No rations will ever be allowed to the wives or children of Volunteers, nor will any transport be granted for the conveyance of their families from, or to their usual place of abode on the formation or disbanding of a Corps, and the Captains of Com- panies are held responsible that this is explained to the men at the time of their engagement. 40. Officers will be appointed to muster the Paid Volunteer Corps, at uncertain periods, to examine the accounts and ascertain that the men borne upon the Pay List are actually present, and doing duty with their Corps. 41. Where it may be considered necessary to at- tach Non-commissioned Officers or Privates of the Line to Voliurteer (.^orps, or Companies, for the pur- pose of becoming drills, they will be allowed one shilling and three pence currency per diem, while so employed ; the period so charged not to exceed sixty days. 42. Where it may become necessary to call any of the Uiipaid Voluiitoer Force into active service Tor a few days, or for a certain purpose, such as 12 arresting, or guarding-, or escorting Prisoners, watching a Road or Ferry, escorting Arms or Am- munition, etc., it must be done upon the authority ot the Officer Commanding the District, or Officer especially appointed for Ihe purpose. In these cases, the Officers will be paid at the same rates as the Paid Volunteer Force, without ration or allow- ances of any kind, and the Non-commissioned Of- ficers and men will be paid also, at the same rates as the Paid Volunteers ; but with sixpence curren- cy in addition to each per diem. No pay will ever be granted from the Military Chest, for services performed by the Unpaid Volun- teer Force, unless where they are called out by competent Military authority : in which latter case, a statement of the names of the individuals employ- ed, the services performed, etc., will be transmitted, as soon as possible, to the Military Sr?retary, ac- companied by an explanatory report of the circum- stanceh3 of the charges. 43. No Officers of the Volunteer Forces are to be considered as having any claim to Half- P ay ^ or other allowances, in right of their Commissions, after the Corps to which they may belong is dis- banded. 44. Officers Commandinnr Companies will take care that their mon are provided with such articles of Clothing, ("in addition to those provided them by Government,) as may be necessary for their effi- ciency, cleanliness, and comfort; which will be paid for by a stoppage, not exceeding fivepence currency, per diem, from their daily pay. 40. Paid Volunteer Corps, in Barracks at Out- Posts, will be allowed to charge the sum of £1 16s. currency, for every sixty men, in lieu of wood and candles. One third of which sum (twelve shillings currency,) will also be allowed to be charged per month, tor each Guard House, which it may be considered absolutely necessary to establish. The hire of one Stove and Pipes, for every thirty men, will also be allowed at a cha -ge not exceeding seven shillino-s and sixpence currency,per month ; and for each Guard House,the same,(s3ven shillings and six pence.) All such charges to be supported by certi- ficates, signed by the Oificers Commanding. TRANSMISSION OF PAY LISTS, ACCOUNTS, RETURNS, ETCf. 47. Issues of pay and allowances to Volunteei Corps or Companies, when called into active ser- vice, and embodied by competent authority, will be made, upon receipted Pay Lists, in Arrear ) and no estimates will be leqnired. In the case of Companies or Regiments where there is a Paymaster r person appointed to act in that capacity, and receiving pay, the Officer of the UommiRsariat will be authorized to advance upon his requisition, approved by the Senior Officer pre- 14 sent, such sums as may be required during the month ; not exceeding three-fourths of the usual monthly pay of the Company or Regiment ; and at the end of every month, the Paymaster, or Officer actmg as such, will deliver receipted Pay Lists in Triplicate, in Arrear^ lor each Company, which will be considered the final Voucher for his dis- bursements. I These receipted Pay Lists for Companies and Corps, raised and serving in Upper Canada, will be submitted for the approval of His Excellency the Lieutenant Governor of that Province ; in order to shew that the appellation of the Corps, the period of its engagement and service, the number of its Offi- cers, Non-commissioned Officers and Privates, and the rates of pay to each, etc. etc. have been duly ap- proved and authorized : they will then be forward- ed in Triplicate, to the Commissariat, by whom one copy will be transmitted to the Military Secretary, for the Covering Warrant of the Commander of the Forces, and two for the accounts. The Commis- sariat Officer making the payment on this Vouch- er, which is intended to be final, will be respon^sible for the calculations, and he will make no further imprest until the settlement of the monthly balance by the delivery of such Pay Lists. The same Rules will be observed in Lower Ca- nada in issuing Pay, etc., to Volunteer Corps, ex- cepting that one of these receipted Pay Lists (so furnished in Triplicate) will be transmitted to the Military Secretary by the Commissariat Officer making the final Payment, the other two will remain with him in support of his Accounts. 48. The Officers Commanding Volunteer Corps or Companies will transmit a regular monthly re- turn, (forms of which will be furnished them) on the 1st of every month ; in Upper (Canada to the Adjutant General of Militia at Toronto, and in Lower Canada to such person as may be appointed. 49. It is not expected that Officers of Volunteer Corps are to establish Messes, consequently no al- lowances will be granted for such purposes. 50. In some Districts it may be considered ex- pedient to embody and arm a Volunteer Corps ; some Companies of which may be called at once upon Active and General Service, and the others remain as a Sedentary Force in the section of the country where they were raised. For the Compa- nies destined for general and immediate seivrice, the Officers and men will receive the rates of pay established for the paid Volunteer Force, and Clothing. As a re- muneration for this service, the Officers vvill re- ceive one day's pay of their respective ranks per week, and each Non-commissioned Officer and Pri- vate the sum of two shillings and six pence cur- rency per week ; which money v/ill be paid on the certificate of the Superintending- Officer, tliat each Non-commissioned Officer and Private so charoed, were actually present when their Company was paraded as aforesaid ; any man reported absent will not be considered as entitled to remuneration. Should any part of this Sedentary Force be called iirta active and permanent service, the Officers, Non-commissioned Officers and men will receive the same rates of Pay as the Paid Vokmteer Force. The Sedentary Companies will also be entitled to clothing. 51. Whenever practicable, Military Districts will be established ; each to be commanded by an Offi- cer of the Regular Army, who will have the com- mand and superin tender] ce of all Volunteer Corps and Companies in his District. Whenever practicable, as it generally will be in the case ol Volunteer Corps consisting of two or three Companies only, even for general service, their sick will be treated in their Barracks or auarters, by respectable practitioners, resident where their Corps may be stationed. Their Com- mandincr Officers will give every facility in their power for the due treatment of the sick, by allotting the most appropriate rooms for that object, on the recommendation of the medical attendant. When the sick are treated out of Hospiiai, a stoppag of 22 two pence currency per diem will be made from their pay ; and the Siirv appoint- ed ; for one of five Viundred, an Assistant Surgeon will be added. 7. The Surj^eons of such battalions to be medi- cal officers of the Line,when practicr.ble ; to be ap- pointeJ as such, for the period during which the battalion is embodied. 8. Every Patient on admission will be entered into he book of admissions and discharires, and will be placed on the Diet (see table No? 5) and nionthly Diet lloU of the Hospital on the day after admission : from which a stoppage of ten pence hallpeniiy currency will be deducted from his pay. 2 If Hospital contracts are entered into at the Station the Contractors will furnish supplies, as they do those of tlie Lme : the Surgeon in clmr^e will settle monthly with the Contractois and the Commissariat, as they do in the Line. 3. If no Hospital contracts are formed, but gene- ral contracts only for the troops, the Surgeon will either purchase his supplies of all kinds, or procure from the Contractors the bread and meat he mav require ; as may be most expedient at the Station MpH- ?n^''''''''^* ?^^^' ^^ ^^ ^^'^ Station, the Medical Ofhcer in charge will apply to him for an authority to draw from the Contractor, supplies of meat and bread. If there be no Officer of the Commissariat on the spot, the Surgeon will ^We an order to the Contractor for the same, and" will himself pay the amount, monthly. ^ ^ 25 He will make his requisitions the day previously to their issue, and will settle both with them and the Commissariat, monthly. 4 For whatever portion of the supplies the Suro-eon makes purchases, he will accompany his return of expenditure, with all receipts as vouchers. This return he will transmit m_onthly, agreeably to Fo^m No. 1 ; and the Contingent Account No. 4, for the entry of all incidental expenses. 5 He will furnish the Pay Master, monthly, with this stoppasfe account, agreeably to form No. 2, and if soldiers of the Line have been received into the Hospital during the month, he will transmit a similar return to the Pay Master of his Corps : charging all at the rate of nine pence. He will transmit a copy of the stoppage return to the Deputy Inspector General of Hospitals, marked, '• \^olunteer Force," in the left corner of the enve- lope. G. The Surgeon will obtain from the Pay-master a sum on estimate ; and will make monthly settle- ments v/ith him. 7. He Will transmit to the Commanding Offi- cer a daily state of the sick, agreeably to Form No. 3. 8. The Hospitals will be furnished with Servants on the same scale and rate of pay, as are those of the liine, i. e. three pence per diem— the receipts for their wages to accompany the expenditure return, as detached vouchers. 26 iiii 9. They will be supplied, if practicable, with Medicines and Medical utensils from the public stores ; in the first instance, in tne shape of a de- tachment, or other chest. The Surgeon will make requisitions for the supplies from time to time. He will make pur- chases when compelled to do so, under authority previously obtained ; and enter the accounts of such purchases in his expenditure return, always accompanying that with the receipt. 10. He will keep a correci account of all Medi- cines and Medical utensils he receives or purchases, to enable him to transmit a return of all such ; which return will include, besides the articles received, the quantities expended, and the remain- der ; for all which he will be accountable. 11. He will transmit this return of Medicines half yearly, or at the closure of his Hospital. 12. The Barrack stores will be suppled by the Barrack Department : or if not, as may occur at Outstations, the Surgeon will report the difficulty to his Conmianding Officer, and will purchase whatever may be absolutely and immediately necessary, under his authority ; reporting the same to the Head of the Department. 13. He will keep copies of all official letters he writes ; and preserve those he receives. 14.
