Note. — Donations of Money or Books, or Loans of Books, thankfully received. i r CONSTITUTION. I. — The Institution is entitled, The Farmers^ Institute and Subscription Library Society. Its object is to collect Religious, Moral, Literary, and Scientific Books and Publications, for the dissemination of useful knowledge among its members. TI. — The affairs of the Society shall be conducted by a President, Vice President, Secretary, Treasurer, and Librarian, and a Committee of five other members; the Officers being, ex officio, members of the Committee. TKe Society may increase the number of Officers at any time, when found expedient. III. — ^The Officers shall be elected on the day of the Annual Meeting, and commence their duties the day of the first Quarterly Meeting (first Saturday in January) in each year. When the elections do not take place on the day provided, they may be lield any Quarter- ly Meeting after; the Officers continuing to 12 discharge the duties until their successors are elected. The Society have power to suspend from office any Officer for bad conduct or neg- lect of duty. Vacancies to be filled the first Quarterly Meeting after they occur. IV. — Any person may become a member by pay- ing One Pound entrance money, and One Shilling and Three Pence quarterly ; and per- sons joining the Society are immediately eligi- ble to hold office. . V. — The Annual Meeting shall be held on the last Saturday in each year, and the Quarterly Meetings on the first Saturday in January, April, July, and October, in each year ; and meetings may be called at any time when expedient. VI, — ^When any member fails to pay his subscrip- tion for four quarters in succession, and one month after, he forfeits membership till all arrears are paid. VII.-— The Society'shall not be dissolved while there are two dissenting voices. The subject of politics cannot bo introdrc^^d under pain of Five Shillings penalty ; and if repeated, the offender to be expelled. r f 13 VIII. — The Committee shall direct the expendi- ture of moneys belonging to the Institute, sub- ject to the approval of the Society. They have power to convene a meeting of the Society when deemed expedient. When a Book is damaged or lost, they shall determine tha amount of damage. The person by whom the damage was done is debarred the privil^es of membership till paid, — subject to an appeal to the Society. IX. — The President is authorized to convene a meeting of the Committee with the consent of two members. X. — At the Annual Meeting, or when the Offi- cers are elected, the Books may be removed to any place to suit the convenience of membere, provided the meeting be legal. XI. — Thig^rcn members to be a quorum. f ^mmtmmm RULES. ) 1. All elections to be by ballot. 2. The members are to observe order and decorum at meetings. 3. Any member residing more than one mile from the Library, may take at one time one Folio oi: Quarto, or two Octavos, or three Duo- decimos; but all members residing within one mile of the Library, shall be allowed but one volume of whatever size. A Book may be kept one month, and no longer, except re-entered by jthe Librarian. 4. When any resolution is adopted appointing a Special Committee, the mover shall be Chair- man of such Committee. 5. The President shall preside at all meetings. 6. The Vice Preaidbnt shall perform the duties of President in his absenc-c. 7. In the absence of the President and Vice President, the meeting shall appoint a Chairman pro tern., who shall perform all the duties of Chairman for the time being. ) 15 8. The Secretary shall record all the proceed- ings of the Society ; act for the Treasurer in his absence ; carry on all correspondence ; sign all ordere for cash ; give notice of all meetings one week previous, &c. &c. 9. The Treasurer shall take charge of the money of the Society ; honor all orders for cash from the Secretary to the extent of funds in hand ; and give a detailed account, quarterly, to the Managing Committee, of the receipts and expenditures. He shall notify the Librarian of all who have not paid their dues. 10. The Librarian shall take care of the Books, and loan them to members, subject to the regulations, and report any infractions of the rules to the Committee quarterly. 11. When a member detains a Book beyond the time allowed by Rule 3, he shall be fined Six Pence for the first week, One Shilling for the second week, Two Shillings for the third week, and so on m proportion for every week it is so detained, until the fines amount to One Pound when the member is debarred all privileges of membership till paid ;— subject, nevertheless, to an appeal to the Society. . 12. Any member lending Books to i>ersons not members, shall be fined Five Shillings for each offence ; and if not paid within one vear, or on his refusing to ply such fine, he shall be expelled.
