The Club now" forming shall be com- posed of the Fowlers of Quebec, and named the Quebec Fowlers Club. OBJECT. Art. 2. The object of the Quebec Fowlers Club is, by means of a regular and permanent organization, to unite Fowlers of every origin ; to bring them into mutual relations, in order that they may ' know and esteem each other ; to protect by all legal and legitimate means the interests of all Fowlers; to render assistance to those who are members, in accordance with Article 8 ; and to co-operate at all times in the reforms which may be necessary to harmonize the game laws with the wants and circumstances of the district of Quebec. Art. 3. As long as 7 members decide to the con- trary, the Quebec Fowlers Club shall not be liable to dissolution. ADMISSION OP MEMBERS. Art. 4. Every Fowler desiring to join 'the Club must be proposed by two members, who will vouch that their candidate is of good morals and repute, and that he has attained the age of eighteen years. The subscription shall be payable when the motion for admission is made, but in case the candidate is rejected the money shall be refunded. Art. 5. The Club may not receive new members but at its monthly and special meetings; they Bhall be balloted for, and one black ball will have the effect of annulling two white ones. SUBSCRIPTION AND DUTIES. Art. 6. Every Fowler who is a member of the Club shall pay an annual subscription of 50 cents, payable in advance. Each member will be given a card signed by the President and Secretary, bearing the date of his admission, and having endorsed upon it the payment received by the Treasurer. Art. 7. Every member in arrears for three months, at the expiration of that time, shall be notified to pay up by the Treasurer, and if, after such notice, the arrears are not paid before the next monthly meeting, he shall be suspended during such time as' the Club may see fit. Should he ask to be reinstated he will have to pay the sum due by him, as may appear by the books*; but if it should be found that his arrears arose from sick- ness or absence from the city, a further delay of three months shall be granted him to pay his arrears. 'Art. 8. In the case of a member's death being caused by accident while fowling, an allowance of not less than twelve dollars shall be made by the e Club vouch repute, years. Art. 9. The Club shall assist in a body at the funeral of such member deceased, and shall wear the insignia that may be adopted. Art. 10. ]!Totice shall be given to every member of the day and hour of interment, and those who fail to assist shall pay a line of 25 cents, which fine must be paid within two months. If the fine be not paid within two months it shall be debited to the defaulting member as six months arrears of annual contribution. Art. 11. Members absent from the city, and . those sick, shall be exempt from the preceding rule. Art. 12. The insignia chosen by the Club shall be made at its cost, and supplied to members at the cost price. Art. 13. Any member who shall work against the club, or any of its members, shall be subject to citation before the Club, and expulsion therefrom • on sufficient proof being given before a committee of enquiry of nine members, five of whom shall form a quorum. Such committee shall make report to a general meeting, held subsequently ; and to have valid effect the report must be adopted by a majority of the meeting. Art. 14. None but members shall be admitted to meetings of the Club ; but it shall be permissible to introduce any Fowler desiring to become a member. 6 Art. 15. Whenever a member, or any other person, ehall bo called on to lecture before the Club, members shall have the right to admit their friends. » Art. 16. No lecture or essay delivered before the Club shall be made public, by publication or otherwise, without a permissive vote to that effect taken at a monthly meeting of the Club. OFFICERS. Art. 17. The Office-bearers ofthe Club shall be : President, Vice-President, Treasurer, Secretary, Assistant-Secretary, and a Committee of manage- ment, who shall meet monthly before each general meeting. • elections. Art. 18. The election of Office-bearers shall be made by motion, and in case of opposition recourse shall be had to the ballot, at the monthly meeting in February of each year, (the date ofthe establish- ment of the Club.) Office-bearers shall be elected for one year only, subject to re-election at the expiration of their term. Art. 19. Any Officer absent from three conse- cutive monthly meetings, who shall not furnish valid excuse for such absence, shall be deprived of his trust and replaced by a successor at the monthly meeting following. Art. 20. If any Office become vacant, by death, resignation, or otherwise, the new election shall be held at the monthly meeting following. Art. 21. All resignations must be given in writing and addressed to the President of the Club. T Art. 22. The Committoo of managoraont shall bo composed of all tho Officers of the Club and nine of ita members, who shall bo chosen from among tho members, at the annual general election* Art. 23. The quorum of tho Committee of man- agement shall be five members. Art. 24. Tho Club may name Special Com- mittees, whenever it deems such necessary. Art 25. There shall be a meeting of tho Club on tho first Thursday in each month. Art. 26. Tho President may convene a special meeting of the Club, in its interest, at any time, either of himself, or on the recommendation of the Committee of management, or on a written request signed by not less than eleven members of the Club and which specifies the object of such meeting. Art. 27. The quorum of meetings shall consist of eleven members, for the settling of the Club affairs. -t DUTIES OF PRESIPENT, Art. 28. The President shall assist at all meet- ings of the Club as well as at those of the Com- mittee of management and those of Special Com- mittees. He shall maintain order, and in general shall watch over the faithful observance of tjbe rules and deliberations of the Club. He may at any time, on his own responsibility, order the pro- duction of the books of account of the Tr 3asurer and the records of the Secretary. He shall sign all papers and documents whichjnay be adopted by the Club, and in the case of an*^ equal division he shall give the casting vote. 8 I'i DUTY OP VICE-PRESIDENT. Art. 29. No decision of any monthly or special meeting, on business of tho Club, shall be annulled before one month shall have elapsed after such decision. Art. 32. Any document, letter or correspon- dence, received by any Officer of the Club, must be read at the next subsequent monthly meeting. Art. 33. There shall bo appointed, at the monthly meeting of the month of January, two auditors to verify tho Treasurer's accounts. Art. 34. Any member who desires to amend tho rules, with the exception of Article 3, or to add thereto any new clauses, shall give one month's notice in advance, and the Secretary shall be held to notify the members, in the notices of convoca- tion, sent to that effect, that such change will bo taken into consideration at the monthly meeting following; and no motion on such a subject shall be adopted but with the consent of two-thirds of the members present at such meeting. Art. 37. Tho Treasurer shall assist at all the monthly meetings and those of the Committee of management and the Special Committees. Ho shall receive all subscriptions, the entrance of each member. He shall keep a book and render a faith- ful account of all monies which ho shall have on hands. He shall incur no expense without an authorization signed by the President and Secre- tary. He shall deposit all monies received on account of the Club in a Savings Bank, to the Club; and no sum of such deposit shall be with- drawn without an order signed by the President and Secretary of the Club. Every three months he shall furnish a detailed-statement of the receipts and expenses, and shall make an annual report to the Club, subject to revision by the auditors, who must sign the same. ORDER OF PROCEEDINGS. Art. 38. The President shall take the chair at eight o'clock precisely, if there be a quorum. If at half-past eight there be not a quorum, the meeting shall be adjourned to the month following. 10 Art. 39. As soon as a meetihg is opened, business will proceed in the following order, the President, calling out each title in its order : 1. Heading of minutes. 2. Heading of Correspondence. 3. Eeports of Committees. 4. Orders of the day. 5. Admission of now members. 6. -N'otices of Motions. 7. Motions. Art. 40. Every motion must be put in writing, be proposed by two members, and any division on the same, should there be one, shall be taken by ballot. Art. 41. Any member making a motion may speak of the sanie before reading it ; but such motion shall not be taken into consideration until read by the President, and after he shall have B9lied the meeting whether such motion shall be adopted qr nqt. Art. 42. Any motion may be withdrawn by its mover with the consent of the meeting. Art. 43. 1^0 member shall speak more than twice en the same subject, except by the President's permission. When two members rise to speak at the same moment the President shall decide who has priority ; and any r^ ember speaking or making a motion shall rise and address the President, con- fining himself to the subject in debate and avoiding all personalities and intemperate language. No member shall interrupt another who is speakiner. I Art. 44.
