Part* XVIII. t^tvi /li a*'>irti; And whereas by the Constitution of the Church Society of the Diocese of Toronto, adopted on the '28th day of April, 1R42, it was ordained as follows, that is to say : In connexion and correspondence with the Society, District Associa- tions shall be established, comprising one or more Districts, (as shall be approved by the Presidents,) into which the Province is by law divided ; the same to be composed of the Clergy resident within the bounds of the same, and all other members of the Church who shall contribute in aid of . the Society's funds ; — the Archdeacon, or senior Clergyman resident within its bounds, shall ex-officio, be Chairman of such District Branch Association, with whom shall be associated, as composing a Committee of Management, the Clergy of the several Parishes or Missions, within the bounds of such District, and one or two Laymen from each of the same, a Secretary and Treasurer. A General Meeting of each Branch District Association shall be held in each year, at any time and place which may be agreed upon at a pre> vious Quarterly Meeting of the Committee of Management ; and Quar- terly Meetings of the Committee of Management, — not less than five to form a quorum, — shall be held, for the transaction of the ordinary busi- ness of the Branch Association. In order the more fully to carry out the objects of the Society, each Parish, in the person of its Clergyman and Church-wardens, shall be a Sub- Association, in correspondence, through its Chairman (the Cleiigy- man), with the District Branch Association, and may be denominated The Parochial Committee of the Church Society.- This Committee shall meet so often, and at such periods, as they shall themselves decide to be most convenient, inviting the co-operation of all the parishioners, in their deliberations and designs. They shall collect subscriptions and donations from the members of the Church, in such manner as they shall deem most effective, and endeavour by every means in their power to augment the resources of the Society. All monies raised to be transmitted to the Treasurer of the District Association. One-fourth of all monies paid into the hands of the Treasurer of the District Committees respectively, shall be transmitted to the Treasurer of the General Society, to be at the disposal of the Central Board, and the remaining three-fourths of all such collections shall, when required, be expended within the Parish or District in which they have been made, for such objects only as are specified in the Constitution of the Society, — CONSTITUTION. 11 the allotment to be made at the Quarterly Meetings of the Distriet Branch Assoeiation. All monies not required to be expended fur local purposes, and remaining unappropriated at the General Annual Meeting of the Dis- trict Association, shall be forthwith transmitted to the Treasurer of the Society at Toronto. The District Associations, through their respective Secretaries, shall communicate to the Secretary of the Parent Society at Toronto a minute statement of all receipts and expenditure within the sphere of their opera- tions, embodied in the form of a Report, once in each year, so soon as convenient after the General Annual Meeting of such District Branch Association. XIX. ' 1 1 In presenting their Third Annual Report, The Church Society hasten to express their earnest, yet humble gratitude, for that seasonable measure of success, with which it has pleased Almighty God to bless their exertions for three suc- cessive years. During this period, the Society have laboured diligently, as far as their means would permit, to carry into effect the various objects of their original Constitution. They have circulated, throughout the Diocese, many copies of the Holy Scriptures, numerous Prayer-books, and many useful Tracts ; and during the second year, they were enabled to establish one Missionary, and others have since been added ; but it was not until the present time that the Society, being now incorporated, and with her funds gradually and steadily increasing, found herself in a position to come forward and urge upon the members of the Church throughout the land, the necessity of immediately carrying into operation, with zeal and perseverance, that which may probably be called the principal object for which the Society has been incorporated, viz. ; the making provision for resident and travelling Mis- sionaries, in this extensive Diocese. We can call to mind, — and a sober remembrance of the ¥ast is useful and salutary, — that the Church of England and reland has, in various periods of her history, been a Mis- sionary Church. So early as the sixth century, Irish Mission- aries carried the Gospel into parts of Scotland ; while in the eighth century, we find Anglo-Saxon and Irish Missionaries actively engaged in the same holy work in Holland, on the C 14 KEl'Oltr. banks of the Illiine, and in Switzerland. Nearly one thotisand years afterwards, a similar missionary spirit havlug a^ain re- vived, the same Church established the Venerable Society for the Propagation of the Gospel in Foreign Parts,— a Society which now, for nearly one hundred and fifty years, has faith- fully laboured to carry the religion of the cross into almost every territory, or colonial dependency, within the British Empire, — a Society which, in most cases, has not only pre- pared the way for, but has continued to nurse, as it were, with parental care, the various colonial branches of the Church, which, watered by the continual dew of the Divine blessing, have sprung into being, during the eighteenth and nineteenth centuries. Indeed, to the general revival of this missionary spirit may be traced the origin of the Church in British America, in the British West Indies, the Anglo-Indian Church, and the Church in Australia, Tasmania, and New Zealand, all which branches " continuing steadfast in the Apostles' doctrine and fel» lowship" and in holy communion with the Parent Church, now occupy the face of the colonial empire of Great Britain, and appear in primitive and Apostolical integrity, as living witnesses to the memorable promise, given by our Saviour to his Apostles, " Z/O, / am ivith you alway^ even unto the end of the world" And thus it may be said with truth and thankfulness, that the word has not returned void ; that much of the good seed has fallen, neither by the way side, nor on stony ground, nor among thorns, but is still continuing to grow up, and ripen, and cover the face of the earth. The Venerable Society at home entered on their labours with comparatively few Missionaries; but it has pleased Almighty God, of his mere mercy, to bless and reward their exertions, and increase their means for doing good, to such an extent, that, at the present moment, they have nearly 400 Missionaries engaged in the propagation of the Gospel. All this is a manifest token to us, that, if we as faithfully remem- ber who alone gives the increase, a similar increase will be given, in his good time, to us likewise ; and a reasonable hope is afforded, that this Socie.ty may possibly be used as the humble instrument of administering, in a very great de- gree, to the wants and peculiar difficulties of this Diocese. And though the increase descends only from above, yet we must remember, that Almighty God has condescended to use REPORT. 15 ( •" liumnn vessels; that in the Apostolic age, the Gospel was preaciied from house to house, and from city to city ; and it IS only by striving lawfully in the same way, that we can now expect to be enabled to go and do likewise. Bearing this in devout remembrance, and believing that the time for energetic measures is now arrived, we must all be united, laborious, and self-denying, and as members one of another, use every exertion to carry the ministrations of the Church into every township, and realize the hope, which we now have good reason to entertain, that in two or three years, this Society will be enabled to support not less tlian twenty Missionaries. ' .* ,- . i. . ' " ' ACT OF INCORPORATION. Since the last annual meeting, the Act incorporating the Church Societies of the Dioceses of Quebec and Toronto, lias received the Royal Assent ; and on October 23rd, a new Constitution was adopted, modelled principally in accordance with that of the venerable Society for the Propagation of the Gospel in Foreign Parts ; at least, as nearly as could be done, in conformity with the provisions of the Act of Incorporation. Under this present Constitution, the actual business of the Society is no longer managed by a Central Board and Lay Committee, but at the General Monthly Meetings of the Society, which are thus thrown open to all, inasmuch as all incorporated members can now take a part in them. It may be added, that, at the formation of the Society, fears were entertained by many, as to the ultimate stability of the exertions then made : that question seems now happily settled. The Society has received an Act of Incorporation, and has continued to increase steadily in strength and use- fulness. INCOME AND EXPENDITURE. This Rtatetncnt exhibits the very considerable increase of nearly 950/. in tlie Society's income, (the second year's in- come having been not quite 1800/., while this year it has reached 2735/.) ; and it is gratifying to be able to state, that this increase, at the head quarters of the Society, has been so far from diminishing local exertions, that it may rather be hailed as a sound indication of the inreased zeal of churchmen, throughout the Diocese, manifested not only in building Churches, but in a more attentive regard to every thing which may conduce to the future well-being of God's visible kingdom. FOUR ANNUAL SERMONS. By Article XIX. of the new Constitution it is provided, that four Sermons be preached annually in the several Church- es, Chapels and Stations, within the Diocese, in aid of the funds of this Society. Since the Act of Incorporation, two such sermons have been preached ; the proceeds of the first have been invested in behalf of the Widows and Orphans* Fund, and the second was given for the benefit of five Cler- gymen in this Diocese, who, from circumstances which need not here be recapitulated, were deprived of their salaries and thrown into much distress. From both of these Sermons, the returns have been highly satisfactory; while the sermon which was preached on Trinity Sunday last will be devoted to Missionary purposes, being one of the two collections which, accoiding to the 19th Article of the Constitution, will not be invested, but annually devoted for the maintenance of resi- dent, or Travelling Missionaries. •SI >*?< ,> DEPOSITORY. The issues from the Depository have been to the value of 891/. 175. 2^d. The amount is somewhat less than during the former year, but it must be recollected, that this is alto- gether attributable to the more contracted importations which have been made during the same period, — not in the slightest degree to any diminution in the demand for such books as set forth the doctrine and discipline of the Church of England. (id. has been invested in forty-three shares of Upper Canada Bank Stock ; 37/. lOs. of which is on account of the Missionary Fund, and the remainder, 488/. I6s. Qd. on account of the Widows and Orphans' Fund. It is to be hoped that, during the ensuing year, the Society will be enabled to adopt such measures, with regard to the Widows and Orphans' Fund, as will secure its stability, its permanent increase, and satisfactory manage- ment. Several valuable hints have been already thrown out on this subject, which will no doubt be found of material assistance in bringing to maturity this very important object. ANNUAL SUM OF ONE HUNDRED POUNDS, STERLING, PLACED AT THE DISPOSAL OF THE LOUD BISHOP. By a resolution of the first year, a permanent annual sum of 100/. sterling, was placed at the disposal of the Bishop, to be appropriated in sucli a manner as to his Lordship might seem judicious. His Lordship determined to use it for the {mrpose of aiding the District Branches in providing Travel- ing Missionaries for their respective Districts, offering assist- ance to the amount of one-fourth of the annual salary of the Missionary, on the condition that the District Branch become responsible for the remainder. The Gore and Welli/jyton Districts Branch was the first to comply with this stipulation, viz. of furnishing three-fourths of the income of the Mission- ary, in consequence of which the Rev. J. Thus it will be seen that, in addition to having been used as the means for supporting five Clergymen, who were unexpectedly thrown upon the resources of the Church, no less than three additional labourers have been added, during the past year, to those already engaged in this portion of the Lord's vineyard. )V r PUBLIC MEASURES. — CLERGY RESERVES. During the last session of the Provincial Parliament, the Society petitioned the Legislature, in conformity with the resolution passed at the special general meeting of the Society, held September 21st, 1844, that they would be pleased to address Her Majesty, praying that the control and disposition of such share of the Clergy Reserve Lands as has been assigned to the Church of England, by the Imperial statute 3 & 4 Victoria, chap. 78, intituled, "An Act to provide for the sale of the Clergy Reserves in the Province of Canada, and for the distribution of the proceeds thereof," may be made over to the Church of England in this Diocese. This petition was supported by very numerous petitions from the various parishes in the Diocese, and was by the Hon. the Legislative Assembly referred to a Select Committee to report thereupon. The Committee reported most favourably in sup- port of the claims of the Church,* but the business proceeded no further. However, from the favourable nature of the Report, it may be hoped that the prayer of the petition will be granted hereafter. ja - , i^ •1 LANDS. A Committee called the Land Committee has been ap- pointed, to whom is entrusted the duty of preparinjj- all busi- ness relative to lands, and submittini^* the same to the con- sideration of the Society at their general monthly meetings. This Committee, in conformity with instructions received from the Society, with the view of obtainin 8up> port of, in one instance, a Purocidai, and in others of Sunday, Schools, and by the ditttribution of Dibles, Testaments, Prayer books, religious books, and Tracts ; yet the great object of this 13ranch lias been the maintenance of a Travellin^^ Mis- sionary, in order that to every place within its bounds, the inestimable benefits of a duly authorised Gospel Ministry may be extended, as far as circumstances will allow. In July last the llev. Robert Harding was ordained, and by the Bishop's anpuintmcnt has since then been engaged in the laborious but lionourable duties of a Travelling Mission- ary. The Committee would look upon this as an earnest of better things tu come ; and indulge the pleasing hope that, before long, three heralds of the cross may be added to the confessedly insufficient number of Clergy, at present labour- ing within its bounds. The income of this Branch has been £105 9s. Id. The expenditure, including £00 reserved for the parent Society, has been £110 12s. Id. Midland District, This Branch has undertaken to contribute the required three-fourths of the income of a Travelling Missionary. — They have also granted £50 currency per annum for three years, or any sum less than that to which their whole surplus income may amount, towards the maintenance of the Clergy- man, who may be appointed to the Church at Barriefield upon the condition of his performing Service once every Sunday in Pittsburg township. The whole of this charge will fall upon the funds of the Kingston Parochial Association. Books to the amount of £99 14s. 2d. have been purchased for their Depository, and the sales have amounted to £71 14s. lOd. The income of this Branch, not including sales at the De- pository, has been £85 148. 9d. The disbursements, inclu- ding £27 19s. 4d. advanced for the Depository, have been £102 lOs. 7d. Prince Edward District. The Report from this District is certainly not very encou- raging, but by the zeal and energy of the Chairman, subscrip- tions to the amount of £20 8s. Od. have been procured, and promises made of several valuable lots of land for Church purposes. • r. UEI'OKT. SI Eastern District. Several of these Committees report an increased nnmber of subscribers, and an additional amount collected. Some others are more fully carryinjf out the obiects of the Church Society by establishintr Parochial Libraries and De- positories, by means of which the Word of God, and its appro- priate companion, the Book of Common Prayer, are becoming more extensively circulated. From the Report of one of the Parochial Associations, it appears that the Clergyman of the Parish, which is only a rural one, has, in the last few years, distributed upwards of 1000 copies of the Bible, the New- Testament, and the Book of Common Prayer. This District Branch has much pleasure in stating, that the anticipations indulged at their last Annual Meeting, with reference to the appointment of a Travelling Missionary to that District, have been realized. The Rev. F. Tremayne was appointed in June last as u Missionary to travel in the Eastern and Johnstown Districts. He commenced his labours on the Idth June, and has 10 regular stations, in some of which he has officiated twice, and in others once in every four weeks, viz. St. Paul's Church, Moor's Settlement, and Spen- cer's Mills, Edwardsburg, Mountain, Lang's Settlement and Armstrong's Mills, Winchester, Charleston, South Crosby Chapel, Elizabethtown, 11th Concession, and Billy Sly's. He has also visited other places occasionally. All these places, with one or two exceptions, lie between the St. Law- rence and the Rideau rivers, in the back townships. From one extreme point of the Mission to the other is about 116 miles, consequently their Missionary has travelled since he commenced his labours in June last, upwards of 2500 miles. He during that period baptised 59 children and 1 adult. The income of this Branch has been £231 6s. Od., including special donations; £36 15s. lid. has been remitted to the parent Society ; £63 has been paid to the Travelling Mis- sionary, and £131 10s. Id. expended for local purposes. Niagara District. This District Branch reports with much thankfulness a small increase in their funds, and also that in most of the D I 22 iiEPoirr. parishes within the District, the increase is regular and stendy* Two new Parochial Associations have been formed in the united parishes of Dunnville and tlie Lake Shore, at the roouth of the Grand River, which promise to be highly use- ful auxiliaries. A travelling Missionary has been provided for this District, half of whose time is devoted to this duty, and half of whose salary is borne by the District Association. The Committee feel that the District has been highly favoured in the selection of the gentleman whom the Lord Bishop of the Diocese has appointed to this very arduous and important duty ; for whilst the situation is one which unquestionably makes great demands upon the physical strength of the Mis- sionary, it is, at the same time, one in which a matured mind and long experience in the Christian Ministry is perhaps even ipore indispensable< ... The total receipts, including special contributions, have been 266/. Os. 9* .«fii This Branch has been set off, since the last Annual Meet- ing, from the London, Brock, Talbot, and Huron Branch, at a meeting held in Woodstock, on the 2d September, 1844, at which the Lord Bishop presided. This District is one of the smallest in the Diocese, and their report only extends over a period of five months, and the receipts are almost ex-; clusively drawn from the Rectory of Woodstock. The Committee have established a Depository, and have panted 5/. towards the establishment of a Sunday School Library. The total receipts have been 81/. 9s. 3d., of which 40/. 5s. 6d. have been expended, leaving a balance in hand of 41/. ds. 9d. 1 (Ubot District. ^ This is the youngest District Branch in the Diocese, com- prising only one parish, that of the Rev. F. Evans, the only Clergyman in the District. Home and Simcoe Districts Parochial Associations. Toronto. — The amount of subscriptions in the city and neighbourhood of Toronto, paid to the Treasurer, is 219Z. 15s. 5d. A grant was made of 9/. 3s. 9d. to Trinity Church for a stone font, being the amount of a special donation for that purpose. York Milk. — 2/. has been received from this Association. Thomhill. — There hj\s been paid to the Treasurer by this Association, 46/. 8s. 2d. Streetsville. — The Association at Streetsville have subscribed the sum of 3/. 7s. 6d., and the Hurontario Association 2/. 6s. 3d. Georgina. — This Parochial Association has contributed 5/. 16s. lO^d. Tecumseth and West Gwillimhurt/. — 31Z. 18s. 8^d. has been paid to the Treasurer from this Association. Weston and Mimico. — This Association has contributed 4.. 17s. 6d. to the funds of the Society. Chinguacousy. — The sum of 3/. 10s. has been subscribed in this parish towards the funds of thie Society. Barrie Parochial Association has paid to the Treasurer 3/. 16s. lOd. on account of collections made in that parish. At the Monthly General Meeting of the Society, held on 6th March, it was Resolved, That Annual Meetings should be held of the several Parochial Associations in the Home and Simcoe Districts, and that such meetings should be at- tended by as many of the neighbouring Clergy as possible. There is no doubt, that, by following this plan, which has been attended with such very beneficial results in other Dis- tricts, much more will be done in future than has been here- tofore in these Districts. -i' * '' « ^ Efforts are being made to establish at least one Travelling Missionary in these Districts. One mission, that of the Rev. F. L. Osier, has already contributed and pledged itself to continue the sum of 15/. towards this very important object. In reviewing the labours of the Society, during the past year, there will be found undoubtedly much, which, laying aside all enthusiasm, calls for serious congratulation, the steady increase of the funds, the addition of three Mission- aries, the determination to provide, through the medium of Missionary Sermons, for the immediate support of one or two < > REPORT. 25 ^ -^_ -i » additional Missionaries in eacli District, the active measures winch liave been taken in Toronto for concentrating the busi- ness of the Society, whether as regards monej' or lands, the increased efficiency of the District Branches, which are now beginning in some measure to cover the face of the Diocese, are so many practical proofs, that the objects^ for which the Society has received an Act of Incorporation, are being stea- dily and zealously carried out. But perhaps the most favourable omen, and that from which the happiest results may be expected, is the prevailing spirit of the times. That general spirit of enquiry, which, formerly confined to a few, so remarkably characterizes die present age, has reached us here, and is now beginning to fill the length and breadth of the land. It will be believed, that no human inventions or institutions can continue to exist always against such a spirit of enquiry, especially when such enquiry is conducted as it always ought to be, in a meek and humble manner. It is true that local causes may for a while impede the progress of such a wholesome state of things, but it is still more true, as the history of the past teaches, that Eter- nal Truth itself, however vilified, shall in the end prevail. Amid all the confusion, which, in consequence of human cor- ruption, invariably accompanies any religious movement, men are now investigating with the utmost seriousness and con- cern the divine constitution of the Church of Christ ; and the result already has been, that many who some years ago treated this subject with the utmost indifference, have now returned to ihe fold, constrained, as it were, by a wholesome fear, from remaining any longer outside, lest, by so doing, they should be found haply to fight against God. And such knowledge is power. When men begin to rea- lize their privileges as members of Christ's body corporate, then religion comes home with a real force, and men prove their faith by a life of obedience, earnestly exerting them- selves in the cause of their Great Master, and endeavouring, by every possible means, to become, under the Divine grace, the humble instruments of extending this saving knowledge to all around them. -^Ip From feuch knowledge, a spmt of primitive charity is spring- ing up amongst us. The Comtnittee to whom was referred the petition of the Chnrch Society of the Diocese of Toronto, and other petitions signed by many thousand persons, members of the United Church of England and Ire- land, resident in the said Diocese of Toronto, and the Diocese of Quebec, praying to have the controul over, and the disposition and management of, their respective shares of the Clergy Reserves as is equivalent to the pro- portion of the funds assigned by the provisions of an Act of the Impe- rial Parliament, passed in the fourth year of her Majesty's reign, for the support of the Church of England, — beg leave respectfully to Report, — That by the said Act, entitled "An Act to provide for the sale of the Clergy Reserves in the Province of Canada, and for the distribution of the proceeds thereof," the Government of this Province is empowered to sell all or any of the Clergy Reserves, under regulations to be approved by Her Majesty in Council ; and that the proceeds, in money, to be de- rived from the sale and leasing of the Clergy Reserves, after the deduc- tion of certain allowances which are specified in the said Act, are directed to be divided into two equal parts ; one of which is to be distributed in certain proportions between the Churches of England and Scotland, and the other to be applied by the Governor of this Province, with the advice of his Executive Council, for purposes of public worship and religious instruction in Canada. From the foregoing provisions, it appears to your Committee that it was not the policy of the Imperial Parliament, at the time of the passing of the said Act, to apportion the said lands among the denominations of Christians whose claims were therein recognized, but rather to place the Clergy Reserves at the disposal of the Government, to be sold, and the proceeds to be divided in the proportion mentioned in the said Act. Your Committee, however, have given the subject and the matters set forth in the various petitions referred to them their best consideration, and they are led to doubt the utility or expediency of such a policy, and particularly when they cannot but consider that, at the time these lands f " ■ A. %■ A ■. 1^ APPENDIX. 83 ■■* ». i % were originally set apart for the support of religion, and the maintenance of public worship, it was thereby intciidi'd to create nn adequate Aiiid to form a permanent endowment for those important objects. And when it is further borne in mind, that the members of the Church of England inhabiting the State of New-York, are at this day enabled to erect their churches, and station their missionaries in every section of that extensive country, by the aid of funds provided by the pious care of a British monarch, when that country was a Dritish Colony ; that the nu- merous Dutch population of the same State are supplied with Pastors from ample funds provided also at an early day by the care of the Govern- ment, and that in both these cases the foundation of the endowment was a grant of land, insignificatit in extent and value at the time it was made, compared with the Clergy Reservea set apart in this Colony by his late Majesty King George tlie Third, but which grants being scrupulously preserved and respected by succeeding Governments, now yield most munificent resources for the support of religion. When your Committee also take into consideration, that our Roman Catholic fellow-subjects of Lower Canada arc enjoying, at this day, the most ample endowments for their Churches and Colleges, arising from early grants of land, which if alienated at the value they once bore, would have afforded but a nominal provision, wholly inadequate to the wants of the passing hour, they feel strongly the impolicy of the provisions mf the act to which they have referred, and the justice of the claims set forth by the petitioners. Besides, it is stated in the petition of the Church Society, that " the petitioners have observed with great regret, that under the system which has been adopted for the sale of the Clergy Reserves, and from the great deductions made from the proceeds for the expense of inspection and management, their share of the fund which has been appropriated by the Legislature to the Religious instruction of the people, is likely to be in a great measure consumed in charges which to them appear unnecessary, and to so great an extent that they are apprehensive that it will yield a little more than a nominal provision for tlie support of their Church." To this portion of the petition, your Committee have devoted a good deal of attention, and it appears to them that a very large and unnecessary degree of expense has been incurred in the manner pointed out by the petitioners. By certain public returns made by the Commissioner of Crown Lands and by the Surveyor General, and laid before the Legislature in compli- ance with an address of the 9th of October, 1843, it appears that the sums which are realized from the sales of the Reserves, are, in a great measure, sunk in the expense of management, and in defraying the gene- ral charges of the Land Granting Department. Your Committee find that in addition to a deduction of 5 per cent, out of all monies received by the District Agents, and besides the charge of remunerating a large number of Inspectors of Clergy Reserves, who have been appointed to be paid by the day at a rate not specified in the returns. ! i I i 84 AI'1>KNI>IX. the proceeds of ttioRc latulH arc nUo chargfd, by an order of the (•ovrm- invnt made in August 1841, with 40 percent, of the expense of tho Crown Lnnd Dcpurtnient up tu the time of that return. In appears that in Lower Canada there hnd been no salcH of Clergy Reserves since the Ifit January, 18U8, and tliut Hince tho Union of the Provinces, not more than about i)l 150 had been received on account of tho funds, while £609, or more than onc>liair of the whole amount received, had been charged against it aa disbursed for expenses. In the Hrst half of the year 1843, the whole monies collected in Lower Canada seem not to have exceeded £75 IGs. Gd , while the disbursement! charged against the fund are i)43 1 Os. 2d. In Upper Canada it appears by the same documents, that the sales of Reserves had been few for some time previously, though large sums had been received on account of previous sales. In the year 1842, the coUectiuns amounted to £18,000, and the dis- bursements to £5,100. For the year 1843, the amount collected up to the 1st of July is stated at about £7,000, and the charges at £1,7G3 lis. 3d., and while so large a sum, as that above mentioned, has been charged against the fund for disbursements, there appears to have been only a sale of 200 acres effected within that period, at the prce of £[)0. From the information above stated, it appears to your Committee, that there Is really no proportion or connection whatever between the service rendered to the fund, and the charges which are imposed upon it. For the considerations stated, your Committee, therefore, beg leave respectfully to suggest to your Honourable House, to adopt an Address to Her Most Gracious Majesty, beseeching Her Majesty to recommend to the Imperial Parliament to amend the said Act passed in the fourth year of Her Majesty's reign, so as to place at tho disposal of the Church of England their share of the said Reserves in Upper and Lower Canada, to be controlled and managed by the respective Incorporated Church Societies of the Dioceses of Toronto and Quebec, and to extend to other denomi- nations entitled to a share of the Clergy Reserve Fund, the same advan- tages, should they so desire.
