And while they are aware that many causes militated against a more successful appeal financially spmdving, yet at the same time the)" cannot but feel that if no other result sprang from the Archdeacon's visit thar. the liberal oiler which Avill shortly enable the erection of a suitable building for a Ladies' College, that a substantial benelit has been conferred not only on the Diocese and the Province, but the whole of the North-AVest. The Canons prepared by the Executive Committee were then considered clause by clause and adopted in an amended form as follows — being afterwards ngreed to unanimously as so amended. CANON I. PAROdlllAL ORGAlNnZATION. 1. The Cathedral as the Church of the Diocese hav- ing the seat of the l>ishop shall, for the purposes of this Canon except as regards its Parochial boun- dai'ies, be considered Extra-Parochial and be governed by its own Statutes. ,, 2. Any District where services are performed and a congregation organized according to clause 4 of the (Constitution of the Synod may be erected by the Bishop into a Parish having defined limits with a Clergyman in charge, who shall be called the Incum- bent, and may be collated or instituted and inducted with such forms as may be enacted by the Synod, or till such forms be enacted, as the Bishop may appoint. But such District shall not include any part of an ex- istinij Parish without the consent of the Incumbent and the majority of the Vestry of such existing Parish : provided that if such consent be refused the Bishop may refer the matter to the Executive Committee, and the Executive Committee shall on full consideration of the case report to the Bishop, who may then carry out 9 the division ol the existing Parish if the Executive Committee report in favor oi that measure, but not Otherwise. 3. The Bishop shall appoint a Commission to deter- mine the boundaries of the existing )*arishos as deiined by the late or the present Bishop of Rupert's Land, or where there has been no such delinition, by custom ; and the boundaries so determined shall, if approved by the Bishop, be the boundaries of such Parish ; but if the Bishop think it advisable he may remit any pari of the report to the Executive committee, whose de- '^ision respecting the boundaries shall be final; and the boundaries of Parishes so defined' shall be recorded in a book to be kept in the Diocesan Registry. 4. The Bishop may at any time, if he think it advis- able, change the boundaries of a Parish or Parishes on the i^etitioa of the Incumbent and Vestry of the Par- ish or Parishes interested. 5. Whenever a Parish shall become entirely self- supporting, it shall be called a Rectory. 6. Every male member of the Church being of full age and who shall haA'e subscribed the following declaration of church membership, is entitled to act as a Parishioner or Vestryman. nd a : the the DECLARATION. ' ' I do hereby declare that I am an attendant at Church and member of the Church of England or Pro- testant Episcopal Church in Rupert's Land. 7. Li every Parish there shall be two Churchw^ar- dens selected from the communicants, — one to be ap- pointed by tLe Minister, and one to be selected by the Parishioners, and not less than four nor more than twelve Vestrymen elected by the Parishioners. 8. The Incumbent, every clergyman licensed to the cure and regularly officiating, and churchwardens shall be ex-officio members of the Vestry. 9. The Churchwardens and Vestrymen shall be 10 annnally chosen at a iiK^etiiig of the Parishioners on Easter Monday, or as soon afterwards as may be con- venient. 10. Notification of the election of Churchwardens and Vestrymen shall be given by the chairman of the meeting to the Secretary of the Synod. n. Churchwardens and Vestrymen shall continue in office until their successors are appointed. 1^ . l^ ^^^ ^ '^ce of the Churchwarden chosen by the Parishioners, or of a Vestryman, shall become vacant by deatli, resignation, or otherwise, a meeting of the Parishioners shall be called, as soon as may be con- venient, to elect some other fit person to the vacant office. 13. If the office of the Churchwarden appointed by the minister shall at any time become vacant by death, resignation, or otherwise, it shall be the duty of the minister to appoint some other fit person to the vacant office. 14. As soon as may be after such appointment the minister shall make a return in writing to the Vestry, of the name of the person chosen by him to fill the vacant oifice, and shall cause a written notice of the said appointment to be forthwith attached to the church door. 15. Every person elected to fill the office of Church- warden or Vestryman shall, before acting in such office, sign the following declaration : I declare that I will faithfully and truly execute the o'Hce of within my Parish, to the best of my skill and knowledge. iVi-juO'iq DUTIES OF CHURCHWARDENS. • '^ 'iiit; ^/ / i^), 16. It shall be the duty of the Churchwardens, and they are hereby empowered — iiTnti a. To see that Divine service is decently and regu- larly performed ; to have, jointly with the Incumbent, 11 custody of all monies belonging to the Parish ; to pro- cure all things requisite for Ijiviiu^ service, and for the supplj^ and safe custody of Parochial Kecords ; to have the joint disposal with the Incumbent of all offertories, except on days when collections are ordered by the Synod, when they shall be as; igned as directed by the 8ynod. In the case of nny disagri^ement between the church- wardens and the Incumbent respecting the disposal of the olfertories, there shall be an appeal to the Ijishop of Rupert's Land as Ordinary, who shall finally decide the question. b. To collect the olfertories and have them entered in a book kept for the purpose ; to keep the parochial accounts, and to j)ay all sums received for the specified purposes. c. To attend on the visitation of the Bishop or hi^^ Commissary or the Archdeacon, whenever cited, and in case of the death of the Minister or his inability through sickness to perform his duties, to report the 8ame to the Bishop. d. To keep the fabric of the Church and its appur- tenances, in repair and insured, subjectto the direction of the Bishop or Archdeacon. e. To assist the Church AVardons in the collection of oHevtories and contributions for general or special purposes ; and in tnkini>' care, as far as in them lies, that the clergyman's stipend is reguhirly paid, according to Diocesan regulation. h. To see that the yearly accounts, duly audited, are laid before the Parochial meeting, and that a copy of tht' audited accounts are transmitted to- the Secretary of the Synod. /,'. In Vestry meetini;' to deal with all matters com- mitted to them by the Synod or other authority, to consider and determine upon whatever may be remit- ted to them by the Minister or Churchwardens, and by resolution to express their wishes on any subject to the Minister and Churchwardens. 18. The Parishioners are to be duly summoned for consultation and co-operation when any large outlay of money is proposed, or when means must be raised to meet such an outlay. 19. After the accounts have been audited, any bal- ance in hand must be handed over to the new Church- w^ardens, together with the Church goods, inventory and terrier 20. The following books are to be kept by the Parish : — a. A book for entering the minutes and resolutions of all Parish and Vestry meetings. f b. A book for the Parish accounts. c. An inventory shall Ije kept of all Church good^ belonging to the Parish and a terrier of the lands. PAROCHIAL AND VESTRY MEETINGS. 22. In every Parish there shall be a meeting of the Parishioners on Easter Monday or as soon as possible afterwards, for the purpose of receiving aiid passing the year's accounts and of appointing and electing Churchwardens and Vestryman. 23. The Incumbent shall be the convener of ail Parish or Vestry meetings ; if there be no clergyman, the churchwarden or churchwardens shall convene such meeting. 24. The Incumbent shall call a meeting of the Parish- ioners or of the Vestry, on receiving a written requi- sition to that elfect, sigjied by a majority of the Vestry. 2r>. The presence of at least one-third of the members of the Vestry including one of the Churchwardens, shall be necessary to constitute a meeting of the Vestry, for the due exercise of its powers. 26. Notice of every meeting of Parishioners must be o-iven in writing or printing, signed by the convener and atiixed to the Church door, at least three days, in- cluding one Sunday, before the day on which the meet- ing is to be held. -J,!! !, . ; ' ''I 27. At a meeting of the Parishioners duly convened, the votes of those only who are registered shall be re- corded, and their decision shall bind those who are ab.-ent. 30. The Clergyman is ex-olUcio chairman of all Parish or Vestry meetings. If the cure be vacant, or if it be not vacant, but if the Incumbent be absent, the Minis- ter's Churchwarden shall be chairman. 31. The chairman has the usual powers appertaining to the chairman of any public meeting. It is his duty to remain in the chair until the business is concluded, or the meeting adjourned : to keep the meeting when necessary to the specified purpose of its assembling, and to decide all questions of order. He shall have the same right of voting as if not in the chair and an equality of votes shall be considered as negativing a proposition. 32. The right of adjournment is not in the Incum- bent or any other person, or chairman, nor in the Churchwardens, nor Vestry ; but in the whole assem- bly ; and the question of adjournment must be decided by a majority of votes. 33. Minutes of the proceedings and resolutions of every Parish or Vestry meeting shall be correctly en- tered in a book, and unless the minutes were read and approved at the close of the preceding meeting the first business of every meeting shall be the reading, passing, and signing by the chairman, of such minutes of the preceeding meeting. 34. Under the circumstances of the Diocese with a scat- tered population in largs Tarishos and Missions, it is very desirable that Lay Keaders should be more gene- rally employed than is now the case •, such Lay Keadei-s shall be recommended to the Bishop by at least two licensed clergymen of the Diocese and have either a general license tor the Diocese or a special license lor a particular Parish or ]Mission. They shall not be employed in any Parish or Mission but at the request or with the consent of the Incumbent of said Parish or Mission and they shall be entirely under his control and direction ; and shall be removed at his request ; they may be set apart for the service at such place and with such service as the Bishop may appoint. OFFICE OF LAY READER. The olllce of lay reader shall be to read the word of Grod in the congregation, and in the absence or illness* of the clergyman to read in the congregation any ap- pointed portions of the Morning and Evening Prayer, not including the absolution or any part of the com- munion service, and such sermons as he shall be duly authorized to use ; or to preach or exi^ound the word, if he be sj)ecially licensed thereto by the Bishop ; and generally to aid in Parochial and Mission work and perform such functions as it is competent for a Lay member of the Church to i)erfbrm, and as he shall be directed to discharge, under the authority of the Bishop.
