Sandys, B.D. : Whereat it frequently happens that persons from various parts of the Diocese, and from other Dioceses, make application for assistance in building Churches, Parsonages, &c., to the Clergy and Laity of the Church throughout the Diocese, without any recognized authority and proof of the facts of the case for which application is made :— Resolved, therefore, that the Bishop be re- spectfully requested to establish as a rule in the Diocese that no Clergyman or Layman be permitted to collect monoy for any Church purpose beyond the bounds of his own mission, or to proceed to any other Diocese for the same purpose, without the sanction and approval of the Bishop, given as a heading to his Subscription List ; and that it be the duty of such Collector to communi- cate with each Clergyman before he makes a collection in his Parish : and that, on his return from his collection tour, every person collecting shall present his Subscription List to the Bishop, and account for all moneys received. And further, that no person from any other Diocese shall make collections within this Diocese without first obtaining the sanction of its Bishop, under his hand and seal. Moved by the Rev. F. W. SIXTH ANNUAL REPORT or THE mCORPORtTED CHHRCH SOCIETY >roby Btion OF THE i>ioo£:sc: of hxtrot^. >i^i i ii In reviewing the work of the past year, and presenting their Sixth Annual Report, the Standing Committee are gratified by being able to state that the returns made exceed those of any previous year since the formation of the Church Society; and, as they readily acknowledge that without the blessing of Ahuighty God all their labors would be vain, so they feci that to Him their gratitude for the success of the past year is due ; to Him, therefore, in the first place, they would ren- der their unfeigned and heartfelt thanks. The past year although it bid fair at one time to be a season of ilhparalleled fruitfulness, still in the harvest returns did not altogether realize the fond expectations of the farmer, and, in fact, in many places, the staple crop was by no means good, and the yield poor. The Committee are, therefore, under these oircumstanoes, the more gratified at the increased suooess which they are able to report; mi thejr oan 10 REPORT. only believe that this is due both to a larger and increasing feeling of the dnty which lies upon all, and more especially at this timci to make a better return to Almighty God for the blessings of peace and prosperity which have been ueroifuUy vouchsafed to our countryi at a time when wars and rumors of wars are filling almost the whole earth, and also to a better appreciation by Churchmen in the Diocese of the objects and operations of the. Church Society' Looking, however, to the tneans employed, which have helped to pro- duce the gratifying increase in our income, the Committee believe that it is mainly due to the larger number of collectors engaged, and to the more general interest which has been taken in this part of the work. While, therefore, feeling gr&tefiil to those who have so kindly exerted themselves for the Society in past years, they hope another year will witness some return of Parochial Association collections from every congregation in the Diocese, as this would certainly yield .increasing returns for future yefars. INCOME. The income for the pasfyear, deriyed from collections and subscrip- tions, is 17,775.56, being 1619.34 more than last year, and $4.15 greater than the income of the third year, which was the largest that the So- ciety had previously received. The Committee, as has been their practice in past years, call the above the Income, without reference to a much larger amount of money which has been received from dividends on investments and other sources, as will be seen by examining the accounts published in the Appendix. By doing this, the Committee can each year compare the returns made, and thus show what the Diocese itself is doing to forward the objects of the Church Society. GENERAL PURPOSES FUNS. The sum received for this fund was 14,396.57, which, with the balance in hand at the beginning of the year, has enabled the Society to make grants tp Ch^phes, Parsonages and Sauday Schools, to the amount of nSPORT. 11 |2,091.6a, besides carrying $400 to the credit, of the Widows' and Orphans' Fund, being $5 for every clergyman in the Diocese, and $5(X) to the credit of the Mission Fund. In consequence of the large amount granted during the past year, the Committee will be unable to recommend any more grants to Churches or Parsonages until the Quarterly Meeting in March, when the Paro- chial Association collections for the current year will come in. The balance to the credit of this fund is only $936.90, to meet grants already promised and the current expenses of the Society. widows' and orphans' fund. The income from the Diocese for this fund was $528.'60 ; this, with $917.81 interest on investments, together with $522 received oa capital account, and $400 from the General Purposes Fund, and the balance in hand at the end of last year, has enabled the Society to pay $600 in pensions and $1581.24 for investments, leaving $208.64 balance in hand. 3y the mercy of our Heavenly Father, no further claims have been brought against this Fund; for although one clergyman— t^e Rev. Arthur Mortimer, who had been incapacitated for duty by ill health for some years, and was on the superannuated list — ^has been called away by death during the past year, still, owing to the favorable circun'istanocs in which his widow and family are left, no claim has beon made on this fund. )..-..«. The present position of this fund is such, that it is thought that al terations can be safely made in the present By-Law regulating its ma- nagement. The Report of the Special Committee appointed for this purpose will be submitted to the Incorporated Members at the ensuing Quarterly Meeting, i,:.^:, ..:..: ,,,. , , -;;.-;;:.'«■ .^i-i-; ; .: DEPOSITORY. 4U. Again, on last Thanksgiving Day, a collection was called for by the Bishop for this fund, which produced $325.30. Prayer Books and Hymn Books are supplied at a low rato by means of this fund, and n 12 REPORT. during the past yeair a large number have been sold. The balance to the credit of this fund is 1387.93, besides the stock of books on hand. MISSION FUND. The income derived from the Diocese for this important branch of the Society's work, during the past year, was 12,525.09 ; this, together with the balance in hand «t the end of last year, and 1500 received from the (General Purposes Fund, has enabled the Society to contribute 12,502.74 towards the support of the ministrations of the Church in various parts of the Diocese ; and no less a sum than 9911.50 towards the work among our red brethren— the native Indians— who still dwell within our borders. Unless, however, greater exertions are made to support this fund, it will be found inadequate to sustain the present staff, not to say to help to increase the nfimber of the Clergy, for which urgent calls are being made from different parts of the Diocese. The present balance on hand is small, and is gradually diminishing each year, as will be seen by referring to past Reports ; and the demands on the General Purposes Fund have lessened the amount which could be spaVed from it for the work of the Mission Fund. BOOIBTT FOB PROMOTING CHRISTIAN KNOWLEDGE iPUND, FOR BUILDING OHUROHES. Daring the past year the S. P. C. E. has changed its mode of making grants towards churches. Each application has now to be made sennr it(1r to the Society. All applications, however, have been favor- «)b 1, lad the7 coatinae to give assistance, though somewhat di ^ i, to all who apply reoommanded by the Bishop. The balance to the credit of this fund is 1794. This, except a small sum, has been received for special churches, and of course belongs to the parties for whom it was sent, and will be paid to them so soon as they are ready to receive it. ' \ REPORT. IS / . \ ' ^ In this, however, is included a legacy of 1200 left by the late Dr. Hall, of Hall's Mills, for the benefit of the Hall's Mills Church. This is a way of assisting the Society, in its general or special work, which the Oommittee hope to be called on more frequently to acknowledge as years pass away, and the ability of individuals in our country enables them to emulate the worthy deeds of that noble band who are enrolled on the books of our venerable Societies in England. Again the Committee have to acknowledge the. assistance which the Societies in England contribute toward the work in this Diocese; and, in fact, were it not for the assistance so kindly given by the Society for the Propagation of the Gospel and the Colonial and Continental Society, much of the missionary work which is being performed in this Diocese would have to be left undone. The Committee, therefore, sincerely trust that this assistance will be continued for some time to come ; for, so long as the immigratipn of the poorer classes continues, as for some years past, so long we shall require assistance to provide them with the ministrations of religion; for, although they are welcomed among UB as useful and desirable additions to our population, they are, as a general rule, unable for years to contribute much towards the support of the Church. Seeing, then, the great and increasing wants of the Diocese, the Committee cannot bring themselves to think that these Societies will withdraw the assistance which is now given, and which is profitably employed, so long as there is so much to be done and so little means within the Diocese for carrying on this important work. TRUST FUNDS. The statements of the Trust Funds, and of the funds of the Society proper, have been separated,'as will be seen by referring to the Appendix. The Committee will now briefly glance at the two great Trusts ad- ministered by the Society. COMMUTATION FUND. ^ The capital invested in Debentures is at present 1265,649,. which is 14 REPORT. leiM than the sum reported last year. This, however, is caused by the temporary loan of $%200 to the interest account, in order to nfeet Uic salaries duo from this fundt As soon as the anticipated arrangements with Hamilton and St. Thomas are completed, this will be returned, and a large addition made to the capital of this fund. The interest has been able, by means of the loan from the capital, to pay all the salaries in full. In the course of the present year the Committee hope to see the arrangements with Hamilton and St. Thomas completed ; and although, from the necessity of the case, the Society has become a party to the proposed arrangements, the Committee cannot but feel that the position occupied by those municipalities is very far from creditable to them* selves, and most injurious to the character of our country ; and it is to be hoped that no other municipality amongst us will be found occupying so humiliating a position. The Committee hope that ere long the municipalities will be restricted by Legislative enactment from the unlimited power of issuing De- bentures. . EPISCOPAL FUND. The capital of this fund shows a gradual improvement, mainly owing, during the past year, to the repayment of 12,400 borrowed by the interest account. This was effected, by means of the lands received from the Society for the Propagation of the Gospel in Foreign Parts, as per resolution of this Society at the Quarterly Meeting last June. The interest derived from this fund is still less than the claims upon it, and will probably continue to be deficient for some years. The ac- counts in the Appendix will show its present position. In a few years, however, as certain moneys which will yet be brought to the credit of this fund can be made available, its position will be such that the en- dowment for the Episcopate will be in a satisfactory and healthy posi- tion. In the meantime, everything is being done to make this fund, as far as possible, adequate to meet its claimis. RXPORT. 15 The Committ«e would now, in conclusion, in view of the wants of the Diooeso, again urge upon each member of the Church, within our bounds, the necessity of greater exertion to support and forward the objects of the Church Society ; and when we view the signs of the times— the evident restlessness and uneasiness seen in all countries, indicating the near approach of stirring events ; the sad and cruel war raging so near us ; the rumors of further trials, borne on the wings of almost every wind ; and the flood of scepticism and infidelity which prevails in all countries, and is now beating against the very walls of the Church itself— they cannot but say, both to themselves and to every true lover of our Zion, in the inspired words of the wisest of men, '' Whatsoever thy hand findeth to do, do it with thy might ; for there « is no work nor device nor knowledge nor wisdom in the grave, whither thou goest."
