When we consider that peace and quietness, prosperity, and a due return of the fruits in their season, have been allowed to our <;ountry by our Heavenly Father, we may well lift our hearts and voices in praise and thanksgiving. More especially is this seen when we contrast our present position with that of the inhabitants of the neighbouring States ; where, alas, war stalks through the laijd, injuring the public interests of the community, involving the rich and the poor in one common fate,and crippling the resources of religious and benevolent institutions. Such might have been our position at the present time, had not the Lord oi all the earth caused the dark clouds which were gathering around us to pass away; hence the Committee feel that it is more than ever incumbent upon the members of the Society to show forth, both by word and deed, their thank- fulness to Him who has given us so many blessings in rich abundance, and who himself tells us " To whomsoever much is given, of him much will be required." Seeing, then, that the income for the past year is some- what less than that of the previous year, the Committed might at first sight almost think that there was a want of . REPORT. 11 V I ap;>reciation on the part of our people of the blessing^ which we have enjoyed; but, when local circumstancen are taken into account, and when it is remembered that the income last year was considered a respectable return, from a Diocese circumstanced as is ours, the Com* mittee consider that they have no reason to despond, but rather that they have much to encourage them in the prosecution of the imjjortant and holy work for which the Church Society was established ; when, moreover, we call to mind the intimate connection that exists between our country and our neighbours, and the interruption which trade and commerce have experi- enced, the Committee are more surprised and thankful that the difference beween the income of the past and previous year is not much greater than that on the present occasion, they find themselves with slightly dinunished funds. ' During the first three years a lar^e increase was added annually to the income of the Society. This the Com- mittee cannot look for every year; for, though they believe the maximum which the Diocese ought to subscribe is very far from being attained, Htill, the sum now sent in nearly approaches the capabilities of our people under present circumstances. The income received from the Diocese for the past year is $7,380.97, being only $390.11 less than the previous year;, this deficiency the Committee chiefly attribute to the omission of the collection heretofore made on the day of general thanksgiving— no such day having been appointed last year — and instead thereof a collection having been made to meet the expenses incurred on account of the Provincial Synod, an object which, it is evi- dent from the returns, has not commended itself to tho sympathies of our people geuerallv. The total sum that has been received on account oi the various objects of the Society, and from the investments and trust funds^ amounts to $52,965.88. GENERAL PURPOSES FUND. The sum received during the past year on account of this fund and of Parochial Associations and Annual Subscrip- tions is $4,139,78, being an Excess of $224.11 over the pre- vious year. From this fund no less than twenty parishes have received grants for Sunday School books or Service books to the amount of $19^.^8, and thirteen churches have received help towards their erection or improvement, ■:^.- .*' A%-4. Substantial assistapce then has been afforded to the Diocese during the past year firom tikis ftind ; and, as directed by the By-Laws, $800 have also been carried to the credit of the Mission Fund, and $820 to the Widows* and Orphans' Fund ; leavinf^ $1,861.84 to the credit of this fund, to forward the work of the Society for the coming year. widows' and orphans' fund. The sum received from the Diocese for this fund during the past year is $602.68, being $26.95 less than the sum received last year. In addition to this the sum of $1,221,38 has been received from the principal and interest of investments, and $820 from the General Purpose Fund, making the total sum of $2,144.01; $600 have been paid during the past year to three Widows, and $2,108.74 have been invested. The balance at present to the credit of this fund is $1,191.76; of this about $1,000 can be immedU ately invested. MISSION FUND. ^1 r^^^. The sum received on account of this fund from the Dio- cese is $2,871.24, which is $373,02 less than the sum received for the same object last year; for this deficiency in support of what is considered the great object of the Church Society the Committee is unable to account, except it be from the difficulty in obtaining a remunerating retu^ for farm produce in many of the rural parts of the Diocese during the past year; for the Committee is loth to believe that any lack of sympathy exists in reference to this object in a Diocese where so great a want of Ministers of our Church is still felt. In addition to the sum received from the Diocese, $55,97 have been received through the S. P. G., given by friends in England for this Diocese, which the Bishop has directed to be placed to the credit of this fund. COMMUTATION FUND. • The capital invested in Municipal Debentures to the credit of this fdnd is $268,383, which, with j|^25 cash in buid, shows an increase of $3,196 over the sum received at the division of the Diocese. The interest received from thibi i^d during the past year is $14,763,17, whi(^, with the balance in hand at the lie^inning of the year has etiabled the Society to meet the Salaries chargeable to this account. Were all the mui!iiei^«Kti^ tb ili««t their eri^t^^fmiefidts, there would be a balance from this fund at the dispostd of the Society. EPISCOPAL FUND. • A full report of this fund was lately drawn up and pub- lished by the Committee, which will be found in the appendix. So short a period has elapsed since that report was published, that little change has been made in the fund. When the recommendations embodied in that report, which have been adopted by the Society, can be carried out, this fund will be in a better position than at present to meet its liabilities. The Oommitte hope that this will be accomplished in part, at least, during the coming year. CHRISTIAN KNOWLEDGE SOCIETY'S FUND. Bv the liberality of the S. P. 0. K., the sum of $1,201,11 has been added during the past vear to this fund, which is ttt the disposal of his Lordship the Bishop of the Diocese, ■rfiiiiiiM' u REPORT. and from it eight churches have been helped during the past year; assistance has also been promisea to several others which are in course of erection in various parts of the Diocese. During the past year one of the Vice-Presidents of the Society has been removed by the hand of death — the late Aosalom Shade, Esq. This gentleman ever took a lively interest in the affairs of the Society and the work of the Diocese generally, and was always ready, both with his counsel and with his purse, to forward the objects of the Society; and the Committee desire on this, the first opportunity^, to record their high sense of his worth, and to offer to his viridow and friends their deep sympathy in their bereavement. The Committee must again record their thankfulness to those venerable Societies in England which continue to render them substantial assistance in their work in the Diocese, and they sincerely hope that ere another year passes away, the sad and unnatural war which is raging m the neighbouring States will have been brought to a close, and that the olessings of peace and prosperity will be experienced, not only in the land in which we are most deeply interested, but in all parts of the North American Continent, so that there will be nothing to cripple the re- sources of our country, and our people will be in abetter position to assist in forwarding the great objects which tMs Society has in hand. EPISCOPAL FUND. The following statement was adopted by the Standing Committee of the Church Society of the Diocene of Huron, at a Special Meeting y in accordance with a Resolution passed by the Church Society, on March 14/A, 1862. The standing Committee having been requested to put forth a statement relative to the Episcopal l:*und. desire, first, to give a short sketch oi'the circumstances which led to the formation of this Fund, and the manner in which it iVas raised, as it is important that, when dealing with this Fund, these circumstanoes should be kept in view. It will be remembered then, that, when the division of the old Diocese of Toronto was liist talked of, it was made a condition that an endowment, for the support of the Episcopate, should be first raised by those interested in the fonnation of the new Diocese, as there wei'e no funds available for this purpose to be obtained from other quarters, as had been the usage in ull former cases, when new Dioceses were formed. To this ai langement the Imperial Governmert became a party, and it was conceded that, when a sufficient endowment was secured, the Bishop should be elected by the united suffrages of the Clergy and Laity within the bounds of the new Diocese ; with this Proviso, upon which the Governor General insisted, that the minimum endowment raised should be £600, H. C'y., a year, with a pledge that exertion should be made to increase it, as soon as possible, to i;760 a year, and that a lesidence should also be provided. In the years 1854, 1855, aud 1866, exertions were made throughout the Diocese, moft parts of which weie visited by a deputation, duly ap- pointed to solicit subscriptions for this object, and a Committee, con- sisting of seven Laymen of standing within the proposed new Diocese, was appointed by the Church Society of Toronto (the only body having the power at that time) to receive subscrijitions for this object, and to piepare the endowment for the approval of the Governor- General. "When the Committee leceived this Fund from the Depu- tation who bad traverbed tlie Diocese, soliciting subscr jtions, it con- sisted of a small portion in cash, but the greater part was in Notes, securing bubecriptions, varying from a few pounds up to five huni- dred, together with some promises from vaiious parties, some of which have not been fulfilled to the present day. It was necessary, however, before the Government would consent to a division of the Diocese, that the whole, or most of the Fund, should be secured by Mort|^uge on real estate, and in large sums; hence the Committee made arrangements with various parties to re- ceive the Notes and small Mortgages and the cash in hand, and to give in place Mortgages on real estate for larger sums, in this way the Committee investetl the greater portion of the Fund in sums varying from JCIOO to .£3,00Ui and the whole matter was laid before the Bishop of Toronto in the month of April, 1 867, by a Deputation sent for the purpose, and the Bishop, having examined and approved of the same, waited upon His Excellency the Governor-General, ac- companied by the deputation, and the Governor, having examined and approved of the arrangements made by the Committee, gave his consent to the proper steps being taken to elect the first Bishop over the new Diocese. In July, 1857, the election of the Bishop took place, on the understanding that the Diocese wab pledged to the Government to provide an Episcopal Stipend of at least £600 a-year. Shortly after this, severe commercial embarrassment commenced, causing great depreciation in real estate in the country, which unfor- tunately during several years of great prosperity had been unduly raised in value, so that when the reaction took place it became, in like manner, unduly depreciated, and as the greater part of this Fund was (secured on property so aflFected, much of the interest was irregu- larly paid during this period of commercial embarrassment. After the incorporation of the Church Society of the Diocese of Huron, the management of this Fund was assumed by this Society, and all the securities, &c., were assigned to this Society by the Church Society of the Diocese of Toronto, and at the Meeting in March, 1 860, the present Episcopal Fund Committee was appointed to ex- amine into this Fund, and to endeavour to put it into such a posi- tion as that, as far as possible, it might meet the object proposed. The standing Committee consider that the best statement that they can give of the Episcopal Fund, is to publish the various re- ports made by this Committee to the Society, since their appointment to the present time. In June, 1 860, the Committee made a report to the Society, of which the following is a brief summary : The Committee examined the Securities, which they dasaified in the following manner — Class A, A £8,861 9 4 Class B, 8,417 4 Land Valued by the Donors,... 150 X12,416 18 10 36 APPENDIX. ! i The Committee considered that £2,757 4s. 6d. could not be looked upon as reliable, thus leaving £9,661 Os. 4d. available for the Fund, so far as they could judge at that time. The chief reason for this large sum being lost to the Fund, seems to be from the change of circumstances of many of those who subseribed, and the great depreciation of property in the country generally, which affected the securities given to to this Fund. With regard to the Interest, the Oomroittee found that there was the large sum of £736, 15b. 9d. due, reckoning to July 1st, 1860 ; but much of this being on securities which wei'e not considered good, of couitie could not be depended upon to pay the Episcopal Stipend ; while they found that no less than £760, 7s. was due to the Bishop to the same period, reckoning the Episcopal Income at £600 a-year, which was the minimum sum named by the Governor-General, and which the Diocese stands pledged to the Government to raise for the support of the Episcopate, as it was on this condition that the Go- vernment allowed the Diocese to elect its Bishop. The sum, £760, 78. du6 to the Bishop for arrears of stipend, together with the sum voted toward his expenses incurred by his journey to England, and for his consecration there — making, together, the sum of £1000 C'y; it was resolved by the Ohurch Society, in June, 1860, that this sum should be placed to his Lordship's credit, on the condition that, the interest thereon only be paid to him, the principal to remain as a debt due to the Bishop offsetted (as is explained toward the con- clusion of this report) by his Loixlship's li{^)i]ities to the Episcopal Fund." In the month of June, 1861, the Committee made a second Report, containing a review of the Fund up to that date, which was published in the Society's Third Annual Report, and which is as follows: — REPORT OF THE EPISCOPAL FUND COMMITTEE. "The Committee appointed to manage the Episcopal Fund securities, beg to report that they have endeavoured, during the past year, to bring the Securities in Class B into such a position as would warrant their being placed in Class A. " The present state of the Fund is as follows : — Class A Securities, &c., paying interest, $86,800 37 Class B, do., yet to be Farmed for the Fund. 6,067 56 L?nd, as valued by the Donors 600 00 Cash in hand for Investment 392 58 $43,850 46 " In addition to this, there are securities and notes representing (8,141 90, most of which are conhiderod so bad that the Com- mittee recommend that for the present they be written off, as it is useless to burden the Fund with Securities, the greater part of which will never yield any return. The Committee, however, will not lose sight of these securities, and should any portion of them prove here- after available, they will be added to Class A. In the month of Decemher the Committee presented their Third Report, which, as it contains a review of the Fund, is now pub- lished ill full: " The Committee appointed to manage the Episcopal Fund Se curities, beg to lay before the Church Society a statement of the present position of the Episcopal Fund, both as to its Capital and as to its Interest Account ; and at the same time to make a few remarks and suggestions as to its future management. " I. First {18 to the Capital of the Fund. When the Com- mittee made their last Report, in the month of June, Claws A, the only portion of the Fund from which the Committee derive any In- terest, was stated at $37, 192 90 ; since that time the Committee have been obliged to remove $1,180 00 to Class B, thus reducing Class A $36,012 90, but by an increase on re-investment, they have add- ed $100 00, making Class A $36,112 90, at the present time. Class B, in June, 1861, was 86,057 65 To which has since been added and brought down from Class A \ 1,180 00 Making Class B at present 87,237 55 " This sum cannot at present be depended upon to produce in- come, although a large amount of arreara of Interest is due on it, and the Committee fear that the largest portion of it will be lost to the Fund ; but even if one quarter, or say 82,000 00, can eventually be turned to account, it would add 8120 00 annually to the income; and yet this would leave more than 8600 00 annually deficient. *' In Class B, several large Mortgages are included, from which nothing has been received since July 1, 1857, but legal steps are be- ing taken to put the properties on which these Mortgages are held in such a position that they may be made available for the Fund ; and in April next the Committee expect to be able to offer them for sale. " It is manifest then that some steps must be taken to assist this Fund ; this is a contingency to which your Committee always look- ed foi*ward ; they had hoped, however, to have been able to put this off for three, if not for six months longer, but the unexpected de- crease of Class A, by securities not paying interest upon which they had depended, and the unforeseen heavy drain upon the Income Fund, which will be shown under the head of " Interest Account," has compelled the Committee to bring this subject before the So ciety at its present Meeting, in order that steps may be tiiken with- out delay to put this Fund upon a sounder basis. " The Committee consider that an absolute necessity exists at the present time of increasing the Capital or of subsidizing the In- terest. " To meet this, the Committee, after duly weighing the matter, consider that one of the following three plans must be adopted : — APPENDIX. 80 00 00 " Ist. By a vote of money each quarter to assist the Interest Account, or 2nd. By soliciting further Subscriptions to increase the Capi- tal, or " 3rd. By voting a sum of money, or its equivalent, to increase the Capita! so as to make it produce the Income required. *' By adopting the first plan the necessity for an increase of Capital would be obviated, but it would be at the expense of a large pecuniary assistance each quarter, which wduld be a contitiual drain upon the only Fund which your Committee believe could legitimate- ly be appropriated to this pui-pose. The surplus Interest of the Commutation Fund — and this, although the Committee propose a temporary assistance from this Fund, to meet the present wants of the Interest Account, they could hardly feel justifieil in recommend- ing SA Q. pa'manent means of meeting the deficiency. " With regard to the seconfh proposfil, to solicit further Sub- scriptions for this Fund throughout the Diocese and elsewhere, the Committee believe that little, if anything, could be obtained in this way at present, and moreover it would interfere with the annual de- mand upon the Diocese for the other objects which the Society is seeking to advance. - " To turn then to the third proposal, viz., to vote a sum of money, or its equivalent, to increase the Capital ; the Committee con- sider this to be the most feasible and most likely to produce permar nent benefit to the Fund. Money tho Committee do not believe the Society is in a position to vote; but there are several hundred acres of land* at the Society's disposal, for the general objects of the Society, which the Coramittiee believe the Society may properly ap- propriate to assist this Fund, so long as it requires assistance, f and • These lands consist of 1,380 acres given by several persons for the Gen- eral Purposes of the Society, and which thic Societv received as its portion in the division of the funds and property of the Church Society of 'Ibronto, and of 888 acres, which were also appropriated to this Diocese, as its share of lands given by the S. P. G., for tlie objects of the Society, and which have since been deeded to this Society. f The following extract from the award entered into by the Church Sodeties of Toronto and Huron, will explain what is meant by "so long as it requires assistitnce" :— " Tiiat the Church Society of the Diocese of Toronto shall execute a bond to the Church Society of the Diocese of Huron, In a penalty of ten thousand pounds, that on the death of the preKont Bishop of Toronto, the present Archdeacon of York and the present Arch- deacon of Kingston, severally, the said Church Society of tlie Diocese of Toronto shall ^lay to the said Church Society of the Diocese of Huron the fol- lowing sums : On the death of the Bishop of Toronto the sum of two thousand six hundred and eia^hty-six pounds, thirteen shillings and four- pence ; on the death of the Archdeacon of York, the sum of one thousand three hundred and thirty-three pounds ; on the death of the Archdeacon of Kingston, the sum of seven hundred and fifty-six pounds ; and also on the death of all of the said three Clergymen, the said Bishf^p and the said Archdeacons, or on the tirst day of January, in the year of our Lord one thousand eight hundred and seventy, whichever shall first happen, pay to the said Church Society of the Diocese of Huron the further sum of one thonaand two hundred and five pounds, thirteen shillings and fourpence ; 40 APPENDIX, I I HM theHe landifi hh yet. have brought in nothing to the Society, their nppropriation to this purjwne will hardly be considered objectionable. F., and these, added to the 300 acres already belong- ing to this Fund, will make 2,068 aci-es; these, if sold for say * 1 0,000 00, being about 6 00 an acre, would produce an income of *600, to be added to the Interest Account; which would about meet the present demand. If these lands can be made to produce a larger «nm, there will of course be a corresponding increase of In- come, and the surplus over and above what is required for this Fund, should there be a surplus, could be dealt with by the Society as oc- casion requires, or, like the other Funds, it could be carried to the credit of the Mission Fund. " This proposal to assist the Fund through these lands the Com- mittee believe to be the most feasible and simple, and that it will prove the most satisfactory to all parties; and therefore they recom- mend that it he adopted. A list of the lands proposed to be ap- propriated is apppended to this report • " The lands at present belonging to the Fund are — " A Village Lot in Windsor. " A Town Lot in Sarnia. " 100 Acres in Enniskillen, and '* 200 Acres in Romney.* " No revenue has yet been derived from these lands, while a si'^ of $124 35 has ah'eady been paid for Taxes, and a fuither sum for the present year is stiU due, " II. Second, as regards the Interest Account of the Episcopal Fund— •' The Committee will first briefly refer to the action of the So- ciety in June, 1 860. " When the account of this Fund was made up at that time, it was found that there was due to the Bishop for Stipend to July 1, 1860, £760 Vs. Od., reckoning the Stipend at £600 a-year, the minimum sum named by th3 Governor-General. While there was a large amount of Interest due the Fund to the same date. The So- ciety then determined, provided the Bishop agreed, to allow this to remain as a debt due to the Bishop, and to add to it so as to make the round sum of £1,000, as ari'ears of salary, and compensation for expenses incurred by the Bishop by his journey and Consecration in England. This sum of l!!t4,000 has remained as a charge upon the Fund since July 1, I860, and interest on it has been paid to the Bishop, but as the Fund has been receiving the same •interest from the whole of such payments to be made by the Church Society of the Diocese of Toronto in any Securities held by such Society at the time of such payment, bearing six per cent interest at their par value." By the a.&:reement made between the two Societies, the Interest of these Securities is all to be applied to the Episcopal Fund, with the exception of $400 a year, which is to he set apart for the support of an Archdeacon. <* This lot has been deeded by the Executors and Family of the late Col. Burwell, for the maintenance and endowment of the Bishop of the Diocese of Huron. ( APPENDIX. 41 His Lordnhip on his liability to the Fund,* the Committee recom- mend that, in order to simplify the matter, credit be at once ^ven to the Biahop for, $4,000, thu8 reducing the income, and also the claim upon it by $240 per annum ; but leaving the Income and its present Liabilities in exactly the same relative position, f " The following Resolutions were passed by the Society, in June I860:— • *• Resolved — That considering the deficiency of Income arising from the Episcopal Fund, the Church Society hereby assumes and undertakes to make up the deficiency, so that the Bishop's Annual Stipend shall amount to six hundred pounds, exclusive of his In- come from the Commutation Fund. *' Eesolved— That $4,000 be placed to the credit of the Lord Bishop of Huron, for balance of salaiy and expenses up to July 1, 1860, and that the same be allowed to bear Interest at the rate of 6 per cent per annum from that date until paid. In accordance with this arrangement, the Committee have been able, up to ihis time, by means of the Interest due previous to July 1, I860, addod to the current Income, to pay the Episcopal Stipend and all charges against the Fund prior to October Ist last; and they had hoped to have been able to meet all demands by means of tht. Fund itself for some months longer; but owing to several Securities counted as first-class failing to pay Interest, and unexpected expenses being brought against the Fund, the Committee found themselves unable to meet the Episcopal Stipend due on that day, and the ex- penses charged to this Fund during the current quark consequent- ly the Interest is at the present time heavily in arrea., as will be seen by this statement given in this Report. Before, however, giving a statement of the Interest Account, the Committee beg to lay before the Society an account of the gross amount of Interest received by this Fund since June 1st, 1860, and of the heavy and unexpected charges which they have had to meet, which will show clearly the difficulties they have had to contend with. The Bishop pays interest upon these sums to the Fund. f In making this an-angement to place this as an offset against the Bishop's liability to the Fund, as about $l,600of this canbe pla«%d against Interest which has been capitalized in the purchase of the King street pro- perty from Dr. Going ; therefore it is only $2,400, which, for the present, is carried from the Capital to the Interest Account of this Fimd, and the Society has since decided, by Resolution, that the Interest Fund sh^l repay this to the Capital Fund, from time to time, so soon as it shall be in a position to do so after meeting its liabilities. 42 APPENDIX. The Committee propose that this deficiency be charged to the Surplus Interest of the Commutation Fund, as the only Fund which they conceive can be used for this purpose; and that until the lands can be disposed of and made available for this Fund, supposing that the Society will concur in the recommendation made with respect to the lands, whatever sum may be required each quai-ter to meet the demands on the Interest, be also charged to the same Fund. APPENDIX. 48 The Committee, in making this suggestion, of course, takes it for granted that the Municipalities will all eventually pay their In- terest, although there may be a little difficulty at the present time. Having now laid a full statement of the Episcopal Fund before the Society, the Committee will briefly recapitulate their sugges- tions, and I'ecommend their adoption, unless the Society can point out some better plan, by which this Fund can bi> made to meet its liabilities. First, the Committee recommend that the capital be so in- creased, that the interest will meet the demand upon it ; and this they propose should be done in part, at least, by the appropriation of certain lands held by this Society, and that these lands be sold as soon as possible, and the proceeds invested for the benefit of this Fund. Secondly, in order to simplify the accounts, that the .|4,000 due to the Bishop be at once deducted from his liability to the fund, as this will leave the interest account exactly as at present, and it will avoid the unduly swelling of Class A. beyond its real position. Thirdly, That the present deficiency in the interest be charged to the surplus interest of the Commutation Fund, and that the same be continued each quaiter so long as required, while class B. is being farmed, and until the lands proposed to be appropriated to the use of this fund, can be made available for income. Should the Society adopt these suggestions, the Committee believe that the sum required from the C^ommutation Fund, will be diminished each quarter, until at length, when the lands are all spld and some other properties are made available, the demand will cease altogether. The fund has been, apparently, largely increased since it was submitted to the Governor in April, 1857 ; this has been done by additional sub- scriptions within the Diocese and elsewhere, including £1000 stg. from the Colonial Bishops' Fund; £200 stg. from S. P. C. K., and 200 stg. from the Canada Company, besides private subscriptions, in England and Ireland ; but as a large sum has lieen written off, the present condition of the fund appears to be as above. The Committee believe, however, that, when the severe commercial crisis through which the country has lately passed is taken into account, they may justly congratulate the Diocese upon the present position of this fund. * The deficiency of interest to meet the Ep. Stipend and expenses, seems to be about $600, if we take into account what may yet be added from Class B. to Class A. Now, to meet thi<», so as not to touch any ofthe funds contributed annually by the Diocese to the Church Society, it has been agreed to make use of the interest of the fund produced by the sale of certain lands held for the general objects of the Society ; and as by the award entered into by this Society with the Church Society of Toronto, certain securities are yet to be added to the Ep. Fund, at all events in the year 1870 — this is only a tem- porary arrangement; but which, under the circumstances, the Com- mittee believe to be the best, and, as far as they can see, the only plan by which the Society, in its present position, can redeem its pledge to the Government and to the Bishop.
