Third Report of the Committee for managing the Affairs of the Association. Your Committee have again to notice the absence of any subjects of interest or importance since the last General Meeting; the Government and the Legislature having been too much occupied with pressing questions of a domestic nature, to allow of attention being paid to the various latters touching the Colonies which are likely to come under discussion. The progress of Emigration has been anxiously watched by your Committee, and they have remarked as its distinguishing feature during the last year, that the proportion of Emigrants with Capital has been much greater than at former periods ; which is the more gratifying, since Settlers of this description not only encrease the wealth of the Colonies, but at the same time afford the means of employment to the more numerous classes whose Labour is their sole dependence. Notwith- standing the visitation of the dreadful disease which was so fatally prevalent in Canada during the Summer, the Committee are warranted both by the public and private accounts which have reached them, in stating that the Emigration of the past Season has been eminently successful in every point of view in which it is to be desired, viz. in its tendency to relieve the Mother Country from the burthen of a surplus population,— in bettering the situation and the prospects of the Emigrants,— and in adding to the prosperity of the Colonies. Your Committee have much pleasure in acknowledging the receipt of several interesting Works relating to the Colonies, especially those presented by Andrew Stuart, Esq. as Pre- sident of the Literary and Historical Society at Quebec, and by A. H. Armour, Esq. of Montreal ; and they beg to add that the objects of the Association would be materially advanced by more general Contributions of the same nature, than they have yet been favored with. As there has not been, hitherto, any extraordinary call upon the Funds of the Association, your Committee are enabled to refer with much gratification to their present state, the par- ^ 16^0 liculars of which will be detailed in the Anniud Statement to be laid before this Meeting. From this it will be perceived that the expenditure has fallen short of the income during the two past years, and the balances of income saved being added to the Fund raised for the permanent support of the Association, have encreased it to the sum of £477. 4s. 3d. which is now deposited, in Exchequer Bills and Cash, in the Bank of England. It is to the augmentation of this reserved Fund that the Com- mittee look for the continued usefulness of the Institution, and they confidently rely on the support of the present Members, together with such other persons as, being interested in the prosperity of the North American Colonies, have not yet become Subscribers. • The period having arrived at which four members of the Committee go out of office m rotation, your Committee have to report that, in conformity with the rule in that case provided, Messrs. G. B. Brown, E. H. Chapman, A. Gillespie, jun. and W. H. TiLsTONE, cease on this day to form part of the Com- mittee, and are not eligible for re-election until the expiration of one year ; and the usual invitation having been given to all the Subscribers, to nominate Gentlemen to be ballotted for, to fill those vacancies, the following Candidates have been proposed, viz. Messrs. Robert Brown, E. R. Oanson. Rob "rt Gillespie, and Christopher Stainbank. Your Committee beg to state that the day fixed, on the for- mation of the Society, for their Meetings, viz. the first Tuesday in the month, having been found inconvenient, they have agreed to substitute for that day the first Thursday in each Month, and to this alteration they request the sanction of the present meeting.
