The past year has been a memorable one to all con- :ted with our Home, seeing that it has witnessed the •tion and completion of our new building at Hillside, Kindsome and substantial structure, which we hope 111 prove a true, real and happy home for the orphan id destitute children of our Province, for very many lars to come. Our friends will remember that we were enabled to TV out this desirable object through the benevolence the late John George Taylor, who bequeathed his tate, amounting to $30,358.00, to our institution, and the will of God, it came to us just at a time when accommodation was so limited that we were unable ^see our way to provide for the increased number of Idren requiring our care. The corner stone of our new building was laid the Grand Lodge of A. F. & A. Masons of the Province,] on the 24th of June, and the Home was formally ded cated by the Right Rev. Bishop Cridge, opened ani occupied on the i8th November last ; the great interest of the public was shewn by the very large attentlnncel on both these occasions. Your Committee confidently expect that the increJ ing interest of the public, will lead to a constantlJ increasing number of subscribers, to meet the expenses! necessary for the carrying out of our work ; your Coml mittee feel that the time will never come when they \vii|l ask in vain for funds necessary to carry on a home tori those little ones whom it has pleased the Almighty tcl deprive of their natural protectors. The Committee are still fortunate in havin^r y^\ services of Mrs. Walker, as Matron, the managememl of the Home by this lady being excellent. The Ladies' Committee have had a great deal ot| extra work during the past year, and our hearty than are due to them for their unwearied exertions. The thanks of your Committee are due to Dr. G. Milne, for his professional services when requireilj which are always given most readily, and as heretofore, gratuitously ; we are glad to report that the children are all enjoying good health. Our thanks are also due to Dr. T. J. Jones, for his kind and gratuitous services. HISTORY OF THE HOME. At the laying of the foundatioa stone in June last, the Right Rev. Bishop CridgC; at the request of your committee, prepared a brief history of the rise and pro- gress of this institution, which, with other things, were placed in the cavity of the corner stone. Now, as none of us desire or expect to see the original document again, it may be interesting to preserve a copy in this place. The Bishop wrote : "By the fraternal hands of the Masonic body, ever renowned for kind and charitable deeds, we, the man- agers and members of the 'Protestant Orphan's Home,' giving all glory to God, lay to-day the foundation stone of a noble edifice for a noble cause. Should this his- tory, which, with other memorials, is deposited therein, come to light in a future time, we reach forth to our bretnren of that time, testifying to the divine goodness which has helped us thus far. Robson, is a sign of a liberal spirit on his part, which, from his previous reputation, we were not unprepared to witness; but his uniting also with the Masonic body, of which he is so distinguished a member, and in which he is exercising^ so impressive a function — in bestowing a benediction on this Protestant Home— may we hope be regarded as a step to that unity which its founders sought, and not unsuc- cessfully, to attain in adopting as their guide the Sixth Article of the Church of England. "We conclude with the earnest hope and prayer that within the walls which are now rising, hymns of praise from children's tongues may resound through all remaining time to the glory of their kind and gentle Shepherd, Jesus Christ, our Lord." The following extract from a local newspaper giving a brief report of the formal opening of the New Home on November i8th, 1893, may be interesting reading to our friends: "Kind wishes and good deeds, they make not poor, They'll home again full laden to thy door." A more perfect day than yesterday could not well have marked the occasion of the formal open ng of the ne\\ and handsome Protestant Orphans' Home, and consequently the event was largely attended, both by those in active sympathy with the objects of the insti- tution and the general public. The members of the ex- ecutive, ladies and gentlemen, had made every prepara- tion for the reception and entertainment of the visitors, with the result that friends of the Home went away thoroughly pleased, and the lady or gentleman who had came to see what the place is like, was pleasantly sur-' prised with what there is to see. The formal proceedings of dedication commenced about 2:30 o'clock, there being present on the platform of the large hall or convocation room, the President, Mr. F. H. Worlock, Rt. Rev. Bishop Cridge, Hon. Robert Beaven, M.P.P., Mayor of Victoria; Mr. Thos. Earle, M.P. ; Mr. Chas. Hay ward, Mr. James Hutche- son, Rev. Dr. Campbell, Revs. W. D. Barber, E. Robson and G. W. Taylor. It shall be the duty of such Committee at their fit St meeting, to be held not later than one week after their election, to appoint from their own number a Tre- siclent, Secretary and Treasurer ; to meet at least once a quarter, and oftener if required ; to provide for the support (,>f the Institution by means of voluntary contri- butions and otherwise, as they may deem advisable. I 7. The Committee shall also, at their first meeting i after election, appoint a committee of ladies composed of an equal number from each denomination to superin- tend the internal management of the Institution. Such committee of ladies shall appoint their officers and make regulations equitably according to the spirit of this Constitution and the basis on which the Association is formed. 8. The religious training of these orphans shall be conducted according to the doctrines and tenets held by the orthodox Protestant Churches. In this Constitu- tion those Churches are esteemed orthodox which held as the foundation of their faith the sufficiency and auth- ority of the Holy Scriptures for salvation — Holy Scrip- tures being the commonly received books of the Old and New Testaments, — so that, whatsoever is not read therein or may not be proved thereby, is not to be re- quired of any that it should be believed as an article of the Christian faith or be thought requisite or necessary to salvation (Art. 6, Ch. of Eng.); and which also hold 'the Articles of the Apostles' Creed as truths of our com- 1-^ I' 'I i/i }^ n; 36 PROTESTANT ORPHANS HOME. mon redemption, on the ground that they may be proved by most certain warrants of Holy Scripture. All there- fore, who hold any office or authority as over the orphans shall be and continue to be Protestants of good character and sound in the faith. A form of prayers prepared for the purpose, together with portions of the Old and New Testament Scriptures, shall be read morn- ing and evening daily. 9. The orphans shall, in charge of the matron, regu- larly attend divine service on Sunday (mornings) in the Victoria Churches of such of the orthodox Protestant denominations as are or shall be from time to time rep- resented on the General Committee, as follows : — That is to say, the attendance shall be given in quarterly (tri. montly) periods at the services of each such denomina- tion in succession. In the case of anj' such denomina- tion having regular services in more than one church in Victoria, the quarter's attendance pertaining to that denomination may be equally divided among its several churches. Attendances at these services and at any other times shall be in the discretion of the General Committee, as shall also other questions or exceptional cases that may from time to time arise. 10. One Minister of each Protestant denomination as aforesaid, in quarterly rotation, shall be the Minister or Chaplain of the orphans, with pastoral authority over them for that time as over a portion of his own flock, providing he does not in the exercise of such authority violate any Rule of this Constitution. 11. It shall be lawful for the Committee from time to time to make, vary and alter by-laws for the govern- ment of the Institution, and for all matters and things relating to the conduct and management of its affairs, provided that the same be not inconsistent with the foregoing Constitution, and that notice of any proposed alteration be given at a meeting of the Committee at least five days previously to such alteration being made. BY-LAWS. 1. At all meetings of the members of this Society ten shall form a quorum for the transaction of any business, and the consent of a majority in numbers of those pre- sent at any such meeting (at which a quorum shall be present) shall be necessary for the passage of any reso- lution. Notice of annual and all other meetings of the members shall be given by publication in one Victoria daily papor, duly signed by the Secretary, and giving at least thirty-six hours notice of such meeting. 2. The Ladies Committee shall have power, and it shall be their duty (subject to the approval of the (len- eral Committee) to superintend the internal business o\' the Home ; to make, alter and ameiul liy-Laws or Kules lor the proper }j;uidance o( the Matron and other em- ployees, and for the discipline and control o\' the in- mates ; to exhibit in the public oHice at the Home, the Mouse Rules, time tables, bill oi' fare, etc., in force for the time being^ ; also the name, a^a* and sex o\' all the children and when and lu>w received ; to elect their own servants and oHicers ; to meet at least once a month ; to receive and consider all accounts for supplies, etc., and after approval forward the same to the Secretary lor payment. 8. In very urg-ent cases the Officers may admit to the Home sub- ject to the approval of the General Committee at the first meeting- thereafter ; but no child shall under any circumstances be admitted to the privileges of the Home until examined by a regular medical practitioner and an order obtained from t^e Secretary or one of the Officers. 9. These By-L.iws may be altered or amended by a majority vote of those present at any meeting of the Com t', provided that written notice of such amend- ment oi <.
