3. The amount to \x aimed at in the first place shall be one hundred thousand dollars ($100,000); (he Fund shall be raised by subscriptions and l)equests. 3. The money constituting the Fund shall be, at the discretion of the Board, either invested and the revenue accruing therefrum be |;iven in the form of grants to congregations engaged in the erection ol Churches and Manses.or shall l)e lent to such congregations for a limited number of years, either with or without interest. 4. The management uf the Fund shall be entruste I to a Board of nine members, six of these to be appointed annually by the Assembly; the other memlwrs of the Board to be the Superintendent of Missions for Manitoba and the North-VVust, the Convener of the Home Mission Committee, Western Section, and one member appointed by the Home Mission Committee, The ordinary place - of meeting shall lie VVinni|)eg. The Board shall have power to Kll any vacancies made by death or resignation, until the next General Assembly thereafter. 5. All applications for aid shall lie made to this Board through the Presbytery of the bounds, and before liemg considered by the Board must he recommended by the Presbytery, but the Board is to be sole judge as to the merits of the application, and the amount of aid to l)e granted. 6. The assistance where made in the form of a grant, shall not, except in special circumstances, exceed one-tifth of the total cost of the buildinc; and when made in the form of a loan shall not ex> ceed hfty per cent of the cost. The money sTiall be payable only when the building can be used for service, in the case of grants. In the case of loans it may be advanced trom time to time. No frant to be m.-ide or loan effected until the lioard is satisfied that a valid title to the property, or a ond to that effect, has been secured by the congregation, and that the deed be in the form approved * by the General Assembly. 7. It shall be competent for the Board, with the approval of the General Assembly, to make changes in these regulations, but such shaU not extend to the alienation of the capital intrusted to the Board. 8. The Board shall report its transactions annua'ly through the Home Mission Committee to the General Assembly. In making advances from the Fund the Board of Management require, in addition to the terms prcscril}ed by the General Assenil)ly, that loans shall usually be repaid within three years; that payment shall lie guaranteed by the personal bond of the managers of the congre^^ations, or by a first mortgage on the Church property; and, in most instances, that interest be paid upon loans at a rate not exceeding five per cent, per annum.
