Amen. !/ .» TWENTY THIRD ANNUAL REPORT or f tti ^motptnUfi €}int(\i <|^0(i«tg OP THE DIOCESE OF TORONTO, PRESENTED AT THE ANNUAL MEETING AT TORONTO, HELD ON TUESDAY, JUNE 18th, 1866. The Committee of the Incorporated Church Society of the Diocese of Toronto, beg to submit the following statement of the receipts and expenditure of the Society, during the past year ; and although they cannot congratulate the Society on a large increase in its funds, yet they hope that, considering the various difKculties with which the Society has had to contend, the statement which they are now about to submit will not be re- garded as unsatisfactory : FINANCIAL STATEMENT. The Income for the past year, from the following sources, has been : — RECEIPTS. Mission Fand and Onarantees $10,282 49 General Purpose Fund 3.151 60 Widows' and Orphans' Fund 4,952 96 Stadents' Fund 858 56 BoolE and Tract Fund 88 21 $19,283 82 The foregoing shews an excess of expenditure over receipts in every fund, with the exception of the General Purpose Fund ; but the balances on the l»t May, 1864, to the credit of Missions,- Widows* and Orphans', and Students' Fund, were more than the excess of expenditure of the past year. MISSION FUND. The balance to the credit of this fund, on the 1st May, 1865, was 1^1257.04. This will be insufficient to meet the quarterly payments on the 1st July next ; and as there will be no collec- tion in its behalf until alter that time, the salaries of missiona- ries, if paid, must be met by drawing on the general funds of the Society. WIDOWS' AND ORPHANS' FUND. The amount received, during the past year, was $4889.84, in- cluding investments. The expenditure was $4952.96, which includes re-investments. The balance to the credit of the Fund on the 1st May, 1865, was $465.44. There have been $400 added to the investments ; and it is expected, that during the current year, by the payment of arrears due on account of lands, the investments will be materially increased. The present state of the fund, nevertheless, requires the careful consideration of the Society. GENERAL PURPOSE FUND. This fund shews an increase during last year. The receipts exceed the expenditure by the sum of $211.33. Some grants made to Churches, and for other purposes, will, however, have to be paid out of this balance. FUNDS ON HAND. The amount of cash in hand, on the 1st May, 1865, was $3916.64. From this a balance then due the Commercial Bank, of 31500, for sums advanced to enable the Society to pay the sli- Eends of the Missionaries employed by the Mission Board, will ave to be paid, leaving an available balance of $1416.64. ' / During the past year, your Committee have the pleasure of reporting, that the Mission Board has been enabled to sustain all its missions ; and to make arrangements for establishing three new ones in localities which have long been calling earnestly for aid. Through the co-operation of the Canada Land and Investment Company, the Board has opened a mission in the township of Dysart, in the county of Peterborough ; a new settlement, rapidly filling up, principally with emigrants from the mother country, and where great spiritual destitution prevailed. The Rev. Mr. Burt, late of the Diocese of Montreal, a mission- ary of much experience, has been appointed to this charge. As a stipend for a missionary, for the Muskoka Territory, has now been provided for, by the noble bequest of the late Rev. Dr. Leeming, supplemented by a grant from the Colonial and Continental School Society, your Committee have the satisfaction of reporting that the Rev. Mr. Wray, also from the Diocese of Montreal, a gentleman accustomed to missionary labour, has been appointed thereto. It has long been a matter of desire on the part of the venerable Bishop of the Diocese, and of this Society, to establish a mission at Sault Ste. Marie ; but the limited resources of the Society have hitherto prevented it. Your Committee are now enabled to state that the Mission Board having deputed the Rev. Mr. Carry to visit it, that gentleman has consented to accept it. t This opening has been deemed by the Mission Board so aus- picious, that they have assumed the responsibility of making a grant of ^200 per annum towards this mission ; on which the Bishop has appointed Mr. Carry. He will assume the charge immediately after the meeting of Synod. ^ ? .. I J I 10 REPORT. INDIAN MISSIONS. In the Society's Report for Jast year, your Committee had to lament the death of the late Rev. Peter Jacobs, a native mission- ary of much promise ; and owing to the difficulty of providing a suitable successor, a delay of some months occurred, during which attempts were made to detach the Indians from their alle- giance to the Church, by leading them to believe that they were no lonoer cared for by their white fellow-churchmen. This hav- ing been communicated to the Society from a reliable quarter, a deputation was sent to visit the mission, in September last. Their visit was most acceptable to the Indians, who were begin- ning to lose heart. The deputation found that the state of things at the mission called for the most active measures to prevent the dispersion of the little bands of Indians that have been gathered for Christian civilization and instruction. The Island having been lately ceded by the Indians to the Crown, they were re- quired to leave their present locations, and select land in some other part of the Island. It is, therefore, desirable that this oppor- tunity should not be lost for collecting them in a more compact settlement, where missionary operations, both for their temporal and spiritual good, might not be hindered by the interference of the Jesuits, and by the corrupting intercourse of unprincipled white men, which have caused such havoc among their race in all parts of the world. The deputation fell deeply the necessity of sustaining, by all means, the labourers, in this interesting part of our mission field ; and even of increasing the strength of the mission as soon as possible, in order to resist the powerful and well-organized efforts of the enemies of our Church. The newly-appointed Indian Superintendent for that district, is a gentleman of superior intel- ligence, and your Committee are happy to add, most desirous of forwarding the objects of the Society among the Indians; and arrangements are now in progress to settle the question of loca- tion during the ensuing summer. As in the present state of matters in this mission, many exi- gencies are likely to arise calling for immediate attention, it has been recommended that a small committee of clergymen, inter- ested in Indian riiissions, aided by one or two laymen, be ap- pointed to watch over the interests of our Indian missions. The Committee have much pleasure in reporting, that the Rev. Mr. Sims, who was appointed by the Bishop to succeed the late Mr. Jacobs, has, during the past year, entered on his labours, having first received a few months instruction in the Indian lan- guage, under the direction of the Rev. Dr. O'Meara. So satis- factory was his progress, that on entering on his duties, he was ; a REPOBT. 11 enabled to conduct the public worship intelligibly, and read the Scriptures from house to house. It has been found necessary, however, to afford him assistance ; and a younger brother of the late Mr. Jacobs has been engaged by the Mission Board to aid him in the capacity of Interpreter and Schoolmaster. Mr. Sims is attending to this young man's education ; and it is hoped he may prove a valuable acquisition to the Mission. Mr. Burkitt, the Schoolmaster at Little Current, also in this Mission, slill continues his earnest labours at this Station, but from its exposed situation, being a public thoroughfare, under many trials and disadvantages. Your Committee have every reason to feel assured, that the selection of Mr. Sims for this important charge is a very fortunate one ; and ihat under his devoted management, if duly supported, it will prove a source of great blessing to this poor people. In consequence of the terrible destitution of lood last autumn, which was brought under the notice of the deputation, on their visit, an appeal was made to the Christian community at large, which 'vas so readily responded to before the close of navi- gation, the deputation was enabled to forward to Mr. Sims such a stock of provisions as, they have been assured by him, saved many from starvation. These funds were expended last autumn ; but a small amount received during winter, was, this spring, appropriated to the purchase of seed-corn and potatoes, which have been duly forwarded. Interesting communications have also been received from the Rev. Mr. Chance, the Missionary at Garden River (also in this Diocese), which shew that that zealous missionary, in whose labours (though sustained by aid from England) this Society has always taken a lively interest, and to whom it is indebted for several missionary tours in the Indian territory, as well as ser- vices to the white settlers at the Sault Ste. Marie and Bruce Mines, — ha? not abated his zeal and energy ; but they regret to learn hat indications of difficulties with the neighbouring Jesuit Mission, have presented themselves, which demand from this Society their sympathy and assistance. As the matter is still under investigation, it is not desirable to enter into further par- ticulars at present. THEOLOGICAL STUDENTS' FUND. The usual grants have been made in aid of the Students in Divinity, and thus a meritorious class of young men have been assisted in the prosecution of their studies. Where so little of ■1 ! f 12 EEPORT. a worldly luro is held out lo candidates for holy orders, as regards the future provision for their maintenance, it would be a misfor- tune if the Church should lose the services of young men of unquestionable piety and zeal, because assistance could not be rendered to them in their preparation for the profession which, from the highest and purest motives, they have chosen. In reference to this fund, it is desirable to remark, that when in the year 1860, it was proposed to convert the Church Society's Scholarships in Trinity College into exhibitions, it was suggested that, in the then existing Diocese, not less than eighteen exhibi- tions should be provided ; which, being tenable for three years, would allow of the admission of six exhibitions annually. The proportion of these exhibitions which the present Diocese of Toronto should provide, would be at least nine. Hitherto only four have been provided, in the ibllowing districts: one in the Home, one in the Niagara, one in the Gore and Wellington, and one in the Newcastle District. The provision thus made, is far from sufficient to meet the wants of young men desirous of studying for holy orders, and unable to bear the whole expense of a college course. There are indeed young men at present in the college, who are in need of assistance, and yet have no exhi- bition secured to them. It is, therefore, most important that the number of the exhibitions should be increased; and also, that any moneys raised under the Divinity Students' Collection, which are not required for the immediate purposes of an exhibi- tion, where such has been provided, should be paid over to the Corporation of Trinity College, at the close of each year, that the Corporation may be able to extend aid in deserving cases. At the last meeting, however, of the Society, more favourable arrangements were made, of which they will endea- vour to avail themselves. They have lately received an acces- sion to their stock, especially in cheap Prayer Books, and books suited for Sunday School Libraries. It is desired to draw the attention of the Parochial Societies, and members in general, to the advisableness of making special collections for the purchase of books, either for Sunday School Libraries, or Parochial Lending Libraries; and should such collections be made, the Committee pledge themselves to pro- vide from the catalogues of the Society for Promoting Christian Knowledge, books suitable for those purposes. They likewise invite larger subscriptions to this special fund from individual members. Your Committee have to deplore the loss, during the past year, of one of the Vice-presidents, the Hon. James Gordon. He was one who proved the sincerity of his principles by his actions; and few have left an example more worthy of imitation. Among his liberal bequests to pious and charitable institutions, your Committee have pleasure in recording that he evinced his inter- est in the missionary operations of this Society, by a donation of $2000, and another of $400 to the Society for Propagating the Gospel in Foreign Parts. He also bequeathed $2000 to Trinity College. The Committee have also to acknowledge an acceptable dona- tion of $400 to the Sustentation Fund, from J. R. Williams, Esq., of Tecumseth ; and a sum of $200 from the late Mr. J. H. 14 REPORT. Pettitt, of Grimsby, to ihe Mission Fund* Nor can they deny themselves the pleasure of recording a noble instance of pious generosity which has occurred in one of the Society's Missions. All old and respected inhabitant of the village of Lowvilie, Mr. George Cowley, died in October last ; and on the reading of his will, it was found he had bequeathed a large portion of his pro- perty, fully one-fourth, amounting to $1200 towards the endow- ment of the parish. This is an example worthy of the imitation of a! I, but more particularly of the -wealthy members of our com- munion. Were this example generally followed, the Church in this country might soon be sustained by endowments derived from its own liberality and piety. And in noting the changes that take place, although your Committee feel grateful that the ranks of the clergy in this Diocese remain unbroken by death, they cannot refrain from expressing thoir deep regret at the recent removal of the Rev. Edward Denroehe, M.A., formerly Rector of Brockville, now in the Diocese of Ontario :— one of the most single-hearted and esti- mable Clergy in the Canadian Church, and for many years a liberal and zealous supporter of this Society. As this Society is the Church's handmaid to carry out her grand purposes of piety and charity ; to bring spiritual aid and consolation to desolate places, joy and hope to the widow and fatherless, we feel that it is loo noble a cause to fail of advocates and supporters. The Church in her strength and unanimity will, by God's blessing, maintain it; for your Committee feel assured that whatever may be the difficulties with which the Church may have to contend in the great work of disseminating the ministra- tions of religion in this Diocese, she may at all times, while faithful to her high and holy trust, rely with implicit confidence on the declaration of her Great Head, that " he is with her always j"*' and on His promise, " that the gates of Hell shall not prevail against her." Total, $961.46. SIMCOE DISTRICT. On examining the returns from the various Parochial Branches, the expectations of the Committee have, in some few instances, been realized ; in others, partially so. With regard to other cases, however, much disappointment is felt, especially where endowments are enjoyed, or where aid is received directly from the Mission Board. There are several branches yet to be heard from. The amounts sent in are as follows: — Mulmer, $101 ; West Gwillim- bury, $100.71; Tecumseih, $100; CooUstown, $93.59 ; Orillia, $58.50; Barrie, $57.33 ; Medonte, $46.70; Mono, $40; Colling- wood, $35.63; Innisfil $61.34; Essa, 35.97; Shanty Bay, $14.90. Bonds deposited with the Mission Board to the amount of $2400, added in with the above, shew the sum of $3145.67, as contributed by the County of Simcoe, for the current year, towards ministerial support, not including those cases, of which there are several in this district, where the parishioners hand their quota directly to their clerg-yman. NIAGARA DISTRICT. The Secretary of the Niagara District Association reports the total sum of $835.79, as paid into the District Branch, only $660.80 of which was for the missionary and general purposes of the Society. REPORT. HOME DISTRICT. The committee have the satisfaction of reporting that the parochial collections of this year, from the whole district, exceed those of the previous year by 993.91, shewing a total of $1866.44 for 1865, against 91772.53 for 1864. In the following fourteen parishes the contributions have increased :— Whitby, to the amount of 975.84; Aurora, 942.82 ; Elobicoke, 937.7 1 ; York Mills, 936; Vaughan, 927.20 ; Lloyd- town, 921.46; Thornhill, 915.64 ;Tullamore, 915.40; Brampton, 913.60; Markham, 911.92; Bcrkelev, 911.45; St. Stephen's, Toronto, $39.63 ; St. John's, 910 30; St. Anne's, 99.23; while in the following eleven there has been a falling ofl', namely, Weston, to the amount of 960.27 ; Brock, 939.18; Scarborough, 925; Springfield, 913.49; Newmarket, 98.05; Sireetsville, 96 ; Chester, 91.58; St. George's, Toronto, 953 ; St. Paul's, 946.65 ; St. James', 921.84 ; Holy Trinity, 934.20. Last year the city parishes contributed altogether $498.43 ; this year, 9399.90 — a decrease of 998.53. The rural parishes, in ie64, sent in 91274.10 ; this ycnr they have remitted 91466.54 an increase of 9192.44. The amount assessed upon the Home District by the Board of Missions, as shewn in the annexod statement, wa^ considered a very fair estimate of what might reasonably be expected from the several parishes. The sum returned, however, from the whole district is considerably less than half of the amount assessed upon it ; being, indeed, only about 4I| per cent, of that amount. Only five parishes have come up to, and exceeded their respective assessments; for which they deserve much credit, namely, Whitby, Aurora, Vaughan, Tullamore, and ~ amount assessed upon Toronto, was 92175 ; country parishes, was 92350 ; compared with collections are spmewhat less than one-fifih, the country collec- tions nearly fopr-fifths, of their respective assessments. The parishes receiving ^id from the mission board, to the amount of 9200 per annum, each, are Brampton, Vaughan, Streelsville,Springfield,Weston,Tullamore, Aurora and Uxbridge ; the grants b::ing made on the grounds that those parishes are not endowed, and the incumbents are not receiving anything from the commutation fund ; and also on the condition that each parish shall raise, in addition, a stipend of 9400 for its incumbent. Besides the above eight, a new parish has been formed, com- posed of contiguous portions of the extensive missions of Lloyd- town and Mono, to which similar assistance must be given ; not Berkeley. In conclusion, it is hoped that the above analysis of what has been done by the district as a whole, and by ihe parishes seve- rally, viewed in connection with the continued and increasing necessities of the church, may prove a stimulus to increased exertions for the time to come. And that the Society shall and will pat to the credit of the Widows and Orphans' Fund yearly, and every year, a sum of money equal to one pound five shillings for each duly recognised clergyman in the diocese, from the fund for general purposes, providing that Fund wul bear such a charge upon it ; and that after the current and customary expenses of the Society are paid, the charge for the Widows and Orphans' Fund shall be the first paid from the General Purpose Fond, and that such sum shall be put to the credit of the Widows and Orphans' 34 APPENDIX. Fund on the first day of January in each year, on the Lord Bishop of the diocese forwardin;? to the Treasurer a list of the clergy duly recognised, signed with his hand. IV. That each clergyman, cither incumbent or travelling missionary, having cure of souls in this Uioceso, in order to entitle hia widow and children to claim the annuity hereafter provided, from the passing of this By-law, or from the time of his appointment in the diocese, shall be an incorporated member of the Society, or a sub- scriber tiiereto of one pound five shillings per annum; shall observe the directions from time to time given by the Lord Bishop of the diocese, in respect to the collec- tions to be made under the provi'-^ionsof theXIX. Article of the constitution of this Society ; shall have established a parochial committee of this Society under the XVIII. Article of the constitution thereof, reporting to and in communication with the District Society ; shall have remitted the required share of the annual subscriptions therein made to the Treasurer thereof, unless upon the omission of such requirement a special written dispensation had been granted by his Lordship the President, and forwarded to the Secretary of the Society for registration, within three months after the date thereof ; and also shall have paid the fine or fines or instalments on the same, to which he may have been liable as herinafter provided. Provided, nevertheless, that it shall at all times be competent for the President to recommend to the standing committee any case which, in his Lordship's opinion, may require special consideration ; and should the standing committee report favourably thereon, that then the Society may grant such pro- portion of an annuity as to them may seem fit. Provided also, that nothing herein contained shall be construed to prevent a clergyman duly licensed, or recognised by the Lord Bishop as a curate, or assistant minister, from paitici- pating in the benefits of the Widows and Orphans' Fund, although collections may not have been made, and said parochial committee may not have been estab- lished by him. V. That every clergyman entering the diocese, and desirous of availinpr himself of the provisions of this By-law, be required to pay to the credit of the Widows and Orphans' Fund the sum of ten pounds, within six months after such entrance into the diocese, in one payment; or, under the sanction of the Bishop, by eight annual instalments of one pound five shillings. And in case such clergyman shall decease before such instalments be paid, that then such instalments as they become due shall be deducted from the annuity payable to his widow or orphans' and that every clergyman of the diocese re-marrymg, and desirous of availinLr himself of the provisions of the By-law, be required to pay to the credit of the Widows and Orphans' Fund the sum of ten pounds in one payment, within three months after said re-marriage. VL It shall be the duty of the standing committee, or of any other committee that may hereafter be appointed for that purpose, to prepare for the consideration of the Society at its monthly meetings all business relative to the management, in- vestment, and improvement of the Widows and Orphans' Fund ; and no matter connected with the management or investment of tne said fund shall be decided upon till it has first been submitted to such committee, for them to report thereupon. VII. The Secretary shall lay before the Society at its meeting in May, in each year, a statement of all moneys invested, or in his hands, on the 31st of March pre- ceding, belonging to the Widows and Orphans' Fund : and of all moneys received and paid on account of the said fund since the last annual statement; and the Secretary of the Land Committee shall, at the same time, lay before the Society a Btateraent of lands held by the Society by graut or ptberwise, pw behalf of the iai4fuud, APPENDIX. 85 «■ > vm. That from and after the passing of this By-law, the Society, will pay to the widow of every clergyman, who at the time of his decease shall have been duly licensed to the cure of souls in this diocese, or as a curate or assistant minister therein, or recognised by the Lord Bishop as such, or have been placed on any superanniuited list with the consent of the Lord Bishop of the diocese, who, from the passing of this By-law, or from the time of his appointment in the diocese, shall have been an incorporated member of the Society, or a subscriber thereto of one pound live shillings per annum, or shall have become a life member under the third Article of the Constitution of the Society, said(/?/c subscription having been paid into the credit of the Widows and Orphans' Fund), and who shall have complied with the requirements of this By-law, such annuity not exceeding fifty pounds cuarency, as the income of the fund will admit, payable in two equal half-yearly payments, on the first days of January and July in each year : the first of such liulfyedrly payments, or such portion thereof as may have accrued from the day of the death of her husband, to be made on the day above mentioned next following the death of her husband ; such payments to De continued during her natural life, so long as she shall remain a widow And in case such widow shall, at her death or marriage, have four or more children by her late husband, under the age ol twenty-one yeais, such annuity shall be paid to the guardians of such children ; and nhould there be less than four children, then such a sum, not exceeding tilteen poundg, as the income of the fund will admit, shall be paid as aforesaid tor each, ])rovided that all annuities shall cease from the half-year next preceding the marriage of any pe son, whether n^ale or female, entitled by this By-law to any such annuity ; and that all annuities paid for children shall cease on the day at which they attain the age of twenty-one years. And in case of a clergyman deceased, leaving no widow, but leaving children, then such children shall enjoy the annuity as above provided, on the death or marriage of a widow j provided always, that the widow and children of a clergyman shall not be in the receipt of an income from other sources exceeding £150 per annum ; or, in case of children, that the guardians of such children shall not be in the receipt of an income from other sources exceeding £150 per annum for their benefit. IX. That the amount of the annuity to be paid to the Widows or Orphans of the clerjy for each year shall be fixed at the meeting of the Society in May, in each year, in manner following, that is to say: if the income of the Widows and Orphans' Fund for the year ending the 3Ist of March preceding, from all sources, that is, the interest, dividends, issues or profits of any moneys or land held, or in- vested for the benefit of the Widows and Orphans' Fund, the annual collection in the churches, chapels, or stations, for the said fund, all special donations to the said fund, shall be sufficient to pay to all the claimants at that time on the fund, and a sum to provide for contingencies, equal to fifty pounds for each one bundled clergymen returned by the Lord Biphopas licensed, or duly recognised by him, then, and in that case the annuity to be paid shall be fifty pounds to each widow, or a proportion thereof to the orphans, as hereinbefore provided ; but in case the income shall not have been sufficient to pay such annuity, then the annuity to be paid shall be reduced for that year to such an amount as the income for the year preceding will meet and satisfy ; providing as before for contingencies in the roportion of one widow's annuity for each one hundred clergymen on the Bishop's ist. X. That all moneys in the hands of the Treasurer, that ipay not be required to meet the annuities payable to the widows and orphans of the clergy, shall bq from time to time permaoeutly invested in some good and su£|cient security, fi 86 APPENDIX. XI. Every widow, or the guardians of any of the orphans of a clergyman desiring annuities from the Widows or Orphans' Fund, shall apply by memorial to the Church Society of the Diocese of Toionto for such annuity, setting foith the time of decease of such clersryman, the name of his widow, and the names and ages of each of the children, as the case may be ; and that the income from other sources of such widow or children does not exceed JE150 per annum. And such memorial, being supported by the recommendation of two or more incumbents in the diocese, and recommended by the Lord Bishop of the diocese, shall entitle the widow or children of such clergyman to the annuity hereinbefore mentioned. XII. That the widows and children of all the clergy in this Diocese, who have de- ceased during the past hve years, and who, during their lives, did make the annual collections on behalf of the Widows and Orphans' Fund, shall be entitled to annuities provided for by this By-law ; and that such annuities do take place from the 1st day of July, in the year of our Lord 1848 : and the first half-yearly pay- ment thereof be due and payable on the 1st day of January in the year 1849. XIIL Every annuitant on the Widows and Orphans' Fund shall, whenever he or she may be paid his or her half-yearly annuity, make one of the following declarations in the presence of a Clergyman or Magistrate, which declaration shall be attested by the Clergyman or Magistrate before whom it is made : — Declaration to be made by a Wi^f^i" I , do hereby declare that I am the Widow of the late Reverend -; that I am entitled to an annuity from the Widows and Orphans' Fund of the Church Society ot the Diocese of Toronto ; that I air. still a widow, and that my income for the past twelve months, whether from property invested, profits of business, or any other source, including any sum or sums of money which maybe available for the maintenance and education of my children, has not exvCeded Signed before me. Should an;, doabt hereafter arise as to the interpretation of this By-law, or the construction which should be put upon it, or upon any of its clauses, such doubt shall be referred to the standing committee, or to any other committee that shall be appointed for that purpose, who shall make a report thereupon to the General Monthly Meeting of the Church Society of the Diocese of Toronto : and the decision upon such doubt, when sanctioned and confirmed by the Lord i3ishop of the Diocese, shall be final.
